Several improvements to parks in Pearland and
Friendswood, including the addition of new facilities,
are scheduled to be complete in the next two years,
providing residents and visitors with more field space,
walking trails and general-use centers, officials said.
“Parks and recreation plays a large part in the lives of
our residents,” Pearland Parks and Recreation Director
Chris Orlea said. “We are receiving positive feedback on
[our parks] improvements and look forward to more.”

the works to add more than 230 single-family homes and townhouses in
Pearland along Hwy. 35. By a 3-2 vote
on Oct. 26, City Council approved the
proposal, which will be developed by
homebuilder D.R. Horton

land zoned for general business, which
permits a variety of establishments, such
as retail stores and entertainment venues. The commercial component was
added after council rejected an earlier

December has always
been my favorite month.
Most years, it was
because I was born this
month, but this year I
am more excited about
a different anniversary.

one year that Community Impact Newspaper
has served the Pearland
and Friendswood area.
While I was not there at its inception, during the last
10 months I have come to feel as if I were. It has been
a fun journey getting to know these two cities and its
welcoming residents, and I look forward to continuing

Coffee Roasters

I
n fall 2009, Jeremy Perrine lost
his job and found out his wife was
pregnant in the same week. The
couple then decided to move from
Louisville, Kentucky, to Pearland to
help some friends who were opening a
church in the city.
“My pregnant wife, our dog and I
were staying in a [recreational vehicle]
in someone’s driveway,” Perrine said.
“We had just moved here. We had no
jobs and no place to stay.”
Although Perrine said he intended to
find a day job before pursuing a business venture, a friend approached him
about buying a local coffee shop three
days after arriving in Pearland. Perrine
put together a business plan in four
days and began Pearland Coffee Roasters with co-owner Eric Hammond in
January 2010 at the former Antigua
Coffee House. The business moved to
its current location in March 2011.
Perrine first got the idea of opening
a business from his mentors while
studying to be a pastor. Perrine said
he was initially puzzled at the notion
but became more interested after
managing a struggling Starbucks in
the Louisville airport.
“I took the challenge [of managing
the store], and I realized that I enjoyed
running a business,” Perrine said.
Further inspiration came after
attending a gathering of “super coffee
nerds,” Perrine said.
“They invited me to come out to
this coffee party,” he said. “I remember tasting this coffee, and I had
never tasted a coffee like [it] before. I
realized there was so much more that
I could do on my own if I were to start
my own coffee company.”
Hammond is in charge of capturing a blend’s desired flavor through a
variety of roasting techniques.
“Roasting is just like [cooking] a
steak,” Perrine said. “Adjusting [the
temperature] a few degrees really
changes the whole thing.”
Pearland Coffee Roasters offers
traditional java drinks and pastries
from a Houston bakery. Some of the
shop’s specialty items include miel—a
honey-and-cinnamon latte—and the
House Latte, made with a bayleaf and
uncracked-peppercorn syrup.
Pearland Coffee Roasters is a wholesale provider for several restaurants in
the Greater Houston area, Perrine said.
He said he hopes to grow that aspect of
the business while continuing to provide flavorful blends for his customers.
“Something we’ve maintained is
that we just want to make the best cup
of coffee we can make,” he said.

J
asper Vitale greeted diners with
“Hi, neighbor” at Big Humphrey’s Restaurant in Pearland
until he died suddenly in January
2013. Today the Vitale family continues the tradition of creating a welcoming environment for its patrons that
began when Jasper’s parents opened
the original location in 1948.
“People come in as customers
and turn [into] friends,” said owner
Glenda Vitale, who started working
at Big Humphrey’s in 1966 when she
married Jasper. “A lot of customers tell
us it’s like being at home.”
Big Humphrey’s launched as a
burger joint in south Houston and
once had as many as five locations
in the Greater Houston area, Glenda
said. Over time the Vitales added flavors from their heritage in the form of
Italian dishes, such as pizza and pasta.
The items feature homemade red sauce
and bread, which is prepared daily.
The menu also offers a variety of
selections named after longtime customers, such as Rick’s Psycho Salad,
Pat O’Day’s Triple BLT and Cole’s
Pasta. Big Humphrey’s added the
items after customers tweaked existing dishes and they became popular,
said Lisa Vitale, Glenda’s daughter
and restaurant manager.
The Vitales—now on their fourth
generation of family employees—
have operated Big Humphrey’s
since its inception. Lisa said several
relatives have worked at the eatery
throughout the decades, including
her daughter and brother Joey, who is
also a manager.
“It gets crazy, but it’s fun [working
with family],” Lisa said. “We couldn’t
do it without one another and wouldn’t
want to do it without each other.”
Glenda and Jasper—who had the
street next to Big Humphrey’s named
after him about 15 years ago—opened
in Pearland in 1986 after deciding
to bring the restaurant from south
Houston closer to their new home.
“It was the best move we could’ve
ever made,” Glenda said. “We just
came out here and had all our old
friends and customers and made new
ones, [too]. It’s been great.”
Brawlin’ big man
Jasper Vitale’s father, Joseph, named his
restaurant after the pro wrestling moniker he used.
According to Glenda, he signed a contract with
Ham Fisher to borrow the nickname from Fisher’s
comic book character, Humphrey Pennyworth.
Joseph, who weighed more than 300 pounds
and had red hair, wrestled in his home state of
Missouri and traveled to Canada, New York and
Texas for bouts as well.

road from two to four lanes in an effort
to relieve east-west traffic congestion.
A 10-foot-wide mixed-use path for
pedestrians and cyclists will be installed
on the north side of the road. The project
received funding as part of HoustonGalveston Area Council’s Transportation
Improvement Program.

Phase 2 of the expansion will
be completed in late 2016, officials said. The additional 270,000
square feet will include big-box
tenants, restaurants and entertainment venues. Gionnette said the
anchor tenants will be announced
in the coming months.
Bob Mitchell, president of the
Bay Area Houston Economic Partnership, said the expansion will
enhance the region by providing
jobs and tax dollars. More importantly, he said, the new high-end
options and venue add to a high
quality of life in the Bay Area.
“I think it’s become pretty
apparent to a lot of people
that the quality of life in this
region is very important,”
Mitchell said. “People come
here because of the retail, they
move here because of the jobs,
[and] they move here because of
the education systems that we
have. People congregate around
those types of opportunities. In
today’s world, quality of life is
very, very important to people.”
Baybrook Mall opened in 1978
and last underwent expansion in
1984, Gionnette said. Construction began on Phase 1 of the latest
additions in summer 2014. Mitchell said the success of the mall has
been key in the development of
the Bay Area.

he said. “It’s had a tremendous
impact on this entire region
for many, many years. As the
Baybrook Mall grows, so does the

What began as an eight-member steering committee has transformed into the Friends of Downtown
Friendswood Association, an organization focused on
improving the city’s downtown district.
The group incorporated in late August to address
the appearance and economic landscape of downtown Friendswood, which stretches about a mile
down South Friendswood Drive from Edgewood
Drive to Stevenson Park, according to FDFA President Brett Banfield.
“The downtown area is kind of the calling card for
your city,” Banfield said. “It [currently] doesn’t represent Friendswood very well. It’s kind of a community
pride thing, but there’s also some very strong economic reasons why we need to fix up our downtown.”
Banfield said downtown Friendswood contributes
about $20,000 in sales tax revenue per year. With
about 17 acres of vacant land remaining in the district, attracting more business to the area is crucial
for the tax base as the city approaches build-out.
“I found it amazing that in a city of 40,000 people our downtown area is generating so little for
our community,” Banfield said. “I think it’s vitally
important that we start making downtown an economic engine for the city.”
Friendswood City Council held a work session
Nov. 2 to discuss land use and building requirements in the downtown district, which include
standardized brick pavers, light poles and benches.
These features will be installed in front of City Hall,
Fire Station No. 1 and Stevenson Park in the first
quarter of 2016, Banfield said.
FDFA—which has several subcommittees, including business recruitment and project enhancement—
hopes to have a work session with council in January
or February to discuss further ideas to beautify the
area and spur economic development.
Banfield, whose father was involved in a similar
Friendswood organization in the early 2000s called
the Main Street Task Force, said part of his passion
for revitalizing downtown came from a business
interaction 14 years ago with a lender who pictured
the district as a low-income area because of its
appearance.
“That’s when it really hit us,” he said. “It was an
outside perspective. Someone [was] seeing downtown Friendswood for the first time, and that’s the
impression they got.”
Friendswood is one of 130 cities in Texas that has
a group attempting to improve its downtown area,
according to Banfield. He said he used ideas from
similar organizations to help build support for FDFA.
“It’s a really big movement right now,” Banfield
said. “I think people are yearning to have that true
sense of place and a true gathering place where they
can mingle and get a cup of coffee or a cold beer
within their own community.”

Pearland group relaunches
alcohol sales petition campaign

A group of Pearland residents is in
the middle of another campaign to
bring alcohol sales reform to a vote.
Pearland Citizens for Economic Freedom relaunched the petition—which
requires more than 7,000 signatures—
after a failed attempt in the summer
by Leadership Pearland, a program
sponsored by the Pearland Chamber
of Commerce.
Current laws dictate establishments
must have a food and beverage permit
in order to sell alcohol within city limits, according to officials. To qualify
for the permit, a business must gain
at least 50 percent of gross sales tax
revenue from food sales.
“I encourage people to look past the
knee-jerk reaction to alcohol,” PCEF
co-chairman Seth Thompson said.
“This isn’t just about bars and liquor
stores: this is about keeping sales tax
in Pearland.”
PCEF argues the alcohol sales
restrictions hinders Pearland’s economy by banning certain businesses
and forcing residents to spend their
money outside the city.
“All the infrastructure, street
improvements and everything that’s
needed to support [this] size of
community needs additional sales tax
revenue to pay for it,” Thompson said.
PCEF has until Jan. 11—60 days
after receiving the petition—to collect
signatures. If the required number of
signatures are gathered, the measure
will be put on the ballot in the city of
Pearland in May, officials said. Signers
must be registered voters living within
city limits.
About 2,500 signatures were
collected as of Dec. 10, officials said.
PCEF is still accepting volunteers.
“It’s starting to pick up steam,”
Thompson said. “We definitely need
more support from the community
and people to show up to volunteer to
get more numbers out there.”

Tornado damages top $2 million

A severe storm system hit the
Greater Houston area Oct. 31 and
resulted in a tornado that touched
down in Friendswood, the National
Weather Service confirmed.
The storm damaged more than 200
homes and caused more than $2 million in damages in the city, according
to Friendswood communications
specialist Jeff Newpher. Storm debris
cleanup efforts ran Nov. 2-6 through
an agreement between the city and
private contractors.
“The city has contracts in place for
this, so there’s no need for negotiations or vetting,” Newpher said. “It’s
just a matter of saying, ‘We want you
to come now.’”
Around Nov. 9, the city of Friendswood began notifying residents of
a final debris pickup date through its
website, Facebook page and messaging
system, which was programmed to
reach those in the affected area.
Preliminary numbers show more
than 11,000 cubic yards of debris were
collected as of Nov. 17, Newpher said.
Emergency dispatchers began
receiving calls regarding the storm
around 5:30 a.m. Oct. 31, Newpher
said. All city departments and leadership coordinated at the emergency
operations center, and a damage
assessment began around 8 a.m.
“From the city’s viewpoint, [the
response] ran very smoothly,” Newpher said.

PRC Roofing Company at its regular
meeting Dec. 7 for a project to replace
the roof at City Hall. The improvement will eliminate water leaks at the
facility, according to city officials.
Houston-based roofer PRC was the
lowest bidder at $175,689, according
to Friendswood Parks and Recreation
Director James Toney. It was the
second call for bids for the project in
the wake of concerns over bid specifications and notice to other bidders,

“The momentum within the city of
Pearland related to parks and recreation
is tremendous,” Orlea said. “The growth
is fueled in part by funding approved by
voters in a 2007 bond package, and [it]
demonstrates that we are enhancing a
system the community truly believes in.”
Among the projects were a pair of
sports complexes and a nature center.
The Max Road Sports Complex—which
includes five soccer fields, one multiuse
field and a restroom and concessions
building—was completed in August, but
the other sports park and the nature center are both under construction.
All bond projects were scheduled to
be complete within a nine-year time
frame. However, the economic slowdown from 2007-09 caused some delays,
which resulted in inflated construction

building its facilities with certain community demographics in mind, such as
its aging population. About 30 percent
of its current population falls between
ages 45-74, according to the documents.
“[Baby] boomers will look to park
and recreation professionals to give
them opportunities to enjoy many lifelong hobbies and sports,” according to
the update.
In addition, data suggests community
members are more interested in “nature
programming,” such as nature hikes,
fishing-related events and nature-based
educational programs, officials said.
Focus groups put together by the city
indicate that although many residents
are satisfied with the overall parks and
recreation facilities, they feel Pearland
lacks sufficient adult programming,
covered play areas and hike and bike
trails, among other things. Many of
the park improvements from the 2007
bond package will address these concerns, officials said.
“When the parks [and recreation]
department developed projects for the

“In essence, it helps with the overall
cost,” Toney said. “We will propose this
idea to some of the other user groups like
football, soccer and lacrosse organizations and hope they are willing to follow
the Renwick Park [Little League] model.”
The city is also saving money by
developing many projects in-house
rather than using a general contractor or
architect for design, Toney said.

programs, hike and bike trails and more
neighborhood parks.
“The citizens of Friendswood want
more parks, green space and trails,”
according to the city’s needs and assessment identification. “Opportunities outdoors [are] what the citizens desire.”

Community Development Lata Krishnarao said.
“If it was [only] residential, it really did not fit in
with the future land-use plan because it called for a village district,” she said. “The thought was, since it was
so close to our Old Townsite, in the future [the area]
would develop into more of a mixed-use [corridor].”
Although Pearland city staff was unable to recommend approval of the zone change needed for the
planned development, Krishnarao said the approved
plan addressed the major concerns expressed by staff
and council, including lack of housing diversity and
commercial land.
“[Staff] thought there was more potential to make it
a more mixed-use [development],” she said. “We didn’t
feel that it truly [aligned] with the comprehensive plan,
but it was getting closer. By looking at what the comprehensive plan said, we had to state that it didn’t meet
[our] recommendation.”
City Council Member Keith Ordeneaux—who voted
against Baker’s Landing—also said the development
needed more commercial zoning to spark activity in
the Old Townsite. With Alvin growing south of the city,
Ordeneaux said land along Hwy. 35 is prime for future
retail opportunities.
“We need to revitalize the Old Townsite,” he said.
“There’s ways of doing that, but the grand plan that’s
out there [right now] will not come to fruition in my
lifetime.”
Even without a recommendation from city staff,
Council Member Tony Carbone voted in favor of the
planned development. Carbone said Baker’s Landing
was a good balance between Pearland’s future vision
and market demand.
“I think we need something to spur growth in that
area, and I think [Baker’s Landing] could be that catalyst,” he said.

The 80 acres that comprise Baker’s Landing—which
boundaries are Hwy. 35 on the west, Old Alvin Road on
the east, Walnut Street on the north and Mary’s Creek
on the south—will include 191 single-family homes and
48 townhomes upon build-out, according to officials.
The development will be constructed in two phases,
however, a timeline is not required in a planned development application, Pearson said. Phase 1 will consist
of 112 single-family homes. The remaining single-family homes and townhouses will be part of Phase 2.
Amenities in Baker’s Landing include a 7-acre lake,
2.2 miles of trails and a 12-acre park with a playground,
pavilion and fishing pier, according to officials. The
open space will also have more than 4 acres of mature
trees and two “pocket parks.”
“I look forward to the development coming in and
what it’s going to do for that area,” Carbone said. “I
think the [approval] process worked, and I think
we’ve got a good planned development that will
serve that area.”

D.R. Horton, which would not comment on the
development because the land purchase was not
finalized as of press time, submitted its first planned
development for approval in fall 2014. Council
rejected the application and Horton submitted a new
proposal in August, officials said.
In response to concerns by council and staff, Horton
added townhomes and varied the residential lot sizes.
Officials also wanted a space for commercial business
included in the plan.
“The main thing for us was that there would be some
commercial aspect to it, and that is included,” Pearland
City Manager Clay Pearson said. “It was uncertain
whether there would be in earlier versions.”
Ordeneaux said the land was better suited for retail
to benefit from traffic on Hwy. 35. He said he would
have approved the development if Baker’s Landing
included a larger commercial space.
“Honestly, I just don’t think it’s the right project for
the area,” Ordeneaux said. “There is an abundance of
residential properties in the area. Part of [Baker’s Landing] needs to be residential, but the final plan gave 6
acres out of 80 as commercial, and there’s no plan [for]
developing that commercial [land].”
Almost 70 percent of Pearland is zoned for residential use, according to Krishnarao. Balancing the
future tax revenue source is a growing concern as
the city approaches build-out. Including a variety of
land uses, such as light industrial and commercial,
is crucial to maintaining city services and quality of
life, officials said.
“The city is always interested in a mix of land uses
that are sustainable long-term,” Pearson said. “That’s
what our perspective has got to be.”
The addition of homes and families in Baker’s
Landing will bring more money to the city in the
form of property and sales taxes, Carbone said.
He said upon build-out Baker’s Landing will add
$67 million a year in taxable value.
“The [houses] will have people who spend money to
eat and shop,” Carbone said. “I really hope this [development] starts to be a catalyst to more development on
Grand [Boulevard] and in this area.”
The homes also have the potential to raise the value
of neighboring subdivisions, Carbone said.
Krishnarao said there were safety issues with the
development’s proximity to Hwy. 35. While Baker’s
Landing accounts for the future right of way, there
were additional concerns from city staff because some
homes will be within 300 feet of railroad tracks.
