CALL TO ORDER
Advanced written notice of this meeting of the Pennsauken Township Board of Education was sent to the Courier
Post and Philadelphia Inquirer. Notice appeared in the legal notice section of the Courier Post stating the time,
date, location and that formal action would be taken at that time. Notice was also posted with the Township Clerk.
Mr. Brown as Vice President declared this to be a legal meeting of the Board of Education.

Those in attendance and answering roll call were Mr. Dobson, Mr. Kofoet, Mrs. Muller, Mr. McDevitt, Mr. Nguyen,
Mr. O’Brien, Mr. Brown. Mr. Silver arrived at 7:10 PM, Mr. Carey was absent. Also in attendance were Dr.
Chapman Superintendent of School, Mr. Yacovelli School Business Administrator/Board Secretary, Mr. McConnell
Solicitor.

MISSION STATEMENT To be recited by all in attendance
The Pennsauken Public Schools provide a Pre-kindergarten through Grade 12 educational program for the
students of Pennsauken which is based on the New Jersey Core Curriculum Content Standards. The district’s
mission is to provide a safe, secure, and supportive climate where the unique personal values and wholesome well
being of each member of the school community is recognized and respected.
The schools will reflect an environment that is intellectually challenging, caring, and a source of pride to the district
and the community.
Staff, student and community members will recognize, value, and respect multicultural diversity.
Technology will support all areas of the curriculum in order to prepare our students to meet the challenges of
global interaction and competition. Parents, students, staff, business and community will work as collaborative
partners in order to ensure that all necessary resources are provided for excellence in this educational process.

2. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to take a brief recess in order
to share refreshments with citizens and guests.

The President of the Board of Education certifies that all members present before the recess are now present.
PUBLIC COMMENT
The Pennsauken Township Board of Education recognizes that the schools are the concern of all members of the
community. With this in mind, the Board of Education welcomes and solicits input from the public. During the
regular monthly meetings, members of the community are afforded an opportunity to express their views. It does,
however, respectfully suggest that citizens attempt to resolve concerns by speaking directly to school
administrators before bringing it to the Board. Individuals with a relevant interest in the functions or duties of the
Board are invited to speak a maximum of five (5) minutes on any one issue. You are required to give your name
and address before speaking.
Seeing no comment from the public a motion was made by Mr. McDevitt and seconded by Mr. Kofoet to close
public comment. The motion was approved by a voice vote (7-0-0).

7. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to certify that as of May 31,
2009, after review of the secretary’s monthly financial report for this period and consultation with the appropriate
district officials, to the best of our knowledge, no major account has been overspent in violation of N.J.A.C.
6A:23-2.12(c)(4), and that sufficient funds are available to meet the District’s financial obligations for the
remainder of the fiscal year.

10. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to approve the 2009-2010
Affiliation Agreement with the Helene Fuld School of Nursing in Camden County for the supervised clinical
training and instruction to nursing students under the supervision of the district’s nursing staff.
Note: Pennsauken has worked with the Helene Fuld School of Nursing for many years. The clinical experience
offered is similar to college students completing a practicum.
11. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to approve the service
agreement with Eastern Armored Services, Inc. for a term of one year. This contract is for armored car pick-up
of district bank deposits and the cost to the Board of Education is $0.00. All costs are billed directly to
Beneficial Bank Government Banking Department.
12. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to contract with University
Medical Center at Princeton to provide occupational and physical therapy services for students enrolled at
Katzenbach School for the Deaf at the rate of $80.00 per visit as needed for the 2009-2010 school year.
13. BE IT RESOLVED by the Board of Education of the Township of Pennsauken, County of Camden, State
of New Jersey, as provided for in Chapter 172 Laws 1979 (NJSA 18A: 11-3, etc. Seq.) to enroll Pennsauken
High School as a member of the New Jersey Interscholastic Association (NJSIAA) and to permit participation in
the approved interschool athletic program sponsored by the NJSIAA. This resolution to continue in effect until
or unless rescinded by the Board of Education and shall be included among those policies adopted annually by
the Board. Pursuant to NJSA 18A: 11-3 in adopting this resolution, the Board of Education adopts as its own
policy and agrees to be governed by the Constitution Bylaws, Rules, and Regulations of the NJSIAA. Cost to
the Board of Education includes annual dues of $2,150.
14. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to appoint the following

24. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to approve the purchase
of 14 flat screen Point of Sale systems from PCS Revenue Control Systems for the Food Services Department.
Total price of the package with software and training will be $30,308.
Note: The current model is over ten years old and needs upgrading. The new Models will be placed in the
Intermediate, Middle, and High Schools.
25. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to approve the deletion of
the Pediatric Preventive Dental Rider from the Amerihealth HMO Summary of Benefits for non-unit subgroups
#7 and #27.
REPORT OF THE SUPERINTENDENT OF SCHOOLS
The Superintendent of Schools recommends the following:
PERSONNEL
SPECIAL NOTICE: Each of the following appointments are contingent on the Camden County Superintendent of
Schools approving the “emergent hiring” for a period of 90 days with the possibility of a 60-day
extension pending the New Jersey Department of Education completing the required criminal
history background check (NJSA 18A:6-7.1 revised 6/30/98). The appointments are also
contingent upon verification of certifications.
A motion was made by Mr. McDevitt and seconded by Mr. Silver to approve agenda items #26 - #33, #37,
#47 - #93, #95 - #99, #101, #102, #104, #105, #108, #109,#114 - #129 The motion was approved by a roll call vote
(8-0-0) with Mrs. Muller abstaining on items #51 through #59, Mr. Nguyen who abstained on item #66, Mr. Silver
who abstained on item #66.
Mr. McDevitt requested a separate vote on items #111 and #112. A motion was made by Mr. McDevitt and
seconded by Mrs. Muller to approve agenda items #111 and #112. The motion was approved by a roll call vote
(8-0-0). Discussion followed.
Please Note: Items No. 34, 35, 36, 38, 39, 40, 41, 42, 43, 44, 45, 46, 94, 100, 103, 106, 107, and No. 110 were
approved at the Conference Meeting.
Mr. McDevitt – spoke to vendor who supplies banners to Maple Shade Schools regarding a banner to promote the
bond referendum. The approximate cost would be $1,000.00. Does the Board agree to direct Administration to
investigate expenditures up to $1,000.00.for promotion banner for Central School project.

A motion was made by Mr. McDevitt and seconded by Mr. O’Brien to approve cost expenditure of up to $1,000.00
to purchase a banner to promote Central School bond referendum. The motion was approved by a roll call vote
(8-0-0).
26. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to approve the following

Training Corporation to conduct a yearlong training program for Wilson Level One Certification. The teachers
selected for this project are Tricia McCleery, Stefanie Spak, Alissa Sutton, Kathleen Shaloo, Jennifer Worrell,
Megan Irwin, Christine Chrzanowski, and Lauren Webb. There will be two full-day training sessions at
Pennsauken Intermediate School on August 3rd and August 4th 2009. The cost of the two-day workshop is
$1,200 dollars. Teachers will be paid the hourly rate of $37for 5 hours per day. There will be five
implementation meetings during the school year. The cost of these meeting is $1,200. The tuition is $1,200 per
teacher. Total cost of this project is not to exceed $13,200. This project will run from August 2009 through June
2010. Total cost of the project will be funded from Account 11-00-232-320-00-20E.

School Music Department to host the Olympic Conference Honors Band auditions as well as two rehearsals.
The audition will be held on January 11, 2010, with a snow date of January 14th. The rehearsals will be held
January 22nd and January 28th, with a snow date of January 29th. The high school auditorium, music rooms,
cafeteria and classrooms are facilities of the high school that would be utilized from 3:00 p.m. until
approximately 9:00 p.m. on these dates. Numerous high schools in the Olympic Conference will have
students participating in these events. Cost to the Board of Education would be approximately $300 for security
and custodians on each date.
Note: The staff of the music instrumental department, teacher Jennifer Lingesso plus additional instructors and
band boosters, will be coordinating and supervising the events and the facilities usage.

111. BE IT RESOLVED by the Board of Education of the Township of Pennsauken to approve the following
resolution:
RESOLUTION OF THE BOARD OF EDUCATION OF THE TOWNSHIP OF PENNSAUKEN,
IN THE COUNTY OF CAMDEN, NEW JERSEY,
MAKING CERTAIN DETERMINATIONS IN CONNECTION WITH THE
PROPOSED BUILDING PROGRAM
BACKGROUND
WHEREAS, The Board of Education of the Township of Pennsauken, in the County of Camden, New
Jersey ("Board" when referring to the governing body and "School District" when referring to the legal entity
governed by the Board) has determined a need exists to undertake for lawful school purposes a capital
improvement program consisting of the demolition of the Central Elementary School and construction of a
replacement school (State Project #4060-103-09-1000) ("Project"); and
WHEREAS, the School District must issue its school bonds to finance the costs of the Project ("Bonds");
and
WHEREAS, the Project and the issuance of the Bonds must be approved by the voters of the School
District, the proposed date of which is a special election to be held on Tuesday, September 29, 2009; and
WHEREAS, the Education Facilities Construction and Financing Act ("Act") and other applicable law
requires the obtainment of various approvals by the School District; and
WHEREAS, under the Act, one of the approvals required to be obtained by the School District is a
preliminary eligible cost approval with respect to the Project and a determination as to the amount of financial
assistance to be provided; and
WHEREAS, the School District has received a letter ("PEC Letter") from the New Jersey Department of
Education ("NJDOE") setting forth the preliminary eligible cost and financial assistance determinations with respect
to the Project ("PEC Determination"), a copy of which are attached hereto as Exhibit "A" and made a part hereof;
and
WHEREAS, the Board must make certain determinations with respect to the PEC Letter, PEC
Determination, form of financial assistance and method of constructing the Project.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE TOWNSHIP OF
PENNSAUKEN, IN THE COUNTY OF CAMDEN, NEW JERSEY, AS FOLLOWS:
Section 1. Pursuant to the PEC Letter, the Board hereby accepts the PEC Determination with respect to the
Project and agrees not to appeal said determination.
Section 2. Pursuant to the PEC Letter, the Board hereby accepts the financial assistance from the State of New
Jersey with respect to the Project and the Bonds in the form of debt service aid ("Financial Assistance"). The
President of the Board, Vice President of the Board, Superintendent of Schools and Business Administrator/Board
Secretary are hereby severally authorized to execute and deliver an agreement with the NJDOE with respect to the
State Financial Assistance with respect to the Project and the Bonds.
Section 3. The Board hereby determines to construct the Project itself instead of through the New Jersey Schools
Development Authority.
Section 4. The Board hereby delegates to the Business Administrator/Board Secretary the authority and power to
supervise the Project.
Section 5. All actions heretofore taken and documents prepared or executed by or on behalf of the School District
by the President of the Board, Superintendent of Schools, Business Administrator/Board Secretary or by the School

District's professional advisors in connection with the Project or matters related thereto or the subject matter of this
resolution are hereby authorized, approved, ratified and confirmed.
Section 6. The Business Administrator/Board Secretary is hereby authorized and directed to immediately file a
certified copy of this resolution with the NJDOE.

RESOLUTION OF THE BOARD OF EDUCATION OF THE TOWNSHIP OF PENNSAUKEN,
IN THE COUNTY OF CAMDEN, NEW JERSEY APPROVING THE SUBMISSION
OF A PROPOSAL TO THE VOTERS OF THE SCHOOL DISTRICT AT
A SPECIAL ELECTION TO BE HELD ON TUESDAY, SEPTEMBER 29, 2009
BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE TOWNSHIP OF
PENNSAUKEN, IN THE COUNTY OF CAMDEN, NEW JERSEY, AS FOLLOWS:
Section 1. A special election of the legal voters of The Board of Education of the Township of Pennsauken, in the
County of Camden, New Jersey ("Board" when referring to the governing body and "School District" when referring
to the legal entity governed by the Board) shall be held on Tuesday, September 29, 2009.
Section 2. The following proposal ("Proposal") is hereby approved and shall be submitted to the legal voters of the
School District at a special election to be held on Tuesday, September 29, 2009:
PROPOSAL
The Board of Education of the Township of Pennsauken, in the County of Camden, New Jersey ("School District"),
is authorized to: (a) undertake for lawful school purposes a capital improvement program consisting of the
demolition of the existing Central Elementary School and the construction of a replacement school on said site to
house pre-K to fourth grade students, together with the associated site improvements, including required outdoor
physical education space, parking and storm water improvements, together with the acquisition of all equipment
and the completion of all work necessary for or related to the construction of said new facilities; (b) acquire
furniture, fixtures and equipment for said new school; (c) expend for all the foregoing an amount not to exceed
$34,665,986 (of which $3,771,625 represents eligible costs ("Final Eligible Costs"), as determined by the
Commissioner of Education); and (d) issue bonds of the School District for said project in an amount not to exceed
$34,665,986, in which event the State has agreed to pay approximately 64.65% of the debt service (principal and
interest) of the school bonds issued to finance the Final Eligible Costs. This school facilities project includes
$30,894,361 for school facility construction elements in addition to the facility efficiency standards developed by the
Commissioner of Education or that are not otherwise eligible for State support pursuant to N.J.S.A. 18A:7G-5(g).
Notwithstanding anything in this Resolution to the contrary, the Superintendent of Schools and Business
Administrator/Board Secretary, upon the advice of Bond Counsel, are each hereby authorized to approve any
changes to the Proposal as may be advisable or as may be required pursuant to provisions of the New Jersey
Educational Facilities Construction and Financing Act or other applicable law, provided, however, that no such
changes shall result in the total appropriation for the project set forth in the Proposal to exceed $34,665,986.
Section 3. The Board hereby acknowledges and confirms that, in accordance with Sections 16 and 17 of the
School Bond Law, N.J.S.A. 18A:24-16 and 18A:24-17, a supplemental debt statement has been prepared as of the
date of this resolution by the Chief Financial Officer of the Township of Pennsauken, being every municipality
comprised within the School District, giving effect to the proposed authorization of bonds of the School District in
the amount stated in the Proposal set forth above and that the supplemental debt statement has been filed in the
office of the Clerk of the Township of Pennsauken and in the office of the Board Secretary prior to the adoption of
this resolution. The Board hereby directs the Board Secretary to have the supplemental debt statement filed in the
office of the Director of the Division of Local Government Services in the Department of Community Affairs prior to
the date of the special election.

Section 4. The Business Administrator/Board Secretary is hereby authorized and directed to immediately forward a
certified copy of this resolution and the Proposal approved herein to the Camden County Clerk, the Clerk of the
Township of Pennsauken and to the Camden County Board of Elections.
Section 5. All actions heretofore taken and documents prepared or executed by or on behalf of the School District
by the members of the Board, Superintendent of Schools, Business Administrator/Board Secretary or by the School
District's professional advisors, in connection with the holding of the special election or the consideration of the
Proposal at said special election, are hereby ratified, confirmed, approved and adopted.
Section 6. The President of the Board, Vice President of the Board, Superintendent of Schools and Business
Administrator/Board Secretary are each hereby authorized to determine all matters and execute all documents and
instruments in connection with the holding of the special election or the consideration of the Proposal at said
special election, and the signatures of the President of the Board, Vice President of the Board, Superintendent of
Schools or Business Administrator/Board Secretary on such documents or instruments shall be conclusive as to
such determinations.
