I. INTRODUCTION
The National Youth Council (NYC) is an organ responsible for coordinating, advocating,
designing and implementing youth friendly programs under the guidance of the Ministry having
Youth in its attribution.
It is established by both Rwandan Constitution of 04/06/2003 as amended to date in its article
no.188 and by law No.05/2006 of 05/02/2006 modifying and complementing law no 24/2003 of
14/08/2003 establishing the functioning and organization of the National Youth Council.
Since its establishment in 2003, The National Youth Council actively involves in socio economic
development and transformation of Rwandan youth. It has nurtured productive and national
developmental activities among youth by equipping youth with skills and by supporting them to
be able start, run and improve their productivity.
The following is a short description of the role of National Youth Council, highlights the services
offered and the requirements therein, lists of the services centers at which our services can be
accessed and the guiding legal instruments.
II.VISION AND MISSION
To facilitate and encourage youth to participate in socio- economic development and
transformation to a peaceful, prosperous and sustainable society.
III.CORE FUNCTIONS

Educate the youth on culture of patriotism,

Sensitize the youth on the fight against Genocide Ideology,

Sensitize the Youth on the fight against divisionism and other acts that may not be
productive to them,

Bring together the youth using various mechanisms like training, sports, entertainment
and public debates aimed at delivering constructive education to them,

Sensitize the Youth on productive activities and other activities aimed at developing
them and the nation,

Support and monitor the functioning of cooperatives, associations and other youth
organizations,

Mobilize the Youth on preservation and protection of the environment,

Advocate for Youth at all level,

Sensitize the Youth in science and technology and initiate them into job creation which
may develop them and the nation,

Put in place and monitor programs to sensitize on hygiene, AIDS prevention and other
disease.

Promote cooperation between the Youth of Rwanda and that of foreign countries.

V. ORGANS OF THE NATIONAL YOUTH COUNCIL
I. GENERAL ASSEMBLY
1. The General Assembly is an organ of the National Youth Council which is at the National,
District and Cell levels;
2. The General Assembly at the national level is the supreme organ of the National Youth
Council and it composed of the following persons:
1. Members of the Executive Committee of the National Youth Council at the National
level;
2. Members of the Executive Committee of the National Youth Council at District level
3. Eight (8) delegate representing the National Youth Forum for the Higher Learning
institutions;
4. Eight (8) delegates representing the National Youth Forum Secondary schools;
5. The General Assembly meets once year and in any other time, when there’s need
V.2. EXECUTIVE COMMITTEE
The Executive committee is an organ at the National, District, and Cell levels. It is composed of
the following 8 elected members:

 Deputy Coordinator;
 In Charge of Information and Cooperation;
 In Charge of Education, Sport and Culture;
 In Charge of Gender and Adolescence;
 In Charge of Production;

The Executive Committee at the National Level has the following responsibilities:

Implement the decisions of the General Assembly;
Put in place an appropriate mechanism to coordinate the activities of youth;
Prepare for the General Assembly the necessary requirements to fulfill its mission;
Advocate for the youth in decisions making organs;

Monitor the use of the resources of the National Youth Council;
Examine the activity report contract and evaluation between the Ministry in charge of
youth and the National Youth Council;
h. Perform any other duty may be assigned by the General Assembly.
3. EXECUTIVE SECRETARIAT
The Executive Secretariat is an organ which is in charge of daily activities of the National Youth
Council, and it is headed by the Executive Secretary who is appointed to and removed from the
Office by the order of the Prime Minister.

Monitoring and directing daily activities of the National Youth Council
Preparing and forwarding to the meeting of the Executive Committee the draft budget of
the National Youth Council;
Preparing and forwarding to the Executive Committee the draft of the strategic plan and
the operational plan of the National Youth Council;
Properly manage the personnel and all the materials of the head office of the National
Youth Council;
Organizing the meetings of the Executive Committee of the National Youth Council;
Forwarding to the Executive Committee the activity report of the National Youth
Council;
Monitoring on a daily basis the activities of National Youth Council;
Monitoring on a daily basis the use of resources of the National Youth Council;
Monitoring on a daily basis the use of resources of the projects operating in the National
Youth Council;
Attending the meetings of the Executive Committee and the General Assembly and be
the Secretary.

A youth association, cooperative or a company initiated by a group of youth can
apply for grant to finance its youth initiative. The initiative can be a profitable, a
social or cultural oriented.

2. Request for recommendation letter of partnership
What the Service am I eligible?
Department to be approached
A youth organization (Association or cooperative) can need to develop partnership
with one or another public institution at national or local level to work closely in
domain of youth promotion.
The recommendation letter delivered by the National Youth Council is used to
introduce the organization requesting for partnership with a public institution.
Also, they can cooperate with us in different activities aiming at youth promotion.

Ubunyamabanga Nshingwabikorwa ni urwego rushinzwe imirimo ya buri munsi y’Inama

akavanwaho n’Iteka rya Minisitiri w’Intebe.
