(EC Sections 51930-51939)
• HIV/AIDS prevention instruction shall occur at least once in
middle school and once in high school.
• HIV/AIDS instruction shall include: the nature of HIV/AIDS
and it’s effects on the body, HIV transmission, methods to
reduce HIV transmission, including both abstinence and
condoms, public health issues associated with HIV/AIDS,
and local resources for HIV testing and medical care.
• HIV/AIDS prevention instruction is mandated, while
comprehensive sexual health is authorized, but not
required.

Sexual Health and HIV/AIDS
Prevention Instruction (2009)
• The board desires to provide a well-planned sequence
of instruction on comprehensive sexual health and
HIV/AIDS prevention.
• Beginning in grade 7, instruction and materials shall
teach that abstinence from sexual intercourse is the
only certain way to prevent unintended pregnancy and
sexually transmitted diseases, while also providing
medically accurate information on other methods of
prevention.
Fifth Grade Hygiene
Current Program
• Consists of one period of gender specific instruction
• Facilitated by one male and one female fifth grade teacher
• Utilizes instructional guide and demonstration models dated
1994, and a VHS video that does not align with the
instructional guide
• Provides hygiene kits and informational materials through
Proctor and Gamble’s Always Changing Fifth Grade Puberty
Education Program
• Requires parent notification and active parent consent
• Includes a district wide parent education meeting to review
materials and lesson summary

• Provides a Parent Gram with lesson objectives and
summaries
• Includes a parent education meeting at each school

• Eliminate sixth grade Family Life Education Program
Seventh Grade Family Life Education
Current Program
• Comprised of Life Science lessons on the reproductive systems
and fetal development
• Facilitated by seventh grade Life Science teachers
• Comprised of six lessons on HIV/AIDS prevention through the
American Red Cross: HIV/STD Positive Prevention Education for
California Youth curriculum
• Requires parent notification and passive parent consent
• Provides parent informational sheets from the curriculum
• Includes a parent education meeting at each school

• Continue current implementation of seventh grade Family Life
Education Program
Eighth Grade Family Life Program
Current Program
• Consists of four lessons of sexual health instruction
• Facilitated by eighth grade Physical Science teachers
• Utilizes a teacher’s manual comprised of a collection of
