Representative Mary Czaja and Senator Rick Gudex were introduced.
Mike Tilleman welcomes the group, and introduces Brad Toll, President of the Green Bay Convention and Visitors Bureau, who
welcomes the membership to Green Bay.
President Doug Johnson gives a brief overview of our legislation (WI Act 142, CAP/STEP) these past several months, and
introduces the sponsors of our bill, Representative Czaja and Senator Gudex.
Representative Czaja discussed how the legislation got started and came to fruition. Senator Gudex discussed how this
happened on the senate side of the government. They both thanked all that came to testify at the hearings and contacted
their legislators.

Introduction of Miss Snowflake, Chelsie Popp - she rode 1265 miles this season. She discussed the events and fundraisers she
has attended this year.
Officer Reports President Doug Johnson - the executive board has represented the AWSC well throughout the state. Doug listed some of the
events he has participated in over the past few months. He talked about the updated website - it's almost ready to launch,
we've been busy with legislation recently which has prevented us from launching in the past few weeks. He talked about the
inaugural Celebrate Wisconsin Invitational Ride - in spite of the snow we got the night of the event - it was well attended and a
successful event. We're looking forward to starting to plan a similar event for next year.

Vice President Dave Newman - great snow year, still riding. Manufacturers are doing their sneak peeks during April.
A lot of groomers put a lot of hours in - we're probably looking at a huge pro-rate in supplemental. Thanks to everyone, clubs
and members, for their work. Thanks to the legislators and Governor Walker for getting our legislation passed.
Now we need everyone to do whatever is possible to make this a successful program. There were concerns about the
implementation of the deer trustee report earlier in the season - proposal of a holiday hunt through January 4 - will only
happen in the southern farmland zones - not exactly what we wanted, but better than the original proposal
Dave will be attending the DC Fly-In with the ACSA representatives - they will be there for 3 days to meet with agency
personnel, speakers, and lawmakers. Lawsuits, funding, etc., will be discussed.
We still have legal and legislative issues here in Wisconsin, and we will be implementing the CAP/STEP program - thanks
everyone for their vote of confidence, looking forward to the challenge ahead of him.
A special video message was shown from Governor Scott Walker regarding the importance of snowmobiling, the volunteers
(mainly club members). He talked about the importance of snowmobiling to the tourism aspect of Wisconsin. Governor
Walker talked about the expenses of trail maintenance, the volunteers, typically club members, and the passage of WI Act 142.
Doug Johnson thanks everyone that contacted their legislators to encourage them to pass our legislation.
Treasurer - Andy Malecki - thanks all that supported him in the election. Now that our legislation is passed, we'll be working on
getting the mechanics worked out with the DNR, we're already talking about setting up meetings with the DNR.
Thanks to Lori, Sue and Pam in the office for all they do.
Our legislative team -Representative John Nygren passed the legislation out of committee, allowing both houses of the legislature to pass our4 legislation. Representative Nygren was introduced to the membership, and talked with the group. He gives
much credit to Mary Czaja for her work on our legislation. He points out that there are some challenges ahead - the legislation
will be reviewed in the 2018 budget - we can see what works, what doesn't at that time. This is an opportunity to get people
more active in our sport, help build and groom these trails. Let's prove to the decision makers that this investment in our trail
system throughout the state that it's worth it, not just on the tourism side, but increasing the number of volunteers.
Secretary Sue Smedegard- Great venue, thanks to all that worked to host hospitality rooms. Asked who is here for the first
time? Please talk to people, don't just listen, you know more than you think.
If you have opinions, concerns about the location of convention and workshop, talk to your county director and rep - they vote
on these locations.
Much information is on the website, please look there and contact your director and rep with questions before calling the
office - there are 25,000 of us, and 3 people in the office.
Sue thanks the membership for their support in the election.
Executive Director Sam Landes thanks everyone in the room for their leadership in the association - asks directors and reps to
stand to be thanked for all their work.
Fat tire bikes - becoming an issue across the state - he has been talking with the DNR - if you are having issues in your area, let
your director know, and they in turn will contact Sam.
Another topic that's come up is grooming contracts with the state properties - Sam and Larry Erickson have read through
these contracts, not sure we should be signing them in their current drafts. He's working with Cathy Burrow and others at the
DNR, and Larry Erickson, Trail Committee Chair, to rectify that.

Legislative Update - Morris Nelson, Legislative Committee, Bob Jentz, AWSC Lobbyist
Morris Nelson - We've been working on the two-tiered registration since 2003. Survey was done in 1996 to see if there might
be support for this. There are so many people to recognize, we can't name them all. Bill Pfaff and Tom Chawla were on an
ad-hoc committee in the beginning. As it was worked on over the years, Mary Czaja, Rick Gudex, John Nygren - friends in the
capitol, can't appreciate their efforts enough.
Timm Speerschneider worked on the re-writes several times, amended the bill so it's proper. John Gard coming on board
was a tremendous voice for us.
You heard the legislators mention the importance of hearing from their constituents - thank to you all for making those
contacts, that's what made the difference.
CAP/STEP changes registration to $30 for 3 years, requires purchase of a trail pass, $30 for pass, will be $10 if you are a
member of an AWSC club. Snowmobiles that are 30 years or older will receive a free trail pass, but will still need to be
registered.
Non resident trail pass goes to $50 per year. There is a four year sunset on this - it's breaking new ground, we'll be watched
on how we administer this and how it performs.
Where the money will go, etc., is yet to be determined - the AWSC will set up a committee to work with the DNR on how to
administer this - who sells the pass, what color it is, the shape of the sticker, is not established yet.
A non-resident can still register their snowmobile in Wisconsin, and have the resident trail pass. If the sled is registered in
another state, it will need the non-resident trail pass.
The $10 discounted trail pass for AWSC Club members will still go into the trail fund, just as it has in the past.
Representative Nygren talked about the increase in gas tax that goes into the supplemental fund.
The Governors Council is who looks at the projects and maintenance and determines the funding. Hopefully our trail
committee will work with them.
Start turning in requests for every "wish" you have so they have an idea what's needed.
Bob Jentz, Lobbyist - introduces Timm Speerschneider, AWSC Legal Counsel, then makes the following comments
My congratulations to all of you. Getting here required your commitment, at times it tested your patience, and it called for
you to have faith in your legislative team and your Executive Committee members.
Be proud of what you’ve accomplished. If you called or emailed your legislator, you played a part in this. If you brought a
legislator to a club event, if you persuaded a fellow snowmobiler of why CAP/STEP is so important, you had a hand in
creating Act 142.
That has such a sweet sound, doesn’t it? Act 142.
The process of passing a bill, they say, is like that sausage you don’t want to see being made. On this one, it wasn’t ugly but
it was not easy. At times, it was very difficult.

I believe there are four specific dates that we can look back on as crucial to passing CAP/STEP, to help us explain how we got
here this time around.
Naturally, one of those dates is March 19, the date Governor Walker signed Assembly Bill 407 into law.
Prior to that, there was January 22 of 2013 when Morris and I first met with Rep. Czaja and she agreed to be the sponsor of the
CAP/STEP initiative. It turns out we were very, very fortunate to have Mary in our corner.
Then there was March 24 of last year, in LaCrosse, when your Directors voted not only to continue pursuing CAP/STEP, but
agreed to bring in John Gard as part of our legislative team.
John Gard will be present for tonight’s dinner. When you see him, please take a moment to shake his hand and thank him.
There isn’t enough time to explain to you in detail what John did for this Association but I will say without hesitation that
without John Gard, I believe we would not have passed Assembly Bill 407.
Your Directors made John a part of the team, and they deserve to know they made the wisest of decisions.
The last date I’ll mention is November 13 of 2013. That is the day when, what one legislator described to me as a “well-oiled
machine” came to the Capitol in the persons of Mike Holden, Mike Giese, Leon Wolfe, Gary Hilgendorf, Dave Newman, Alexus
Butler, Kris Krause, John Brozek, Jim/Sue Smedegard and of course, Morris Nelson.
One after another, these people told their personal stories of the difficulties they and their clubs were facing.
They fortified the very same messages all of you were trying to convey to legislators – that the snowmobiler community was
hurting, and that individual club members were footing the bills and carrying the weight.
It worked. They got through. It appeared to us that people were truly, finally, understanding your plight – and we began to
feel true momentum. To all of you I named, and to others who showed up that day, congratulations on a job well done. As I
mentioned earlier, all of you share in this victory.
Now, I feel it is my duty to explain to you what needs to be done with the spoils of that victory.
It’s not my goal to tell you how to do at the club level what it is that you’ve done pretty well for decades. I want to give you
some suggestions because obviously, I want CAP/STEP to succeed.
I hope you will write down some of these things I offer you today.
CAP/STEP is now the law, but it is not free and clear of hurdles. As you know, there is a 4-year sunset provision so the program
will have to be evaluated at a later date to determine its effect.
In other words, the whole program will be under scrutiny.
Every glitch, every misstep will be brought to the forefront years from now. Officials will evaluate then whether we’ve
overcome those errors. And understand here and now – there will be mistakes made. We are talking about a sea change, a
revolution in the way we fund the snowmobile program and strengthen clubs.
So here is my first suggestion. Please do your very best to be patient with Lori and Sue and whoever is standing that post at
the AWSC office. Recognize that they, too, are dealing with a brand new way of doing business, that they are not experts, that
they are doing their best.

I suggest that every single club designate one, two or several members who are responsible for becoming “experts” on
CAP/STEP. Local snowmobilers considering joining a club will appreciate having someone in that club who is able to answer his
or her questions about the new program.
AND, having a local expert will save you the trouble of having to call the AWSC office, or Morris, or Sam for answers.
I’m sure we’ll be available to you at the next Directors meeting or at Workshop to help your people become “experts.” And
I’m sure we’ll continue to publish and post information that your local “experts” can have at their disposal.
I recommend clubs take a close look at your bylaws and how they correspond to CAP/STEP. We are entering new territory, and
there are unusual scenarios that could come into play.
Consider, for example, a situation where a club has acted to dismiss a member or deny them eligibility because of some
misdeed.
Under CAP/STEP, that person would be denied the club and AWSC trail pass discount. Are your bylaws strong enough and
specific enough to withstand a complaint or grievance filed by that person denied membership?
These are things we now have to think about.
I suggest you pay very close attention to your club’s finances. Prepare for scrutiny, not only from elected officials but from
those in your community who are unhappy with the new law. And, of course, do your best to spend wisely.
I recommend you attempt to raise awareness of the new law locally, if possible that you advertise what your club does, where
and when you meet. Send mailings to snowmobilers in your area encouraging them to join your club.
First impressions are most important, so make sure your club and alliance websites are up to date, and especially contact
information.
Consider dedicating a webpage or a mailing to the new law, what it entails and the benefits of club and AWSC membership.
I’m sure many of you are way ahead of me, that you’ve already prepared for this day and this new program.
Again, please be patient and understanding. Expect some stumbles and fumbles, but do what you can to prevent them.
I appreciate your allowing me to offer these suggestions. It’s in your hands now.
I will end here by saying, once again, Congratulations.
Morris Nelson again reminds all to be patient, especially with the office staff until we get the details worked out.
Open for questions - will Governor Walker's message be on the website? Yes
Question was asked about how we'll enforce the stickers - who will be out there patrolling? Law enforcement funds are
restricted, there aren't as many officers out patrolling. We need to look at this. There are a lot of unregistered sleds out there,
and a lot without non-resident trail passes now.
There are 3 other bills out there that affect snowmobiling - SB482 was introduced regarding safety courses, device to limit
speed during safety course - that legislation has passed, at this time the DNR has restricted the driving portion of all safety
courses.
Another piece of legislation is SB597, AB793 - regarding water trails being included as state trails - eliminates some of the
language that specifics exactly who state trail users are, that has been passed and signed into law.

AB670 - Vintage and Antique snowmobiles - any snowmobile 30 years and older can register as an antique - some concerns
about fiscal impact. It would lose over $600,000 in the program - amended the bill to 35 years old or older - at current time, it's
scheduled for the Senate on Tuesday - if it doesn't, the association should pursue it in the next session.
Membership committee - positive numbers to report, thanks to Mother Nature, in part
2012-2013 24,145 memberships
2013-2014 25,979 memberships - increase of 1834
3537 were new members
Our legislation passing should increase our membership greatly.
Put up the posters with membership forms everywhere you can.
Presentation of Checks to renewing clubs - Orv Langhor was asked to come forward to receive a check for $500 for the 100
Mile Snow Safari Club of Forest County
Hollandale Snowdrifters - Iowa County - John McSherry asked to come forward to receive a $500 check for that club.
Committee open to any and all suggestions to increase memberships!
Recognition of Retiring Directors & Reps - Doug Johnson and Sam Landes, Executive Director - Sheryl Boldt and her daughter
received plaques for Sheryl, retiring as Racine County Representative, and Dennis Boldt, Racine County Director, who passed
away unexpectedly earlier this year.
Doug Johnson reminds the group that anything regarding budgets, etc., will be dealt with at the directors meeting tomorrow.
Old Business - Doug Sessler, Co-chair of publicity committee -met yesterday to discuss issue that committee feels was a tool
implemented to spread our love of snowmobiling to newspapers, legislators, etc., - work done by Doug Johnson, Sue
Smedegard, Diane Voight - committee voted to support and put $3000 toward it. In January they were told there were cuts to
other donations to cover this - Doug will stand before the directors tomorrow to reinstate the money to MS and Clean
Snowmobile Challenge - as well as our continued support of the military ride, etc.
Doug says he will make a motion tomorrow to use the money from increased membership to reinstate those donations.

Executive Board Candidate Profiles
President: Dave Newman
As I begin to wrap up my first year as AWSC President, I would like to announce that I intend to
be a candidate for president again this year. While it has been a busy year, I am looking forward
to taking on another term. I hope that I have proven myself to be the professional and ethical
leader that the AWSC needs.
I have spent many hours over the past year working on the implementation of the new trail
pass. The communication with the DNR team has been great and I feel confident that
everything will be ready when it goes into effect on July 1, 2015. I have also been working with
Lori Pohl, AWSC Office Manager, to make sure the AWSC office will be up to the challenges of handling the new
trail pass. It has been my goal this past year to do as much as possible to educate all of our members and the snowmobiling public about the snowmobile program and the changes that are coming. I believe we did a good job of
educating our members through the Wisconsin Snowmobile News this past season and we will continue to look for
all possible ways to get the word out to the public as we move into the next snowmobile season. That education
process will need to continue over the next several years as the new changes take effect.
I am looking forward to working with the rest of the Executive Board and the Directors along with the AWSC Office
as we tackle the challenges ahead with the implementation of the new trail pass program.
I have been reappointed by the governor to the Snowmobile Recreation Council and I am looking forward to
serving that position for the next three years.

Vice President: Lori Heideman
My name is Lori Heideman and I am running for vice president of the AWSC.
I have been actively involved in snowmobiling since I was young. In the 1970s, my parents were
members of the Moo Lane Riders. They rode Ski-Doo and us kids spent time in the sleigh that Dad
built to pull behind the snowmobile.
In 1984, I joined the Kellner Knights; I was still in college but had a love for the sport. I graduated
from UW Stevens Point in December 1985 with a degree in Forestry, Parks and Recreation
Management, with a minor in law enforcement. I worked for the Conservation Corp for a year after school until I
was hired by Adams County as an Assistant Park Manager at Castle Rock Park, where I worked for six years until
becoming a dispatcher for Adams County.
In 1986, I became secretary for the Kellner Knights, a position I held for four years. I attended my first fall
Workshop in Oconomowoc that same year, missing only one or two since then. When Workshop moved to Stevens
Point, I became a member of the snow show committee; I was on that committee for seven years. In 1996, I
became the vice president of the Kellner Knights, where my duties included membership chair. I held that position
for eight years. In 2002, I became the County Rep for Wood County, a position held until taking over as Director in
2005. While serving as director, I have been on the publicity committee, which I now co-chair with Doug Sessler. I
have also been on the youth committee since its inception; after all, they are the future of the AWSC. In 2010, I also
volunteered to be on the International Snowmobile Congress (ISC) committee, a committee established to bring
ISC to Wisconsin in June 2013.

Treasurer: Andy Malecki, Jr. - Incumbent
I am submitting my name for re-election to the office of the AWSC Treasurer.
I have been a snowmobiler since 1973. I am involved in club activities and held a position as a club
treasurer for 19-1/2 years. I am the current secretary/treasurer of Bear Point Sno-Cruisers and the
Sno-Cruisers representative on the Marinette County Snowmobile Alliance. I was appointed to the
Governor’s Snowmobile Recreation Council in 2003 and continue to serve as chairman of the
Infrastructure Committee. I am a retired Captain of the Green Bay Fire Department and served as a
director and treasurer of the Fire Department Credit Union and Sunrise Credit Union for 40 years. I
am a director for the Friends of Governor Thompson State Park and serve as treasurer of that organization.
As treasurer of the AWSC for the past four years, I have been a member of the AWSC Executive Board. I have
worked to monitor the association’s monthly financial reports and provide financial reports to the executive board
and directors.
I would like to thank all the directors, representatives, and office staff for the assistance and support during this
last year.

Treasurer: Doug Sessler
Snowmobiling has been a part of my life since I was young, growing up in Milton (Rock County)
and riding in Marquette County with my grandfather and my uncles in the mid-70s. My first sled
was a 1972 Rupp 292 Nitro. After finishing school I joined the US Navy and served aboard the USS
Wisconsin. Upon my return, my first trip was to Jim Dandy Motorsports in Janesville to buy a 1992
Arctic Cat 650 Wildcat. You will now find me on my 2014 XF1100 Arctic Cat or out grooming trails.
After the Navy I joined the Milton Snow Riders, working on trails and fundraisers and helping with
the snowmobile safety class. I then became the club rep for Rock County, and later became the County Alliance
president until 2002. Moving north, I joined the Berlin River Riders, and served as county rep for Waushara County.
After moving to Neshkoro, I joined the White River Riders and became club rep for Marquette and Waushara
counties. In 2003, I became club president, which I still am, while also serving as the Neshkoro club treasurer for
four years. From 2003 to 2011, I served as the Marquette County Snowmobile Association president, and was
re-elected in 2014, as well as serving as AWSC county rep for Marquette and Waushara counties, and AWSC director
for Marquette County from 2008 to 2014. As such, I sat on the legislative and trails committees and co-chaired the
promotions/publicity committee. I have successfully chaired the Lake of the Woods OUTLAW Grass Drags for 10
years and I have been a lead snowmobile safety instructor.
As an AWSC treasurer, we have to strengthen our local clubs and increase the knowledge and understanding of
AWSC finances. We need to fix the short falls of the AWSC Workshops and Convention, which might mean raising
some fees. The AWSC treasurer must be willing to work with AWSC committees. With your support, I would like to
be your next AWSC treasurer, rebuilding an open line of communication with our clubs and directors to better
understand AWSC finances, helping to maintain stronger snowmobile programs for your volunteers, and seeing
that our office and staff have the tools needed to better serve our clubs. AWSC is the strongest snowmobile
association in the nation, with the most miles of trail. Without club members, we have nothing. Your future lies
with our youth; I challenge them to step up and be a bigger part of this association.

Secretary: Sue Smedegard
I have served as the Association of Wisconsin Snowmobile Clubs Secretary for the past
several years, and hope to have your support as I seek re-election to that position for the
upcoming year. You can count on minutes coming out on a timely basis, as they have in
recent years, allowing the directors and representatives to share current and accurate
information with their members more efficiently. I am an active participant on the AWSC
Executive Board, and work closely with the AWSC office staff. I have been very involved in
the organization of the “Celebrate Wisconsin Snowmobiling” VIP rides for 2014 and 2015,
inviting our elected officials and department personnel, along with the AWSC directors and
representatives, to showcase volunteer snowmobile club members across the state. I have been involved in the
International Snowmobile Congresses as an attendee and part of the planning committee. Along with many club
volunteers, we worked to get legislation passed to bring additional memberships to the clubs in Wisconsin.
My husband, Jim, and I are retired, and very involved with our local and county snowmobile clubs and county
associations. I spend considerable time working on trails and love riding along in the groomer. I retired from the
School District of Superior in 2008, following a 38 year career as a middle school principal’s secretary. In our spare
time, we enjoy our 3 grown daughters and their families, our dog, riding, gardening and NASCAR races. Jim and I
are both certified snowmobile and ATV safety instructors.
I began snowmobiling in the late 1960s. In my local club, Cozy Corner Trails, Inc., I am the Secretary, Treasurer and
Membership Chair. I also coordinate our annual fundraisers. I also hold the office of Treasurer of The Burnett
County Snow Trails Association, Inc., and serve as an alternate representative to Northwest Trails Association in
Douglas County
The work to make our association prosper and grow continues, and I look forward to hearing from you and
working with you as we join together to make this another successful year for the AWSC.

Trail Pass Quick Facts
Snowmobile registration will cost $30 for three years, which has been changed from $30 for two years.
Registrations purchased or renewed before April 1, 2015 are good for two years and will expire July 1,
2016. Registrations purchased or renewed after April 1, 2015 will be good for three years and expire
July 1, 2018.
All snowmobiles will be required to have an annual trail pass to operate on a public trail or corridor.
The trail pass stickers, which will be 3” x 3”, must be permanently affixed by their own adhesive to the
bottom center of the windshield. The trail pass will be purchased separately from the registration and will
be needed regardless of when the registration expires. All snowmobiles will need an annual trail pass
sticker (purchased yearly) and registration stickers to operate on Wisconsin trails. A trail pass will not be
required to operate on private property (not on a trail), on a snowmobile route, or on frozen water if not
on a marked corridor. Legislation is being introduced to exempt snowmobiles registered as antiques (35
years old and older) from the trail pass requirement. It will be each individual’s responsibility to purchase
the trail pass for any snowmobile registered in their name.
The trail pass will cost non-club/AWSC members $30 and can only be purchased through the DNR.
Trail passes will be available online at dnr.wi.gov, through the DNR service centers or at any DNR
authorized agents. All trail pass stickers will be sent out by mail. Legislation is being introduced that will
allow for operating a snowmobile with a printed receipt until the stickers are received in the mail.
Members who belong to both a snowmobile club and the AWSC will be able to buy the trail pass for $10.
The discounted trail passes will only be available through the AWSC and it will be the responsibility of
the AWSC to verify current membership. They will be available by:

You will need your AWSC membership number (found on your membership card and WSN address label)
and the registration numbers from the snowmobiles for which you are purchasing passes. All trail pass
stickers will be sent by mail. For the first season, there will not be the option of riding with a receipt for
the discounted trail pass; the sticker must be attached to the snowmobile. Members will want to order
their trail passes early and not wait until they are ready to ride to take advantage of the discount. It will
still be the club’s responsibility to collect your club membership dues and submit the $10 AWSC dues to
the Association. Memberships are good for one year and, if it is current, you will be allowed to purchase a
discounted trail pass for every snowmobile registered in the name of the member, their spouse or any of
their children under the age of 19.

Under certain circumstances, some snowmobiles will not qualify for the discounted pass.
If you belong to a club that has less than ten members or is not a Wisconsin snowmobile club, you will not
qualify. According to the state statutes, you will qualify for the discounted trail pass if the snowmobile is
owned by a person who is both a member of the AWSC and a snowmobile club organized in Wisconsin
that meets at least 3 times per year, has at least 10 members and promotes responsible snowmobiling.
AWSC Associate Members are not members of a club; you will have to belong to a snowmobile club and
the AWSC through that club. Commercial memberships purchased through a club will be considered
members of that club and qualify snowmobiles owned by the person on the membership. Commercial
memberships purchased directly through the AWSC are not considered members of a club. Snowmobiles
registered to a business will not be eligible for the discount.
The non-resident trail pass will increase from $35 per year to $50 per year.
This annual trail pass is required for any sled not registered in Wisconsin. They will be available through
the DNR the same as in the past. The non-resident trail pass will not qualify for a discount for club
membership. Non-residents may choose to register snowmobiles in Wisconsin, but will be liable to the
Department of Revenue for sales tax on the purchase of the machine. Non-residents with a Wisconsin
registration will qualify for the $10 trail pass if they belong to a Wisconsin snowmobile club and the AWSC.
All revenue generated by sale of registrations and trail passes go into the snowmobile segregated fund.
It is this fund, administered by the DNR, which is used to fund the infrastructure and pay the clubs to
maintain the funded trail system. It will be the Snowmobile Recreation Council’s responsibility to decide
how any increase will be distributed through the snowmobile trail program.
AWSC dues are used to operate the Association and provide benefits and services for our membership.
Membership dues are separate from the trail pass and do not go into the state snowmobile fund. Clubs
are free to set their dues at any amount. The discounted trail pass was meant to be an incentive to encourage club membership.
