Job title Reports to whom Who reports to the job holder Overall purpose Director of Caritas Georgia Special Commissioner of Caritas Internationalis to Caritas Georgia (and once the Board has been established: to the Board of Governors chairperson of Caritas Georgia) Hereinafter called: Commissioner/Board Program Managers, Finance Manager, Human Resource Manager, additional others. The Director of Caritas Georgia will be responsible for the overall direction and coordination of Caritas Georgia, implementing the strategic decisions formulated by the Commissioner/Board. Responsibilities include the preparation and participation in the processes of strategy development and managing the organization in accordance with the Georgian Law and the international Caritas standards (including Caritas Europa Common Management Standards). The main fields of work are: Representation, Programme Management, Team Management, Acquisition of Funds. Main responsibilities: 1. Implementing the Commissioner/Board Decisions: The Director’s primary responsibility is to ensure the proper implementation of the decisions determined by Commissioner/Board, as defined by the Statutes of Caritas Georgia and any subsiding internal policy documents which the Statutes permit, and maintain the timely implementation of those decisions and be accountable for this towards the Commissioner/Board in the way as described in the Statutes and the mentioned subsiding internal policy documents. 2. • • Representation: Represent the organization, maintain and strengthen relationships, and ensure coordination in Georgia with: the authorities in the Catholic Church in Georgia united in its three rites, Caritas Georgia beneficiaries and their representatives, the authorities of the Georgian Orthodox Church and of other churches, local and international NGOs in Georgia, the Government, embassies, UN Agencies, contractors, media and the general public. Represent the organization, strengthen relations, and ensure coordination with Caritas and CIDSE partner organisations abroad and Caritas Donors in various countries. 3. • • • • • • • • Programme Management: Work with the Board to develop a long range strategic plan. This includes keeping track of the developments for the needs of poor, government policies, donor policies, etc. Ensure proper implementation of the Commissioner/Board’s approved Strategic Plan. Prepare annual plans (narrative and financial) in line with the Strategic Plans for approval by the Commissioner/Board. Prepare annual reports (narrative and financial) for approval by the Commissioner/Board. Supervise development of annual workplans by the various Caritas Departments in line with the approved Strategic Plan and approved annual plan. Ensure the development, funding and proper implementation, monitoring and reporting of programmes and projects to implement the Strategic Plan. Promote and guide quality in all aspects of the programme; this includes promoting and guiding the Caritas Georgia team in their adherence to the Catholic Social Teaching, Sphere standards, Code of Conduct for the International Red Cross and NGOs and other standards applicable in the Caritas Network and adherence to Georgian Law and regulations. Ensure that appropriate internal policy documents are formulated and ensure that the • • • policies, after approval by the Commissioner/Board, are adhered to. This concerns policy document on Financial Rules and Regulations, Staff rules and regulations including salary scales, project cycle management manual, and other policy documents, rules and regulations that the Commissioner/Board may deem necessary for the proper management of the organization. Ensure that narrative and financial reports are submitted to donors in a timely and accurate fashion. Manage the Caritas Georgia financial and material resources and confirm that annual audits are satisfactorily completed for the organization as well as donor requirement’s for individual projects. Ensure that appropriate controls, checks and balances as described in the Financial Rules and Regulations are maintained at all levels. 4. Team Management: • Structure the work of the management team and ensure its proper functioning for coordination purposes within the organization, and for the joint planning and review of major activities. • Stimulate and manage team-moral and team-work. • Responsible for the management and development of the human resources of the organization and of the organizational capacity of Caritas Georgia. • Ensure appropriate formation of the staff in line with the Gospel values and the Catholic Social Teaching. • Manage human resources, including hiring, supervising, and terminating staff. • Ensure recruitment, formation, and development of Caritas volunteers. • Provide effective management support to the Caritas Georgia programme managers and other staff • Ensure timely quality staff performance appraisals of all staff as an organized and formal mutual feed back mechanism between supervisor and supervisee. • Ensure proper management of consultants: preparation of TORs, following-up on . 5. Acquisition of Funds: • Ensure the continued institutional and private donor funding for the programmes and projects of the organization from existing and new donors in order to implement the approved Strategic and Annual Plan of the organization. • Ensure Caritas Georgia’s sustainability through resource development by developing and implementing a long-range diversified fundraising programme, which includes a governance role over Caritas Georgia owned LTDs. Profile of the Director (education, competences, experience) Education: • Completed university level education, or equivalent experience • Supplementary education or training in several of the following fields: Catholic Social Teaching, project cycle management, financial administration, human resource management Competences: • Good understanding of and respect for the Catholic identity of Caritas and the principles of the social teaching of the Church upon which Caritas work is based • Good understanding of the Catholic environment in which it operates in Georgia as well as the general religious, political and socio-economic environment of Georgia • A professional, result oriented ad human centred approach to management and ability to promote teamwork • Ability to network • Experience structuring and organizing teams • Diplomatic and goal driven • Ability to receive other’s feedback • Eager to learn and engage in continued formation • Awareness of the external environment (developments in needs of beneficiaries, services offered in the country by other organizations, policy developments in the Catholic Church in Georgia, in the Caritas Network, Government, Donors) • Strong analytical and problem solving skills • Excellent communication and representation skills towards internal and external audiences • At least good command of the following languages in word and writing: Georgian or Russian and English or Italian • Good computer skills Experience: • Experience in managing social work of Catholic church-based organizations. • At least 5 years experience with managing and monitoring socio-pastoral and/or socioeconomic development and/or emergency and rehabilitation programmes, preferably also with institutional donor funded programmes in a setting comparable to the setting of Caritas Georgia.
