The purpose of this booklet is to highlight alternative opportunities available at the private and out-of-state postsecondary educational institutions certified to operate in Virginia by the State Council of Higher Education for
Virginia (SCHEV). The Commonwealth of Virginia has a number of outstanding postsecondary institutions, but
that number is not limited to the fifteen 4-year or twenty-four 2-year public colleges and universities. SCHEV
certifies over 352 non-public branches and sites of colleges, universities, and career/technical institutions, which
offer exceptional educational opportunities, particularly for adult learners. It is our hope that this booklet will
provide information that can assist you when making a decision about attending a private or out-of-state postsecondary educational institution.
What is the State Council of Higher Education for Virginia?
The State Council of Higher Education for Virginia (SCHEV) is the Commonwealth’s coordinating body for
higher education. Its mission is “to promote the development of an educationally and economically sound, vigorous, progressive, and coordinated system of higher education” in Virginia. To fulfill its mission, SCHEV makes
higher education public policy recommendations to the Governor and General Assembly in such areas as capital
and operating budget planning, enrollment projections, institutional technology needs, and student financial
aid. SCHEV administers a variety of educational programs that benefit students, faculty, parents, and taxpayers.
SCHEV serves as a catalyst to promote greater access, quality, affordability, and accountability throughout the
system. SCHEV also helps policymakers, college administrators, and other
concerned leaders work cooperatively and constructively to advance
educational excellence.
Within SCHEV, the Private and Out-of-State Postsecondary Education
(POPE) unit is responsible for developing procedures to which private or
out-of-state institutions must adhere in order to receive approval to confer degrees, certificates, or diplomas in Virginia; POPE is also responsible
for designing measures to ensure that all certified postsecondary educational institutions meet minimal academic standards; ensuring
protections for students pursuing educational opportunities at
these institutions; and providing information to assist persons
who rely on postsecondary degrees, diplomas, and certificates in
judging the competence of individuals. POPE staff attempts to
foster and improve the educational programs and services of these

institutions while protecting the citizens of the Commonwealth
of Virginia from fraudulent or substandard operations. In addition,
POPE mediates complaints between students and certified
institutions.
What is Certification?
Private and out-of-state postsecondary educational institutions that are certified to operate in Virginia must meet
certain standards of operation that include, but are not limited to: faculty preparation and experience; educational programs; physical plant; financial stability; advertising and publications; maintenance of student records; personal qualifications; student services; the method for collecting and refunding tuition and fees; library resources
and services; organization and administration; changes of ownership or control; procedure for student admissions and graduation; agent or solicitor requirements; consistency of a school’s stated purpose with the proposed
offerings; and reporting requirements. Institutions are required to re-certify that they meet these standards on an
annual basis. To ensure compliance with the standards, POPE staff conducts random programmatic and financial
audits of the certified institutions. Certification is not the same as accreditation; however, an institution must
obtain state approval before seeking accreditation.
What Types of Institutions are Certified to Operate in Virginia?
Most privately-owned and all out-of-state postsecondary educational institutions must be certified to operate
in Virginia. This includes institutions that offer advanced degrees, as well as career educational institutions that
offer vocational certificate and diploma programs. Students attending these educational institutions find several
advantages over traditional universities, including cost effectiveness, year-round flexible scheduling, job placement services, smaller classes, and individual attention. Classes are student-centered, and involve hands-on
opportunities with the various types of equipment students could
encounter when entering the workforce. Students attending
these educational institutions have the unique opportunity to
complete relevant training programs and enter the employment market immediately.
Programs are designed to teach students the specific skills
needed to be successful in the workplace. For example, nursing,
allied health, medical coding, and dental assistant programs are
designed to help students develop the skills needed for the various
positions available in the health care industry. Other programs offered
by the certified institutions include business administration and management, culinary arts, jewelry making, bartending, computer and electronic
technology, massage therapy, engineering, pet grooming, aeronautics, graphic
design, film making, acupuncture, and heavy equipment operation, to name a
few. Many of these institutions cater to the unique needs of working adults.
Oftentimes, these schools offer class schedules and program times that allow
students to work full-time and take college classes at night or on the weekend.

Many institutions whose main campus is in another state have found a home in Virginia. The same degree,
diploma, or certificate programs that are offered on the main campus are offered at the Virginia branch, enabling
students to obtain their education from accredited institutions close to home. Credits earned for coursework
offered by the school in Virginia are transferable to the school’s principal location, giving students the
option to complete their program of study in Virginia or at the main campus. Some of the out-of-state institutions certified to operate in Virginia are private, while others are public institutions. Examples of out-of-state
institutions with a presence in Virginia include: Central Michigan University, University of Oklahoma, University
of Phoenix, Florida Institute of Technology, University of Maryland, and the University of North Carolina at
Chapel Hill. There are 65 out-of-state institutions certified to operate in Virginia.
Choosing a Career
Choosing a career is one of the most important decisions you will ever make. Libraries and the Internet provide
a wealth of information on careers.
The U.S. Department of Labor’s Bureau of Labor Statistics publishes the Occupational Outlook Handbook. It
provides a description of different occupations, their training and educational requirements, report of potential
earnings, expected job prospects, descriptions of position expectations, and a summary of working conditions.

CareerConnect is the Commonwealth of Virginia’s electronic
one-stop workforce development system. It is a customer service
network designed to assist workers, students, individuals seeking
employment, and employers with an abundance of educational,
employment, and career-related information. Through this web
site, you will be able to find valuable information and links to
other services of interest, such as labor market information,
community resources, and job seeker assistance. CareerConnect can be found at www.careerconnect.state.va.us.
Selecting an Institution
Before you decide to spend hours of your time and
thousands of dollars on one institution, do your homework. Find out which schools offer programs and
classes in your field of interest. Look at their catalogs or

brochures, which you can pick up in person, view on the Internet, or have mailed to your home. Compare such
things as program requirements, hours, costs, and locations and make a list of the pros and cons for each institution. For your convenience, this booklet includes a listing of programs offered by Virginia’s certified institutions.
It is recommended that you visit the institutions that interest you. Before you enroll, ask to visit a class session
so that you can listen to the instructors. Talk with students currently enrolled in classes, and if possible, recent
graduates. Although the cost of a particular program is a factor, your most important consideration should be the
quality of education you will receive at the school.
If the classes you need to take require special equipment, find out whether the institution is using equipment
currently used in the field. Laboratory and shop work can be very important to successful job preparation and
placement. Make sure that the institution you plan to attend has the equipment and facilities needed for handson education.
Courses and Programs
The private and out-of-state educational institutions certified to operate in Virginia offer programs ranging from
vocational skill certificate/diploma programs through graduate-level professional
degree programs. Most institutions publish outlines that describe their courses. Find out which institutions offer the most up-to-date and well-rounded
programs to fit your individual needs.
Distance Learning
Many of the certified private and out-of-state educational institutions offer distance education. Institutions are able to offer classes on CD-ROM or
DVDs, via audio and video recordings, and on the Internet through
e-mail and Web-based delivery systems. Students find distance learning convenient because class times are flexible enough to
fit their schedules. Not all students can be successful
taking on-line classes – you need to be disciplined,
self-motivated, and able to work independently.

Tuition and Fees
The certified private and out-of-state postsecondary institutions are required to make available a statement of the
tuition, fees, and other charges, such as books, room and board, materials, supplies, shop and studio fees, uniforms, and any other fees that the student will incur upon enrollment. A list of charges that are non-refundable
must be clearly identified. Many of the private and out-of-state postsecondary institutions participate in the U.S.
Department of Education’s federal financial aid programs, which include grants, loans, and work-study. Some
schools also offer training to veterans under the Montgomery G.I. Bill. The institution’s financial aid officers have
information about how and where to apply for scholarships, grants, and loans. If you are a member of the armed
forces (active duty or guard) seek counseling from your education service officer to apply for Tuition Assistance
(TA) benefits.
Enrollment Agreements
Prior to registering and enrolling for classes, in some instances, you may be asked to sign an enrollment agreement, which is a contract between you and the institution. Please take time to read and understand it before
signing. The enrollment agreement should reflect information about the school’s non-refundable registration
fees, cost of tuition, refund policy, job placement services, and the specific educational or vocational skills the
school promises you will aquire by enrolling in their classes or programs. It should also include the total number
of classes or hours needed to complete the program of study and other mandatory disclosures regarding your
rights and responsibilities as a student at the institution.
Ask specific questions before signing. Be sure that all oral agreements pertaining to enrollment at the school and
the school’s total costs of attendance are included in the written enrollment agreement. You should maintain a
copy of the enrollment agreement for your records.
Job Placement
Many certified private and out-of-state postsecondary institutions offer job placement services to their graduates;
they keep records of new job opportunities and employment changes. Some institutions stay in touch with their
students after they graduate, continuing to offer placement assistance long after program completion. Career and
technical institutions are required to maintain job placement rate information. Request a copy of the school’s
rate and ask how it is calculated to determine the successfulness of the school’s placement efforts.
Instructors
Quality of instruction is a critical part of gaining knowledge and skills. Choosing good instructors can be just as
important as picking an institution. Most institutions publish information in their brochures or catalogs about
their instructors. Many instructors teach part-time while actively pursuing their careers, bringing first-hand experience into the classroom.

Transferability of Credits
The certified private and out-of-state postsecondary institutions lead students to specific career or educational
goals; however, if a student changes institutions, credits are not always transferable. Before you enroll, ask about
the transferability of specific courses if you think you will transfer to another school before completing your program or desire to seek an advance academic credential. Each institution is different; you will need to investigate
the options for your specific situation. Members of the armed forces may want to consider whether an institution
is a member of the Service members Opportunity College (SOC), a national consortium of institutions that have
agreed to make every attempt to award credits where applicable within the network.
Student Tuition Guaranty Fund
The Student Tuition Guaranty Fund (STGF) was established to relieve and reduce potential economic losses
suffered by a student as a result of the closure of a certified private or out-of-state postsecondary educational institution. To be eligible, a student must have attended a certified institution and been enrolled at the time of the
closure, must have pre-paid tuition directly and not through a third party, and must have suffered a loss as a result
of the school’s closure. A student meeting these requirements is entitled to file a claim for a partial refund of any
unearned tuition.

What is Accreditation?
Many of the private and out-of-state postsecondary institutions certified to operate in Virginia are accredited. Accreditation is a voluntary peer review and evaluation process for postsecondary institutions conducted by a nongovernmental entity, usually a private, non-profit organization. The agency conducting the review thoroughly
examines various aspects of the school, including admissions requirements, services offered, financial resources,
degree programs, etc. The college’s accreditation is then periodically reevaluated to make sure it continues to adhere to the established standards. Institutions seek accredited status as a means of demonstrating their academic
quality to students and the public and to become eligible for federal funds.
In the workforce, more and more employers are hiring employees who have completed an education from an
accredited institution. If you attend an accredited college, you should receive a level of education that meets or
exceeds the established standards for education. The courses you take and degree you earn from an accredited
institution are generally more acceptable for transfer to other schools should you decide to pursue further education in the future, although acceptance and transferability of credits is solely the right of the school to which you
are transferring.
To ensure that your school is accredited by a reliable accrediting agency, the agency should be recognized by the
U.S. Department of Education. Additional information about accreditation can be found on the U.S. Department of Education’s website: http://www.ed.gov/admins/finaid/accred/index.html.
However, you can still receive a quality education from
a non-accredited school. A number of educational
institutions have legitimate reasons for not seeking accreditation. Institutions focusing on vocational
training programs may choose not to seek
accreditation and still offer widely
accepted certification. Their
reputation and curriculum may
be deemed superior by the community, as well as the workforce.
In the end, you must decide the
value of the education the college
is willing to provide you and the
benefits you will receive from
its program.
