2011 Perryville Farm and Forest Rally Supplementary Regulations 1 Perryville Farm and Forest Rally October 29, 2011 Supplementary Regulations These Regulations are presented as supplements to the 2011 Edition of the Performance Rally Rules as published by RallyCar 1 Description 1.1 1.2 1.3 1.4 1.5 1.6 1.7 1.8 Perryville Farm and Forest Rally (PFFR) will take place on the roads of Perry County, Missouri on October 29, 2011. PFFR is part of the 201x Rally America Central Regional Rally Championship Rally Headquarters will be at the Super 8 Motel in Perryville, MO PFFR will start in Perryville, MO on October 29, 2011, and finish in Altenburg, MO on October 29, 2011 There will be a Parc Exposé at Perryville Town Square. Competitors and service crews are permitted to work on the cars during Parc Exposé. Scheduled service will take place at the in Altenburg, MO. Location TBD All stages on PFFR are on unpaved surfaces. Amendments or additional provisions to these Supplementary Regulations will be announced by dated and numbered Competitor Bulletins. All bulletins become an integral part of these regulations. Copies of bulletins will be included in competitor registration packets. 2 Organization 2.1 2.2 PFFR is organized by the PFFR Committee of the 100 Acre Wood Performance Rally Group. Entry may be made online at www.rally-america.com. 2011 Entry Fees are as follows (payment must be received by the due date for entry to be valid): Each event $125 Both events $250 A 3% service charge will be added for credit card payments. 3.4 3.5 3.6 3.7 Entries submitted at the event must be paid in cash. Payment will be accepted using credit cards on the Rally America web site only. Cash entry must be mailed to the registrar. Make check payable to Sports Car Club of St. Louis Inc. Entry fees will be refunded, less a $25.00 processing fee, if the entry is not accepted or if the team withdraws prior to the start of each rally. No refunds will be made after the start of the rally. The total size of the competitive field for this event will not exceed 20 cars. 4 Fuel 4.1 4.2 4.3 There will be no race fuel available at the event. Fuel with an octane rating of 93 (R+M) is available in Perryville, Mo. Only 87 Octane Gasoline is available in Altenburg, MO. 5 Testing 5.1 5.2 No reconnaissance of any nature is allowed on county roads within Perry Counties for a period of 90 days prior to the 2011 PFFR. An exception to Article 7.1.B of the 2011 Rally America Performance Rally Regulations has also been granted to the following: Curt Faigle Brian Schwantner 6 Reconnaissance 6.1 No reconnaissance will be available for PFFR. 7 Registration 7.1 7.2 7.3 7.4 Registration will be held at rally HQ on Friday and TBD on Saturday. Registration will be per schedule in Appendix 1 The Official Notice Board will be at Registration on Friday evening, Park Expose on Saturday morning, and at Service Saturday afternoon. PLEASE REMEMBER…all participants (competitors, service personnel and volunteers) under 18 years of age must have the signature of one parent or guardian on a RallyCar waiver form in order to receive a wrist band. We will have these forms available at the entrance to the registration site. 8 Scrutineering 2011 Perryville Farm and Forest Rally Supplementary Regulations 8.1 8.2 8.3 3 Scrutineering (tech inspection) will be held at the Plaza Tire Service at the corner of Hwy 51 and W. St. Joseph St in Perryville, MO. Driver and co-driver safety equipment (helmets, suits, restraints) must be in the car. Scrutineering will be per schedule in Appendix 1. All vehicles must carry competition numbers in the required locations. Numbers and number backers will not be required. Rally America number backers can be obtained prior to the event from Rally America. Contact www.rally-america.com for visual package ordering information. Permanent numbers are assigned by Rally America; if a competitor does not have a permanently assigned number we will assign one just for this event. 9 Practice Stage 9.1 No practice stage is scheduled for PFFR. 10 Start of the Rally 10.1 The start order will be determined by the rally stewards by 11 AM October 29, 2011. 10.2 The starting list will posted on the Official Notice Board as soon as possible after the close of registration. 11 Running of the Rally 11.1 Time cards for the second event will distributed at the MTC for the finish of the first event. 11.2 All speed limits are given in the Route Book. If the speed in the route book is different from the posted limit, the lower of the two prevails. Any penalties for excessive speed will be based on the lower limit. 11.3 If a control issues a time that the competitor believes to be in error, the competitor will point out the problem to the control worker and request a correction. If the dispute cannot be solved immediately, the worker will, on request, initial the time and note the nature of the dispute in the Control Log. The competitor will then submit a written scoring inquiry to scoring. 11.4 All rally officials and their delegates are Judges of Fact. Their observations constitute valid testimony, and they are authorized to report violations of these rules and the Rally America rules to the Stewards. 11.5 Any circumstances not covered by these Supplementary Regulations and the Rally America Rules shall be decided by the Chairman, Clerk of the Course, or the Stewards, as applicable. 11.6 All competitors are advised to commit the paragraph in the Rally America rules (7.10) concerning Force Majeure to memory. Remember, all stages are hot until stopped by a red cross or the Organizers. 12 Service 12.1 All servicing will be done at the TBD in Altenberg, MO. Service spots are first come, first served. Refer to the layout maps in your route book. 12.2 Each service vehicle and its personnel must be registered. All service crew participants, including minors, must sign a waiver at Registration. Proof of insurance (declarations page) for all service vehicles is required at registration. 12.3 Service crews must notify the service area coordinator when they leave the service area to retrieve a broken car. 2011 Perryville Farm and Forest Rally Supplementary Regulations 4 12.4 Trailers are allowed in service. Trailers are not allowed at Parc Exposé. 12.5 Service crews must use a tarp under competing vehicles at all times while they are being serviced. These tarps must extend beyond the vehicle in all directions. Violation will constitute illegal service as per PRR 8.2.A.11. 12.6 All fuel depots are located within the service areas, so additional service personnel will not be required. The only permitted activity in a fuel depot is the addition of fuel as defined by PRR 10.1.F. Competitors or service crews must clean up any spills. Failure to do so will incur a $150 fine, payable to Sports Car Club of St. Louis Inc. 12.7 Competitors are not required to drive through fuel depots if they don’t require fuel. Purchasing fuel and other fluids from commercial gas stations located along transit sections of the route is permitted. Service crews are not permitted to fuel the car at a commercial gas station. 12.8 The requirements of PRR 7.11.D must be observed.
