Last year, once again, many of our students were acknowledged for their outstanding academic and extracurricular achievements, and I am proud to say that both our students and faculty continue to earn the respect and recognition of their peers. BOARD OF EDUCATION A seven-member Board of Education, with members elected for five-year terms by the residents of the Westhampton Beach School District, is responsible for policies and regulations governing public education in the school district. Voting will take place on Tuesday, May 18, 2010 from 7:00 a.m.-9:00 p.m. in the High School Large Group Instruction Room (LGI). To be eligible to vote, a person must be a United States citizen, 18 years of age or older, and a resident within the district for a period of thirty days preceding the meeting at which he/she is eligible to vote. Gregory Frost Clint Greenbaum (term expires 2010) (term expires 2013) (term expires 2010) INTRODUCTION TO THE WESTHAMPTON BEACH SCHOOL DISTRICT The Westhampton Beach School District is located in the Township of Southampton, Suffolk County, New York and services the villages of Westhampton Beach and Quogue, and the hamlets of Westhampton, East Quogue, Remsenburg-Speonk, and East Moriches. The 3,000 year-round residents and the 30,000 summer residents enjoy the beaches, boating, fishing, and other recreational opportunities as well as a vast array of cultural and social activities. The focus of the Westhampton Beach School District is its students. Approximately 1,800 children obtain knowledge and participate in hands-on learning experiences as they build the foundation for their futures. Behind the scenes are more than 200 committed faculty members, administrators, specialists, and coaches who teach, mentor, and encourage our students to reach their greatest potential. The Board of Education also employs a Superintendent of Schools, an Assistant Superintendent for Personnel and Instruction, a Director of Pupil Personnel Services, a Director of Health, Physical Education, and Athletics, three building Principals, and three Assistant Principals. The District has its own Committee on Special Education to ensure compliance with federal and state legislation. In addition, the District assigns support services employees: secretaries, custodians, security personnel, clerks, monitors, business officials, and maintenance personnel. Staff members are employed under ESEA Title I to assist our students. Breakfast and lunch are available to students each day. Transportation and cafeteria services are contracted out to private companies and are under the direct supervision of the Board of Education and its administrators. All of our students attend one of the three school buildings located on one campus. The Elementary School has students enrolled in grades K-5, the Middle School provides educational services for students in grades 6-8, and the High School offers a large number of learning opportunities for students in grades 9-12. The Westhampton Beach School community is pleased to offer our students two of the best qualities one could ask for in education - a progressive academic program and a nurturing social environment. Whenever this becomes necessary, every attempt will be made to have the closing announced. DELAYED OPENING Occasionally there may be days during the winter when weather conditions may appear poor but forecasts indicate that conditions will improve later in the morning. Therefore, if it seems appropriate and advisable, we may implement a delayed opening. The procedure is as follows: All before-school activities will be canceled, including the Elementary School’s We Care Program. One-hour delayed opening times will be: High School 8:30 a.m. Middle School 8:30 a.m. Elementary School 9:30 a.m. Students who ride the bus should report to their usual bus stop one hour later than their normal bus pickup time. Dismissal will be at the regular time. Dismissal will be at the regular time. EMERGENCY DRILLS It is required by law that emergency drills be conducted on a regular basis to protect the safety of students. These drills are to protect the students in the event of fire, bus accidents or natural disasters. The Board of Education is responsible for seeing that essential procedures are established and adequate discipline is maintained in the operation of the schools, to effectively promote the safety, social growth, and educational growth of students. Administrative regulations are established by the school administration and staff. The basic goal of control procedures is to guide students toward assuming a large degree of responsibility for citizenship within the school and scholastic achievement commensurate with their ability. Parents are expected to assume primary responsibility for supervision of their child. When requested, parents should actively cooperate with the school in providing the necessary structure to promote their child’s social and educational growth. To this end, a high degree of parent-school communication will be fostered by the school. Disciplinary measures available to the administration of each school building include conferences, in-school suspension, in-school detention, lunch detention, and if necessary, out-ofschool suspension. Repeated or serious offenses could also lead to suspension from extracurricular activities, and loss of driving privileges for high school students. ATTENDANCE In accordance with the NYS laws on compulsory education, the Westhampton Beach School District expects all enrolled students to attend school daily on a regular basis. This applies to those students who attend schools in the District part of the day and part of the day in a BOCES facility, as well as students assigned by the District Committee on Special Education to another school and/or other school districts. The Board of Education has implemented an attendance policy for the High School which ensures that students who receive credit for a course have attended 85% of the classes. Parents should monitor their child’s attendance through review of report cards and progress reports. The parents/guardians of students are expected to provide written excuses for any and all absences and/or latenesses from Westhampton Beach Elementary, Middle, and High Schools, BOCES classes, and other schools. The District recognizes that it may be necessary to schedule appointments for medical or dental visitations. When possible, these should take place outside of school hours. STUDENT DRESS CODE The school board dictates through policy what is acceptable and appropriate attire for students of the Westhampton Beach School District. The responsibility for District students to come to school dressed appropriately rests with each student, his/her parents, the building administration, faculty, and staff. Students and parents have the right to determine school dress within the parameters dictated by the school board providing the attire complies with requirements for health and safety, and does not interfere with the educational process. It is expected that dress reflect current community standards and deportment. The Administration is authorized to take action in instances where individual dress does not meet the stated requirements, as delineated in the Board of Education approved dress code. Shoes are required at all times in the building except for special physical education activities. Students are prohibited from wearing head coverings in the classroom with the exception of those worn for religious or medical reasons. ALCOHOL & SUBSTANCE ABUSE Use of alcoholic beverages or use of illegal drugs will not be permitted on school grounds, inside the school buildings, in school-operated or sponsored vehicles on school trips, or any other time when students are under the supervision of the school. Use of alcoholic drinks or illegal drugs will not be permitted at any school-sponsored function, on or off school grounds, and is cause for suspension from school. Prescription drugs and over-the-counter medications must be placed in the Health Office and dispensed by the school nurse. waiting period required between one polio vaccine and the next. There is a one-month waiting period required between the administration of single measles, mumps and rubella vaccines. Consequently, if a child is in the process of receiving immunizations he/she is to be admitted to school. School nurses will follow up on children who have entered our schools and are in the process of receiving required immunizations. Children in the process of receiving all immunizations and have not completed them due to the required waiting time intervals are not to be denied admission to school. Children who do not complete required immunizations within the time period required will not be permitted to continue attending school after the time period has expired. No child shall be admitted to school without one of the following: 1. Written proof of adequate immunization; 2. A certificate from a physician stating that the child cannot be vaccinated for medical reasons; 3. A signed statement from the parent/guardian that they are members of a specific recognized religious organization opposed to immunizations against diphtheria, measles, mumps, rubella, and polio. Any parent interested in free immunizations for children may obtain them at the Riverhead County Health Center (852-1800), or contact the Suffolk County Medical Society, Hauppauge, for the name of a doctor in your area. HIGH SCHOOL CURRICULUM OFFERINGS ART SMOKING Smoking and other use of tobacco products is expressly prohibited at any time in school buildings or on or near school grounds and during school-sponsored activities. Violators will be subject to disciplinary actions. STUDENT IMMUNIZATION Under New York State’s Immunization Law, students may not attend school unless they provide acceptable written proof (including dates) of immunization. Section 2164 of the New York State Public Health Law requires that all children receive the following: 1. 3 or more doses of diphtheria toxoid; 2. 3 or more doses of oral polio-myelitis vaccine; *3. 2 doses of measles-containing vaccine; *4. 1 dose each of mumps and rubella; 5. 3 doses of hepatitis B; 6. 1 dose of varicella if born after 1/1/94 7. 1 does of Tetanus, Diphtheria, and Potussis Booster (Tdap) if born after 1/1/94 and entering grades 6 through 8. *Measles, rubella and mumps vaccines may be given singly, or in combined forms. Additionally, students must score at least a 65 on the following Regents exams; English Language Arts, Math A, Global History, U.S. History, and 1 Science Regents. Additionally, students may satisfy requirements for a Local Diploma by scoring minimally between a 55-64 on the aforementioned assessments. • Special Education Safety Net: The Board of Regents approved the extension of the safety net for students with disabilities entering 9th grade from September 1996 to September 2009. To earn a Regents Diploma, students must take and pass the required coursework and five Regents examinations with grades of 65 or higher. The safety net allows students with disabilities who do not pass one or more of the Regents exams required for their graduating class to meet the requirements for a local diploma by either earning between a 55 to 64 on the Regents exam OR by passing the RCT (Regents Competency Test) in that subject. The student MUST take the required Regents exam, but may take the RCT before or after the Regents exam. These students will receive a New York State local diploma. • We strongly encourage all students who fail any required course[s] during the school year to attend summer school in order to graduate with their class. I.E.P. DIPLOMA State regulations allow school districts to award local certificates to students who have handicapping conditions, and who have achieved the goals specified in their Individual Education Programs (I.E.P.) in the year when the local certificate is awarded. Students awarded an I.E.P. diploma must have attended school for twelve years beyond kindergarten. Students who are striving to earn an I.E.P. diploma may continue schooling until they reach the age of 21. GRADE PLACEMENT MINIMUM 10th grade: 5 credits 11th grade: 10 credits 12th grade: 16 and 1/2 credits No partial credit will be given for full-year courses. WELCOME PARENTS! At Westhampton Beach we view the education of our students as a partnership. Our goal is for the parents and staff to work together to provide the support necessary for our students to reach their full potential. With this in mind, parents are encouraged to participate in events and should know that they are always welcome in our schools during the regular school day to visit programs. Arrangements can be made through your building principal. HIGH SCHOOL AND MIDDLE SCHOOL HONOR ROLL High School: Honor roll lists will be published immediately following each report card marking period. Students with an average of 89.5 or higher will qualify for the Principal’s Honor Roll. Grades of incomplete prevent inclusion on the honor roll. Middle School: Students with an average of 93 or higher, with no grade lower than 85, qualify for the Principal’s Honor Roll. Students with an average of 85 or higher, membership in the National Junior Honor Society is separate and distinct from membership in the National Honor Society in the high school and membership in one organization does not ensure membership in the other. At the Middle School a minimum average of 90 is required for consideration. A faculty council appointed by the Principal then evaluates the criteria of character, service, citizenship, and leadership. ELEMENTARY PROGRAM The major purpose of the elementary school program is to provide students in grades K-5 with a solid education and a thorough foundation in the basic skills. Students are instructed in reading, mathematics, language arts, social studies, health, science, and foreign language. In addition, classes are offered in physical education, vocal and instrumental music, art, and library. Instruction is also provided in the area of technology. A sequential, integrated guidance curriculum is offered. Our elementary Library Media Center and Computer Lab offer a variety of materials for students. When homework is assigned to elementary students, its purpose is to practice skills introduced in the classroom. The amount varies with the subject and grade level of the students. with no grade lower than a 75, qualify for the Honor Roll. HONOR SOCIETIES Juniors and Seniors who are recognized by the faculty to possess outstanding character traits, leadership skills, and who perform significant community service will be nominated for membership in the Westhampton Beach Chapter of the National Honor Society. These students must also have earned and maintained a cumulative average of at least 90 in high school. Qualified Juniors will be nominated in writing after the completion of their second quarter and qualified Seniors at the completion of their first quarter. Students will be asked to submit a listing of their involvements, accomplishments, and activities. Appointments will be made based on each student’s successful completion of the nomination process, a faculty review, and a summative decision of a faculty committee. The Middle School Chapter of the National Junior Honor Society conducts its activities in accordance with the constitution of the National Organization. However, KINDERGARTEN AND FIRST-GRADE ENTRANCE Any child residing within the school district, who will become five years of age on or before December 1 of the entering year, is eligible to apply for admission to kindergarten. Likewise, any child who will be six years of age on or before December 1 of the entering year is eligible for first-grade admission. At the time of registration to school, a parent must present the student’s original birth certificate and social security card. A parent must also present two documents proving residency, showing the legal street address. ACCEPTABLE PROOFS OF RESIDENCY: Deed or notarized lease, plus one of the following: 1. Utility bill 2. Tax bill 3. Home telephone bill (not cell phone) Documents with post office box numbers are not acceptable proof. A guardian or agency must present evidence, or have in their possession, a court order assignment and/or a Department of Social Services assignment or agency assignment that they have been given authorization to act on behalf of the State of New York. A student is also required to have the necessary immunizations before entering school. Registration guidelines also apply to all new entrants coming to Westhampton Beach. These services are offered to students between the ages of three (3) and twenty-one (21) and may include resource room, modified classes, self-contained classes, BOCES learning centers, intensive counseling programs, and private residential programs for the more severely disabled. The District has also arranged for students to participate in collaborative teaching models in an integrated setting. In accordance with Parts 100.5, 100.6, and 100.9 of the Commissioner’s Regulations, the school district strives to ensure that students with disabilities are provided appropriate opportunities to earn a high school diploma. In accordance with Part 100.2(h) of the Commissioner’s Regulations, the school district will encourage students with disabilities to take an occupational/vocational educational assessment as early as grade eight (8). This will provide them with the opportunity to develop an appropriate transitional plan that will identify future career options. In an effort to share the responsibility for the education of students with disabilities, the Westhampton Beach School District views the parents as active participants in the process of educational planning and program review. It is the intent of the school district to inform parents of their due process rights. Parents must give informed consent prior to a CSE evaluation, prior to the adoption of special education services, and prior to a change of services. Parents are provided with written notice prior to CSE meetings, IEP planning conferences, annual reviews, and triennial evaluations. Classification decisions and program recommendations are made with parent involvement, input, and consent. If parents disagree with the CSE recommendation, they are offered opportunities for independent educational assessments, mediation, or an impartial hearing. Students with disabilities in our school district are grouped non-categorically according to their educational skills and their individual needs (social development, physical development, and management requirements). At this time, efforts are made to educate our students with disabilities in programs that are situated within one of our three buildings. Whenever feasible and appropriate, efforts are made to share our services, on a tuition basis, with other local school districts. All teachers and paraprofessional staff employed by the Westhampton Beach School District are highly qualified as per the No Child Left Behind Act of 2001. Parents of students attending schools that receive Title I funds may request information regarding the professional qualifications of their child’s classroom teacher and paraprofessional staff. MEGAN’S LAW NOTIFICATION In order to provide residents with information concerning convicted sex offenders who are living or working within the boundaries of the Westhampton Beach Union Free School District, the District takes advantage of a no cost sex offender alert notification program. The service allows subscribers to be informed of any sex offender notifications, not just offenders residing within school boundaries, but also those implemented within Nassau and Suffolk Counties. Participation in this service offers a more timely notification of these incidents at no cost to residents and prevents educational resources from being used on costly mailings to inform community members. Through this program, offered by Parents For Megan’s Law (PFML), registered subscribers will receive an email informing them of any new sex offender’s presence and direct them to a website where they can access a full copy of the notification. To obtain subscription forms to participate in this program, residents can contact PFML directly at 631-689-2672, go to the website at www.parentsformeganslaw.org, or use a link from the District’s website at www.whbschools.org. Those without Internet access may contact Parents for Megan’s Law for further instructions. Completed forms must be mailed to PFML at the address on the registration form. TITLE IX AND 504 COMPLIANCE NOTICE IS HEREBY GIVEN that the Board of Education of the Westhampton Beach Union Free School District, Westhampton Beach, New York does not discriminate on the basis of sex, race, color, national origin, or handicap in educational programs and activities. ATHLETICS AND PHYSICAL EDUCATION This section states that no person shall, on the basis of sex, be excluded from participation in any interscholastic, intercollegiate, club or intramural athletics offered by an educational institution, and no educational institution shall provide any such athletics separately on such basis. Separate teams for members of each sex may operate if selection is based upon competitive skill or the activity involved is a contact sport. 4. EMPLOYMENT Sex discrimination employment is prohibited. This provision applies to recruitment, advertising, tenure, promotion, demotion, transfer, job assignments, leave policies, terms of collective-bargaining agreements, fringe benefits, and the like. The provisions prohibit discrimination in both full-time and part-time employment practices. SEXUAL HARASSMENT The Westhampton Beach School District has adopted a strict policy prohibiting TITLE IX AND 504 COMPLAINT OR GRIEVANCE PROCEDURE All complaints of violation or non-compliance with said law or regulations shall be committed in writing to the above-named coordinators and shall be promptly investigated; such hearings or other procedures on any and all such complaints shall follow promptly to enable the quick and equitable resolution of student and employee complaints, alleging any action which would be prohibited by said law or regulations. Basic provisions in some of the major policy areas covered under Title IX and 504 are summarized as follows: 1. EDUCATIONAL PROGRAMS AND ACTIVITIES Institutions shall not provide any educational programs or activities separately, on the basis of sex, including health, physical education, industrial, business, vocational, technical, home economics, music, and adult education courses. One area not covered by the regulation is that of sex stereotyping in textbooks and curriculum. 2. COUNSELING AND GUIDANCE Schools may not discriminate in counseling or guidance of students or applicants for admission to educational programs. sexual harassment. Sexual harassment of employees and students is specifically prohibited as a form of illegal discrimination under the terms of Title VII of the Civil Rights Action of 1964. SCHOOL INSURANCE The District has an accident insurance plan for the benefit of the students and parents of students. All students are covered for injury while attending or participating in school-sponsored and supervised activities and athletics. Coverage is extended to participation in summer recreation activities and school-approved transportation. Benefits are payable for covered expenses that are not recoverable from another plan providing medical expense benefits to the applicable maximum subject to policy limitations and conditions. Students may obtain and fill out an application and schedule an appointment with the school doctor for a physical examination. The forms should then be returned to the Counseling Center with evidence of the student’s age and the final papers will be issued. (Evidence of age can be a birth certificate or driver’s license.) The student’s social security number is required to obtain working papers. A student may have a physical examination by a private physician at their personal expense. Forms for physical examinations are available in the Counseling Center. The forms can then be mailed to or dropped off at any one of the main offices (elementary, middle or high school). SCHOOL RECORDS/FAMILY EDUCATION/ MEDIA DISCLAIMER AND PRIVACY ACT Parents and individual students 18 years of age or older have the right to inspect and review any and all official records, files, and data directly related to the student’s education. These records include: cumulative folders, standardized achievement test scores, attendance records, results of standardized intelligence, aptitude and psychological tests, interest inventories, health data, family background, teacher or counselor ratings, written observations, and verified reports of serious or recurrent behavior. Parents and students are entitled to a hearing to challenge the content of such records. This is to ensure that they are not inaccurate, misleading, or otherwise in violation of the privacy or other rights of students, and to provide an opportunity for the correction or deletion of any such inaccurate, misleading, or otherwise inappropriate data contained therein. Any questions concerning the procedure to be followed in requesting such a hearing should be directed to the Superintendent. Student records, and any material contained therein which are personally identifiable, are confidential and may not be released or made available to persons other than parents or students without the written consent of such parents or students. There are a number of exceptions to this rule, such as the other school employees and officials and certain State and federal officials who have a legitimate educational need for access to such records in the course of their employment. From time to time, the District may release directory information of students for use in District-generated publications such as school or student newspapers, the Cupola, athletic programs and the school website. Directory information may or may not include the following information: name of student, date of birth, dates of attendance, enrollment status, participation in school activities or sports, height and weight of members of athletic teams, photographs, and honors or awards. Parents who do not desire release of any of the above directory information must make specific written request to the Superintendent of Schools on or before September 15 of each school year. Failure to make such a request shall be deemed consent to release, provide or publish the directory information. The District may also disclose students’ records without parental consent in certain situations, such as to other school officials who have “legitimate educational interests” and certain other state and federal officials. School records are subject to inspection by court order or pursuant to any law-issued subpoena, provided that parents and students are notified by the school district in advance of compliance with the court order or the subpoena. WESTHAMPTON BEACH ELEMENTARY SCHOOL PARENT-TEACHER ASSOCIATION The Westhampton Beach Elementary School Parent-Teacher Association (PTA) is a support group for parents and the school. As members of the State and National PTA we subscribe to purposes and goals concerning child safety and school experiences and serve as a liaison among parents, teachers, and administrators, thus providing a format for sharing of mutual concerns. Whenever possible, we cooperate with the High School Parent-Teacher Organization (PTO) and other local parent groups to explore areas of mutual interest. The Elementary School PTA holds general monthly meetings and hosts numerous other special activities throughout the school year. Students who do not observe reasonable rules of conduct will have the privilege removed: • Do permit lower-grade children to enter and be seated first. • Do move to the rear of the bus, filling those seats first. • Elementary students will utilize their assigned seats. • Remain seated until the bus comes to a complete stop. • Cross ten feet in front of the stopped school bus. • Don’t roughhouse or use loud or abusive language on the bus. • No smoking. This infraction carries automatic bus privilege suspension. • Don’t get off the bus at any stop other than your assigned bus stop. • Ride only the bus that goes to your place of residence. • Be courteous and obedient to your bus driver. • Vandalism of bus will result in automatic bus privilege suspension.
