Students who arrive prior to 7:30am must be enrolled in the Before School Program. Students eating breakfast may arrive at 7:30am. Teaching begins at 7:55am. The tardy bell sounds at 7:57am. All students must be in their homeroom prior to the tardy bell or disciplinary action will be taken (refer to middle school discipline plan). Attendance It is very important that your child is in attendance and on time every day. However, if your child is sick, please allow your child to stay at home until he/she is well and able to return to school. Regular attendance is NECESSARY for a student to take full advantage of available educational opportunities. Students are counted present when they are in assigned classes, attending ATOSS (Alternative to Out-of-School Suspension), participating in a school-sponsored function, and on an educational field trip. When a student accumulates 10 or more absences and additional absences occur which are caused by illness, a written statement from a physician verifying that the absence was caused by an illness must be submitted by your parent/guardian. Tardiness is late arrival to class or to school, or the failure to sign-in upon arrival to school. Consequences for tardiness will be dealt with in accordance with the Winthrop Discipline Plan and the Hillsborough County Public School’s Code of Conduct. Any student arriving at 8:00am is considered tardy and must be signed in by a parent at the front desk. Students are expected to be in school except in cases of emergency or for reasons as outlined below: 1. Personal illness (medical evidence may be requested) 2. Death of a relative 3. Religious holiday(s) of the specific faith of the student 4. Subpoena by any law enforcement agency 5. Any other reason must be excused by the administration PRIOR to the absence 6. Students who are out of class without permission will be referred to the appropriate administrator. The school principal or designee is the only person authorized to excuse a student’s absence. Student’s Responsibilities Regarding School Attendance 4 A student is expected: • To be in school every day and ON TIME in every class unless excused. • To bring appropriate materials (including the Agenda Book) to ALL classes. • To be prepared to work in EVERY class. • To be responsible for obtaining and completing ALL assignments missed during an absence. Parents’ Responsibilities Regarding School Attendance A parent/guardian is expected: • To bring your child (ren) to school every day and ON TIME. • Contact the school by phone on each day of the student’s absence. Call the school absentee line at (813)235-4811 to report the absence before 8:30am. • To send a note on the day the student returns specifying the date(s) and the reason for the absence. Failure on the part of the parent to perform these responsibilities shall result in the student receiving an unexcused absence or disciplinary action. Absences Refer to Winthrop Charter School’s policy on reporting your child’s absence. The WCS absentee policy can be found in the school-wide handbook located at http://www.winthropcharter.org/. If you have a preplanned extended absence, notify your child’s teacher to arrange for any make-up work. Students will not receive extended time on assignments for unexcused absences. Morning procedures Upon arrival middle school students are to report directly to homeroom. Instruction begins at 7:55am. Homeroom is included in a student’s first period class. It is a time when important announcements and information is shared, and for this reason it is important that students are on their best behavior during morning announcements. All students are expected to sit silently in their seats and listen to morning announcements. Entering Classes Students will enter the classroom quietly. They will unpack and follow directions given by the teacher. Bell work will be given in every class and is to be completed within the first five minutes of class. If it is not completed by the time the teacher is ready to start direct instruction, it is at the teacher’s discretion as to when the child is to complete the work. Student Number Each child is assigned a student number through Charter Schools USA. Students utilize this number multiple times throughout the day and are expected to memorize it. This is the same student number that is used for checking out in the cafeteria line. Hallway Procedures When walking in the hallways during classes, the students will remain silent. Students must have a pass when traveling in the halls during class time. The students should have hands by their sides. The students should stay on the right side of the hallways. Students are to be in a single file line facing forward when traveling as a class. During class breaks, students should not loiter in the hallways. No running in the halls. Assemblies Assemblies are held during the year for the benefit of the student body. Assembly behavior should be refined and courteous. All students should give the speaker and/or performers their undivided attention. 5 Gestures of appreciation should be in the form of applause. Manifestations of disenchantment or poor behavior are considered in bad taste and shall be subject to disciplinary action. Athletic Programs Winthrop Charter School offers several athletic sports programs, which operate after school for middle school boys and girls. Some of these programs, which occur throughout the school year, are as follows: volleyball, basketball, cross-country running, flag football and soccer. Student athletes MUST maintain proper behavior and conduct. Any type of disciplinary action could jeopardize the student’s participation during the intramural sports. Student athletes MUST maintain proper academic status (C average or above) to participate. Please request a copy of the Winthrop Athletic League Handbook from the Athletic Director for more detailed information. Physical Education Participation Students excused from PE must have a WRITTEN note from parents, from a physician, or in some cases from the school nurse. Notes from home are honored for ONE day only. For the sake of good health and comfort, students must dress out for PE. Since Middle School students cannot shower before returning to class, deodorants/antiperspirants need to be encouraged. Body sprays are NOT allowed. Clubs and Organizations Winthrop Charter School has service clubs, special interest groups and intramural sports. The aim of Winthrop Charter is to provide an opportunity for all students to become involved in a group sponsored activity. Students should listen to announcements for more information about these available activities offered by Winthrop Charter School. All students participating in extracurricular activities must comply with the conduct required by the Code of Conduct for students. Students will not be able to participate in clubs and organizations if there is outstanding debt owed to the school. Students MUST maintain proper academic status (C average or above) to participate. Dances Throughout the year there will be several school dances. • ALL school rules apply to dances. • Student dress MUST be in accordance with Winthrop Charter School rules and good taste. • Student conduct MUST be in good taste. • Chaperones will REMOVE anyone they believe has been misbehaving. • Decorations are to be left for the enjoyment of the duration of the dance – any student dismantling decorations may be asked to leave immediately. • Students are NOT to leave the designated area and re-enter. • If a student needs to leave before the end of the dance, they are to notify a chaperone and call their parents. • Students must be picked up promptly from the dance. Students picked up late may lose the privilege of attending future dances. • Students must be in attendance at school ON the day of the dance. • Students asked to leave a dance for displaying inappropriate behavior WILL be subject to school consequences, detention, suspension, or the loss of the privilege of another dance/activity. • Winthrop students ONLY may attend • Administration determines eligibility for dance attendance. Any suspension during that quarter disqualifies attendance at the dance. Bicycles 6 It is a privilege for students to bicycle themselves to and from school. Permission forms are available in the front office. Bikes are to be locked at all times while at the bike racks. Bikes are not to be ridden around the school at ANY time. The school cannot assume responsibility for bikes. Florida law requires all bicycle riders under the age of 16 years old to WEAR a properly fitted helmet, fastened securely onto the rider’s head by a strap. Not wearing a helmet can subject the bike rider to a citation issued by law enforcement. Assessments All middle school students will be required to take assessments. School-wide, they will be taking the FAIR test (Florida Assessment of Instruction in Reading), which assesses spelling, reading comprehension, and vocabulary, as well as other reading skills. Students at Winthrop Charter School will also participate in NWEA (Northwest Evaluation Association) Benchmark Testing in reading, science, and math. This assessment will cover what the students are expected to know by the end of their respective grade level. Middle school students will also take CMAs (Common Monthly Assessments) in reading and math, the EOC (End-of-year exams) in Math, Reading, Science, Language Arts, Civics (7th grade) and Algebra 1 (8th grade). Students will be assessed regularly in their classroom on current material being taught. Final and Mid-term Exams Middle School students will be given mid-term and final exams at the mid-term and end of the school year. Every student must take his/her exam. If for some reason a student is unable to take his/her exam, the parent must contact the administrator to be excused and the STUDENT is responsible for making arrangements with the teacher to make-up the exam. Students will receive a ZERO on the final and midterm exams if the test is not taken, which will affect final grades. Required Summer Reading In an effort to prevent the “Summer Slide” (the loss of core reading and learning skills that occurs when children do not read books during the summer break from school), all students of Winthrop Middle School are required to read two books during the summer break. Students will be tested on the required summer reading book the first week back to school. Additionally, students will be required to complete a project, on a book of their choosing, from a recommended reading list. The name of the required book and a list of acceptable books for students to choose from will be made available via email and through ELA teacher correspondence during the month of May. Backpacks Backpacks should be brought to school each day, checked and cleaned out every evening at home. Rolling backpacks are only permitted due to a medical condition, which requires a doctor’s diagnosis and a 504 Plan. Textbooks Students are responsible for ALL textbooks issued to them and for ALL classroom library books checked out. Satisfactory payment will be REQUIRED for all lost or damaged books. Failure of the student to pay for lost or damaged books shall deprive the student of further use of free textbooks and/or use of the classroom library as well as prevent the student from participating in extra-curricular activities and attending special events such as dances, field trips, etc. Dress Code: Clothing/Uniform Policy Students and parents need to be aware of the importance of good grooming and its effect upon the learning environment. A higher standard of dress encourages respect for individuals, student and others, and results in a higher standard of behavior. Our dress code guidelines indicate appropriate school dress during normal school hours. Winthrop Charter reserves the right to interpret these guidelines and/or 7 make changes during the school year. Students are expected to follow these guidelines. Every student in attendance shall wear a school uniform, purchased through the designated uniform company (All Uniform Wear - All Uniform Wear can be reached through their website at www.alluniformwear.com). STUDENTS MAY NOT WEAR, AT ANY TIME, CLOTHING WITH THE WCS LOGO THAT WAS NOT PURCHASED THROUGH ALL UNIFORM WEAR. Placing the WCS logo on clothing without expressed permission of Charter School USA is in direct violation of trademark regulations. Violators could be prosecuted. NEW STUDENTS who start during the school year are required to purchase uniforms through the designated uniform company immediately after time of registration and before starting school. NO JEANS/DENIM except on designated “jeans days”. On designated days students may wear blue/denim jeans. No “skinny jeans.” No jeans that are faded or have cuts or tears. Hair: Hair must be neat and clean. Haircuts and hairstyles are not to include designs, hair coloring, highlights or any color, mohawks, fohawks, excessive beads, distracting hair accessories or clips, etc. Hair that is distracting to the educational setting in anyway will NOT be allowed. This is left to the discretion of the administration. Girls may wear hair neatly braided down. Boys must have conservative hair styles/cuts, only. Hats may be worn at recess and PE ONLY. No bandanas or large bows may be worn. NO make-up, no nail polish or acrylic nails can be worn in school. Students wearing make-up or nail polish will be asked to remove it in the office and receive further disciplinary action. Shoes: Safe footwear shall be worn at all times. Students must wear closed-toed, solid, black, brown or white shoes at all times. No boots of any kind or shoes with metal tips may be worn. No stacked or pumped shoes may be worn. No bedroom slippers, lace-up high-top, knee-high tennis shoes, no sling back or backless shoes, no light-up or ballerina spinning shoes are allowed. No sandals or “Crocs”. NO rollerskate shoes allowed or form of sandals or flip-flops. We recommend appropriate sneakers or flat dress shoes. Socks: Ankle-length solid white or solid black socks ONLY must be worn at all times. Shirts: Grades 6-8 wear navy blue or white polo shirts. All shirts MUST be tucked in and buttoned at all times. Shirts MUST be purchased from All Uniform Wear. If undershirts are worn, they MUST be white. Slacks/Shorts/Etc.: All uniform khaki or navy blue slacks/shorts/skorts/etc. MUST be purchased from All Uniform Wear and worn at the waist with a belt and be in good repair. Intentionally altered clothing or unbuttoned and ill-fitted garments are not acceptable. Ill-fitted garments include, but are not limited to, garments that are too small so as to reflect immodesty or too large so as to appear to be falling off the body. All pants must be worn appropriately at the waist, not sagging. NO jeans/denim can be worn at any time except as noted for designated Jeans Days. They must be worn at the waist with a belt and be in good repair. Belts: A solid black or brown belt must be worn at all times with any article of clothing that has belt loops. The belt should be fitted around the waist so that the excess length can be tucked in loops and NOT hanging. Jewelry: Students may not wear body piercing. Students are allowed one earring per ear, in the ear lobe. Only a stud earring or small hoop may be worn for safety purposes. Limited jewelry can be worn, such as a watch, small bracelet, and thin necklace. Necklace should hang inside of the school uniform NOT on top for safety purposes. Silly Bandz and their likeness are not allowed. 8 PE Clothing: Middle School (grades 6 -8) students may wear the school PE t-shirt, which is a gray t-shirt with WCS logo ONLY on PE days. Student Identification Card – STUDENT ID MUST BE WORN VISIBLY AT ALL TIMES. Failure to wear the student Id will result in disciplinary action. Lost Ids can be replaced for $5.00 in the middle school front office. Lost lanyards can be replaced for $1.00. General: At no time are students to wear anything offensive, immodest, or deemed inappropriate by the faculty. ALL CLOTHING SHOULD BE LABELED WITH THE STUDENT’S NAME. On Cold Days: Students may ONLY wear dark blue/navy school sweaters, school sweatshirts, and/or school fleece with the WCS logo purchased through All Uniform Wear. School sweatshirts and fleece jackets are outerwear only. No clothing may be tied around a student’s waist. Students may wear ONLY white undershirts. Girls are permitted to wear solid white tights that reach the ankle, under their uniform skirt on cold weather days. DRESS CODE DISCIPLINE POLICY: After first dress code violation, a parent will be contacted to deliver school uniform and student is removed from class until their clothing is compliant with the WCS dress code. If parent is unavailable, students will be given borrowed uniform clothing which will be required to be laundered and returned to school. Repeated dress code violations will result in a student disciplinary action. Gum and Candy Our goal at Winthrop Charter School is to maintain a clean and attractive environment; therefore gum, mints and candy are NOT permitted on campus. All violators will be subject to disciplinary action. Cafeteria In order to get the most from your school day, all students should begin the day with a good breakfast. At school, students are encouraged to eat a nutritious breakfast and/or lunch in our cafeteria. Breakfast Lunch Milk • • PRICES $1.50 $2.85 $ .50 REDUCED $ .30 $ .40 Please be sure that if your child is going to purchase hot lunch or breakfast that there is money in their account. Credit will not be extended past $8.00. At that time, a lunch substitution will be given or a lunch will need to be packed for your child until their account is current. Students are expected to behave in and respect the rights of others by demonstrating good manners and good human relations. Cafeteria Rules • Form SINGLE FILE lines at each entry. No crowding, holding, or cutting. • Be SEATED at your assigned table and remain seated. • Use your LEVEL ONE voice. • Raise your hand if you need help • Eat only your own food….NO TRADING AND NO SHARING • Leave eating area CLEAN. This includes benches and under the table area. 9 • • • • • • • Be RESPECTFUL of staff and your peers. Throw away your trash and empty containers. DO NOT throw or play with food. DO NOT remove food or drinks from the cafeteria Soft drinks, energy drinks, and candy are prohibited. You are to REMAIN IN THE CAFETERIA until dismissed. Consequences for NOT respecting the cafeteria range from lunch detention, after school detention or suspension. Communication (emails/Power Schools/phone) Families may communicate with their students’ teachers either by phone, email or through student agendas or folders. Parents should consult with your teachers regarding any problems or questions of concern. Every teacher welcomes a conference with any parent. We do urge, however, that such visits be made by making an appointment with the teacher at a convenient time BEFORE 7:55am or AFTER 3:30pm. Families are encouraged to communicate with their child’s teachers through email. Teachers email addresses include the first initial of their first name, last name, followed by @winthropcharter.org. The Winthrop Charter School newsletter will be made available online. A copy will be made available in the office for parents WITHOUT internet access. Change of Address It is the responsibility of each student and parent to inform the school Registrar of a change of address, phone number or email address immediately and provide needed support documentation. Having accurate information facilitates communication between school and home. Conferences Teachers will contact families if there are any concerns (or updates) regarding academic progress or behavior in the classroom. Families may also contact their students’ teachers to arrange a conference to discuss concerns at school. Emergency Drills Emergency/fire drills will be held periodically during the school year. An evacuation plan is posted in each room and students should study the plan and become familiar with it. Teachers will give detailed instruction on the proper evacuation procedures. ALL students shall leave the building quietly during the drill and remain with the teacher at all times. Crisis Team Winthrop Charter School has a team of administrators and student support services personnel who have been specially trained to handle emergency conditions that may arise with the school and the school community. Cell phones Students are permitted to bring cell phones to school in case of emergencies before and after school. Once students arrive at school they will be required to TURN OFF the phone and place them in their backpack for the remainder of the time students are on campus. Any calls during the school day will be 10 made or received by the front office or clinic (students will be called to office for emergencies only). Discipline for cell phones will be in accordance with the Code of Conduct. Please review the Infraction Thread (page 21 of this handbook) for more information. Winthrop will not be responsible for lost, damaged or stolen cell phones. Messages Students shall NOT be called to the telephone. The school cannot guarantee that phone messages will reach students. Every effort will be made to deliver emergency messages. Parents may contact faculty members by telephoning the school and leaving a message with the front office. The parents through the teacher should make appointments requesting personal contact to discuss student progress. Dismissal/ Early Dismissal ALL FAMILIES MUST HAVE A PLACARD FOR THE CURRENT SCHOOL YEAR. Middle school students will follow Winthrop Charter dismissal procedure for the safety of the students. At dismissal time the students will pack up according to their last period teacher. Once packed up, the teacher will dismiss the students to their correct area of pickup. Students are to be picked up no later than 3:20pm in carline. Any student not picked up by 3:20pm will be escorted to the elementary school cafeteria where families can enter the elementary school carline for dismissal. Middle School students not picked up through the elementary school carline by 4:00pm will be sent to the emergency after care program and all fees will apply. If dismissal procedures are violated students will be placed on the waitlist for the following year. Parents who follow arrival and dismissal procedures will be awarded 5 volunteer hours at the end of the year. Release of Students (HCPS Policy 5230) During school hours a principal or designee shall permit a child to leave school only in custody of one of the following adults: • Parent/guardian of the student with a Winthrop placard or photo ID; • Person listed on Emergency Contact Card, with photo ID; • A law enforcement officer; • An authorized worker from the Department of Children and Families. Students may not be picked up from school between the hours 2:30 and 3:00pm on regular school days and between 12:30 and 1:00pm on early release days. Continuous removal of students prior to the end of the designated school day will be deemed as unexcused tardies and be subject to disciplinary action. Field trips Field trips will be determined by the middle school team and will be directly related to classroom learning. Students MUST attend school all day to participate in a field trip that is scheduled on that day. To participate on a weekend field trip, students must attend all day the last school day PRIOR to the field trip. Permission slips MUST be filled out completely and signed and returned by the preset deadline for each field trip. Field trip costs are predetermined based upon a certain number of participants who will share the total expense. The ONLY consideration for a refund would be upon a verifiable death in the family or an injury to you that precludes you from field trip participation. Fees are pre-paid and non-refundable. Administration determines eligibility for field trips based on discipline and no refunds will be provided. Students will not be able to attend field trips if there is outstanding debt owed to the school. Students are required to wear a Winthrop Spirit Shirt on all field trips. These can be purchased through the Winthrop PTC, class or school-sponsored club. 11 Students will be expected to demonstrate behavior becoming of a Winthrop student. Prior to the field trip, students exhibiting inappropriate behavior may be eliminated from the field trip. Students exhibiting inappropriate behavior during a field trip will be removed from the group and parents will be called to come pick him or her up immediately. Parents who would like to attend a field trip must be registered with the school as a SERVE volunteer. SERVE is a division of the Hillsborough County Public School system and is charged with providing background checks for all potential school volunteers. Chaperones must first obtain 3 volunteer hours by attending a school-sponsored event (e.g. the Winter Festival, Spring Carnival, PTC meetings) prior to requesting to be a field trip chaperone. Additionally, all field trip chaperones must attend a Winthrop Chaperone Training session, which are provided a minimum of twice per year. Note that as a volunteer, you are expected to support the teacher in maintaining a safe learning experience. Volunteering/Volunteer Hours Volunteers are an asset to Winthrop and ensure the success of our learning community. Our goal is to reinforce the importance of students and parents collaborating. Volunteer hours are a requirement that secures your child’s enrollment at Winthrop Charter School. We invite parents, senior citizens, and immediate family members that are 18 and older to volunteer at Winthrop Charter School. Parents are required to log onto the Power Schools system to record their volunteer service hours. Parent volunteer service is mandatory and MUST be completed by the last Friday in May in order for you to uphold your recommitment status for the next school year. Each family is required to complete 20 volunteer hours or 30 volunteer hours for two or more children. Please be sure to enter your volunteer hours so accurate records can be kept. Please note that if the volunteer hour commitment is not upheld, your child will have to reapply to Winthrop Charter School through our lottery system. 1. Half of all volunteer hours should be completed by the end of December. 2. All volunteer hours must be completed by the last Friday in May of the current school year OR this may result in your child being withdrawn from the school. ATTENTION 8th Grade parents/guardians – Promotion Ceremony Requirement: All required volunteer hours must be completed by the last Friday in May. Students whose parents/guardians do not fulfill their volunteer commitment will not be invited to the Promotion Ceremony. Visitors ALL visitors to the school MUST report to the front office to register with valid identification and receive a VISITOR’S PASS. Violators are guilty of trespassing. Parents are always welcome, but are encouraged to make appointments to see administrators, counselors, and teachers. Students are NOT allowed to bring visitors to school. Grades/Progress Reports/Report Cards Teachers will provide one grade per subject each week. Homework will be input as a practice grade. Parents may access grades on the Power School system. Progress Reports and Report Cards are issued four (4) times each during the school year. The computerized Progress Report and Report Card indicates an academic grade and instructor’s comment(s) 12 for each subject in which the student is enrolled. Attendance is also reported on this form. Progress Reports and Report Cards are sent home and are to be signed by a parent/guardian, and returned to school with the exception of the final report card. Students are responsible for taking their report card home and showing it to their parents and returning a parent acknowledgment signature to the teacher. Grading System 90-100% 80-89% 70-79% 60-69% 0-59% A – Outstanding Performance B – Above Average Progress C – Average Progress D – Lowest Acceptable Progress F - Failure Homework Students will receive homework assignments on a daily basis and will be required to keep an agenda to write their assignments in. Homework is a necessary part of an educational program. Homework is intended to be a meaningful follow up to classroom instruction. Students generally receive homework from EACH teacher several times a week depending on the subject. Assignments will be due the next day unless otherwise specified. If the student does not understand an assignment after trying to do it at home, please bring a note indicating the problem experienced. Every student is required to read at least 20 minutes a night and log his or her books. Middle School students can expect approximately 90 minutes of homework per night. This is based on average ability and concentration. Students in advanced or gifted classes will usually have more than the average amount of homework. If you do NOT complete class work in class, you may be asked to complete class work in addition to homework. Homework will be assigned Monday through Friday. Discipline will be applied after three (3) or more times with no homework (please review the “Class Preparedness” infraction thread on page 20). Students are required to make up assignments, tests, homework, etc. that are missed due to excused absences. Make-up work must be completed within a reasonable time, not to exceed the number of days you missed plus one additional day. The parent may request assignments missed during any period of three or more consecutive days of absence. The work can usually be made available within 24 hours of an appropriate request. It is the student’s responsibility to obtain assignments from the appropriate teacher(s) upon returning to class immediately following the absence and not receive an academic penalty unless the work is not made up within a reasonable time. Students can also check their Power Schools account for their assignments. Students may request help from their teachers during their weekly office hours. Teacher office hours are posted on their classroom door. Students may also take advantage of the bi-monthly Saturday School that is staffed by a member of the education team from 8:30am until 11:30am. Saturday School dates can be obtained from your classroom teacher. Honor Roll Two Honor Rolls are recognized at Winthrop Charter School: • High Academic Honors – All A’s in all subjects (including electives) • Honors – All A’s and B’s in all subjects (including electives) Middle School Progression Plan 13 Established principles of growth and development by the academic and career interests of the student determine placement that facilitates optimum learning for each student by acquisition of subject area skills and competencies. Promotion and/or retention are determined on the date that final grades are submitted by teachers at the end of the regular academic year. (F.S.1008.25) Sixth Grade Promotion: Sixth grade students must pass language arts, mathematics, science and social studies to be promoted to seventh grade. Seventh Grade Promotion: Seventh grade students must pass language arts, mathematics, science and social studies to be promoted to eighth grade. Eighth grade students must pass language arts, mathematics, science and social studies to be promoted to ninth grade. In addition, prior to entering high school eighth grade students must meet the following requirements: • Successfully complete three middle school or higher level courses in language arts, mathematics, science, and social studies • Successfully complete civics education course. If the student is too ill to remain at school, a parent or the person designated as your emergency contact will be called to come. Any injury requiring a trip to the nurse will be documented using the Accident/Incident form provided by CSUSA. Any serious injury such as blood loss (more than the usual cut/scrape/busted lip), sprained or broken bones, etc… the nurse/office staff will follow protocol and notify a family member if needed. If your child is sick with a fever, they may not attend or return to school until 24hrs has passed without a fever. If your child is vomiting or has irregular bowel movements, please keep them at home until they are symptom-free for 24hrs. If these illnesses occur at school, they will be sent to the clinic and you will be notified to pick your child up from school. Medications To enable students to receive their prescribed medications during the school day, a special medication/treatment form must be obtained from the school nurse. This form requires the signature of the doctor prescribing the medication and parent’s signature. Parents cannot Fax, information to the school. 14 Medications must be properly labeled in the original container from the pharmacy. Please notify the school nurse of any medication changes. A nurse or the principal’s designee distributes medication in all circumstances. Students are not permitted to carry medication. All medication is to be dispensed by the nurse or principal’s designee. Trained personnel will administer all medication through Winthrop Charter front office. Teachers are not allowed to administer any medication. Additionally, students are not permitted to bring medication to selfadminister during school hours, including cough drops and Chapstick. Emergencies/Health Information Card All students are required to have an up-to-date Emergency/Health Information Card. In the event of an emergency, the school MUST have accurate telephone numbers for both parents and guardians and designate contact people. This helps ensure the most efficient communication between school staff and parents/guardians. Health Screenings Health screenings consist of the following types of evaluations: vision, scoliosis, and hearing. If students or parents have any questions or concerns regarding the screenings, they should contact the school nurse. Grievance Policy If a student feels that he/she has been unfairly treated, he/she may appeal a decision based upon any policy or procedure. First the student is to discuss the matter with his/her teacher or student support services representative. If the conflict still exists, the student should then discuss the matter with the administration. If the conflict is not resolved the student may appeal in writing to Charter Schools USA at 800 Corporate Drive, Suite #124, Fort Lauderdale, Florida, 33334. Money and Valuables Large sums of money or valuables should NOT be brought to school. All jewelry must be personally secured and expensive jewelry should NEVER be brought to school. Prohibited Items No playing cards, gaming devices, figurines of any type or other electronic devices are allowed at school. Novelty school supplies, such as oversized pens and pencils are discouraged, as they are distracting to the learning environment. All personal belongings MUST be labeled with child’s name for easy identification. Students are responsible for their own personal belongings. If students bring a cell phone to school for after-school emergencies, it is to remain off and out of the student’s reach during school hours. The school is NOT responsible for the damage, disappearance or theft of student’s personal property. Any item that may distract the school/class learning environment is not to be brought on campus. Such prohibited items include, but are not limited to the following: graffitied book bags, white out or similar paint products, glue/paste, compasses, chains, makeup, perfume, body sprays, skateboards, toys, marbles, balloons, stuffed animals, playing cards, permanent markers, trading cards, pacifiers, glow sticks, inappropriate reading materials, laser light equipment, radios, MP3 players, headsets, hand-held video games, audio-visual equipment, and cameras. Prohibited items will be confiscated and parents MUST pick up these items within 30 days of confiscation date. The school assumes NO responsibility for the damage, loss, or charitable donation of the confiscated items after the 30 days have expired. 15 Search and Seizure If, at any time, there is reason to believe a student is concealing contraband, illegal property, stolen items, cigarettes or tobacco products, alcoholic beverages, drugs, or any weapon, the administrative staff and faculty has the right to search the student or the student’s personal property. Specially trained animals may be used on campus including but not limited to classrooms, storage areas, and parking lots to detect the presence of prohibited or illegally possessed substances or objects. School authorities are charged with the responsibility of safeguarding the safety and wellbeing of the students in their care. In the discharge of that responsibility, school authorities may search the person or property with or without the student's consent whenever they reasonably suspect that the search is required to discover evidence of a violation of law or of school rules. The extent of the search will be governed by the seriousness of the alleged infraction and the student's age (F.S. 901.21, 933.07, 1006.09(9). Lost and Found Throughout the year students lose or misplace articles of clothing, book bags, school supplies, lunch boxes, shoes and many more items. In an effort to prevent the loss of such items, student belongings SHOULD be labeled. All lost and found items are placed in the Front Office. Therefore, we must begin with our top priority, that of the safety and wellbeing of every child that attends our school. The drop-off and pick-up practices of a small minority of our families are greatly jeopardizing the safety of the Winthrop Charter School children. For the safety of our students, faculty and staff we ask that everyone follow the policy described below: Morning Drop-off: Eighth grade students are to arrive through Providence Road. Sixth and Seventh grade student are to utilize Bloomingdale Avenue. Once on school property, safely follow the car loop around the middle school and move into 2 lanes as you approach the middle school cafeteria. Once all cars are at a standstill, students are to wait for a signal from a staff member before exiting their car. Students ARE NOT TO WALK BETWEEN STOPPED CARS AT ANY TIME. Students, whose cars are in the outside lane, when exiting their car, are to walk down the middle isle to a staff member and proceed to the sidewalk with adult supervision. During arrival no car is permitted to pull out of carline to drop off a child in the front of the middle school office. For the safety of students the front parking lot is for the handicap and staff. During this time you may park in a designated spot by the pond and walk your student to the office. If your student is tardy you must sign them in at the main office. DO NOT DROP OFF YOUR CHILD AT THE TOWN CENTER AND ALLOW THEM TO WALK TO SCHOOL. This is a violation of our school policy. 17 PLEASE DO NOT MAKE A LEFT TURN ON TO PROVIDENCE ROAD AFTER EXITING THE CARLINE. This is very dangerous, holds up traffic and has been the cause of car accidents. Younger siblings who attend Winthrop: Middle School students with WCS Elementary School siblings should escort them to the middle school cafeteria where a school employee will supervise them. A school employee will escort elementary students to the Elementary School at 7:55am. ONLY SILBLINGS (BROTHERS AND SISTERS) QUALIFY FOR THE EARLY MORNING DROP-OFF AT THE MIDDLE SCHOOL. THIS DOES NOT APPLY TO STUDENTS IN A CARPOOL, NEIGHBORS, FRIENDS, OR COUSINS. Independent Walkers: The term “independent walker” indicates that a student either walks or rides their bike from home to school by him or herself. Students who qualify for Independent Walkers status must show proof that their home address is less than 1 mile from the school property and receive prior approval from the school Principal. Students are not to be dropped off in a parking lot or on the side of the road and permitted to walk over to the school. DO NOT DROP OFF STUDENTS AT PUBLIX OR STARBUCKS OR ANY OTHER BUSINESS WITHIN THE WINTHROP BUSINESS DISTRICT. Families who leave students at local businesses before or after school are respectfully requested to choose an alternative school for your child. Before and After School Programs Winthrop Charter School operates a Student Before School and After School Program. Participation in the Winthrop Charter Before School and After School Program is fee based. You may contact the office for the enrollment policies and procedures. The Before School Program operates from 7:00-8:00 am during regular school days. In an effort to ensure appropriate supervision and safety of your child/children, we do not permit student drop-off prior to 7:30 a.m. If this practice continues, your child will not be permitted to continue enrollment within our learning community. Please call the office to arrange for the Before School Program if you must drop your child/children at school prior to 7:30 am. The After School Program operates from 3:00-6:00pm and from 1:00-6:00pm on Early Release days. Students who are not picked up by 3:20pm on regular school days and 1:20pm on Early Release days will be escorted to the elementary school for pick up. Parents are only able to pick up their child through the elementary school carline. Students will not be called to the front office. Students who are not picked up by the end of the elementary school carline (4:00pm on regular school days and 2:00pm on Early Release days) will be sent to Emergency After Care and all fees will apply. Afternoon Student Pick-up Policies and Procedures Afternoon Pick-up Option #1: Parents MUST park in a legal parking space and bring the placard containing your child’s name and grade level with you. Show the placard to the faculty/staff members supervising your child on the east side of the middle school building exit (closest to the pond) and your child will then be released to you. STUDENTS WILL NOT BE RELEASED TO PARENTS WHO PARK ON THE SIDE OF THE ROAD. PLEASE DO NOT MAKE A LEFT TURN ON TO PROVIDENCE ROAD AFTER EXITING THE LOT. Afternoon Pick-up Option #2: Enter the property through Bloomingdale Blvd. and safely follow the car loop around to the cafeteria entrance. If you forget your placard please go to the front office with photo identification. If you do not have your placard with you on the day you are picking up your child, you MUST go to the front office with a photo I.D. to pick up your child. We respectfully ask; since drop-off and pick-up routinely takes between 20-25 minutes, please plan your mornings and afternoons to accommodate that time frame. Students who are not picked up within that time frame will be sent to the emergency after school program and the appropriate fees will apply. Middle School students with Elementary School siblings: Middle School students with Elementary School siblings will be assigned to a room in the middle school building and escorted to the Elementary School at 3:20pm to join their siblings. Students are required to read or begin their homework while waiting upstairs. Display your placard with both student’s names and grade-levels on your dashboard when picking up through the car line. If you do not follow the drop-off and pick-up procedures as explained above the following steps will be taken: First offense: Your child’s name will be collected and reported to the Front Office. Second offense: Your child’s name will be taken and a letter will be sent home reminding you of our morning and afternoon drop-off and pick-up procedures. Third offense: Due to continuous safety concerns, your child(ren) may be recommended for losing their seat at Winthrop Charter School for the next school year. Please contact the front office in the morning if there are any changes to how your child(ren) will go home that day. Any permanent change to drop-off or dismissal must be in writing. Zip-ties Zip-ties will be provided and must be placed on the handle of the students backpack. The zip-ties help identify how a student is being dismissed each day. If the zip-tie is lost or the student purchased a new backpack, students must get a new zip-tie from the main office. Winthrop Charter School is a school of choice dedicated to the safety and wellbeing of our students. If the unsafe drop-off and pick-up procedures continue beyond the third offense you are respectfully requested to choose an alternative school for your child. DISCIPLINE POLICY: Discipline is the process of changing a student's behavior from inappropriate to exemplary. We are never satisfied with merely stopping poor behavior. We desire to teach the student to do what is right. Students are not disciplined out of anger or for the sake of convenience, but with the intention of helping the student make appropriate choices and become successful and productive citizens. The following guide will provide clarification on the policies and procedures as it pertains to disciplinary actions taken at Winthrop Charter School. MIDDLE SCHOOL DISCIPLINE PROCEDURE: The focus of Winthrop Charter School (WCS) is to maintain a positive school environment. When students make 19 poor choices and behave inappropriately, they are not meeting the school's expectations. If the student's inappropriate behavior is minor, the student will be reminded of the rule and given a minor infraction. If the student’s inappropriate behavior is of a more serious nature, a major infraction will be issued. Infractions are posted through the middle school’s behavior tracking computer-based program called HERO (Please refer to page 20. An email is sent to the household’s primary email notifying parents each time an infraction is posted. The HERO messaging system is meant as a general means of communication and does not include precise details. Parents are encouraged to schedule a teacher conference when student behavior is a concern. Any time the student's inappropriate behavior is extreme enough to disrupt the learning environment or is in direct violation of our zero tolerance policy (fighting, substances, etc.) the student receives a referral immediately and is sent to administration. Once a referral has been written, the issue will lie in the hands of administration and not in the hands of the teacher. The teacher will be consulted if there are any questions about the behavior. The Hillsborough County School Board passed a Code of Student Conduct that lists violations and disciplinary actions that must be taken in order to deal with the misconduct. The information from Hillsborough County can be located on the district website: http://www.sdhc.k12.fl.us/AdminDiv/Documents/StudentHandbook/index.asp AFTER SCHOOL/ADMINISTRATIVE DETENTION: If a student is assigned after school detention from a classroom teacher for an infraction, they are to report to the designated teacher who is assigned to detention duty. If a student is assigned an Administrative Detention, they are to report to the middle school Assistant Principal’s office no later than 5 minutes after the dismissal bell. They are to remain for the allotted time (one-hour). The student is expected to show respect and follow the teacher’s/administrator’s directions. Students may spend time cleaning classrooms, cleaning school grounds, assisting teachers with necessary tasks, or may do an assignment focused on the behavior that resulted in the detention. Parents are responsible for picking up their students in the office after the detention has been served. Students serving after school detention must be picked up on time. If they are not picked up within five (5) minutes after serving detention, they will be assigned to the After School Program. All fees associated with After School services will apply. SATURDAY DETENTION: Students receiving a Saturday Work Detention (SWD) are to report to the middle school cafeteria at 8:30am on the pre-assigned date. Examples of SWD can consist of working on school grounds to keep it clean and in good repair, sitting silently for the duration of time, or working on task assigned by a teacher or Administrator. Students must be picked up at 11:30am. After two Saturday Work Detentions, a student will receive Out of School Suspension (OSS) and be remanded to the Alternative to Out of School Suspension (ATOSS) program for continued misconduct. STUDENTS’ RIGHTS: Students have the right to feel safe from threats and bodily harm. Disruptive behaviors are never acceptable. When they occur, consequences can range from a time out or exclusion from participation in class activities/fieldtrips, to a suspension or expulsion. Parents who have a conflict with another parent or child other than their own are requested to speak to Administration. Parents are not permitted to approach the student directly. All students will be treated with respect. Slurs, innuendoes, hostile treatment, violence, harassment, misuse of internet (Facebook, YouTube, Instagram, Twitter, etc.) or other verbal or physical conduct against a student will NOT be tolerated. Police will be called when necessary. 20 SUSPENSION: The School’s administration may recommend suspending a student for any of the following reasons in accordance with the Hillsborough County School Code of Conduct: • Engaging in less serious but continuing misconduct including, but not limited to, the use of profane, obscene or abusive language, or other acts that are detrimental to the educational function of the school. Harassment or bullying of any kind towards another student or faculty member whether face-to-face, by telephone, or via the Internet. Any other conduct that warrants suspension based on the Student Code of Conduct. ATOSS: Alternative to Out of School Suspension (ATOSS) program is Hillsborough County’s suspension amnesty program for students who have been suspended from school as a consequence for inappropriate behavior. This option provides behavioral and academic help for a period of one to ten days. Students who successfully complete the program will be counted in full attendance for their time in ATOSS, and they will have the opportunity to make up any work they missed upon returning to school. They must make arrangements to make up their work with their teachers within three (3) days of returning to school. Their make-up work must be submitted by the deadline set by the teachers. Hillsborough County Public School’s Attendance Policy states in part, "A student suspended out-of-school will receive a grade of 'zero' for tests and/or graded work missed. If no test and/or graded work is missed, the student will receive a two-point grade reduction (on a 100 point scale) for each day." A parent must accompany students on the first day for registration and a brief orientation. Orientations begin at 7:15 a.m., 7:30 a.m., and 7:45 a.m. EXPULSION: The Principal may recommend to the Bay Area Charter Foundation Governing Board to expel a student for any of the following reasons in accordance with the Hillsborough County School Code of Conduct: Committing a serious breach of conduct including, but not limited to, an assault on school personnel or on another pupil, lewd or lascivious act, arson, vandalism or any other such act, which disrupts or tends to disrupt the orderly conduct of the school activity. Possession, use of, or transmission of a weapon including, but not limited to, a gun, knife, razor, explosive, ice pick, or club. Possession, use of, or transmission of a substance capable of modifying mood or behavior. Using any article as a weapon or in a manner calculated to threaten any person.
