1 (35th Session) NATIONAL ASSEMBLY SECRETARIAT ————— “QUESTIONS FOR ORAL ANSWERS AND THEIR REPLIES” to be asked at a sitting of the National Assembly to be held on Monday, the 3rd October, 2011 (Originally Starred Question No. 4, was set down for answer during the 34th Session) 4. *Mrs. Nisar Tanveer: Will the Minister for Petroleum and Natural Resources be pleased to state: (a) whether it is a fact that the parameters are being adopted to fix the prices of POL products in the country to match with the international standard; if so, the comparison of those products with the regional countries at present; and (b) whether it is also a fact that the indigenous production of oil contribute in overall fixing of oil prices in the country; if so, the details thereof? Minister for Petroleum and Natural Resources (Dr. Asim Hussain): (a) Yes. The prices of two major products i.e. MS (Petrol) and HSD (Diesel) in Pakistan and India compared in equivalent Pak. Reply not received. 2. *Mr. Muhammad Riaz Malik: Will the Minister for Petroleum and Natural Resources be pleased to state whether there is any proposal under consideration to import gas from Iran; if so, the time by which it will be implemented? Minister for Petroleum and Natural Resources (Dr. Asim Hussain): Yes. An Agreement has been signed between Interstate Gas Systems Pvt. Limited 3 from Pakistan Side and National Iranian Oil Company from Iran Side for Implementation of the project. First Gas flow is expected by the end of December 2014. 3. *Mrs. Nisar Tanveer: Will the Minister for Defence be pleased to state: (a) the criteria adopted to determine the fare of PIA for each class; (b) the criteria adopted for the selection of national and international routes of PIA; (c) whether it is a fact that the PIA does not grant subsidy to its passengers; (d) whether it is also a fact that the PIA is charging air fare from its passengers by including all the expenditures incurred on a flight; and (e) if the answers to part (c) and (d) above be in the affirmative, the reasons for continuous deficit of PIA? Minister for Defence (Ch. Ahmad Mukhtar): (a) PIA in the line with standard industry practice, has implemented multiclass flexible Revenue Management System. The multiclass structure allows the passengers to have a wide range of choices and allows National Flag carrier to serve each and every segment of the society. In economy cabin there are five fare levels, in economy Plus there are three fare levels and in Business cabin, there are four fare levels: —————————————————————————————— Cabin Applicable RM RBDs Applicable non-RM RBDs —————————————————————————————— Economy Y, K, M, T, N K Economy P, W, Q P Business C, J, B, S C —————————————————————————————— 4 The criteria adopted to determine the fares of PIA for its valued passengers for each class includes the following items:— – Class wise Historical Bookings Data – Competitors Fare Structures – Historical/Future Demand – Seasonality – Fuel and other Associated Costs (b) The criteria adopted for selection of national and international routes of PIA is primarily based on the demand for travel between any two cities. The inputs are received from their field stations both in Pakistan and abroad. Subsequently the demand is assessed through their Market intelligence Tools (MIDT) and survey of the concerned markets. If the demand is deemed sufficient for flight operation then a cost feasibility study is worked out to estimate the profitability. (c) No subsidy is granted on fares charged to passengers. (d) Fares are primarily based on the market competition; however operating cost incurred in also evaluated to establish fares. (e) Although PIA considers commercial viability of operations based on market potential and traffic trends besides impact of debt servicing and increase in fuel prices. However, in some cases, low fares are adjusted on the basis of competition which results in losses to the Corporation. Socio-economic routes on domestic network, where PIA is operating its flights to facilitate the people of far flung areas, also contribute towards accumulated losses because of not meeting the economies of scale. 4. *Malik Shakir Bashir Awan: Will the Minister for Petroleum and Natural Resources be pleased to state the total number of times the prices of LPG increased during the year 2010-11 till date alongwith the justification thereof? 5 Minister for Petroleum and Natural Resources (Dr. Asim Hussain): The Producers-LPG price linked with the monthly Saudi Aramco Contract Price (CP) increased eight number of times during the year 2010-11 and till date. No increase in prices of LPG has ever been made by OGRA as both the producer and consumer prices of LPG have been deregulated by the Federal Government since September, 2000. The LPG producers can not charge LPG prices beyond Saudi Aramco Contract Price (CP). Therefore, both the LPG producers and consumer prices change with the increase or decrease in CP. However, the average of prices revised by LPG producers and LPG marketing companies on monthly basis for the said period is placed as Annexure. Minister for Defence (Ch. Ahmad Mukhtar): (a) During the last three years foreign countries’ Immigration authorities imposed fine amounting to PKR 68.063 million on PIA on account of carrying illegal immigrants or blacklisted passengers using forged visa/passport. Out of the said amount recoveries worth PKR 16.282 million have been made through vigorous campaign/efforts and all out efforts are being made to recover the remaining amount. (b) The following Airlines have so far been granted Regular Public Transport (RPT) License to commence their operations. Their status is indicated against each of them:— i). PIA (Operating) ii). Shaheen Air International (Operating) iii). Air Blue (Operating) iv). Bhoja Air (Not Operating) v). (Not Operating) Aero Asia vi). Air Indus 6. (Yet to commence their operations) *Rana Mahmood -ul-Hassan: Will the Minister for Petroleum and Natural Resources be pleased to state: (a) the product-wise price of petroleum in the country in comparison with 100 dollar per barrel price of oil in the International Market at present; 7 (b) the ratio of per liter increase of Petroleum products In Pakistan in comparison with increase against each dollar per barrel in the international Market; (c) whether it is a fact that decrease in the prices of oil in Pakistan has not been made according to the decrease of prices of oil In the international market during months of June, July and August, 2011; if so, the reasons thereof; and (d) the steps being taken to devise a comprehensive formula in order to determine petroleum prices in the country? Minister for Petroleum and Natural Resources (Dr. Asim Hussain): (a) The prices of regulated Petroleum Products i.e. High Speed Diesel (HSD) & Kerosene Oil (SKO) at $100/bbl as worked out by Oil & Gas Regulatory Authority (OGRA) are as under:— Rs. / Litre —————————————————————————————— Product Ex-Refinery Ex-Depot —————————————————————————————— HSD 67.62 86.43 SKO 64.23 82.46 —————————————————————————————— Federal Government w.e.f June 1, 2011 has deregulated prices of other petroleum products i.e. MS (Petrol), High Octane Blending Component (HOBC), Light Diesel Oil (LDO). Jet Fuels (JP-1, JP-4 & JP-8) and allowed refineries/Oil Marketing Companies (OMCs) to fix ex-refinery/ex-depot sale prices of these products. (b) Based on Arab Gulf market price during the period July 29, 2011 to August 24, 2011, against one $/bbl increase in International prices, our prices increased by Rs. 0.63/litre. (c) Decrease in International prices was partially passed on to the consumers. The full benefit was not passed on to recover the Government revenue loss during December 2010 to February 2011, when the increase in International price was -absorbed by the Government. 8 (d) In order to supply petroleum products to the consumers, the price formula of petroleum products remains under review for ensuring quality of products, availability/supply on sustained basis at competitive prices. The Government has deregulated prices of MS, HOBC, LDO & jet Fuels in a phased manner. The ex-refinery prices of HSD and Kerosene Oil are being regulated by OGRA and have been linked with International Arab Gulf Market prices of HSD and SKO as published in Platts Oilgram and not with Crude Oil prices. 7. *Ms. Shireen Arshad Khan: Will the Minister for Petroleum and Natural Resources be pleased to state the present ratio of cost and freight charges, duties and taxes being received separately on one liter of HSD, Petrol and Kerosene Oil at present alongwith the justification thereof? Petrol *Raja Muhammad Asad Khan: Will the Minister for Postal Service be pleased to state: (a) whether there is any proposal under consideration to connect all branches of Pakistan Post with each other through computerized system in the country; if so, when it will be implemented; and 9 (b) the rate of percentage being charged for accepting of utility bills by the Pakistan Post at present? Minister for Postal Service (Sardar Al-Haj Muhammad Umar Gorgeij): (a) An alocation of Rs 487 million was made for the project titled “Counter Automation at Pakistan Post” and block provision of Rs. 100 million was made for the financial year 2009-10. Accordingly a PC-I was prepared and submitted in October 2009 to Planning Commission for computerization of 617 departmental post offices spread over three years in phased manner. The PC-I was placed before the Central Development Working Party (CDWP) in its meeting held on 19/11/2009. The project was deferred due to non-preparation of working papers by Planning Commission. The PC-I is still in submission phase. As and when project will be approved by the CDWP, Pakistan Post will initiate working on Centralized Software Solution in phased manner. (b) Pakistan Post is charging Rs. 8/- per bill as commission from utility companies for collecting utility bills by the post offices. 9. *Mohammad Pervaiz Malik: Will the Minister for Science and Technology be pleased to state: (a) the mandate of the Ministry to work in the respective fields/ sectors at present; (b) the details of projects launched in each of above respective fields/ sectors during the last three years alongwith the achievements gained therefrom; (c) the projects-wise expenditure incurred during the said period; and (d) whether statutory audit of those projects has been conducted; if so, whether any irregularity reported while executing those projects; if so, the detail thereof alongwith action taken against responsibles? (Annexures has been placed in the National Assembly Library) The information regarding devolved Ministry/Department of Agriculture is being collected and shall be submitted on next Rota day. 10. *Mrs. Belum Hasnain: Will the Minister for Petroleum and Natural Resources be pleased to state: (a) whether it is a fact that the Liquefied Natural Gas (LNG) is not being imported at present; If so, the reasons thereof; and (b) the steps being taken to manage the shortage of natural gas in the country with reference to the failure to import LNG? Minister for Petroleum and Natural Resources (Dr. Asim Hussain): (a) Yes it is a fact that the Liquefied Natural Gas (LNG) is not being imported at present as LNG infrastructure required to receive LNG is not available. (b) Following steps are being taken to manage the shortage of natural gas in the country; • Fast tract LNG Import Projects through private sector at their cost and risk with out any Government Guarantee. • Gas import project such as Iran-Pakistan Gas Pipeline Project and Turkmenistan – Afghanistan –Pakistan – India (TAPI) Project are being developed. • Enhance indigenous gas production. 11 11. *Mr. Wasim Akhter Sheikh: Will the Minister for Human Rights be pleased to state: (a) the mandate of the Ministry to protect the rights of citizens at present; (b) the steps being taken to create public awareness of human rights by the Ministry; and (c) the steps being taken to protect the rights of neglected segments of the society? Minister for Human Rights: (a) The Ministry of Human Rights monitors implementation of policies and measures to counter situation of violence in the country. Being signatory to international human rights instruments like ICCPR, CAT. ICESCR etc. it takes initiatives for harmonization of legislation on these instruments and monitor its implementation, receives complains of violations from other Ministries and Government Departments and addresses them for redresssal. • Represents Pakistan in International Bodies, organizations and conferences relating to Human Rights. • Conducts information and awareness programmes to foster public awareness of Human Rights Laws available against the abuse of Human Rights. • Provides facilities for professional and technical trainings at home and abroad on issues of Human Rights. (b) The Ministry of Human Rights along with its four Regional Directorates organizes: public awareness campaign programs as an ongoing activity: • Conducts speech competitions amongst schools, colleges and Universities on the subject of Human Rights and violence against women. • Holds drama competition at school level highlighting Human Rights. • Arranges seminars/workshops for police Department and Civil Society on the subject of Human Rights. 12 • Organizes Seminar, Group Discussions, Round Table and Forums for talks on strategies to counter trends of violence and promote tolerance. • The Ministry organizes Human Rights public awareness Programmes in rural areas where Human Rights awareness material is distributed in local and regional languages. (c) (i) As far as the protection of human rights of neglected segments of society is concerned it is the collective responsibility of the Ministry of Human Rights, Ministry of Interior and other Law Enforcing Agencies. (ii) The Ministry of Human Rights has four Regional Directorates in the Provincial capitals. The mandate of the Ministry of Human Rights is to monitor the overall situation of human rights in the country. The Ministry addresses cases of violations of Human Rights and grievances of victims of violations human rights. (iii) The Mechanism adopted for redressal is based on news appearing in print and electronic media besides complaints forwarded by individual complainants in all its five offices. The Regional and Federal Directorates keep close contact with the Home Department, Tehsil, District and Regional Police Officers and Prison Authorities to collect information regarding violations of Human Rights. (iv) A Monitoring Cell in MOHR obtains press clippings from the print media and cases are pursued through correspondence with relevant quarters for relief. A follow up of these cases is a continuous process till the subject is relieved. (v) On approval of a Summary to the Prime Minister initiated by the Ministry of Human Rights all the I.G. Police have been instructed to register criminal cases as and when reported by the Human Rights Ministry and Directorates, to complete the investigation within the mandatory period of 14 days provided under law. Pursuant to this the I.G police have issued directions to Divisional SSPs, and DPOs, and SHOs to take action promptly on receipt of information regarding violation of human rights by any means. • Initiate departmental action and register case under police Order 2002, against the Police Officials, who fail to curb violation of human rights in the area of their responsibility. 13 12. • On spot inquires are held on any specific incident of violation as an ongoing practice. • The Ministry organizes Human Rights public awareness programs at urban and rural areas where Human Rights awareness raising, material is distributed. • Free Legal Aid is provided to the victims of Human Rights Violations with the collaboration of NGOs. • The Parole Committee under the Chairmanship of Home Secretaries provides relief to the prisoners who are entitled. • The Ministry administers Relief Fund and Revolving Fund, Diyat, Arsh and Daman Fund, Women in Distress and Detention Fund is in pipeline. This fund is to provide possible relief to women in distress having no financial support from their families and for women behind bars unable to fight their cases in court. The Relief & Revolving Fund is provided to victims of violations of Human Rights and Diyat, Arsh and Daman Fund is utilized to provide relief to prisoners who have completed their term and are still behind the bars for not being able to pay fines. *Mr. Salahuddin: Will the Minister for Science and Technology be pleased to state: (a) whether it is a fact that the Pakistan Institute of Technology for Minerals and Advanced Engineering Materials (PITMAEM) and Pakistan Council for Scientific and Industrial Research (PCSIR) are not providing advanced facilities in Karachi, Peshawar and Quetta at present to support the local industry in the field of advanced engineering materials under one roof; if so, the reasons thereof; (b) the facilities being provided by PITMAEM and PCSIR at Lahore at present; and (c) the total number of employees presently working in PITMAEM and PCSIR alongwith the monthly salary package admissible and length of service of those employees? 14 Minister for Science and Technology (Mir Changez Khan Jamali): (a) Pakistan Institute of Technology for Minerals and Advanced Engineering Materials (PITMAEM) is based in Lahore under the administrative control of PCSIR. The Institute is extending services not only in Lahore, but also offering / providing services throughout the country, including Karachi, Peshawar and Quetta, As can be ascertained from the list of clients for the F.Y 2010- 2011 attached as Annexure-A. (b) However, regional laboratories of PCSIR based in Karachi, Peshawar and Quetta are also offering and providing the services in their respective fields. For details please see Annexure-B (c) i. (Annexure has been placed in the National Assembly Library) 13. *Mr. Sajid Ahmed: Will the Minister for Defence be pleased to state: (a) the total number of General Managers working in PIA at present alongwith their monthly salaries and emoluments; and (b) whether it is a fact that the strength of the General Managers of PIA is more than other Air Lines; if so, the reasons thereof? Minister for Defence (Ch. Ahmad Mukhtar): (a) A list mentioning the names of General Managers in PIA at present, along with their gross salaries, is attached as Annex-‘A’. (b) It is informed that in PTA’s organizational hierarchy, a department is sub-divided into various divisions, which look after different segments of operations 15 of that department. Each division is headed by a General Manager and each General Manager reports to the Director of his department, being the departmental head. At the onset, PIAC cannot comment on the strength of General Managers in other airlines, However, it is worth mentioning that the strength of officials of any cadre for that matter, of an airline mainly depends upon the overall operational functionality, functions being carried-out by the airline itself, number of operational functions outsourced, strength of its serviceable fleet etc. Many airlines have outsourced airline related functions which are support functions and are not directly related to aviation. PIA, unlike many other airlines, performs a number of these airline support functions itself, like Maintenance, Repair and Overhaul of aircraft/engines, Catering, Ground Handling and Passenger Handling etc. This obviously reflects on the overall manpower strength of an organization and hence it effects the strength of all cadres, including General Managers. Minister for Petroleum and Natural Resources (Dr. Asim Hussain): (a) The existing recoverable oil and gas reserves are insufficient to meet the requirements of the country. (b) At present, demand of natural gas in the country is approximately 5.8 BCFD. Whereas, daily per day demand of petroleum products are as under:— (Figures in M. tons) 15. (i) M.S - 7,220 (ii) HOBC - 53 (iii) JP-1 - 1,827 (iv) SKO - 1,008 (v) HSD - 16.725 (vi) LDO - 551 (vii) F.O. - 32,000 *Ms. Khalida Mansoor: Will the Minister for Petroleum and Natural Resources be pleased to state whether there is any proposal under consideration to impose ban on new gas connections to control the shortage of gas in the country; if so, when it will be implemented? 17 Minister for Petroleum and Natural Resources (Dr. Asim Hussain): Yes. To control shortage of gas in the Country, Prime Minister has already imposed moratorium on provision of new industrial and commercial gas connections for six months w.e.f. 18-04-2011. 16. *Begum Nuzhat Sadiq: Will the Minister for Defence be pleased to state: (a) whether it is a fact that most of the flights of foreign airlines companies are not coming to Pakistan at present; If so, the reasons thereof; and (b) whether Civil Aviation Authority is suffering loss due to the said small number of flights; if so, the steps taken to combat the situation? Minister for Defence (Ch. Ahmad Mukhtar): (a) Presently 25 foreign international airlines have filed their landing schedules for destinations in Pakistan during summer, 2011 season and are operating their flights regularly. However, a few airlines like British Airways, Air France, Lufthansa of Germany, Singapore Airlines, Swiss Air and Indian Airlines have suspended their operations to Pakistan airports due to security/commercial reasons. (b) Pakistan Civil Aviation Authority has not suffered any losses due to suspension of flights by the airlines mentioned above, as commencement of operations by any airline or its enhancement/reduction in number of frequencies being operated is a continuous feature of any airport. This function is also principally carried out in the provinces through their own agricultural research institutions and universities. PARC has a very small component which also works on varieties / hybrids development, primarily on areas where provinces are deficient or there is gap in provincial research. PARC is custodian of national Variety Evaluation committee (VEC) through which varieties for registration in National Seed Council are evaluated and recommend. Varieties are however, mainly approved by the Provincial Seed Councils for their provincial jurisdiction. Minister for Defence (Ch. Ahmad Mukhtar): (a) There is no such proposal whatsoever, under consideration for provision of alternate land to the residents of Risala Lines, Loralai Cantonment. However, it is recommended that Provincial Government might consider such an option owing to following facts:— (i) The population of Risala Lines has considerably grown over past decades, so it has become highly congested for the residents. (ii) The quarters are 100 years old and have been declared dangerous by Station Headquarters Loralai. (b) Since there is no plan to provide alternate land to these occupants, a time schedule cannot be given. 6 (c) No new agreement has been made or offered. However, it would be prudent if a new agreement can be accepted by residents of Risala Lines owing to following rationale:— (i) Elsewhere in Pakistan, Cantonment authorities offer facilities to civil tenants against different service charges i.e. rent, water etc. The existing rates of rent for Risala Lines i.e. Rs. 200/- per quarter are extremely inappropriate and insufficient to afford provision of any facility or improvement in infrastructure. There are also no service charges of any kind whatsoever. (ii) In addition, the tenant are not regular in depositing even existing meager rent charges and the monthly collections from complete Risala Lines are as low as Rs. 20,000/- to 25,000/- only, thereby, generating negligible revenue. (iii) Over past years, several attempts have been made by Station Headquarters Loralai and Cantonment Board Loralai to convince the residents of Risala Lines for provision of water and sanitation services etc., against marginal service charges, but these were turned down by the community. The rent has also never been revised since 1999, owing to resistance from the community though better services were offered in return. (iv) It may be considered that civil infrastructure in Cantonments serves as source of revenue for upkeep of Cantonment areas. The stagnant nature of Risala Line Arrangement is not only depriving its residents of development possibilities, but, it also deprives Loralai Cantonment of a potential revenue source. (d) No meaningful infrastructural development has taken place owing to above mentioned resource constraints. 1. (b) GOP had initiated Mashal the LNG proect in 2005 which after the decision of the Supreme Court in a Suo Motu notice, in April 2010, has not progressed. The project is to be re-initiated as per ECC’s decision. 5. (iii) After scrutiny of the applications, only eligible candidates are called for written test. (iv) The successful candidates in the written test are called for initial interview by the Selection Board. (v) The selected candidates are advised to appear for psychiatric/medical evaluation by the Medical Board. (vi) The selectees found medically fit are required to undergo a flight check. (vii) After qualifying the above steps of recruitment, the selectees are called for final interview and after that they undergo the Basic Course for Cadet Pilots at PIA Training Centre, Karachi.
