Chairman’s Statement
The past year has seen Care South
deliver quality care to a wider client
group. The purchase of Beauchamp
House and the opening of the
Dementia Unit at Sussexdown,
together with new Home Care delivery
contracts, have added to our service
user base which is excellent.
Alongside that, changing need has
given rise to challenges on occupancy
in some of our older homes. This
means that it is essential for Care
South to continue to expand and
develop, investing in rebuilds and
acquisition to provide relevant care to
meet market need now and in the
future.
Care South has created a more
secure financial base over the past five
years in order to be able to fund the
development of the provision of
nursing and dementia care that meets
the needs of the future. Demographics
support this long term strategy and
Care South continues to pursue this
development plan both independently
and together with the Local Authorities
where possible.
As always, the dedication and
professionalism of all staff throughout
the Company are vital to our success

and I thank each and every one of
them for their commitment and energy.
Training continues to play an
important part in that professionalism
and it was good to see so many
achieve NVQs and other qualifications
again this year. At last it seems we
can see care emerging as an accepted
career and the sector can only benefit
from that recognition.
Hopefully, this recognition will
reflect positively in more staff joining
the Company on a permanent contract
and we can reduce our use of agency
staff.
We look forward to another year
of growth despite the global financial
downturn and you may feel sure that
the Board, together with the Senior
Management Team, will endeavour to
ensure that next year will bring further
development and delivery of quality
care by Care South to the community.

Chief Executive’s Statement
The last year has been a year with
much to celebrate!
We gained the renewal of our
accreditation under Investors in People;
Alex Every, Chef at Buxton House, won
the Caring Times Care Chef of the Year
Award; Mandy Langton, Home Manager
at Mount Pleasant, won the overall
South West Skills for Care “Ted Gully
Award” for New Care Manager; Care
South won the Social Care
Association’s Associate Corporate
Member of the Year Award; and over
150 staff collected various awards at
the Company’s Annual Awards
Ceremony.
The 20 bed dementia unit at
Sussexdown was opened in early
January and this was quickly followed
at the end of January with the
Company’s acquisition of Beauchamp
House Country Care in Hatch
Beauchamp, South Somerset. This
home, a Grade II listed Georgian house,
built in 1756, is situated in beautiful
landscaped gardens with 12 mews style
cottages providing assisted living.
During the year, the Company
took an Option on a site adjoining
Sussexdown. The Company applied for,
and was successful in obtaining,
planning permission to develop 11
close care apartments and, as a result,
the Company exercised its Option to
purchase the site in July 2008. The
development, to be known as Strome
Park, will enhance the care facilities
available at Sussexdown. In addition,
we are currently exploring options to
reconfigure and upgrade facilities at
the Sussexdown Care Home.
The Home Care division has
continued to expand having won new
contracts during the year, including a
block contract by the Bath and North
East Somerset (BANES) Community
Directorate. To service this contract,
the Company has just purchased a new
domiciliary care office at the newly
created Bath Business Park.
The end of December 2007 saw
the appointment of Richard Hawes as
Director of Care Services following the
retirement of Roger Fulcher after 16
years’ service with the Company.
Richard is a Registered Mental Health
Nurse and brings a wealth of
experience in both the NHS and private
residential homes sector.
More recently in July 2008, we
saw the retirement of John Wardle as
Finance Director after four years of
service and the appointment of his
successor, Steve Wisdom, who joins us
from financial services.
There will continue to be
challenges ahead, particularly given the
current economic climate. The
dependency levels of our residents and
home care clients continue to increase
as does the demand for care services. I
am grateful to everyone in the
Company for their commitment and for
going the ‘extra mile’ to ensure that
our customers receive good care and
that the Company has had another
successful year and continues to go
from strength to strength.

We are tremendously proud
of our achievements this
year. We currently have
the potential to provide
care and comfort for up to
945 residents in any one of
our 20 homes across
Dorset, West Sussex and
Somerset. For those
making the choice to come
into a care home, whether
it is the family member or
the individual, it is a
difficult time. We should
never underestimate the
enormity of the challenge
to the individuals involved.
At Care South we believe
that our staff understand
the need to support people
through this process and
help residents to adapt to
their new home, while
offering comfort and
support to family

BEAUCHAMP HOUSE IN SOMERSET
INTO THE CARE SOUTH FAMILY
Of course it is not just residents that
can be new to Care South; we
welcome Beauchamp House in
Somerset into the Care South family.
This fabulous care home with nursing
is located in the pretty village of Hatch
Beauchamp near Taunton. The home
is a Grade II listed Georgian house
built in 1756; it became Somerset’s
first private nursing home in 1956,
and more recently 12 mews style
cottages providing assisted living have
been built in the grounds. The care
offered to the home’s residents is of a
high quality and many have
commended the excellent food
provided in the home.
programme looking at a range of
subjects including record keeping,
personal care, and medication. This
will not only evidence the good
standards we deliver, but provide the
opportunity to identify where we could
further enhance our service to
residents. The majority of our homes
meet a good standard (two stars); one
of our homes, Wickmeads, achieved
an excellent standard (three stars);
our congratulations go to the home
and particularly to Maureen Anderson,
the home manager. To put this into
perspective, nationally only 27 out of
every 100 homes achieve this. In
Dorset, at the time of writing there
were only three homes that reached
this level.
Beauchamp House is Care South’s
second nursing home, joining
Sussexdown in West Sussex where the
specialist dementia unit was opened in
January 2008. This unit offers care in
full en-suite facilities for up to 20
residents living with dementia; it is a
spacious unit with a circular route
through the building, and offers a
range of activities for residents. The
philosophy and atmosphere in the unit
are conducive to meeting the individual
needs of residents through a person
centred approach. The demand for
facilities for those living with dementia
is increasing and the opening of the
unit at Sussexdown will offer another
level of support to the community in
West Sussex.
The Commission for Social Care
Inspection have changed from
measuring against standards to
looking at outcomes for residents.
They expect organisations to look
ahead and plan ways in which services
are developed to benefit individuals
living in care homes. At Care South
we have always maintained an ethos
of delivering quality care; recently we
have introduced a clinical audit

Continuing with the theme of
congratulations two of our staff were
successful in high profile awards. Alex
Every, Chef at Buxton House in
Weymouth, won the Care Chef of the
Year in November 2007 having faced
stiff competition in a “cook off” against
other nominees. This is a national
award run in conjunction with the
Caring Times publication. Mandy
Langton, our home manager at Mount
Pleasant, won the Dorset round of the
South West Skills for Care “Ted Gully
Award” for New Care Manager. For this
she received a training bursary which
was spent on creating a facilitated
‘Dementia café’ and ‘Understanding
Dementia’ workshop for staff,
residents, relatives and visiting
professionals. As winner for Dorset,
Mandy was then automatically entered
into South West final. Mandy beat
many high calibre managers to take
the title and the prize of a travel
bursary which will be spent in the
Netherlands comparing and contrasting
their approach to dementia care.

Nationally, home care or
‘domiciliary care’ as it is
often referred to, is
preparing for the
‘personalisation agenda’
which is the overall
government vision where
the state empowers
individuals requiring care or
support to shape their own
lives and the services they
receive. This change, to be
implemented nationally by
March 2011 will lead to all
of our home care clients
being given the option of
managing their own care
and support budgets. This
is to enable them to have
more choice and control
over how their support is
delivered. This choice
option will be known as an
‘Individual Budget’. At Care
South we are working hard
to develop innovative
flexible services and
choices of domiciliary care
delivery models to ensure
that we meet the
aspirations of our clients
and remain their provider
of choice.

In the midst of this sea change we
have experienced yet another busy
year, both with growth within our
existing services and with new
services that have started during the
year:
the Primary Care Trusts with a view to
joint commissioning. This is good
news for home care as to date such
jointly commissioned services have
been innovative and tend to generate
staff development opportunities.
• in late 2007 we were awarded the
contract to provide care and housing
related support at a new Extra Care
Housing Scheme, Bure House in
Christchurch. This scheme was
completed in January 2008 and the
tenants took up residence shortly
after. The scheme has 44 selfcontained apartments for people
aged 55 and above with varying
dependency levels, plus three
bungalows for the young disabled
As one of the founding care providers
who developed the Care Ambassador
Scheme (now a national initiative), we
continue to look for innovative ways to
promote and develop our services:
• in January, Care South acquired
Beauchamp Country House Care
comprising a nursing home with
assisted living cottages and
apartments known as Beauchamp
Gardens in the grounds. These
cottages are a welcome addition to
the home care division and offer yet
another domiciliary care lifestyle
choice in the Care South portfolio
• in February we received notification
that we were to be awarded a block
contract by the Bath and North East
Somerset (BANES) Community
Directorate. This contract became
operational in June 2008. To service
this contract we have purchased a
new domiciliary care office, including
training rooms, just outside Bath in
Peasedown St John at the newly
created Bath Business Park.
This year we have seen more care
commissioned by the Primary Care
Trusts in all our offices, particularly for
palliative care. All of our local
authority commissioners are currently
focused on developing their links with
• in August we took a stand at the
two day Dorset County Show in
Dorchester and were overwhelmed
by the interest it generated in our
care services. Following this success
in 2008 we will have attended four
such shows by the end of the year
• in October we show-cased a five
minute film on innovation through
partnership working, at the 2007
National Children & Adult Services
Conference (previously known as the
Annual Directors of Social Services
Conference) at the Bournemouth
International Centre. The film, which
showed our Somerset night
response and dementia sitting
services, was very well received, it
stimulated a lively debate and was
applauded both for being an ideal
way to show the positive impact
domiciliary care services can have
on people’s lives, and also for
highlighting how domiciliary care
services can reduce hospital
admissions.
In this fast paced, ever changing
environment, as ever the stars are our
staff who never cease to amaze us
with their ability to adapt to the
changing needs of our clients and
services whilst continuing to deliver
quality care.

Training and NVQ Centre
Legislative changes and best practice
issues required updating of personnel
policies. There were two major pieces
of legislation which required extensive
work to implement: the ban on
smoking in workplaces effective from
1 July 2007; and the increased
entitlement to statutory holidays from
1 October 2007.
The Annual Awards Ceremony held in
June 2008 at the RNLI Lifeboat College
in Poole celebrated the year’s
achievements. The theme for the
ceremony was “Feel Proud” and in
total 163 successful employees were
invited. John Nash, Regional
Development Manager from Skills for
Care South West, presented the awards
which included 108 achieving Level 2
in Health and Social Care, 29 at Level
3 and four at Level 4. Our Awarding
Body, Edexcel, again commented on
the high standard and quality of our
assessments. New programmes were
included in the Awards Ceremony for
the first time. These were: Institute of
Leadership and Management (ILM)
Team Leading; ILM Introduction to the
Care Sector; NVQ2 in Professional
Cookery; and qualifications relating to
the Adult Learning Sector. Beauchamp
House staff attended their first Awards
Ceremony and provided five of the
achievers.
Job descriptions have been updated
for all residential care, catering and
domestic staff together with the
creation of associated competency
framework. Further work is being
undertaken to ensure all managers
utilise the competency based
approach to recruitment and selection.
As part of the expansion of
Sussexdown, with the opening of the
dementia unit, the personnel team
assisted with an extensive recruitment
campaign including the innovative use
of radio advertising in West Sussex.
The personnel team were involved in
the acquisition of Beauchamp House:
reviewing employee due diligence,
conducting policy and file audits on
site as well as liaising with staff.
As part of a move to enhance
employee engagement a Staff
Newsletter was created – The Link.
This was sent to all staff and invited
their contributions and news covering
the whole of Care South.
The Company now has over 1500
employees. The Staff Association
continues to play a valuable role in the
development of the Company and in
seeking the views of staff. The work
undertaken by Staff Association
Representatives and their positive
contribution are much appreciated.

The training team offered 38 different
specialist care training courses and a
total of 470 were delivered to 3677
delegates across all our 24 sites.
This included induction and specialist
dementia training for new staff at
Sussexdown. Flexible learning
methods were developed, including 42
individual learning sessions and seven
information booklets.
Management development was
enhanced with managers attending a
Myers Briggs Type Indicator© workshop
to increase self-awareness by
discovering normal differences in
people. The management
development programme is devised to
be flexible and now includes
competency based interviewing skills.

The summary financial information
shown is an extract from Care
South’s Group financial statements
and may not contain sufficient
information to allow for full
understanding of the financial
affairs of the Group. The Group’s
financial statements have been
audited by PricewaterhouseCoopers
LLP whose report is unqualified.
Total income for the Group
increased by £3.9m (15%) over
2006/07. This reflected strong
growth in both residential and
community care income with yearon-year increases of 17% and 9%
respectively.
The growth in residential care
income was due to:
• the full year effect of Maiden
Castle House (opened January
2007) and Sussexdown
(purchased February 2007)
• the opening of a 20 bed
dementia unit at Sussexdown in
January 2008
• the acquisition of Beauchamp
House Nursing Home Limited in
January 2008
• the number of beds increasing
during the year, by 53, to 946.
The growth in community care
income reflected increased demand
for our services across all offices.
Residential care costs increased by
£3.3m to £20.1m due to:
• the increase in the number of
beds during the year and the
full year costs for Maiden Castle
House and Sussexdown
• increased rent, food and utility
costs
• the ongoing schedule of works
to improve, repair and maintain
homes
• higher expenditure on
temporary care staff (up £0.8m
to £2.1m) due to difficulties in
recruitment and retention.

Community care costs increased by
£0.7m to £5.2m, primarily due to
increased staff hours to reflect the
demand for services.
Support costs increased by £0.4m
to £2.0m due to the creation of
additional posts and higher
professional fees, both arising from
the increased activities of the
Group.
The increase in the surplus for the
year of £0.9m to £4.2m was due to
the £2.2m actuarial improvement
on the defined pension scheme
deficit. If the actuarial gain was
excluded from both years then the
surplus movement would have
been a reduction of £0.7m.
Balance Sheet net assets have
improved by £4.2m as a result of
the surplus in the year. The
increases in fixed assets and long
term liabilities reflect the freehold
property acquired on the purchase
of Beauchamp House Nursing
Home Limited and the bank loan
used to finance, in part, the
acquisition.
The Company is an Admitted Body
to the Dorset County Pension
Fund. Care South closed
admission to new members in May
2006. The triennial review was
carried out on 31 March 2007. In
the calculation for FRS17 purposes
the Actuary estimates that the
Care South share of the Fund has a
net pension liability of £2.5m,
£2.0m better than the previous
year. The Fund is subject to its
next triennial review in March
2010.
Reserves, calculated as the surplus
of assets over liabilities after
taking into account pension
liabilities, are necessary to ensure
that the Group is in a financially
sound position to make long term
contractual commitments with our
clients. The reserves represent
4.1 months of total annual
operating expenditure (2007: 2.8
months). The Board’s policy is to
have reserves of six months
operating expenditure, which they
feel is appropriate for the Group.
The financial statements were
approved by the Board of Directors
on 23 July 2008 and copies will be
sent to the Charities Commission
and Registrar of Companies.

Secretary at Care South’s Head
Office.
