Jonathan Pruitt Michael Vollmer Situation: Tuition rates for undergraduate and graduate students, including professional schools, are recommended for approval. Background: G.S. 116‐143 requires that the Board of Governors fix the tuition and fees, not inconsistent with the actions of the General Assembly, at the constituent institutions of the University of North Carolina. Based on the new Four‐Year Tuition and Fees Plan (approved in August 2014), the Board will consider campus tuition proposals for two years. The only new tuition rate proposals that will be considered in the following year will be school‐based tuition for new programs approved by the Board after February 2015 or significant changes in appropriation per student. Assessment: Campuses followed guidelines set forth in the Four‐Year Plan. All campuses have complied with the Plan requirement that combined tuition and fee rates for resident undergraduates remain in the bottom quarter of each institution’s public peers. Action: This item requires a vote. Item 3 Authorization of Tuition for 2015-16 and 2016-17 The following RESOLUTION for the 2015-16 and 2016-17 academic years reflects the tuition increases proposed by the campuses. The tuition and fee policy of the Board of Governors provides a framework for the Board to use in reviewing and approving increases in tuition and fees on an annual basis. The Chancellors and their Boards of Trustees requested tuition rate increases consistent with the policy, as well as the Four-Year Tuition and Fees Plan, approved in August 2014. RESOLUTION AUTHORIZING TUITION WHEREAS, G.S. 116-143 requires that the Board of Governors of the University of North Carolina shall fix the tuition and fees, not inconsistent with the actions of the General Assembly, at the constituent institutions of the University. NOW, THEREFORE, BE IT RESOLVED, that, effective with the Fall Terms of 2015 and 2016, the constituent institutions are authorized to charge and collect the following tuition rates. Increases in Tuition for Professional Schools Seven campuses are proposing professional school tuition increases for 2015-16 and 2016-17. The rates require BOG approval. East Carolina University Brody School of Medicine $1,150 in 2015-16 ECU requests a $1,150 tuition increase for all students in the medical school for 2015-16. This increase is in addition to the tuition rate increase proposed for resident graduate students ($211) and nonresident graduate students ($496) for 2015-16. ECU’s ability to adequately pay faculty in a manner consistent with regional and national norms has been compromised due to cumulative losses in state funding, which has had a direct negative impact on recruitment and retention of faculty. The additional revenue generated will be used to supplement teaching faculty compensation. School of Dental Medicine $1,221 in 2015-16 & $768 in 2016-17 ECU requests a $1,221 tuition increase for resident students in the School of Dental Medicine for 201516 and $768 in 2016-17. This increase is in addition to the tuition rate increases proposed for resident graduate students ($211 for 2015-16 and $222 for 2016-17). The increased revenue will support faculty and staff recruitment and retention and will help cover operating funds lost due to budget reductions. College of Allied Health Sciences Physician Assistant $2,635 in 2015-16 ECU requests a $2,635 tuition increase for all students in the Physician Assistant program for 2015-16. This increase is in addition to the tuition rate increases proposed for resident graduate students ($211) and nonresident graduate students ($496) for 2015-16. The additional revenue generated will be used to create a full-time staff position to manage the admissions process and a full-time faculty position. Funds would also be used for graduate assistants and part-time, fixed-term faculty to meet the teaching, administrative, and clinical rotation needs. Master of Science in Occupational Therapy $840 in 2015-16 ECU requests a $840 tuition increase for all students in the Occupational Therapy program for 2015-16. This increase is in addition to the tuition rate increases proposed for resident graduate students ($211) and nonresident graduate students ($496) for 2015-16. The additional revenue generated will be used for faculty recruitment and retention and graduate teaching assistantships. College of Nursing Master of Science in Nursing Doctorate Nurse Practitioner Post Master of Science in Nursing PhD in Nursing $450 in 2015-16 $450 in 2015-16 $450 in 2015-16 $450 in 2015-16 ECU requests a $450 tuition increase for all students in the College of Nursing for the above programs for 2015-16. The additional revenue generated will be used for costs associated with operational expenses and student support, such as maintaining labs, clinical site placement, and awards and remissions for nursing students. Page 3 of 16 Item 3 North Carolina A&T State University Master of Business Administration $1,000 in 2015-16 & 2016-17 NCA&T requests a $1,000 tuition increase for both years for all students in the MBA program. The revenue generated will support the hiring of a program director, marketing materials, and faculty recruitment and retention. Joint Master in Social Work $528 (res.) & $1,572 (nonres.) in 2015-16 $244 for all students in 2016-17 NCA&T requests a $528 tuition increase for resident students and $1,572 for nonresidents in the joint program in Social Work (with UNCG) for 2015-16 and $244 for all students in 2016-17. NCA&T administers this program and the increase will allow NCA&T to charge the same rate as UNCG. Students will have access to activities and services regardless of campus home-base. The additional revenue would support administrative personnel to help with management of day-to-day operations, supplies, office equipment, and marketing materials. North Carolina Central University School of Law Resident Students Nonresident Students $1,789 in 2015-16 & $2,252 in 2016-17 $4,516 in 2015-16 & $5,851 in 2016-17 NCCU requests increases shown above for the School of Law for 2015-16 and 2016-17. These increases are in addition to the tuition rate increases proposed for resident graduate students ($156) for each year and increases for nonresident graduate students in 2015-16 ($763) and 2016-17 ($600). New tuition revenue will be used to support curriculum enhancements, updated teaching techniques, and increased professional development and training, financial aid, and expansion of faculty and student research. North Carolina State University Institute for Advanced Analytics Master of Science in Advanced Analytics $1,000 in 2015-16 NCSU requests a $1,000 tuition increase in 2015-16 for all students in the Advanced Analytics program. This increase is in addition to the tuition rate increases proposed for resident graduate students ($229) and nonresident graduate students ($640). The tuition premium will provide students with experiences and opportunities that are critical ingredients in their education and later professional success. A few examples are: intensive professional communications training in small group settings and secure and private group collaboration spaces to work with industry practicum sponsors using proprietary data. The revenue generated will help continue these opportunities to MSA students. Poole College of Management Master of Accounting $750 in 2015-16 & 2016-17 NCSU requests a $750 tuition increase in both years for all students in the MAC program. This increase is in addition to the tuition rate increases proposed for resident graduate students ($229) and nonresident graduate students ($640) in 2015-16 and increases for resident graduate students ($236) and nonresident graduate students ($659) in 2016-17. The additional tuition receipts will support faculty recruitment and retention, development and management of courses that increase engagement with organizations addressing real world opportunities and challenges, technology support, and financial aid. The funds generated will support faculty and support personnel, student retention and success (low faculty-to-student ratios in clinical training courses), equipment, software, supplies/materials, and other program costs. Western Carolina University School of Nursing Family Nurse Practitioner Program (FNP) $600 in 2015-16 WCU requests an increase of $600 in 2015-16 for graduate students in the FNP program. This increase is in addition to the tuition rate increase proposed for 2015-16 ($123) for all graduate students. The FNP program has been a part-time, three-year program and is currently transitioning to a full-time twoyear program. It is an expensive academic program with rigorous accreditation standards. The funds generated from this increase will be used to purchase lab equipment and supplies and provide for other program costs, such as professional organization membership and travel. Special Tuition Rates for 2015-16 and 2016-17 Nonresident Graduate Students Consistent with the General Statutes and by authorization of the Board of Governors through a resolution passed by the Board in 1983, the campuses are authorized to charge special tuition rates for nonresident graduate students. For nonresident graduate students that are awarded a graduate teaching or research assistantship and who are paid a stipend of at least $2,000 per academic year, the institution may award tuition remission to reduce the nonresident tuition rate to the in-state rate. For example, the nonresident graduate student tuition rate is proposed to increase from $21,311 to $21,951 at North Carolina State University for 2015-16. NCSU graduate nonresident students who are eligible to receive tuition remission will be charged the resident tuition rate, which is proposed to increase from $7,623 to $7,852 for the 2015-16 academic year. Each campus receives a state appropriation for graduate tuition remissions and some campuses supplement this appropriation from other non-state sources. Institutions may not provide graduate tuition remissions to all students. The number of awards is limited to those that meet the criteria and the budget availability. Note: The 2011 General Assembly eliminated state appropriations for nonresident undergraduate tuition waivers that had been in place since 1983 [Sec. 9.13(b) of S.L. 2011-145]. Tuition for Students Enrolled in Degree-Credit Distance Education Courses Distance education students are charged on a per-credit-hour basis, rather than a “stair-step” methodology charged to regular-term students. The Distance Education percredit-hour tuition rate is derived by dividing regular term tuition costs by 29.6 for undergraduates and 20.4 for graduate students. Since distance education students are not charged athletic, health, and student activity fees, the cost of education is considerably lower than students that are taking courses using face-to-face instruction. It is proposed that, effective with Fall Terms of 2015 and 2016, resident students and nonresident students taking courses within North Carolina that are enrolled in distance education courses be charged the regular-term tuition rates established in Section I. It is further proposed that tuition rates for these students be implemented on a per-credit-hour basis and that the charge per credit hour be calculated as follows: • For undergraduate courses, the rate per student credit hour would be the annual rate divided by 29.6 hours. • For graduate courses, the rate per student credit hour would be the annual rate divided by 20.4 hours. It is further proposed that the Board delegate to the President the authority to set tuition rates for nonresident students taking courses outside North Carolina.
