Administration Officer P2 The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. Please visit our careers page to get more information about being an International Professional in WFP: http://www.wfp.org/careers/international-professionals Under the general supervision and guidance of the Chief Support Services, the Administration Officer will be responsible for the following key duties: Evaluate and monitor administrative services and recommend changes in policies, systems and procedures to ensure services aligned with changing business needs and objectives; Conduct oversight missions to Syrian Crisis country offices; Ensure WFP’s administrative resources are fully and properly accounted for and that internal control systems are adequate and functioning; Control the budget for administrative expenditures to include, making budget projections supported by entering rolling commitments in SAP based operating system and raising monthly accruals; Supervise the administration of common premises to ensure efficient, cost-effective and timely service provision and cost recovery; Review adequacy of office space requirements and makes recommendations; Contribute to preparedness actions such as early warning, risk analysis and contingency planning and make the necessary recommendations; Periodically monitor the management of risks and report on any actions taken; Raise travel commitments ensuring the accurate calculation of daily subsistence allowances for travel authorization and travel expense claims; Prepare all types of contracts related to admin (i.e. rent, security, communication, etc.) for review by the Regional Emergency Coordinator (“REC”) office Senior Management, in coordination with WFP’s Legal office; Supervise the competitive procurement process for micro purchase orders to include raising purchase orders in SAP based financial system; Manage conferencing services for the REC and Syrian Crisis country office; Manage telephone billing system to ensure timely billing and cost recovery from staff; Maintain and track all WFP owned property to include, registering the assets in WFP’s official management database, perform an annual asset physical count, and produce an annual report of this exercise that details methodology and outcome; Supervise Admin staff assigned to the REC to include providing training and guidance enabling them to perform their duties effectively and build their capacity; and Perform other related duties as required. 1 Qualifications & Experience Required Education: University degree in Business/Public Administration, or other fields related to office management and administration. Experience: At least three years of professional experience in administration or facilities management with either a private or public sector organization; Experience working in emergency context in the Middle East; Technical Skills & Knowledge: A complete and in-depth grasp of office administration practices and procedures; Ability to make thorough analysis and draft clear and concise reports; Proficiency in MS Office (Word, Excel, Powerpoint, Outlook); Working knowledge of UN travel, procurement and administrative rules and regulations and WFP software packages and systems is an asset. Competencies: Resourcefulness, initiative, maturity of judgement and tact; Strong organization and coordination skills; Ability to analyse data, draw conclusions and recommend a course of action; Ability to prioritize work and handle multiple tasks within tight timeline; Ability to execute tasks pro-actively with minimal supervision; Ability to plan, coordinate and monitor the work of subordinates, and provide sound technical advice to managers; Ability to establish and maintain effective working relationships with persons of different national and cultural backgrounds. Language: Fluency in English and Arabic; Working knowledge of another UN official language (French, Spanish, Russian or Chinese) or Portuguese as a WFP working language is an asset.
