Established in 1941, the National War Labor Board (NWLB) was designed to function as a
voluntary agency to peacefully settle labor-management disputes. Its predecessor, the National
Defense Mediation Board (NDMB), was appointed in the first half of 1941 to hear industrial
disputes. The NDMB collapsed when representatives of the Congress of Industrial
Organizations (CIO) resigned from the board due to policy disagreements.
The jurisdiction of the NWLB first included only disputes which could not be solved by
voluntary means. On October 3, 1942, President Franklin Roosevelt issued Executive Order
9250, which gave the board control over changes in wage rates, even without a unionmanagement dispute. At the same time, EO 9250 limited NWLB control by allowing for higher
prices to become effective only after approval by the new Director of Economic Stabilization.
The papers of the National War Labor Board Collection consist of executive board meeting
proceedings and public hearings. The proceedings are arranged chronologically and the public
hearings are arranged alphabetically by company name.
PLEASE NOTE: Folders in Series II only are computer-arranged
alphabetically in this finding aid, but may actually be dispersed throughout
several boxes in the collection. Note carefully the box number for each folder
heading.
