Mission Statement
The OVA is an Association where dedicated volunteers and professional staff provide leadership in the growth
and development of volleyball for all Ontarians.
Vision
Making volleyball one of the preferred sports of participation; Showcasing the sport for Ontarians; Recognized

1.2
Membership
Membership
Ontario Volleyball is the amateur sport governing body servicing in excess of 25,000 individuals. Membership
in the OVA is open to all persons interested in the sport of volleyball.
Full Membership
A Full membership entitles the individual (player, official, coach, Club contact or volunteer) to vote at their
Regional AGM. They are covered by the OVA insurance, can participate in OVA tournaments and have access
to programs, services, merchandise, publications, and discounted rates at clinics, subscription to Volleyball
Source Magazine, and are a registered member with Volleyball Canada.
1.3

The OVA administrative office is located within the Sport Alliance of Ontario building in Toronto.

Ontario Volleyball operates Monday to Friday 8:30 AM – 4:30 PM with a full-time professional staff.

TECHNICAL ORGANIZATION
2.1
Definitions
Youth Age Categories: Competitions between teams designated by player ages.
13U - Born in 2001 or later
14U - Born in 2000 or later
15U - Born in 1999 or later
16U - Born in 1998 or later
17U - Born in 1997 or later
18U - Born in 1996 or later
Qualification: Specific tournaments or matches designated as setting standards for entry into other
competition.
Provincial Competition: Competition which is open to all registered teams in any Region of Ontario subject to
which each team meets the criteria set out by the OVA.
Regional Competition: Competition for teams within a defined OVA Region only.
(OVA) Recognized Competition: Volleyball play between teams not registered with OVA but employing OVA
services or personnel.
(OVA) Sanctioned Competition: Volleyball play organized and administered, and/or approved by the OVA,
including USAV and VC sanctioned competition.
Match: Refers to the number of games or sets (2 straight, 3 straight, best of three, best of five) as designated
for the competition.
Club: A team which has the majority of its players residing in the same Region, or two or more teams within
the same Region grouped together by a common administrative structure.
Team: A minimum of eight (8) players to a maximum of fifteen (15) players; a coach, other team staff.
Team Staff: Any person listed as a team member who does not compete in a match as a player, such as a
coach, manager, trainer or doctor.
Club Staff: Members of Clubs who are directly involved in the operation/administration of their Club, but not
registered with a team, such as executive personnel, directors, volunteers and parents.
Player: Any person who competes on a team and is registered with the OVA. A player can only be registered
for one club.
2.2
Registration
2.2.1 How to Start a Club
Ontario Volleyball would like to provide you with as much information as possible to help you get a Club
started. To read the “How to Start A Club” handbook, please visit the OVA website, www.ontariovolleyball.org
and visit Indoor > Youth > Resources, and scroll down until you see the Handbook.
This Handbook will assist you with everything from choosing your team to hosting your own tournament, it
summarizes basic procedures in starting and operating a club and provides a good base of information so
sound decisions can be made. The purpose of this handbook is to provide volleyball enthusiasts with

information to establish and manage a volleyball club. So read on, and you’ll learn a great deal about starting
your very own volleyball club!
2.2.2
Club Forms
Club Contacts will be responsible for filling out a Club Information Form and returning it to the OVA office. This
form will be available on the OVA website and can also be found in the Appendix of this Manual.
The Club Forms will ensure that all OVA Clubs are complying with OVA policy. The following information will be
collected on this Club Form:




Confirmation of NCCP coaching numbers or exemption card numbers
Confirmation of police checks/vulnerable sector checks for Club personnel
Proof of age checks for registered Club/OVA athletes
Confirmation that all Club members have signed off on the OVA registration waiver of liability
Club contacts will be responsible for signing the form and mailing, emailing or faxing the form to the OVA at
(416) 426-7109, clubform@ontariovolleyball.org, or 3 Concorde Gate, Suite 304, Toronto, ON, M3C-3N7
2.2.3
How to Register
Each team is to be registered by means of the National Registration System (NRS - http://nrs.volleyball.ca),
with payment by credit card (VISA or MasterCard).
All the required fields of online registration must be completed in full, and each individual member must have
a legitimate email address that is kept in good standing and checked regularly. The email address is used for
communication between the OVA and its members. In addition, a valid email address is required to retrieve
your login and password.
A Club Contact must be registered first so that a Club password becomes available to then register a Team
Contact who inputs the team roster (players). A Club Contact can also register as a Team Contact.
The OVA office will distribute general news and information regarding Club administration to the registered
Club Contact.
The OVA registrar must be notified in writing if there is a change of Club Contact or Team Contact. Registered
individuals will be able to go online to make a change of mailing and/or email address.

All Individual membership fees for teams (13U – 18U, Team Staff, Coaches, Club Contacts, etc) are
$77.61 and include a $24.50 Volleyball Canada membership fee.

There is the possibility that age categories may reach capacity before the registration deadline. A waitlist will
be provided once an age category is full. Priority will be given first come first serve basis according to
appropriate age group.
2.2.7
Tournament Registration Deadlines
Regular OVA tournament entry deadlines will be set roughly 6 weeks prior to the tournament date, while
Ontario Championships are 12 weeks prior and will close on a Monday at 11:59am.
Teams/Clubs are responsible for ensuring that tournament entry fees are submitted by the deadline(s). Any
late entries, after the registration deadline will be charged an additional $100.00 on top of the tournament
entry fee. Late entries are not guaranteed admission to a tournament.
2.2.8
Membership Registration Deadlines
i. All athletes and Coaches must be registered as a Full OVA Member prior to their participation in any OVA
event. The last day to add a new athlete to a team roster is February 1st, 2014 by 11:59 PM.
ii. A player can only register and participate with one (1) Club.
iii. ANY person sitting on the bench at an OVA competition MUST be a registered member of the OVA. This
includes team staff, managers, trainers, etc.
iv. OVA Memberships are non-refundable.

Note: All players, coaches and team staff must be registered with the OVA before they participate in their first
OVA tournament to be covered by OVA insurance. If a player or team staff is found on the bench, without an
OVA membership fee – a fine will be charged to that Club and they will be placed in bad standing until the fine
is paid in full.
2.3
Eligibility
i. Any Ontario team competing in any OVA sanctioned competition or tournament must be fully registered
with the OVA as a Club team and may only use registered OVA members of that Club.
ii. An OVA representative in any capacity may request proof of registration, age or Police and Vulnerable
Sector Screening of a Club, team or individual at any time.
iii. OVA members must be residents of Ontario. Any exception to this must have the approval of the OVA,
Volleyball Canada and the provincial/territorial governing body where the individual resides. Contact the
OVA office for further information and details of this membership approval process.
iv. A registered youth team may, in any OVA tournament including Ontario Championships, use up to fifteen
players, but only up to twelve in any single match. The twelve names must be listed on the score sheet
before each match.
v. A team may register up to fifteen (15) players on the registration list, and must register a minimum of eight
(8) players. However, retired team members may not compete thereafter for that team; and if transfer

procedures are required for other competition, a waiting period may be required. For more information see
the "Club Transfer/Athlete Free Agency Policy" section of this manual. The OVA does not refund any
registration monies for retired players.
vi. A minimum of six (6) players can compete at an OVA event.
vii. Proof of Age for Registered Players: Clubs must collect and maintain current proof of age records for Youth
players (i.e. a copy of players’ birth certificates). The records are to be retained by the Club throughout the
duration of the 2013-2014 season (until August 31, 2014). The Club Contact must sign off on the Club
Form Declaration, stating that all proof of age documentation is/will be collected and held by the Club as
outlined. The OVA can ask for proof of age at any time for athletes and must be supplied by the Club, and
when proof of athlete age is necessary, the OVA registration form and waiver form, along with a copy of the
player’s birth certificate must be sent to the OVA office for validation.
2.3.1
19U Eligibility in 18U Competition
All athletes born in 1995 who are still in High School are eligible to compete in 18U OVA tournaments
excluding 18U Provincial Championships and 18U National Championships. NOTE: In order to participate in
18U Provincial Championships and 18U National Championships in 2014, athletes born in 1995 who are still
in high school must fulfill the following requirements.




The athlete has never been held back a year at any time during their schooling
The athlete is in their first year of grade 12
Teams do not include more than two (2) over aged athletes
Application and Verification of the eligibility of these athletes has been approved by the OVA
The deadline to apply for an Over Aged Exemption form is February 1, 2014

2.3.2
Players Moving Up an Age Category
As long as Volleyball Canada regulations are not contravened (making a team ineligible for the Volleyball
Canada Open Championship), Youth teams may use a maximum of three (non-roster) lower age players (from
that same Club) in an OVA competition including the Ontario Championship. The names of the players moving
up are to be bracketed on the score sheets.

2.3.3
An athlete CANNOT participate in two (2) Ontario Championships if they are held on the same weekend. For
example, an athlete cannot feature on the roster of a team in both the 15U and 17U Ontario Championships if they
are held on the same weekend. This rule provides the athlete time to rest and recuperate avoiding injury and
burnout.
Players Moving Laterally Within an Age Category
13U – 15U Age Categories
For Clubs that have two or more teams in the same age category, lateral movement is defined as a maximum
of five (5) players moving from roster A to roster B, and a maximum of five (5) players moving from roster B to
roster A. Documentation to the OVA office is not required for lateral movement for a Cup or Open, but the
names of those players moving laterally are to be bracketed on the score sheets. (A player who has been
moved laterally from roster A to roster B can only participate for team B at that tournament.)
Lateral movement of players for Ontario Championships must be declared in writing via email to the OVA three
weeks prior to the championship to the appropriate Youth Competitions Coordinator. In addition, those players
must be registered members of that team roster in NRS.

names of those players moving laterally are to be bracketed on the score sheets. (A player who has been
moved laterally from roster A to roster B can only participate for team B at that tournament.
Lateral movement of players for Ontario Championships must be declared in writing via email to the OVA three
weeks prior to the championship to the appropriate Youth Competitions Coordinator. In addition, those
players must be registered members of that team roster in NRS.
All rosters for the Volleyball Canada Open must be the same roster as for the Ontario Championship –
maximum of 15 players with 12 players having to be declared (at the National Open Championship Coaches
Meeting) for the 18 & Under (18U) age categories.
*Rationale* The intent of adding more lateral movement in the younger age categories is to increase a
clubs flexibility when selecting teams at the beginning of the year and providing coaches with a greater
ability to put players onto the most appropriate roster throughout the season.
2.4
Club Transfer/Athlete Free Agency Policy
This policy is designed to empower athletes with the freedom of choice when determining their playing
situation. It encourages athletes and parents to gather information and make informed decisions concerning
the club selection. It demands that all coaches behave ethically in their relationships with athletes, parents
and other clubs. It stresses that coaches not initiate transfer discussions with any athlete within the OVA, but
it encourages them to respond to inquiries initiated by parents and/or athletes. (See Appendix for the
Transfer Policy and Procedures).
2.5
OVA Procedures on Scouting and Recruitment
The recruitment of young athletes by college and university coaches (mainly from the United States and other
Provinces) as well as scouting services and other OVA Clubs is becoming increasingly aggressive and intense
in Ontario. The following are some guidelines to help tournament organizers to deal with this situation.
2.5.1
Procedures
i. The Tournament Director or Host shall make sure that the coach/recruiter or scouting agency
representative report to him/her identifying themselves (by name and address) and the institution they
represent. A list of those coaches/recruiters/agents who attended the event is to be forwarded to the OVA
office by the tournament director or host.
ii. The Tournament Director or Host shall give the coach/recruiter or scouting agency representative a
program of the tournament (if available).
iii. The Tournament Director or Host shall notify the coach/recruiter or scouting agency representative that
players must not be approached during their involvement in the tournament. Athletes can only be
approached with previous consent from their coach and coaches should not be approached while
preparing for, or during a match.
iv. The tournament director or host has the right to ask the coach/recruiter or scouting service representative
to leave the gymnasium if these procedures are not respected.

v. Infringement of these procedures will be reported to the appropriate governing body (OUA, OCAA, NCAA,
CIS, etc.) by the OVA.
2.5.2
Monitoring and Sanctions
Any possible violation of recruiting has to be reported in writing to the OVA office. If after being advised of
these procedures, a recruiter does not abide by them, then the following sanctions may be imposed and
enforced:
 The recruiter could be declared a member in bad standing with the OVA.
 The recruiter could be sanctioned from attending future OVA events.
 The recruiter could be reported to the appropriate association by the OVA office.
2.6 Tournament Cancellation Policy
2.6.1
Weather Cancellation Policy
If local weather or other circumstances prevent a team from traveling to an event, the coach must notify the
OVA office and the tournament host immediately. Clubs must assume responsibility for safety and risk
management, and it is recommended that weather and road conditions be checked. The Tournament Host
and OVA Program Coordinator will consider local weather, road conditions and the number of teams who will
not be attending when deciding if cancellation is warranted. Tournaments will not be officially cancelled prior
to 2:00 PM on Friday, the day before the event. If a tournament is cancelled, or teams are unable to attend
due to mitigating circumstances, teams will be reimbursed their entry fee, minus any tournament
administrative expenses that cannot be recovered due to cancellation. It is highly unlikely to re-schedule a
cancelled tournament pending facility availability, availability of teams and conflicts with other tournaments.
2.6.2 Tournament Refund Policy
i. The OVA will deduct a 10% administrative fee from all refund/cancellation requests for any OVA indoor
tournament cancelled prior to the registration deadline.
ii. There will be no refund or credit issued for any cancellation completed between the registration deadline
up to 14 days prior to the tournament.
iii. There will be no refund or credit issued for any cancellation completed within 13 to 5 days of the
tournament, and the team will be fined $200.00.
iv. There will be no refund or credit issued for any cancellation completed within 4 days of the tournament
date, the team will lose their tournament entry fee and will be fined $300.
v. Failure to pay the fine within five (5) business days will result in the club becoming members in bad
standing and the Club teams will not be allowed to participate in any OVA event until the fine is paid in full.
vi. All cancellation or refund requests must be done in writing to the OVA Program Coordinator responsible for
the tournament age division.
Note: Any event cancelled by the OVA will be 100% refunded.

2.6.3
Cancellation of Tournaments Due to Unconfirmed Hosts
If hosts are not confirmed two (2) weeks prior to an OVA tournament, tournaments without hosts will be
cancelled and not rescheduled. NOTE: All other divisions with confirmed hosts will still proceed with the
tournament.
Teams will be refunded their fees based on the OVA refund policy.
Teams will be awarded points based on their seed from the cancelled event. These points will not be used in
seeding for the Ontario Championships; however it will count towards participation.
2.6.4 Assigning Teams to Tournaments without a Host Location
Teams will be designated into their appropriate division regardless if a host location has been confirmed.
Teams designated in a division without a host location are responsible for finding/booking an appropriate
gym space.
2.6.5 Outstanding Fees
Any individual, team and/or Club having outstanding debts with either a Region or the OVA at the end of their
competitive season will be deemed members in bad standing and will be ineligible for all OVA programs, until
such debts are paid. An OVA Program Coordinator will be in contact with the Club Contact to settle outstanding
fees.
2.7
Insurance
2.7.1 OVA Insurance Program
The Ontario Volleyball Association Insurance Program is available to fully registered members of the OVA. The
OVA Insurance Program outlines general liability and sport accident coverage. To find out about details
about coverage please view the Ontario Volleyball Insurance Program documents on the OVA website.
www.ontariovolleyball.org.
Note: certificates of insurance are offered to fully registered members of the OVA. If your Club is hosting a non
OVA tournament or special event or camp, additional insurance is required. If non-OVA members attend a nonsanctioned OVA event, they are not covered under the OVA insurance policy. Additional insurance can be
purchased. Please email insurance@ontariovolleyball.org for additional information.
In addition, all players and team staff must be registered through the NRS prior to participating in their first
OVA tournament. If they are not registered members, they are not covered by insurance during practices and
OVA run tournaments. Clubs will be held liable for any injuries sustained to that player or team staff member
while they are not registered members of the OVA.
2.7.2
Certificate of Insurance
In order for a registered OVA Club or recreational league to obtain a certificate of insurance, all requests must
be processed through the OVA office. Please fill out one (1) Insurance Request Form for each event and
submit to insurance@ontariovolleyball.org a minimum of two (2) weeks prior to the event date. The Form can
be found in the Appendix of this Manual.
Note: All Club contacts or League Contacts must forward a copy of their signed wavier of liability to the OVA,

before their Insurance Request Form can be processed by the OVA and sent to the insurance company. Once
this information has been received your request will be processed.
2.7.3
Injury Claim Forms
OVA Injury claim forms may be obtained from the OVA office. If you have any inquiries regarding the OVA
Insurance Program please contact insurance@ontariovolleyball.org . Do not contact the insurance company.

Chapter 3
COMPETITION REGULATIONS
3.1
Uniforms
Each registered team shall be appropriately dressed for competition as follows:
i. Volleyball Canada Rule Book: A player’s equipment consists of a jersey, shorts, socks and sports shoes.
The colour and design for the jerseys, shorts and socks must be uniform and clean for the entire team.
ii. For OVA competition, the interpretation is: Jerseys and shorts must be uniform, clean and of the same
colour, style and trim at first glance by the head official or designate. (Exception: matching shorts are not
mandatory for SPIKES, 13 & Under (13U) and 14 & Under (14U)). It is not mandatory for team members to
wear matching/identical socks.
iii. Players' jerseys must be numbered from 1 to 24 inclusive, at least 15 cm high on the chest and 20 cm high
on the back. The width of the stripe forming the number shall be 2 cm minimum. The numbers must be
placed in the centre of the front and back. The colour and brightness of the numbers must contrast with
the colour and brightness of the jerseys.
(To avoid any potential uniform violation problems, it is strongly recommended to Clubs that the jersey
numerals not be included in any artwork or logo. The numerals are to be clearly visible and should stand
alone, separated from any artwork or logo.)
iv. Refer to the Volleyball Canada Rule Book for the complete definition of the uniform for the Libero player –
The Libero must wear a uniform whose jersey at least must contrast in colour with that of the other
members of the team. The Libero uniform may have a different design but it must be numbered like the
rest of the team members. The OVA logo (PMT) is available upon request from the office for Clubs who wish
to display it on their uniforms. Requests for the logo must be in writing to lmauer@ontariovolleyball.org.
v. When a uniform violation occurs at a Youth or Adult competition, players with non-matching uniforms shall
not be permitted onto the court unless the team has less than 6 players with matching/identical uniforms.
In such a case, the team will be fined $25.00 per player, per tournament, to a maximum of $100.00. The
official in charge of the match is to note the violation on the score sheet and inform the Tournament
Director after the match.

3.2
Protests
At OVA tournaments, protests must be settled immediately at the time of the incident, on site by the Protest
Committee, NOT after the match. A captain may legally protest on an error in applying a rule or rule
interpretation.
i. The captain must lodge the protest immediately to the first referee who will then indicate to the
scorekeeper that a protest has been lodged.
ii. The captain must then describe the incident on the score sheet. This record includes game number, score,
ball possession and player position on floor at time of protest.
iii. All protests require a $100 (cash or credit) deposit before the protest jury can assemble.
iv. If the protest is decided in your favor, then your $100 will be refunded.

v. The protest is then referred to the appropriate higher authorities (i.e. Tournament Director, Head Official,
and OVA Representative) for deliberation of acceptance or refusal.
Note: The Referees decisions regarding ball handling faults are not open to protest.
3.3
Playing Rules and Regulations
Even though regulations are in place to govern competitions, every situation and circumstance cannot be
foreseen, and interpretations as to how the regulations apply in a specific situation or circumstance must be
decided, when necessary, by the OVA Program Coordinator. It is the responsibility of the Program Coordinator
to manage competitions efficiently and fairly and to solve any related problems. To that end, the OVA Program
Coordinator may make adjustments and implement changes during the season if new circumstances arise.
The rules listed in the current edition of the Volleyball Canada Rule Book are in effect unless otherwise noted.
3.3.1
Game Ball
The official indoor ball for all age categories is the Mikasa MVA200 (FIVB Official Game Ball).

The 12 LIMITED substitution rule will be applied to all categories where the use of libero is not allowed.
 12 sub limited (one entry & one exit per player) in age categories with NO Libero
 6 sub limited (one entry & one exit per player) in age categories WITH a Libero.

Fair Play Rule
14U and 13U Substitution Rules: Players not starting in the 1st set must start in the 2nd set. In the first two
sets no substitutions may take place before one team has scored 15 points. An athlete may be substituted
in and out due to injury. If a third set is necessary, any line up can be used.
Implementation of rule: Official or score keeper checks score sheet between sets to confirm players not
starting in the 1st set are starting in the 2nd set.

3.3.6 Serve Receive Rule
In age groups 16U and below, receiving a serve overhand with the fingers (like a set or a volley) is illegal. Any
such attempts will be called by the official, regardless of the quality of the contact.
3.3.7
Match formats
Match formats (2/2, 2/3, 3/3, 3/5) will be indicated in the information notes and/or on the published
schedule for each tournament.
3.3.8
OVA Warm Up Protocol
Teams must vacate the court (playing area and bench area) within one minute of the completion of their
match to allow for the next teams playing to take the court. Court warm up is 10 minutes maximum, a 5-5
format where each team has the court for 5 minutes including serving. The team with the court must attack in
one direction only, allowing the other team to warm-up behind the court except during serving.
Note: The tournament director has the authority (in consultation with coaches and the Head Official) to move
matches ahead and/or move matches to a different court than scheduled, in order to avoid delays and
shorten the length of the tournament day. Normally the 10 minute court warm up protocol is in effect. See
the specific tournament notes for other information.
3.3.9
Serving Space
If serving space is less than 2m, then all players will be allowed a step-in on the serve.
3.3.10
Tournament Exemption
This exemption will provide a team that has demonstrated the ability to compete at the highest division
available in their age category the option to maintain their placement within that division despite missing an
OVA event.




A maximum of four (4) teams will be awarded an exemption per age category.
The team must be ranked in the top four (4) in terms of average overall points in the entire age category.
Exemption can be granted only once per season.
Exemption only secures a spot until the next scheduled tournament, after this date all exemptions are
VOID.
 Exemption does not secure ranking/seeding within a division, ranking continues to be based on average
overall points.
 The number of teams moving up or down after a tournament will vary based on the number of exemptions
granted. This will be noted on the schedules for these tournaments prior to the event.
 Teams must declare their intent to file for exemption 6 weeks prior to the tournament
3.3.11 Initial Placement Adjustment
A team may apply to adjust their placement in the first OVA event.



The initial placement adjustment is only for placement in the Championship division of the first event of
the season
Ranking will be determined by the average finish of the top eight (8) athletes on the team's roster.
The team's ranking will be determined by the athletes’ average finish from the previous year's Indoor
Ontario Championships in one of the following age categories:
 one year under the age category where the adjustment is being requested

 The age category where the adjustment is being requested
 In the case where an athlete has two results, the highest result will be taken
The request must be made at least six (6) weeks prior to the first OVA event in the age category the
request is being made.
Teams with an average finish between one (1) and eight (8) will be granted the placement adjustment and
will be seeded last in the Championship division regardless of their athletes’ average finish in the previous
year.
Fee: $200
*Rationale* The age category where the adjustment is being requested has been added to account for
athletes who may have played up an age group in the previous year’s Ontario Championship and
demonstrated an ability to play at a certain level.
3.3.12 18U Initial Placement Adjustment
An 18U team may apply to adjust their placement in the first 18U OVA event. Only clubs who did not have a
team compete in the previous year’s 17U Provincial Championships in the gender in question may apply.





Ranking will be determined by the average finish of the top six (6) athletes on the team's roster.
All athletes whose finish is being used to determine the average finish must have been on the requesting
club’s 18U roster from the previous year’s Provincial Championships.
The team's ranking will be determined by the athletes’ average finish from the previous year's Ontario
Championships in the 18U age category.
The request must be made at least 28 days prior to the first 18U OVA event.
Teams with an average finish between one (1) and eight (8) will be granted the 18U Initial Placement
Adjustment and will be seeded last in the Championship division regardless of their athletes’ average
finish in the previous year.
*Rationale* - Some clubs need to combine players from both the 17U and 18U age categories to form a
team. Since initial placement in the 18U age category is based on 17U results from the previous year, there
can be situations where some 18U teams who return a significant number of athletes are placed in the
Trillium division.
3.3.13 Division Promotion and Relegation Adjustment
 If a team(s) does not register for an event, and there is an open spot for the next highest Division, the
registered team with the next best points average will fill that spot(s).
 This does not exclude teams that have been relegated down a division. If there is a tie, the team with the
best (most recent) result will be promoted (See 3.4.2)

 It is a single, linear scale that compares teams in multiple age categories
 An accumulation or average of points can illustrate a team’s ranking among other teams in the Province

Tie Breaking Procedures for Pool Play Ranking
If two or more teams, within a pool, are tied at the end of the preliminary round, the following criteria will be
applied in order until all ties are broken, and all tied teams ranked. This means that if there is a tie among
teams X, Y & Z and criteria b) is able to determine X as first, Y as second and Z as third, then no further criteria
is needed. However, if criteria b) determines X as first (or third) and there is still a tie between Y & Z, then the
ranking of the remaining teams will be determined by proceeding to criteria c) and so on, if necessary.
Continue through the sequence of criteria and DO NOT start at a) again.
a. The team having the best ratio of won/lost matches, considering matches played between the tied teams,
will be ranked higher.
b. The team having the best ratio of won/lost games, considering matches played between the tied teams,
will be ranked higher.

A team’s initial placement in the first OVA event is determined by results from the previous year’s Ontario
Championships in the age category one year below. Any ties will be broken by the team’s seed going into the
previous Ontario Championships in the age category one year below
3.4.2
Tie Breaking Procedure for Tournament Seeding
Teams will be seeded using an average result from the OVA points system, where possible. Any ties will be
broken using the following methods, which will be applied in order until all ties are broken, and all tied teams
ranked:

Youth Competition Structure Overview
Unless stated below, the following structure will be in place:



Ten (10) or more tournament locations per event (approximately 90 or more teams), the format will
be one (1) Premier, three (3) Championship (East – Central – West) and six (6) or more Trillium
divisions.
Five (5) to nine (9) tournament locations per event (approximately 40-90 teams), the format will be
one (1) Premier, two (2) Championship (East - West) and two (2) to six (6) Trillium divisions.
Four (4) or less tournament locations per event (approximately 40 or less teams) the format will be
one (1) Premier and three (3) or less Championship divisions (East – Central – West).
Please Note: to limit the amount of travel for younger teams, the 14U age categories do not play with a
Premier division.

13U Structure
 All 13U events will be a Tripleball format.
 The 13U age category will compete in Trillium divisions for the first three (3) cup tournaments.
 If there are six or more tournament locations for the last cup tournament the teams will be organized into

 If there are five or less tournament locations for the last cup tournament the teams will be organized into
Trillium divisions.
 Seeding for these events are based on the average results of the previous tournaments.
 Seeding for the Ontario Championships will be determined by an average of a team’s top 2 results from the

In order to shorten the competition day and to provide teams with meaningful matches:
o All teams may not advance to playoffs leading to medals. Some consolation matches will be
scheduled
o Primarily, formats that can be completed in 7-9 rounds, and teams play 4-5 matches maximum will
be given priority where possible (9 on 3, and 12 on 4).
o Dependant on the number of courts available, Premier and Championship divisions in Cup
tournaments (not including Ontario Championships) may only have a maximum of 9 teams.
NOTE: Circumstances may arise that warrant modification to the tournament structure

Ontario Championships
Since its inception in 2008 when the first open style Ontario Championship events were introduced at RIM
Park Sportsplex in Waterloo, Ontario, the Championships have grown into Open style events that provide an
opportunity for athletes and teams from across the province to compete on the provincial stage, under one
roof.
The number of teams participating has grown immensely; we have seen an increase of 202% since year one!
Today, over 25,000 athletes, coaches, officials, organizers, volunteers, and spectators now participate in 13
events spread across four (4) weekends.

3.7.2
Ontario Championships Eligibility Requirements
Fully registered Youth teams are eligible for the Ontario Championships provided they have participated in at
least two OVA tournaments during the season for that age category. The exception is Regional
Representatives from Region 1 who must confirm the date of their Regional Championship (if necessary) with
their Regional Competitions Chair. Regional Representative applies only to teams from Region 1 who do not
compete in any Cup tournament.
An athlete CANNOT participate in two national championships if they are held on the same weekend.
For example, an athlete cannot feature on the roster of a team in both the 17U and 18U Ontario
Championships
3.7.3
Ontario Championships Travel Policy
Teams travelling in excess of 300km (one way) will be reimbursed at a rate of $0.36/km per vehicle
(maximum 2 vehicles) from the 301st km on. The distribution of subsidies may not exceed the total amount of
travel equalization fund, so depending on the number of teams that qualify and the distances involved, funds
may be distributed at a lower rate.

3.8
Volleyball Canada Open Championships
To be eligible to play in a Volleyball Canada Open Championship, all participants (players, coaches, managers)
must be registered members of Ontario Volleyball and meet Volleyball Canada entry requirements. Entries will
be verified for eligibility. At Volleyball Canada Open Championships, players may be required to provide
personal identification.
For a Volleyball Canada Open Championship, all teams who participate in that respective Ontario
Championship are eligible to register, the current exception being Masters.
If more teams register for a Volleyball Canada Open Championship than can be accommodated by available
facilities (number of courts), acceptance may be based upon the order that teams registered, and/or Ontario
Championship results.

COACHING
4.1
Coaching Certification Requirement
For the 13U, 14U, 15U and 16U boys and girls age categories the head coaches listed on the Ontario
Championship Program roster are required to be fully certified level 1.
For the 17U and 18U boys and girls age categories the head coaches listed on the Ontario Championship
roster (program) are required to be fully certified level 2.
Proof of certification will be required at coach check in at Ontario Championships. Failure to meet the
certification requirements will result in a fine of $100 to be paid on site. The fine will be held in trust until the
following year’s Ontario Championships and will be returned to the coach should they meet the certification
standard within that period of time. Should they fail to meet the certification requirement by the following year’s
Ontario Championships, the funds will be invested into OVA coach development programs.

4.2
Exemption Cards
To obtain an Exemption Card, the coach must be a fully registered member of the OVA and working towards a
certification. Coaches can register for an exemption card through NRS (https://nrs.volleyball.ca ) .The
deadline to apply for an exemption card is February 1.

4.3
Police Screening
All team staff working directly with athletes in registered Club Programs (coaches, assistant coaches,
managers and trainers) are required to become registered members of the OVA and have completed their
Vulnerable Sector Screening & Police Screening Check – please refer to the appendix for the OVA Screening
Policy.

4.4
Coaching Code of Ethics
This section was taken from the Volleyball Canada Coaches Manual Level 1. Refer to Chapter 1, written by
the Coaching Association of Canada and the Canadian Professional Coaches Association, for a more in-depth
description of ethical standards for coaches.
Respect for Participants
The principle of respect for participants challenges coaches to act in a manner respectful of the dignity of all
participants in sport. Fundamental to this principle is the basic assumption that each person has value and is
worthy of respect.
Acting with respect for participants’ means that coaches:
1. Do not make some participants more or less worthy as persons than others on the basis of gender, race,
place of origin, athletic potential, colour, sexual orientation, religion, political beliefs, socio-economic
status, marital status, age or any other conditions;

2. Have a responsibility to respect and promote the rights of all participants. This is accomplished by
establishing and following procedures for confidentiality (right to privacy), informed participation and
shared decision-making (right to self-determination) and fair and reasonable treatment (right to procedural
fairness). Coaches have a special responsibility to respect and promote the rights of participants who are
in vulnerable or dependent positions and less able to protect their own rights;
3. Interact with others in a manner that enables all participants in sport to maintain their dignity;
4. Build mutual support among fellow coaches, officials, athletes and their family members.
Responsible Coaching
The principle of responsible coaching carries the basic ethical expectation that the activities of coaches will
benefit society in general and participants in particular and will do no harm. Fundamental to the
implementation of this principle is the notion that competence and responsible coaching (maximizing benefits
and minimizing risks to participants) is performed by coaches who are well prepared and current in their
discipline.
In addition, responsible coaching means that coaches:

The principle of honouring sport challenges coaches to recognize, act on and promote the value of sport for
individuals and teams and for society in general.
Honouring Sport Means That Coaches:
 Act on and promote clearly articulated values related to coaching and sport;
 Encourage and model honourable intentions and actions in their coaching practice; and
 Show high regard for and promote the value of sport in Canadian society and around the world.
In addition, all OVA members are responsible for following the OVA Code of Conduct. Please view the Appendix
to review the Code of Conduct.

Officials Quality Assurance Chair
The role of the Quality Assurance Chair is to provide a high quality level of officiating service to the indoor and
beach volleyball communities in Ontario and is responsible for:
 Ensuring that the overall quality of officiating is improved and consistent.
 Developing and ensuring implementation of a process to monitor, evaluate and make recommendations in
programs and service delivery.
 Developing, circulating and analyzing surveys (internal and external) to determine the level of, and increase
the satisfaction with officiating services.
 Ensuring that a response to inquiries is provided on a timely basis.
 Ensuring that year over year there is a reduction in the number of complaints.
 Developing a process to promote a consistency in assigning.
 Ensuring that assignments are distributed in a timely fashion.
 Ensuring that assigned officials fulfill requirements and commitments.
 Reviewing that the officials assigned are commensurate with the type of competition. (i.e. finals).
 Increase the number of evaluators

TOURNAMENT HOSTING
The success of the indoor season depends on Clubs obtaining facilities and hosting OVA tournaments.
Hosting applications are to be forwarded to the OVA office for approval by OVA Competitions. Please note that
facilities must provide a safe environment for athletes, coaches, officials and spectators.
If a host is not confirmed within two (2) weeks prior to an event, the event will be cancelled.
The following is an overview of hosting an OVA tournament. For further information, contact an OVA Program

6.1
Benefits of Hosting
i. Hosting compensation:
 Hosts provide score keepers and line judges - Host receives $40.00 per team
 Host that only provides one of score keepers and line judges – Host receives $35.00 per team
 Hosts that do not provide score keepers or line judges - Host receives $25.00 per team
ii. Organizational and management experience for Club personnel.
iii. Fundraising potential such as food concessions, lucky draws or other projects that do not conflict with the
OVA. Please note that any sponsors or partners involved with OVA tournaments must be approved through
the OVA Executive Director. Any unauthorized vendors that conflict with OVA Sponsors are subject to being
sanctioned and fined.
iv. Opportunity to promote the sport and encourage local support.
v. Minimize travel expenses for your Club teams by staying local to compete.
6.2
Responsibilities of the OVA
i. Approve and confirm hosting bids and facilities
ii. Confirm online registration of participating teams
iii. Rank/Seed the teams and produce tournament schedule
iv. Distribute information to participating teams
v. Send tournament package to host (medals/awards, score sheets, line up cards, results boards, hosting
paperwork)
vi. Have major officials assigned to the tournament
6.3
Responsibilities of the Host
i. In case a team does not show up at a tournament, schedule templates in this manual can be employed to revise the
schedule.
ii. Submit application paperwork (obtain a facility, arrange for hotels, provide directions and/or a map for emailing)

iii. Obtain approval for and operate a food concession
iv. Liaise with the OVA regarding tournament matters
v. Contact local media (newspapers, radio, television) and the Regional Media Rep with pre and post
tournament information
vi. Appoint a tournament director
vii. Establish a three person Protest Committee (eg. head official or designate, the tournament director, a
participating coach, OVA Rep if one is present at the event). Members of the Protest Committee cannot
decide on a protest in which they were involved as participants.
viii. Introduce yourself to the teams/coaches so that they are aware of who is in charge
ix. Introduce yourself to the Head Official and give him/her a copy of the schedule and tournament
information, and provide any other pertinent information from the host
x. Oversee the competition in accordance with OVA Regulations (ensure that a copy of the Provincial Indoor
Competitions Manual is at the event for reference)
xi. Consult with participating coaches and the head official if a schedule revision is necessary due to teams
not showing or other circumstances
xii. Manage the score sheets and post results throughout the day
xiii. Implement OVA tie break rules as published
xiv. Supply scorekeepers for all matches
xv. Present awards
xvi. EMAIL results to the OVA office by the following Tuesday 12:00pm. NOTE: a portion of the hosting fee ($20
per day) will be deducted if results are not submitted by the times outlined.
xvii. Report any problems to the OVA office the following Monday and document in writing any incidents that
require follow up to:
xviii. Return the tournament package to the OVA within one week: white copies of score sheets, completed
results sheets (and do not send back the poster boards), remaining awards and trophies, game balls,
evaluations, host expense claim
xix. Tournament Hosts will only mark points on pool boards for Matches won, NOT Games/Sets won. The
games won only comes into play when breaking ties as noted in the OVA Tie Breaking Procedures.
Note: Hosting claims must be submitted to the OVA Office within 2 months after the tournament. Hosting
claims must be attached with the Facility Invoice to receive full reimbursement of hosting fees. Hosting fees
will not be remitted after the end of the OVA fiscal year (August 31).

Hosting Contingency Plan
In case a team(s) do not show up for tournament (s) the following procedures are examples of what hosts can
do to run the tournament:
1) Re-seed teams and delegate teams in their respective pools using “serpentine seeding” OR:

Application Deadlines
First Deadline: Sept. 20th
 Applications received by this date will be processed first.
 Hosting will be awarded to these applicants first, provided the application has been completed in full and
meets the standard requirements for hosting events.
 OVA Staff will review all applications received by this deadline before starting to award hosting
assignments. This will ensure proper allocation of facilities and equitable distribution.
Second Deadline: Exactly Two Months Prior To Event Date (Nov. 29th Event is Sept. 29th)
 If the Event has not already been assigned from applications received by the “First Deadline” then Hosting
will be awarded to these applicants first, provided the application has been completed in full and meets
the standard requirements for hosting events.
 OVA Staff will review all applications received by this deadline before starting to award further hosting
assignments. This will continue to ensure proper allocation of facilities and equitable distribution.
Other Deadlines: Less than Two Months Prior To the Event Date
 If the Event has not already been assigned then Hosting will be awarded on a first come first served basis,
provided the application has been completed in full and meets the standard requirements for hosting
events.
Cancellation Deadlines: Two Weeks Prior To the Event Date
 If the Event has not been assigned a Host &/or Facility the event will be Cancelled.
 No attempt will be made to re-schedule the event.
 Movement of teams will still occur and will be based on the Rankings for the cancelled event. (if 2 teams
were to move up, then the 2 with the highest ranking will move up. Same for downward movement)

AWARDS
7.1
Tournament Medals
At all OVA tournaments, gold, silver and bronze medals (15 only) will be awarded at every event that has 7 or
more teams participating. For Ontario Championships, all three medals (15 of each) will be awarded.
7.2
OVA Award of Excellence
The Award of Excellence awards will be given to Club coaches to present to one member of each team at the
Ontario Championship, in the 13U, 14U, 15U and 16U age categories.
7.3
OVA All Star Team
17U and 18U Head Coaches will have the opportunity to nominate up to three (3) players at each position
after the second 17U and 18U regular season event for the OVA All Star Team which will be presented at the
Ontario Championships anually. After the 3rd regular season event, the Head Coaches of the top six (6) teams
as determined by average points in the age group will have the opportunity to vote for the top:
 Two (2) leftsides
 Two (2) middles
 One (1) rightside
 One (1) setter
 One (1) libero
The players receiving the most votes will be named to the OVA All Star Team.
Note: Coaches will be able to nominate players from their own roster but will not be able to vote for players
registered with their club.
7.4
Evelyn Holick and Ken Davies Awards
These awards are presented at the Ontario Championships to recognize a female and a male athlete
(respectively) for their demonstration of leadership, sportsmanship, determination and athletic abilities
throughout the season. Coaches and Clubs are invited to submit nominations (from within their own Club or
from other Clubs) for these awards to the OVA Technical Director by February 1st of each season.
Evelyn Holick is the standing role model for all female volleyball participants in Ontario. She coached Team
Ontario (women) in the very first Canada Games and was the first female from Ontario to earn National
certification as an indoor official.
Ken Davies was a member of Team Ontario and a participant in the 1989 Canada Games. His determination
to become a member of the Canada Games team led to the formation of the Ganaraska Wolves Volleyball
Club, which was started to provide opportunities for athletes within the Orono/Newcastle community. Sadly,
two months after the 1989 Canada Games, Ken’s life was taken in a traffic accident involving a drunk driver.
7.5
Scarborough Solars Award
The Scarborough Solars Award will be rewarded annually to a minimum of two (2) Ontario athletes (equal
number of male and female athletes) who have been selected to, or who have the ability to, represent
Ontario/Canada in international volleyball or beach volleyball competitions.
Recipients will be selected based their athletic achievement, impact of the OVA on the applicant, and the
impact of receiving the Award on the athlete. Awards will be between $500 and $1,000 per athlete per year.

Appendix I
TRIPLEBALL RULES & REGULATIONS
The goal of Tripleball is to promote better skill development, participation, meaningful competition, and fun.
Overview of the Tripleball Sequence:
a) The game follows a sequence of three rallies (service, tossed ball 1, tossed ball 2).



1st rally – introduced by the server
2nd rally – tossed ball given to the receiving team
3rd rally – tossed ball given to the serving team
b) The service rotates between teams after each three-ball sequence.
c) A team must rotate and introduce a new server when it is their turn to serve.
d) Every ball introduced is worth one (1) point.
Tripleball Rules:
a) Switching to a different position from your service order during a rally is NOT ALLOWED.
b) Each rotation will have a different designated setter. The player in position #3 or #2 in service reception will be the
designated setter; this position must be noted on the score-sheet by the coach.

c) Fair Play substitutions rules apply.
d) Time-outs & substitutions cannot occur during a 3-ball sequence. These requests must be made before the
introduction of serve.
e) Athletes must play the tossed ball with a forearm pass, otherwise a replay will occur.
f) All other standard volleyball rules not listed above continue to apply.

Guidelines for Tossers:
a) The Head Coach, Assistant Coach or a competent volunteer may be the “Tosser” and introduce balls to their own team.
b) Balls are tossed underhand with two hands, with little to no spin and above the height of the antennae to allow
athletes time to play the ball.
c) The Tosser can step into the court to introduce the ball but must immediately move a safe distance away from the
court after the toss.
d) The free ball must be tossed directly to the athlete in position six, otherwise a replay will occur.
e) The free ball will be introduced when the front row players are at the net and ready to transition; the Tosser verbally
cues the athletes by calling “Free Ball”. Tossers encourage a fast paced transition between an end of a rally and the next
toss.

Appendix II
RISK MANAGEMENT AND SAFETY
It is the policy of Ontario Volleyball to develop, implement and monitor an effective Risk Management and
Safety Program designed to foster a spirit of competitiveness in the safest possible environment. It is the
responsibility of every member, coach, official, volunteer, staff and director to practice Risk Management and
Safety on a continuous basis.
Facility Safety Checklist
When a Club applies to host an OVA tournament, it is their responsibility to secure a facility that provides a
safe environment for players, coaches, officials, volunteers and spectators. A facility safety checklist is part of
the tournament hosting application form.
The Emergency Plan
Tournament hosts are to have an emergency plan established before the event begins. The emergency plan is
to include actions and responsibilities, identifying locations of telephones and emergency exits, phone
numbers of local emergency and medical services, coins on hand for pay telephones as well as directions to
the nearest hospitals, police and fire stations.
Participant Responsibilities
It is expected that the conduct of participants will be such as to minimize the risk of accidents and injury to
themselves and to all others. All children must be properly supervised in the spectator area and not the team
bench area. Any situation that has the potential to disrupt a game or cause injury must be avoided.
Accident Report Form
If an accident or injury occurs during a competition, it must be managed quickly and effectively. Accident
Report Forms are included in the tournament hosting package and are to be completed by the injured person
or representative and forwarded to the OVA office. These forms must be on file in the OVA office for insurance
claim purposes. Should a serious accident or injury occur, the OVA office is to be notified the next business
day.

PARTICIPANTS CODE OF CONDUCT
Definitions
1.
The following terms have these meanings in this Code:
a)
“Individuals” – All categories of membership defined in Section 2.1 of the Ontario Volleyball Association
(OVA) Constitution and By-laws, as well as, all individuals engaged in activities with the OVA, including but
not limited to, clubs, athletes, coaches, officials, volunteers, managers, administrators, directors and
officers of the OVA, spectators of OVA events and parents of OVA members.
Purpose
2.
The purpose of this Code of Conduct ("Code") is to ensure a safe and positive environment (within OVA
programs, activities, and events) by making all Individuals aware that there is an expectation, at all times,
of appropriate behavior consistent with the values of the OVA, as set out in section 3 of this Code.
3.
The OVA is committed to providing an environment in which all individuals are treated with respect. The
OVA supports equal opportunity and prohibits discriminatory practices. Individuals are expected to
conduct themselves at all times in a manner consistent with the values of the OVA that include fairness,
integrity, accountability, excellence, accessibility, innovation, and respect.
4.
Conduct that violates this Code may be subject to sanctions pursuant to the OVA’s Discipline and
Complaints Policy.
Application of this Code
5.
This Code applies to conduct that may arise during the course of OVA business, activities, and events,
including but not limited to: its office environment, competitions, practices, training camps, tryouts, travel,
and any meetings of the OVA.
6.
This Code also applies to the conduct of Individuals that may occur outside of the OVA’s business,
activities, events, and meetings when such conduct adversely affects relationships within the OVA (and its
work and sport environment) and is detrimental to the image and reputation of the OVA. Such
applicability will be made by the OVA in its sole discretion.
Responsibilities
7. All Individuals have a responsibility to:
a) Maintain and enhance the dignity and self-esteem of OVA members and other Individuals by:
i. Demonstrating respect to individuals regardless of body type, physical characteristics, athletic ability,
gender, ancestry, colour, ethnic or racial origin, nationality, national origin, sexual orientation, age,
marital status, religion, religious belief, political belief, disability or economic status
ii. Focusing comments or criticism appropriately and avoiding public criticism of athletes, coaches,
officials, organizers, volunteers, employees and members
iii. Consistently demonstrating the spirit of sportsmanship, sport leadership and ethical conduct
iv. Acting, when appropriate, to prevent or correct practices that are unjustly discriminatory;
v. Consistently treating individuals fairly and reasonably
vi. Ensuring adherence to the rules of volleyball and the spirit of those rules
b)
Refrain from any behavior that constitutes harassment, where harassment is defined as comment or
conduct directed towards an individual or group, which is offensive, abusive, racist, sexist, degrading, or
malicious. Types of behavior that constitute harassment include, but are not limited to:
i. Written or verbal abuse, threats or outbursts

ii. The display of visual material which is offensive or which one ought to know is offensive in the
circumstances
iii. Unwelcome remarks, jokes, comments, innuendo or taunts
iv. Leering or other suggestive or obscene gestures
v. Condescending or patronizing behavior which is intended to undermine self-esteem, diminish
performance or adversely affect working conditions
vi. Practical jokes which cause awkwardness or embarrassment, endanger a person’s safety, or
negatively affect performance
vii. Any form of hazing where hazing is defined as “Any potentially humiliating, degrading, abusive, or
dangerous activity expected of a junior-ranking athlete by a more senior team-mate, which does not
contribute to either athlete’s positive development, but is required to be accepted as part of a team,
regardless of the junior-ranking athlete’s willingness to participate. This includes, but is not limited to,
any activity, no matter how traditional or seemingly benign, that sets apart or alienates any team-mate
based on class, number of years on the team, or athletic ability.”
viii. Unwanted physical contact including, but not limited to, touching, petting, pinching, or kissing
ix. Unwelcome sexual flirtations, advances, requests, or invitations
x. Physical or sexual assault
xi. Behaviors such as those described above that are not directed towards a specific individual or group
but have the same effect of creating a negative or hostile environment
xii. Retaliation or threats of retaliation against an individual who reports harassment to the OVA
c)
Refrain from any behavior that constitutes sexual harassment, where sexual harassment is defined as
unwelcome sexual comments and sexual advances, requests for sexual favors, or conduct of a sexual
nature. Types of behavior that constitute sexual harassment include, but are not limited to:
i. Sexist jokes
ii. Display of sexually offensive material
iii. Sexually degrading words used to describe a person
iv. Inquiries or comments about a person’s sex life
v. Unwelcome sexual flirtations, advances or propositions
vi. Persistent unwanted contact
d)
Abstain from the non-medical use of drugs or the use of performance-enhancing drugs or methods. More
specifically, the Ontario Volleyball Association adopts and adheres to the Canadian Anti-Doping Program.
Any infraction under this Program shall be considered an infraction of this Code and shall be subject to
disciplinary action, and possible sanction, pursuant to the Ontario Volleyball Association Discipline and
Complaints Policy. The OVA will respect any penalty enacted pursuant to a breach of the Canadian AntiDoping Program, whether imposed by the OVA or any other sport organization
e)
Refrain from associating with any person for the purpose of coaching, training, competition, instruction,
administration, management, athletic development or supervision of the sport of competitive volleyball,
who has incurred an anti-doping rule violation and is serving a sanction involving a period of ineligibility
imposed pursuant to the Canadian Anti-Doping Program and/or the World Anti-Doping Code and
recognized by the Canadian Centre for Ethics in Sport (CCES)
f)
Refrain from the use of power or authority in an attempt to coerce another person to engage in
inappropriate activities
g)
In the case of adults, avoid consuming alcohol in situations where minors are present, and take
reasonable steps to manage the responsible consumption of alcoholic beverages in adult-oriented social
situations associated with OVA events
h)
Respect the property of others and not willfully cause damage
i)
Promote volleyball in the most constructive and positive manner possible
j)
Adhere to all federal, provincial, municipal and host country laws

8.

of the Ontario Volleyball Association will:

Function primarily as a member of the board and/or committee(s) of the OVA; not as a member of any
other particular member or constituency

responsibilities of OVA business and the maintenance of Member confidence

Ensure that all athletes and coaches participating in sanctioned competitions are registered Members, in
Good Standing, of their respective organizations

Engage only authorized coaches and sanctioned athletes
Coaches
10. In addition to paragraph 7 of the OVA Code of Conduct (above), coaches have additional responsibilities.
The coach-athlete relationship is a privileged one and plays a critical role in the personal, sport, and
athletic development of the athlete. Coaches must understand and respect the inherent power imbalance
that exists in this relationship and must be extremely careful not to abuse it, consciously or
unconsciously. Coaches will:
a)
Meet the highest standards of credentials, integrity and suitability, including but not limited to such
considerations established by the OVA Screening Policy, so that the volleyball community is satisfied it
has minimized the risk of an unsafe environment
b)
Report any ongoing criminal investigation, conviction or existing bail conditions, including those for
violence; child pornography; or possession, use or sale of any illegal substance
c)
Under no circumstances provide, promote or condone the use of drugs (other than properly prescribed
medications) or performance-enhancing substances and, in the case of minors, alcoholic beverages
and/or tobacco
d)
Respect all other teams and athletes from other teams and, in dealings with them, not encroach upon
topics or actions which are deemed to be within the realm of 'coaching', unless first receiving approval
from the coach who is responsible for the team or athlete(s) involved
e)
Not engage in a sexual relationship with an athlete of under the age of 18 years, or an intimate or sexual
relation with an athlete over the age of 18 if the coach is in a position of power, trust or authority over
such athlete
f)
Recognize the power inherent in the position of coach and respect and promote the rights of all
participants in sport. This is accomplished by establishing and following procedures for confidentiality
(right to privacy), informed participation, and fair and reasonable treatment. Coaches have a special
responsibility to respect and promote the rights of participants who are in a vulnerable or dependent
position and less able to protect their own rights
g)
Dress professionally, neatly and inoffensively
h)
Use inoffensive language, taking into account the audience being addressed
Athletes
11. In addition to paragraph 7 of the OVA Code of Conduct (above), athletes will have additional
responsibilities to:
a)
Report any medical problems in a timely fashion, where such problems may limit the athlete’s ability to
travel, train or compete
b)
Participate and appear on time, well nourished and prepared to participate to one’s best abilities in all
competitions, practices, training sessions, events, activities, or projects
c)
Properly represent oneself and not attempt to enter a competition for which one is not eligible, by reason
of age, classification, or other reason

d)
Adhere to the OVA’s rules and requirements regarding clothing and equipment
e)
Never ridicule a participant for a poor performance or practice
f)
Act in a sportsmanlike manner and not display appearances of violence, foul language, or gestures to
other players, officials, coaches, or spectators

Dress in a manner representative of the OVA with focus being on neatness, cleanliness, and discretion.
Designated official clothing, if applicable, must be worn when traveling and competing
h)
Act in accordance with the OVA’s policies and procedures and, when applicable, additional rules as
outlined by coaches or chaperones
Officials
12. In addition to paragraph 7 of the OVA Code of Conduct (above), officials will have additional
responsibilities to:
a)
Accept an assignment to officiate at a match only if one intends to honour that commitment. If, for any
reason, one is unable to attend, let the person in charge of officials know as soon as possible
b)
Be fair and objective
c)
Avoid situations in which a conflict of interest may arise
d)
Be as impartial, unobtrusive and inconspicuous as possible
e)
Conduct all events according to the rules of the OVA
f)
Make independent judgments
Parents/Guardians and Spectators
13. In addition to paragraph 7 of the OVA Code of Conduct (above), parents/guardians of Individuals and
Spectators at events will:
a)
Encourage athletes to play by the rules and resolve conflicts without resorting to hostility or violence
b)
Never ridicule a participant for a poor performance or practice
c)
Respect the decisions and judgments of officials and encourage athletes to do the same
d)
Not question the judgment or honesty of an official or an OVA staff member
e)
Respect and show appreciation to all competitors and to the coaches, officials, and other volunteers who
give their time to the sport
f)
Keep off of the competition area and not interfere with events or calls

POLICE/VULNERABLE SECTOR SCREENING CHECKS & SCREENING POLICY
Ontario Volleyball requires mandatory police screening (PRCs) and vulnerable sector screening (VSSs)
checks of all individuals in leadership roles who work directly with athletes. This includes all Staff, Directors,
Chairs, Coaches, Managers, Officials, Chaperones and persons who manage finances.
Ontario Volleyball requires each person to submit a PRC and VSS check upon registering with the OVA for the
first time. To obtain your PRC and VSS check, please visit your local Police Department to obtain the proper
documentation. Please check local police department websites for paperwork and procedures that have to be
completed.
PRCs and VSSs shall remain valid for three (3) years, provided the individual remains a member in good
standing, does not let their membership lapse and self-declares through signature of the OVA Offence
Declaration. In the event that an individual does not register with the OVA for a minimum of one (1) year and
then re-joins, they shall be treated as a "new" member and must re-submit all documentation as per policy.
Officials - Officials must submit a copy of their original PRC and VSS check to the OVA office.
Coaches - please submit a copy of your original PRC and VSS to your designated Club Contact person who will
then forward a list of all coaches who have completed their PRC and VSS’s to the OVA office.
NOTE: coaches must retain original copy for verification if requested.
ONTARIO VOLLEYBALL ASSOCIATION (“OVA”) - SCREENING POLICY
Preamble
1. Screening of personnel and volunteers is an important part of providing a safe sporting environment and
has become a common practice among sport organizations that provide programs and services to the
community. The OVA is responsible at law, to do everything reasonable to provide a safe and secure
environment for participants in its programs, activities and events. The OVA takes very seriously, and is
committed to, fulfilling the duty of care it owes to its members.
2. This Policy is one of several policy tools that OVA will use to fulfill its’ commitment to provide a safe
environment and to protect its members from harm.
Purpose
3. The purpose of screening is to identify individuals within the OVA who pose a risk to its members.
Policy Statement
4. Not all individuals associated with the OVA will be required to undergo screening through a Police Records
Check (“PRC”), Vulnerable Sector Screening (“VSS”) and Screening Disclosure Form, as not all positions
pose a risk of harm to the OVA or to its members. The OVA will determine, as a matter of policy, which
designated categories of individuals will be subject to screening.
5. For the purposes of this policy, ‘designated categories’ are those classes of persons who work closely with
athletes and who occupy positions of trust and authority within the OVA. Such designated categories
include:
a) All individuals in paid staff positions;
b) All board members;
c) All club coaches;
d) All officials;
e) All persons affiliated with provincial teams, whether paid or volunteer;

f) All persons involved in the delivery of developmental programs including camps and clinics; and
g) Any persons appointed to accompany an OVA team to an event or competition whether as a coach,
manager, chaperone, driver or official in another role.
6. It is OVA’s policy that:
a) All positions will have a clear set of guidelines about appropriate behavior and conduct.
b) Individuals in designated categories will be screened using PRCs, VSSs and the Screening Disclosure
Form. There will be no exceptions.
c) Failure to participate in the screening process as outlined in this policy will result in ineligibility of the
individual for the staff or volunteer position.
d) The OVA will not knowingly place in a designated category an individual who has a conviction for a
‘relevant offence’, as defined in this policy. However, where the Screening Committee is of the opinion
that, notwithstanding a conviction for a relevant offence a person can occupy a position in a designated
category without adversely affecting the safety of the OVA, an athlete or member of OVA, through the
imposition of such terms and conditions as are deemed appropriate, the Screening Committee may
approve a person’s participation in a designated category.
e) If a person in a designated position subsequently receives a conviction for, or is found guilty of, a
relevant office, they will report this circumstance immediately to the OVA.
f) If a person in a designated position provides falsified or misleading information, that person will
immediately be removed from their designated positions and maybe subject to further discipline in
accordance with the OVA’s Discipline Policy.
Screening Committee
7.
The implementation of this policy is the responsibility of the Screening Committee of the OVA; a
committee of three - five persons appointed by, and at the sole discretion of, the Executive Committee of
the OVA. The Executive Committee of the OVA will ensure that the members appointed to the Screening
Committee possess the requisite skills, knowledge and abilities to accurately assess PRCs, VSSs and
Screening Disclosure Forms and render decisions under this Policy. Quorum for the Screening Committee
will be three members.
8.
The Executive Committee may, in its sole discretion, remove any member of the Screening Committee.
Where a position on the Screening Committee becomes vacant, either because a member has been
removed or because a member has resigned, the Executive Committee, at its sole discretion, will appoint
a replacement member.
The Screening Committee will carry out its duties, in accordance with the terms of this policy,
independent of the Executive Committee and Board of Directors of the OVA.
9.
10. The Screening Committee is responsible for receiving and reviewing all PRCs, VSSs and Screening
Disclosure Forms and, based on such reviews, making decisions regarding the appropriateness of
individuals filling positions in designated categories within OVA programs. In carrying out its duties, the
Screening Committee may consult with independent experts including lawyers, police, risk management
consultants, volunteer screening specialists or any other person.
Procedure
11. Each person subject to this policy will obtain and submit, at their own cost, a PRC and VSS from their local
Police Service or by using the online services of authorized service providers, the Screening Disclosure
Form and a letter of good standing from the person’s previous volleyball organization in the case of a
transfer from out of province or country to the OVA.
12. The PRC, VSS, Screening Disclosure Form and letter of good standing, if required, will be submitted to the
Screening Committee, c/o the OVA at its head office in an envelope marked “Confidential”.
13. Individuals who do not submit a PRC, VSS, Screening Disclosure Form and letter of good standing, if
required, will receive a notice to this effect and will be informed that their application will not proceed

until such time as the PRC, VSS, Screening Disclosure Form and letter of good standing, if required, is
received.
14. The Screening Committee will receive and review all PRCs, VSSs Screening Disclosure Forms, and letters
of good standing, if required, received and determine whether the individual’s PRC, VSS, Screening
Disclosure Form, and letter of good standing, if required, reveal a relevant offence.
15. Subsequent to its’ review of a PRC, VSS, Screening Disclosure Form or letter of good standing, if required,
the Screening Committee, by majority vote, will:
a) Approve an individual’s participation in a designated category; or
b) Deny an individual’s participation in a designated category; or
c) Approve an individual’s participation in a designated category subject to terms and conditions as the
Screening Committee deems appropriate.
16. If an individual’s PRC, VSS, Screening Disclosure Form or letter of good standing, if required, does not
reveal a relevant offence; the Screening Committee will notify the OVA Executive Committee that the
individual is eligible for the volunteer or staff position. After providing notice, the Screening Committee
will return or destroy the original PRC, VSS, Screening Disclosure Document or letter of good standing.
17. If an individual’s PRC, VSS, Screening Disclosure Form or letter of good standing, if required, reveals a
relevant offence; the Screening Committee will render its decision and provide notice of its decision in
accordance to paragraphs 15. After providing notice, the Screening Committee will return or destroy the
original PRC, VSS, Screening Disclosure Document or letter of good standing.
18. Where the Screening Committee denies an individual’s participation in a designated category or approves
an individual’s participation in a designated category subject to terms and conditions, the reasons for
such decision will be provided, in writing, to the designated member, and a copy of this decision will be
provided to the Executive Committee of OVA.
19. The decisions of the Screening Committee are final and binding and will be effective upon notice being
sent to the individual by e-mail to his/her last known email address on record with the OVA.
20. Nothing in this policy will prevent an individual from re-applying for a staff or volunteer position with OVA
at some point in the future, and submitting a new PRC, VSS and Screening Disclosure Form and letter of
good standing, if required.
21. PRCs and VSSs are valid for a period of three years and Screening Disclosure Forms must be completed
on an annual basis. Notwithstanding this, the Screening Committee may request that a staff person or
volunteer in a designated category provide a PRC, VSS or Screening Disclosure Form to the Screening
Committee for review and consideration. Such request will be in writing and will provide the reasons for
such a request.
22. If a person has been screened and approved by an OVA member club, the OVA will confirm such approval
and not require a second screening.
Relevant Offences
23. For the purposes of this Policy, a ‘relevant offence’ is any of the following offences for which pardons
have not been granted:
a) If imposed in the last five years:
i. Any offence involving the use of a motor vehicle, including but not limited to impaired driving; or
ii. Any violation for trafficking and/or possession of drugs and/or narcotics.
iii. Any offence involving conduct against public morals;
b) If imposed in the last ten years:
iv. Any crime of violence including but not limited to, all forms of assault; or
v. Any offence involving a minor or minors.

c) If imposed at any time:
vi. Any offence involving the possession, distribution, or sale of any child-related pornography;
vii. Any sexual offence involving a minor or minors; or
viii. Any offence involving theft or fraud.
Records
24. The Screening Committee will retain no copies of PRCs, VSSs and Screening Disclosure Forms, but may
retain written records of communication and with individuals whose PRCs, VSSs or Screening Disclosure
Forms indicate a relevant offence, as well as copies of its decisions and written reasons for decisions. All
records will be maintained in a confidential manner and will not be disclosed to others except as required
by law, or for use in legal, quasi-legal or disciplinary proceedings.
Review and Approval
25. This policy was approved by the Executive Committee of OVA on December 5, 2009. This policy is not a
static document: it will be reviewed by the Executive Committee of OVA, with input from the Screening
Committee, on an annual basis.

2. Provide specifics of the extreme exception.
3. Athletes who are permitted to transfer will be required to pay Ontario Volleyball’s Transfer $10.00
administration fee via the online the OVA’s registration system. (“How to” document is available on the OVA
website.)
Receiving Coaches Responsibilities:
During this time period, coaches who are contacted by players and/or parents, and receive a request to
transfer to their club, are requested to contact the OVA by-mail and copy the club the athlete is presently
registered with confirming their acceptance or rejection of the transfer.

During this time period, clubs losing a player due to an “Extreme Exception” may be required to provide

PROCEDURES ON RECRUITMENT
Ontario Volleyball strongly encourages the volleyball community to work cooperatively to ensure all volleyball
participants have a positive experience by following these principles and rules.
A. Season of Play and Communication with Athletes
A1. The Ontario Volleyball season of play is defined as the date of the individual’s OVA registration to the end
of OVA/VC season.
A2. Athletes have the opportunity to obtain information and communicate with other programs and clubs in
the off season (end of OVA/VC season to the date of individual’s OVA registration).
A3. Club and team representatives are free to communicate with athletes during the off season. Before
contacting an athlete directly, permission is required from their coach and/or their parent(s)/guardian(s).
A4. Ontario Volleyball club or team representatives may not contact an athlete during school hours, practices,
tournaments or league/exhibition games. They may do so after these activities but must have the
permission of the athlete’s coach and/or parent(s)/guardian(s) first before approaching the athlete.
B. Age Category Try-Outs
B1. Athletes and parents are encouraged to seek out information about different club programs in their
community. Frequently Asked Questions - club philosophy, coaching philosophy, coaching certification, try
out dates, registration fees, practice times – location and frequency, tournament schedule, travel
arrangements, accommodations, and extra fees are all information that parents and athletes should be
seeking to compare.
B2. If your club is not able to accept all players interested in your program, help direct them to another club
where they might play. Together we can improve opportunities for all athletes and ensure everyone has a
place to compete.
B3. Athletes have the right to register with any club and are free to try-out for any team until they have made a
commitment (which is defined as signing the OVA Membership Waiver form for the club). The OVA
Membership Waiver form is the only commitment agreement recognized by Ontario Volleyball.
B4. Once an athlete has made this commitment to a club, no further communication or contact from other
clubs can be made with that athlete.
B4. The athlete is then committed to that club for a minimum of one season (date of individual’s registration –
end of OVA/VC season).
B5. Athletes are committed on a season to season basis only and are free to play with another club or team
the following season.
B6. Athletes are able to change clubs during the season. For more information, all parties should refer to the
Athlete Transfer Policy in the OVA Indoor Competitions Manual.
C. Age Class Scouting & Recruiting during the Ontario Volleyball Season of Play
C1. Recruiters, coaches or scouting agency representatives are NOT allowed to contact (verbally or with
printed material) an athlete while their team is still participating in a competition
C2. Recruiters can speak with an athlete once their competition is over, but must have consent from their
coach and/or parent(s)/guardian(s).

C4. Tournament staff has the right to ask a recruiter/coach to leave the gymnasium or venue if recruiting
practices are not respected.
C5. Ontario Volleyball is responsible for reporting all infractions to the appropriate association, athletic
conference(s) and/or member institution. Violation of these rules, or the spirit of these rules, may result
in sanctioning of a recruiter/coach.
C6. All club coaches are obligated to report any recruiting practices they feel do not meet the above
regulations. Club coaches should be aware that casual interaction between post secondary coaches and
athletes during a tournament is acceptable, so long as conversations and contact do not involve
recruitment.
D. Ontario Volleyball Provincial and Regional Team Program
D1. The Provincial and Regional Team Program will not be used as a vehicle for recruitment by clubs, colleges,
universities and/or private agencies. Therefore during the Provincial Team training and competition
periods, recruitment of any sort by anybody, including the Provincial or Regional Team staff, will not be
permitted and is grounds for dismissal.
D2. Provincial and Regional Team coaches may identify athletes at Ontario Volleyball events. Athletes will only
be notified by email at the conclusion of the indoor season. Provincial team and Regional Team coaches
are not permitted to contact and recruit athletes during their participation in a competition.
E. Sanctions
E1. Ontario Volleyball reserves the right to investigate any possible recruiting infraction regardless of the
method in which the OVA learns about the incident. Ontario Volleyball will complete a comprehensive
investigation, allowing for the individual or group being reviewed to fully defend their position. If Ontario
Volleyball determines an offence has occurred; any one or a combination of the following sanctions will
be taken, depending on the severity of the offence:
 Letter of reprimand to the individual, team or club.
 Probation and posting a performance bond for one year, beginning from the date when the
investigation concluded. Loss of the performance bond for additional infractions during probation.
 Suspension for one year from all Ontario Volleyball events, beginning from the date when the
investigation concluded.
 Indefinite suspension from Ontario Volleyball events, beginning from the date when the investigation
concluded.
 Individuals, teams, or clubs suspended for more than one year must apply in writing for
reinstatement as a member in good standing. Approval for reinstatement will be contingent upon a
full review of the application by the Ontario Volleyball Executive.
 Any team or club that uses a suspended member or a member not in good standing will be subject to
probation or suspension.
E2. An individual, team or club may appeal a sanction through the Ontario Volleyball Appeals/Grievance
process.

Such a complaint must be signed and in writing, and must be filed within fourteen (14) days of the alleged incident.
Anonymous complaints may be accepted at the sole discretion of the OVA’s Executive Director or designate, or the Case
Manager.
A Complainant wishing to file a complaint beyond the fourteen (14) days must provide a written statement giving reasons
for an exemption to this limitation. The decision to accept, or not accept, the notice of complaint outside the fourteen
(14) day period will be at the sole discretion of the OVA. This decision may not be appealed.
Upon receiving a complaint, the OVA will assign a Case Manager within seven (7) days to oversee the management and
administration of the submitted complaint.
The Case Manager will inform the Parties if the incident is to be dealt with as a minor or major infraction and the matter
will be dealt with according to the applicable sections of this Discipline and Complaints Policy relating to minor or major
infractions.

OVA SANCTIONS AND FINES
Volleyball, because of its regulations and its traditions, offers a philosophy of competition guided by the
highest standards of good sportsmanship.
For that reason, all participants (teams, players, coaches, officials, managers and administrators) in
tournaments and meetings under the authority of the OVA, have a duty to conduct themselves in a reasonable
and acceptable manner. They must avoid all unsportsmanlike conduct, acts or practices which are, in the
opinion of the OVA, detrimental to the sport. Whenever a penalty occurs, a fine will be given and/or
performance bond will be lost. Such acts include but are not limited to:

b) Vigorous physical exertion, rapid movements and quick turns and stops;

e) Contact, colliding or being struck by the volleyball, net, poles, other individuals, equipment, walls, stands, or benches;
f) Failing to play within one’s abilities and within designated areas;
g) Failure to properly use any piece of equipment or from the mechanical failure of any piece of equipment;
h) Animal attacks; including but not limited to, dogs;
i) Extreme weather conditions which may result in heatstroke, sunstroke or lightening strikes;
j) Spinal cord injuries which may render me permanently paralyzed; or
k) Travel to and from competitive events and associated non-competitive events which are an integral part of the
Organization’s activities.
4. Furthermore, I am aware:
a) That injuries sustained can be severe;
b) That I may experience anxiety while challenging myself during the activities, events and programs;
c) That my risk of injury is reduced if I follow all rules established for participation; and
d) That my risk of injury increases as I become fatigued.
