The successful candidate will have a proven record of integrity and the leadership, management, and strategic planning skills to continue moving the West Palm Beach Police Department on the path of progressive police service delivery. PRIMARY DUTIES AND RESPONSIBILITIES • Plans, coordinates, supervises and evaluates department operations. • Develops and implements policies and procedures for the department in accord with directives from the City Council, City Administrator, and Mayor. • Plans and implements departmental goals and objectives. • Coordinates disaster preparedness functions. • Develops strategies to anticipate the community’s needs and resolve law enforcement problems. Formulates programs, policies and procedures to be implemented by bureau heads. • Coordinates departmental activities with other city departments and other agencies. • Analyzes information from special studies. Cooperates with county, state and federal law enforcement officers as appropriate where activities of the police department are involved. • Prepares and submits periodic, ad hoc, and staff reports to the City Administrator, Mayor, City Council and others regarding departmental activities. • Meets with elected or appointed officials, community leaders, the media and the public. • Maintains department discipline and directly supervises Internal Affairs. • Serves on boards of law enforcement professional organizations and associations. ABOUT THE WEST PALM BEACH POLICE DEPARTMENT Established in 1894, the West Palm Beach Police Department is a full-service police organization with an authorized workforce of 271 sworn officers and 121 civilians. Employees are represented by the Police Benevolent Association Local under two separate bargaining agreements. The FY 2011-12 budget for the department totaled $49.1 million. The department consists of four bureaus: • • • • The Critical Services Bureau includes the following divisions: dispatch operations, emergency communications, fiscal services, planning and research, information systems, property and evidence and records. The Field Operations Bureau includes: dive team, entertainment district unit, three patrol divisions, special services section, and the traffic unit. The Investigative Services Bureau includes the Criminal Investigations Division and the Special Investigations Division. The latter is devoted to the suppression of narcotic crimes, drug gangs, organized crime activities, prostitution, and gambling. It consists of the Organized Crime Section, Task Force Personnel, and three Quick Response Teams. The Support Services Bureau is responsible for the Staff Services and the Community Response Divisions. The latter has two sections: the Community Oriented Police Section (Crime Prevention, Graffiti Eradication, Police Athletic League, Truancy Interdiction, Volunteer Program and the Weed and Seed Program) and the Special Services Section (Canine Teams, Neighborhood Enhancement Teams and the Water Catchment Unit). QUALIFICATIONS Candidates must possess a bachelor’s degree from an accredited college or university with a major in Criminal Justice, Public Administration, or a related field, and ten (10) years law enforcement experience, including five (5) years of managerial experience, or any equivalent combination of training and experience. The successful candidate must obtain a Florida Criminal Justice Standards and Training Commission Certificate of Compliance in Law Enforcement and a valid Florida driver’s license. Completion of the FBI National Academy or Southern Police Institute is highly desirable. SALARY AND BENEFITS Depending on qualifications, the annual salary range for this position is $130,447 to $156,537. The City of West Palm Beach offers a robust benefits package which includes a deferred compensation plan with a 9.5% city match; executive health insurance; 11 paid holidays; 12 sick leave days; management leave days; flexible spending accounts; life insurance (one times annual salary); on-site employee/family health clinic; and Management Benefits Category I: four (4) additional management leave days and $100,000 additional life insurance policy.
