Serving You Winter 2015

Recently I have received complaints that there is no longer a pull out list of bin collection dates for the various areas in our publication.

I am well aware that gradually most of our information is going digital, but, as you know, some of our residents are still not au fait with this. It is one of the most useful bits of information in Serving You. Is there a hope that it could be reinstated?

Our response: We have received a few requests similar to this, asking to reinstate the bin calendars into Serving You, so we have listened to your comments and have reinstated them.

You will find the changes to collection days on page 9 and the calendars on pages 10 & 11. This information will also be

available at www.havant.gov.uk

I enjoy reading Serving You and find articles both interesting and informative. I have lived in the Havant Borough for 40 years but have only fairly recently discovered some of the lovely green spaces in our area and the wildlife that can be found in them e.g. The Warren and the pathways near the Hermitage stream.

Would it be possible in future issues of your magazine to include walks in some of these areas in the same way as the Hampshire

Council do in their publication?

Help in Bereavement is a registered charity that has been running since 1979.

Our trained team visit people in times of difficulty following death.

The charity covers Waterlooville, Havant,

Hayling Island, Portsmouth, Fareham,

Gosport and surrounding areas. A coffee morning is also held on the second

Monday of every month from 10am to 12 noon at St George’s Church Hall in

Solent Birds

Havant Borough Council’s Coastal

Team are carrying out two environmental studies to understand how birds across the Solent, many of which are internationally important, may be affected by future coastal defence work.

The Solent Bird Studies is a collaborative project involving experts from around the

Solent and volunteers from the wildlife and birding communities.

The Great British Coast

The ‘Hayling’s BEST Coastal Community Team’ has been launched as part of a Government initiative to bring together local businesses, councils and residents to help revive seaside communities.

The team has been awarded £10,000 to begin work on the long term vision for south Hayling and will co-ordinate projects to help bring jobs, growth and prosperity to the area.

A BOROUGH WITH A FUTURE

A message from the Leader and Chief Executive

What will public services look like in the future?

This is the type of question the leadership of

Havant Borough Council continue to focus on.

Our main plan, the council’s Corporate

Strategy, sets out the council’s vision: to be as effective and efficient as we possibly can in the provision of our services to the public.

The borough’s portion of our residents Council

Tax, although very small, has remained frozen for six consecutive years. Despite this small proportion, we still provide a plethora of high quality services and all this in spite of a reduction in our net budget of more than £3m from Central Government (this is around a

40% loss).

We will continue to focus on our residents and the businesses of the area whilst challenging ourselves to find new ways to deliver our services, seek opportunities to work differently and look at personalising our services to suit each individual customer.

We are also working closely with a number of other councils to procure larger contracts for some services. This could mean that between August 2016 and October

2017 some of our services would be added to those already provided by a private company on behalf of the council.

We already share some of our management costs with other councils across Hampshire including our senior management team and our coastal partnership work. In the future we may also be part of a ‘Combined Authority’ across Hampshire giving us additional powers from central government – we will keep you posted on this.

New ways of working

Havant is currently looking into many ways in which we can continue to provide services in other ways.

In doing so, we are exploring the possibilities of setting up a Joint Venture Company for our Operational Services. This would develop significant new local opportunities, whilst providing invaluable additional income for the borough.

We know that we can find savings and efficiencies by looking at our processes and making it easier for our customers to make their own choices about the services we provide.

The introduction of a new CRM (Customer

Relationship Management system) will help us to streamline services and - through customer accounts - allow customers to access our services online whenever they want them.

Towards the cost of your new boiler

Under the Cosy Havant scheme, residents of the borough of Havant can access 25% cashback towards replacing their old boiler, and additional cashback to support other energy-saving measures for their homes.

With the Energy Saving Trust stating that up to

£340 a year can be saved by using a modern boiler in heating a typical semi-detached property, the

Cosy Havant scheme is an ideal opportunity to reduce the cost of installation substantially and benefit from future savings.

The offer is time-limited and only available until

31st March 2016.

PROSPERITY HAVANT

Havant Borough Council continues to promote the borough as a great place to invest. This moved up a gear when Havant was represented at a major national investment exhibition

(MIPIM UK) in October.

MIPIM UK is the largest exhibition and conference in the UK for property professionals, providing a marketplace for investors to meet, discuss projects and opportunities and to do business. Attending this event raised the profile of the borough nationally and internationally.

The improvements to the Asda roundabout in Leigh Park are continuing and also scheduled for completion in early Spring

2016. During the lead up to Christmas all work on the highway will be stopped from the 5th of December and as much of the road opened up to traffic as possible, to help ease congestion at this busy shopping time. Work will however continue on the footpaths and surrounding areas. Work on the highway will then recommence from 4th January 2016.

Investment in the borough is already high with the new retail units, including Next and M&S in

Solent Road, Havant; an 82 bed Premier Inn at

Langstone; new business units on Harts Farm

Way and New Lane in Havant and more new homes being completed in the last year than at any time since the turn of the century.

The biggest investment in the borough for years is taking place at Dunsbury Hill

Business Gateway with the potential to create over 3,000 jobs. Detailed proposals for the first phase of 120,000 sqft of business space are being prioritised by the council to support the speedy creation of new jobs for the borough. The access road to the business park is on schedule and is due for completion in Spring 2016.

Havant Borough Council’s Business Grant scheme has recently been revamped to offer a more robust and supportive programme to

start up businesses.

Sixteen businesses have so far attended a free workshop which helps in the process of writing a business plan. Once applicants have submitted their business plan to the council, it is appraised for sustainability. If successful a grant of £1,000 is awarded to the business to support their start up costs. Further training and business advice is then regularly sent to the businesses to keep them informed and supported.

CHRISTMAS LIGHTS

AND FESTIVE ENTERTAINMENT

Christmas Lights

London Road precinct in Waterlooville will be the first to switch on their Christmas lights this year. The festive fun will begin from 4pm on Saturday 21st November and the lights will be switched on at 5pm.

Thursday 26th November will see the

Christmas lights turned on at Greywell and Park Parade in Leigh Park. A lantern procession will start at 4.30pm from the Grotto in Greywell and lead to both

Christmas trees. There will an opportunity to sing Christmas carols and watch the lights being switched on.

St Peters Square in Emsworth will have carol singing from 5pm on Friday 27th

November before the lights are switched on. There will also be a chance to visit Santa.

On Friday 4th December the festive fun will start from 5pm at Mengham Road, Hayling

Island. Please note Mengham Road will be closed to traffic between 4pm and 9pm.

Recycling at Christmas

This is always a busy time of year, but please don’t forget to recycle as much as you can.

Real Christmas trees can be recycled if you subscribe to the Garden Waste Collection

Service, as long as they are small and chopped into pieces no bigger than 3 inches or 75mm in diameter. For disposal of larger trees please take to your local Household Waste

Recycling Centre.

Please note the garden waste Collection service is suspended between Monday 21

December 2015 and Friday 1 January 2016

If your bin is not collected on the revised collection day please ensure you contact Customer

Services on 023 9244 6010 within

24 hours.

If you are unable to do this, we cannot return and you will have to make arrangements to dispose of your rubbish at the nearest

Household Waste and Recycling Centre or store until your next collection, providing you have capacity within your bin.

Centre will be closed on Christmas Day,

Boxing Day and New Years Day.

YOUTH CONFERENCE

Youth Conference gives Life Skills

The second annual Youth Conference will take place in March 2016 at The Plaza. The event will focus on ‘life skills’ and include topics such as budgeting, internet safety, healthy lifestyles and democracy for pupils in school years nine and ten (ages 14 & 15).

Last year’s event was a huge success, with over

80 pupils from all secondary schools across the borough attending. Students were inspired through various workshops and speeches from guest speakers Joanne White, founder of the local charity Big World Impact and young entrepreneur Fraser Docherty, who started his own business at the age of 14.

Once again as part of the event a special

“Approved by You” scheme will give students the opportunity to cast their vote for one of three projects which support the community across the borough.

There can be lots of things you need to think about before holding a public event, whether it is a Community Fun Day or regular sporting activity.

The borough has many excellent open spaces, owned by the council that you may wish to use for your gathering such as a park, recreation ground or beach.

Before using these areas you will need to seek permission and be granted a licence.

Some events will also require you to have

Public Liability Insurance, especially if you include activities such as bouncy castles,

BBQ’s or sports. This covers you for any claims of injury or damage which could happen to the public at your event.

Horizon Leisure Centres is getting into the festive spirit for Christmas and looking forward to providing even more activities for the communities across both Havant and Waterlooville in 2016.

This year saw Horizon have one of its busiest years with 1.4 million visitors and amazing new facilities.

At Waterlooville Leisure Centre there was a £3 million extension which included a new large gym, exercise studio, Indoor Play Centre and café.

The new facilities at Waterlooville Leisure Centre have enabled Horizon to offer more activities including new exercise classes, fully-catered children’s birthday parties, teen gym and swim sessions, exercise referral scheme and a large 3storey gym.

GET ACTIVE IN 2016

Couch to 5k

9 week running course

Havant Borough Council are encouraging more people to get active by continuing to support ‘Couch to 5K’ beginner running schemes. The nine week course enables participants to gradually make the transition from walking to being able to run 3 miles.

With an emphasis on fun, socialising and making steps to being healthy, the course is perfect for beginners.

The courses delivered previously were extremely popular and many who took part are now regularly running.

Courses in 2016 are now available for residents

(over 18’s only) at a cost of £20 per person

Walking for Health

Walking for Health is free and suitable for people of all abilities. It is a great way to improve your health and wellbeing whilst meeting new people, and discovering the beautiful countryside and scenery the borough has to offer.

Walks are led by trained leaders and are graded for length and difficulty, varying from 30 minutes up to 90 minutes.

All you will need is suitable footwear and comfortable clothing, as walks take place in all weathers. Bring a bottle of water and any medication that you need. New walkers will be asked to complete a brief health questionnaire prior to their first walk.

FLYTIPPING

The number of reported fly tips, which include garden waste, building materials and domestic rubbish has increased across the borough.

Havant Borough Council is tackling this through regular patrols of areas commonly used by people who think they can get away with it. This has so far resulted in over 50 offenders being prosecuted for flytipping.

Don’t be misled - always check that the person taking away your rubbish is a registered waste carrier by asking to see their Waste Carriers Licence.

Havant Borough Council offers a collection service to residents for large and bulky items.

There is a charge for this, which varies depending on the number of items required for collection.

Don’t forget, you can also join the Garden

Waste Collection

Service. For as little as just 76p a week we will collect your grass, hedge cuttings and small branches.

INTERMENTS AND MEMORIALS

Interments

An area of Havant Cemetery has been identified for the use of ashes interments and will be made available shortly. Anyone wishing to use this area should ask their

Funeral Directors.

Memorial Safety Checks

Safety tests will soon be taking place on all memorials in cemeteries across the borough.

This is to ensure the safety of cemetery visitors and staff.

The memorials will be checked by trained and experienced staff, who will ascertain whether a memorial has become unstable and therefore unsafe.

Depending on how severe the condition of the memorial or headstone, it may then be laid flat on the ground. If this is the case, Havant

Borough Council will then endeavour to contact the last known grave owner. We will notify them as to why we have done this, as well as offer advice on how to reinstall the memorial.

Notices will be placed in each cemetery prior to the work starting in Warblington,

Havant and Waterlooville.

BOGOF stands for Buy

One, Get One Free.

On Saturday the 12th and Saturday the 19th of December, visitors purchasing a one hour parking ticket at ANY

Havant Borough Council

Pay and Display car park will receive an additional hour of parking for FREE.

The BOGOF scheme is only for tickets purchased for one hour. Motorists should purchase their ticket in the normal way and display. Havant Borough Council Civil

Enforcement Officers will then note the time the ticket is due to expire and allow for another hour after that.

The BOGOF scheme on the run up to the festive season is not only to assist motorists but to encourage shoppers to stay longer in our

Town Centres.

The scheme will run on Saturday 12th and

Saturday the 19th December.

Winter motoring -

Be prepared

Keep yourself, your family and your car safe on the road this winter.

Maintaining your vehicle is important all year round, but especially in winter. The following checks will help ensure your vehicle is ready for winter:

Antifreeze – check coolant level and top-up with a mixture of the correct type of antifreeze regularly.

Oil level – check engine oil and power steering levels to avoid unnecessary breakdowns.

Battery – the most common cause of winter breakdowns. A battery more than five years old may struggle in the cold.

Fuel – keep at least a quarter of a tank in case of unexpected delays.

Lights – check and clean all lights regularly to make sure you can see and be seen clearly.

Carry spare bulbs.

Tyres and pressures – Check tyre pressure fortnightly. Tyres should have at least 3mm of tread for winter motoring.

Windscreen and vision – Keep your vision clear from obstruction at all times. Also reduce dazzle by keeping the screen clean inside and out. Renew worn wiper blades.

Screen wash – use a 50% mix of a good quality screen wash to reduce the chance of freezing in frosty weather.

Supporting Families

Trying to deal with more than one problem at a time can make it difficult for families to get the right help and support. Many families have issues relating to:

• Children not going to school

• Finding it hard to get a job

• Not coping, or getting depressed

• Physical or mental health problems

• Drugs or alcohol

• Domestic violence or abuse in the home

• Risk of homelessness

• Unhealthy weight or malnutrition

Supporting Families in Havant is a way of providing extra practical help early on to stop problems getting worse. Working with the whole family, not just a single family member, to ensure everyone gets the right assistance from the right organisation at the right time.

To date over 200 families in the borough have benefitted with a range of support from this voluntary scheme.

Stay safe this

Christmas

Good food, decorations and presents are usually what makes for a wonderful Christmas. However, there can be many potential risks around this time of year too.

Food – Always ensure your turkey is fully defrosted before cooking it and make sure it is cooked thoroughly.

Alcohol – Celebrate sensibly, drink responsibly. Plan how to get home in advance.

Decorations - Christmas lights can easily become hazardous; check they are not damaged or broken. Always unplug your lights when you go out or go to bed.

Presents – Try to leave it until the last minute to put presents under the tree and not leave them in view of a window.

Security - Opt for solar or battery operated lights for outdoor use. Do not feed extension cables through partially open windows as criminals look for this.

Packaging – Break up boxes so they do not advertise your home’s new contents to thieves!

Shopping - Install anti-virus protection on your computer prior to on-line shopping. If you can, use a credit card instead of a debit card as these offer increased consumer protection.
