Background Information:
ECC had been using ANGEL as the college course management system for online, hybrid and webassisted courses since 2003. Blackboard purchased ANGEL. In the Fall of 2014, ECC began the process of
migrating to Blackboard as the college Course Management System. By Spring 2015 all ECC online,
hybrid and web-assisted courses have been migrated to Blackboard. ECC will be continuing to use
Blackboard as the college course management system for online, hybrid and web-assisted courses.
Reasons for Recommendation:
SUNY System Administration executed a University-wide contract with Blackboard in 2012. The PIA will
allow ECC to continue to use Blackboard products for the next three years. All license fees are billed
directly from SUNY System Administration.
Fiscal Implications:
ECC licensing renewal costs will be split into three payments: $84,039 for December 22, 2014 to
December 21, 2015; $86,560 for December 22, 2015 to December 21, 2016; and $89,157 for December
22, 2016 to December 21, 2017.
Consequences of Negative Action:
Without the license for Blackboard, ECC will no longer be able to offer the current online, hybrid and
web-assisted classes. Distance learning accounts for approximately 14,000 student seats per year
(duplicated), or 13 percent of the FTE’s.

which Pis may obtain Bb software and services. The specific software and services to be
provided to PI will be detailed in an Order Form. The above-named PI agrees to the following:

2. Adherence to SUNY/Bb Agreement: PI acknowledges that appropriate parties at the
institution are familiar with, and the institution agrees to comply with, the terms and conditions
as set forth in the SUNY-wide Bb Master Agreement, T002302. The PI agrees to be bound by
and comply with all terms and conditions of the Master Agreement, as applicable to Pis.
3. Term: This Agreement shall take effect on the date indicated above and shall remain in
effect until December 21, 2017, unless terminated in accordance with the Master Agreement.
4. Software: PI is entitled to Bb software as provided in the Master Agreement. SUNY has
licensed a suite of Bb products, including a fee for the Academic Collaboration suite (Course
Delivery, Content and Community), which licenses all SUNY campuses up to 500,000 FTE.
5. License Fees/Payment: In accordance with the Master Agreement between SUNY and
Bb, all Bb license and service fees are billed centrally to SUNY. The cost is then passed on to the
individual PI. Such license fees entitle PI to maintenance and support directly from Bb.
Individual campus license cost information is included as an attachment to this PIA (Campus
License Cost Worksheet).

State operated campuses only: State Operated will be charged through the SUNY
Recharge process (direct campus billings).

Dear Marti,
As you are aware, SUNY System Administration has executed a new University-wide contract
with Blackboard. This new agreement supersedes the previous ANGEL and Blackboard
contracts, as well as associated campus software schedules. Highlights of the new contract
include:

•
University-wide license for Blackboard Course Delivery, Community Engagement and
Content Management
o Contract covers licensing for Blackboard Learn, ANGEL or Blackboard CE
o Contract will cover ANGEL & Blackboard CE to the end of the product life
o Contract includes provisions for campuses to license additional Blackboard
products including Blackboard Mobile Learn, Blackboard Mobile Central,
Blackboard Connect and Blackboard Collaborate
o Special offers clause allows SUNY and Blackboard to work together to improve
pricing for University-wide or group acquisition of products
Campuses will be invoiced by SUNY System Administration for Blackboard licenses
rather than receiving invoices directly from Blackboard.
Our records indicate that your campus currently uses ANGEL. In order to continue using this
software, your campus will need to sign a SUNY Participating Institution Agreement (PIA).
The term of the PIA is 3 years (through 12/22/14). If your campus is not able to make the three
year commitment, please contact Sandy Cowin or Gerard Marino at slnr@.suny.edu for a custom
quote. For campuses that commit for 3 years. the license expense will increase 3% per year.
Lastly, as noted above, all Blackboard license fees are now billed centrally to SUNY System
Administration and fees will be passed on to the individual participating institution. Please see
the attached Campus License Cost Worksheet for your campus license cost.
Please note that in order to get all campuses aligned with the contract terms, SUNY System
Administration will need to invoice your campus for roughly an 18-month period. · Payment
options are either to pay up front, or split the cost into two payments. Please see the payment
options below:
