Welcome to EXCEL REVIEW CENTER!
This Reviewee’s Handbook is intended as a guide for all
reviewees of Excel Review Center. It contains information
about the review center, its policies, rules and regulations.
It also contains information about the policies and
guidelines of the Professional Regulation Commission
(PRC).
This handbook aims to bring out the best in every reviewee
so that he/she may be able to prepare for the licensure
examinations and eventually become licensed engineers.
Moreover, this handbook aims to help every reviewee to
be aware of the processes in the filing and registration for
the board examinations as well as the rules in the actual
exam itself. Every reviewee is expected to be familiar with
the contents of this handbook.
Claiming ignorance of any of the provisions of this
handbook is by itself an admission of negligence to know
the objectives, regulations and practices of Excel Review
Center as well as the Professional Regulation Commission.

I – DEFINITION OF TERMS – As used in this Manual, the
following terms shall mean:
a. “REVIEW CENTER” refers to Excel Review Center with
SEC registered name Excel First Review and Training
Center, Incorporated.
b. “REVIEWEE” refers to an individual who is officially
enrolled in any review program of Excel Review Center.
c. “EXCLUSIVE REVIEWEE” refers to the reviewee who has
enrolled and fully attended ONLY in Excel Review
Center’s review programs. No other review center can
claim him/her if he/she will pass/top the licensure
examinations.

III - HISTORY
Excel Review Center was founded in 1991 at Vicente Gullas
Street (formerly Manalili St.) in downtown Cebu City and
started operation with only 12 reviewees. One year later,
its first board topnotcher, Engr. Glenn Paul Go (10th Placer)
from the University of San Carlos, was produced. In the
following year, its first reviewer, the ECE Licensure
Guidebook, was published. In that same year, it became
the largest ECE review center outside Metro Manila.
In 1995, it became the first review center to use computer
program to simulate the computerized licensure exam.
It opened a branch in Manila in 1996. In the two board
exams that year, it produced its two first-placers, Engr.
John Lamberte of the University of San Carlos and Engr.
Edwin Medicielo of the University of the East. In that year
also, a total of 33 topnotchers in the two board exams
were produced and then it eventually became the largest
ECE review center in the country.
It set another milestone in April 1997 by becoming the first
and only review center to completely sweep the Top 10
places in the ECE board exams. The following year, it
produced its 100th board topnotcher.
As the new millennium turned, it continued its unmatched
performance by once again producing two first-placers in
the two ECE board exams. In the same year, it offered EE
review for the first time and immediately produced its first
three EE board topnotchers.

In 2001, it repeated its feat achieved in 1997 by sweeping
again the Top 10 places in the ECE board exams. In the
November examinations, it set another milestone, this
time by becoming the first and only review center to sweep
the Top 20 places. This unparalleled achievement was
repeated in 2002 ECE board exams.
In 2004, it went online by launching its website,
www.excelreviewcenter.com. In 2005, it produced its 20th
first-placer, Engr. Elvin Ivan Uy of De La Salle University. In
the same year, it received three national awards as Most
Outstanding Review Center of the Philippines and received
another two national awards the following year.
It took another step forward in 2006 when it registered
itself as a corporation, Excel First Review and Training
Center, Inc. The following year, an even bigger step was
taken when it became the first and only engineering review
center in the country to undergo and successfully passed
all the stringent requirements and standards set for review
centers by the Commission on Higher Education (CHED)
and was granted permit numbers 16 and 25 in accordance
with Executive Order No. 566.
In 2009, it started the construction of its new home – a 5storey building in the heart of Cebu City. The building is
complete with amenities and a 2-storey dormitory for its
reviewees. It is the first and only engineering review center
to own and operate on its own building, a genuine
testament to Excel Review Center’s commitment.

As of the writing of this handbook, it has produced 28 FIRST
PLACERS, 490 BOARD TOPNOTCHERS, 20,481 BOARD PASSERS
and has published over 20 review books. It is also the only
engineering review center to have SWEPT THE TOP 10 PLACES
FOR 7 TIMES and TOP 20 PLACES FOR 2 TIMES.
IV – GENERAL RULES & REGULATIONS
a. EXCEL REVIEW CENTER REVIEW ID
Review ID is the reviewee’s entry pass to attend the
enrolled program (review and/or refresher/coaching), to
do hands-on session in computer room (e-Review), to
verify his/her record and to apply for issuance of
certification. Reviewees are required to bring their IDs at
all times and wear them when inside the premises.
All reviewees are required to have their ID pictures taken
within the first week of classes to facilitate the immediate
distribution of their IDs. Replacement of lost or damaged
ID will be charged accordingly.
b. ATTENDANCE
Regular and punctual attendance is required in all classes
(review and refresher/coaching courses) including eReview sessions. Accumulated absences totalling 20% of
the total review class days will be subject to dropping. All
reviewees are required to affix their signatures in the
attendance sheet every meeting. A latecomer is admitted
only to class if he/she is late for not more than thirty (30)
minutes from the schedule start of classes.

Habitual latecomers (late for seven times) will be required
to explain in writing addressed to the management before
being admitted to class again.
c. REVIEW MATERIALS
PAMPHLETS:
All review handouts, notes and test papers during regular
review and refresher/coaching classes are free of charge.
However, they will be given only during classes.
Absentees are not entitled to the above-mentioned
materials.
BOOKS:
Those who have availed of the free books are advised to
claim them within fifteen (15) days from the start of
classes. Failure to claim the books within the specified
period would mean forfeiture of the privilege. The free
books will be given only upon full payment of the tuition
fee. The books are also available for sale at Excel Review
Center office / business center.
d. REVIEW FEES
RESERVATION FEE | DOWNPAYMENT FEE:
A reviewee is required to pay a reservation fee to reserve a
review schedule. This fee is non-refundable, nontransferable and cannot be used for the future semesters.
However it is considered as a downpayment and shall be
deducted from the total tuition fee.

TUITION FEE:
The total tuition fee must be paid within seven (7) days
from the start of classes otherwise discounts, if any, will be
forfeited.
INSTALLMENT FEE:
Reviewee may opt for installment basis for the payment of
his/her tuition fee. Installment is based on the regular
tuition fee and will be paid as follows:

The awards and recognitions are given in order to
remunerate them for a job well done and also to motivate
them and their fellow examinees. The date, time and place
of the awarding will be determined by the management.
VI. CODE OF DISCIPLINE
Objective:
To teach the ideals of justice and respect for law and
authority.
Due Process:
The reviewer or staff concern submits an incident report to
the review head stating the name, section, the nature and
description of the offense, the date, time and place of
commission.
The review head calls and informs the reviewee about the
nature and gravity of his offense. The review head
conducts a formal investigation of the case and submits a
report to the review director/president.

The review director/president renders final decision
regarding the matter and duly informs the reviewee and
his parents or guardians of the decision.
The review director/president applies the sanction based
on the Code of Discipline.
Offenses:
1. Drug abuse such as possession and/or using or pushing
prohibited substance.
2. Assault (physical or verbal) to fellow reviewee, Excel
staff and reviewer.
3. Stealing, copying, audio/video recording of program
files, documents and presentations of the review
center not intended for distribution.
4. Bringing or carrying of dangerous or deadly weapons or
explosives banned by police authority.
5. Extortion.
6. Vandalism.
7. Sexual misconduct.
Sanctions:
The sanction is to be determined by the review
director/president depending on the gravity and the
number of times the offense is committed.
The sanction might vary from an oral and then a written
reprimand for light offenses to direct expulsion and filing of
civil or criminal case in reputable courts of jurisdiction.

VII- REVIEW PROGRAMS
The review program is comprehensive in the sense that is
composed of three different phases of intensive
preparation, namely:
REVIEW COURSE: A lecture/discussion type covering the
basic theories, principles, problems and applications as
well as some advanced topics included in the board
syllabus. The topics are based from the updated PRC Board
Syllabus.
REFRESHER COURSE: An examination-discussion type of
instruction. The reviewees are subjected to a series of
examinations patterned from the board exams where
actual past board examinations are included. They are
given questionnaires and answer sheets and are required
to use pencils in shading the correct answer. This is
intended to acquaint each one to the actual test. The exam
is to be discussed thoroughly right after or on the next
meeting for the reviewees to evaluate their performances.
COACHING COURSE: This is the final phase of preparation,
which is more or less 3 weeks in duration. This is intended
to fine-tune reviewees to the much awaited board exam.
This consists generally of classroom coaching notes and
slides which are to be read with the reviewers around to
entertain questions personally.

VIII. EVALUATION SYSTEMS
i. DIAGNOSTIC EXAMS
Every after the orientation program at the start of the
review classes, diagnostic tests in all board subjects are
to be administered for the reviewees’ test of residual
knowledge and for the review center to know strong and
weak areas of the reviewees. This is one factor which
contributes the basis of focus of concentration of the
review course.
ii. TAKE HOME EXAMS
Every meeting in the review, a take home exam of the
subject matter is given as an assignment but should be
submitted (answer sheet only) the next meeting. This is
to ensure that the reviewee will immediately make a
follow up at home of the topics lectured as he/she is
required to answer the assignment.
iii. WEEKLY EXAMS
Weekly comprehensive examinations are to be given for
the reviewees to assess retention of the topics discussed
the whole week.
iv. PRE-BOARD EXAMS
Pre-board examinations or mock board examinations are
to be conducted after the end of the regular review
course (phase 1 of preparation) for them to finally know
what areas (subjects) need fine-tuning.
The pre-board examinations are conducted in schools
with the board-like atmosphere. The exams are given

simultaneously in Excel Cebu and Manila branches to
provide a nationwide ranking of its reviewees. Examinees
are required to wear the prescribed PRC dress code. They
will be using similar answer sheet used by PRC and the
answer sheets are corrected using an OMR machine. This
is intended for reviewees to be acquainted with the
actual board exam.
iv. e-REVIEW
This program is a multiple choice type examination
conducted through the use of a computer program. A
total of 50 computers (Excel Manila) and 33 computers
(Excel Cebu) all with flat-screen LCD monitors are readily
available for this value-added service.
Under this program, the reviewee will be answering
multiple-choice tests and will be rated instantly. Also,
correct answer will be shown right after the reviewee
made a wrong choice.
The e-Review database contains thousands of MCQs in
all the board subjects. To access the e-Review database,
a reviewee will present his/her e-Review card together
with Excel ID upon entering the computer room.
For further guidelines, please refer to the e-Review Card
and some announcements at the computer room.
v. ONLINE REVIEW
This program enables the reviewee to practice answering
frequently-asked multiple choice questions through our
website, www.excelreviewcenter.com.

Akin to e-Review, reviewee is rated instantly. The
database for online review is different from e-Review
database.
To access, log on to www.excelreviewcenter.com, then
under interact menu, click “hands online”. Each reviewee
is given an online account (username and password)
upon paying the reservation fee.
IX - OTHER SERVICES/PROGRAMS
i. EVALUATION
For purposes of evaluation, the school may, upon formal
request, ask from the review center a copy of the
performance in the weekly and pre-board examinations
and/or attendance record of their graduates. Likewise,
parents/guardians of a reviewee may request for their
son’s/daughter’s performance/attendance in the review
classes.
ii. GUIDANCE
Guidance counselling regarding professional and even
personal life is available when sought.
iii. SEMINARS/SYMPOSIA
The review center organizes and conducts free seminars
and symposia related to board examinations and all other
engineering fields of specialization.
iv. ISSUANCE OF CERTIFICATION
Certification for whatever purposes will be issued upon
request with a minimal fee. It is printed using the official

review center’s letterhead and dry-sealed with the review
center’s logo. In requesting for such, Excel ID is required.
X – BOARD EXAM INFORMATION
A. Board Exam Requirements
1. Original and photocopies of Transcript of Records with
Special Order and Date of Graduation with scanned
pictures and with remarks “For BOARD EXAMINATION
purposes only”
Note: Graduates of government schools and
institutions accredited by recognized accrediting
agencies are exempted from Special Order. Graduates
of new schools must submit School Recognition and/or
Permit to Operate.
2. Original and photocopies of NSO-issued of Birth
Certificate (in NSO security paper)
3. 4 passport size colored picture in white background
with complete name tag
4. Current Community Tax Certificate (Cedula)
5. Original and photocopies of NSO-issued Marriage
Contract in NSO security paper (for married women
only)
6. Other specific requirements as required by the
Commission and/or the Professional Regulatory Board
B. Steps in Filing Applications of Licensure Examinations
at PRC
1. Secure application form and accomplish the same.

2. Submit the application form for processing and
evaluation together with the following documents:

3. Pay the examination fee (PHP 600 for nonbaccalaureate degree, PHP 900 for baccalaureate
degree). Secure Official Receipt.
4. Pay for metered documentary stamps and mailing
envelope with metered documentary stamps.
5. Accomplish the PERRC and Notice of Admission.
Indicate the Application Number, Official Receipt
number, data and amount on the Notice of Admission.
6. Proceed to the Issuance Windows for final review of
qualifications and documents and issuance of Notice of
Admission.
7. Keep the Notice of Admission and Official Receipt.
Bring these with you on the first day of the
examination. Read the general instructions at the back
page of the NOA and the Program of Examination.

8. Go back to PRC 1 or 2 days before the examination to
get the school, room and seat number assignment.
Note: No application shall be accepted after the deadline.
Applications whose entries with respect to name,
date of birth, and sex different from entries in the
birth certificate, transcript of records, and other
required documents will not be accepted. Affidavit
of discrepancies will not be accepted.
C. Instruction in filling up the codes
1. Refer to the MASTERLIST OF ADDRESS CODE posted at
the premises of the filing center for the Codes of Town,
City or Province of your Residence and Postal Address
and Place of Birth (This is different from the ZIP code).
2. Refer to the MASTERLIST OF SCHOOL CODES also
posted at the filing center for the
School/College/University and location.
3. Refer to the MASTERLIST OF COURSES CODES for the
Course Code.
4. For STATUS CODES, use the following:
a. EX CODE – Examination Type Code
Print “1” for Complete or First Time
Print “2” for Repeater
b. NX CODE – Number of times (for repeaters)
Print “0” for First time
Print “1” for Second time
Print “2” for Third time and so on…

D. What to bring and what to wear on examination day
During the examination day, bring the following items:
1. Notice of Admission
2. Application Stub
3. PRC Official Receipt
4. Two or more pencils (No. 2)
5. Ballpens with BLACK ink
6. 1 piece metered-stamp window envelope (available at
PRC)
7. 1 piece long brown envelope
8. 1 piece long transparent (non-colored) plastic envelope
The following are the prescribed attire during examination
day:
1. For male examinees – white polo shirt (tucked-in)
2. For female examinees – white blouse, skirt/slacks
E. General Instructions to Examinees
1. Bring the Notice of Admission (NOA) with you during
examination day.
2. Report to you assigned venue before 6:30 AM on the
first day of examination to verify your room and seat
numbers.
3. Observe punctuality! Late examinees may not be
admitted.
4. Attend to your personal needs before the start of
examination in every subject. No examinee is allowed

to go out of the examination room while the
examination is in progress.
Always put your answer sheet on top of the armchair
while taking the examination.
Stop answering the test questions at the end of the
time allotted for the subject. Arrange your test papers
as follows:
a. Notice of Admission (on top)
b. Answer sheet
c. Test question set
Do not leave the room until:
a. your test papers are received by the Room
Watchers
b. you have signed, indicated the time and set on the
examinees record of attendance and
c. Notice of Admission is signed by the Room
Watchers
To preserve the rule of anonymity in the correction and
rating of test papers, do not write or place in any part
of your answer sheet your name, seat number,
unnecessary words or phrases, strokes, dots, or any
other marks not called for in the test question.
No examinee shall copy or refer to any solution,
answer or work of another or allow anyone to copy or
refer to his work, nor in any manner help or ask the
help of any person or communicate with any person by
means of words, signs, gestures, codes and other
similar acts which may enable him to exchange, impart
or acquire relevant information while the examination
is in progress.
The possession or use by an examinee in examination
rooms during licensure examination of books, notes,

review materials, and other printed written materials
containing principles or excerpts thereof, coded
data/information/formula which are relevant,
pertinent, relative to, or connected with the subject
under examination, including programmable
calculators, cellular phones, beepers, portable
personal computers or other similar gadgets and
devices shall be considered cheating and/or act of
dishonesty. Any examinee found guilty thereof shall be
suspended or debarred from taking future licensure
examinations and his/her examination papers shall be
cancelled.
Do not take out of the examination room any
examination question which were used in the licensure
examination or copy, reproduce and/or divulge or
make known the nature or content of any examination
question or answer to any individual or entity. Any use
and unused answer sheet or any other test materials
furnished by you by the Room Watchers must be
submitted after you are through with the examination.
Examinees shall not accept or receive anything,
including food or whatever kind from any person while
the examination is in progress.
Examinees are prohibited from giving money, food or
any favor and material considerations to the Room
Watchers and other examination personnel.
Examinees who have already submitted their test
papers shall leave the building immediately. They are
prohibited from loitering, talking or discussing their
answers inside the room or along the corridors while
the examination is still in progress.

15. Maintain discipline at all times. Any misconduct or
irregularity on your part or any violation of the
examination rules and regulations and instructions will
be sufficient cause for the cancellation of your
examination papers and your debarment from taking
any future licensure examinations.
F. Handling of Answer Sheets, Identification Sheets and
Questionnaires
1. Check if the Serial Number of the Answer Sheets is the
same for all sheets. Remember that you will be given 5
sheets for your Answer Sheet and Identification Sheet
set. If there is any discrepancy, return the set to your
Room Watchers for replacement.
Note: The Serial Number is not the Examination
Number. It has nothing to do with your examination.
2. Check if there are defects or unnecessary marks on
