POSITION OBJECTIVES To develop, implement and coordinate the delivery of Community Emergency Services within the Shire of Gingin. Within Section: • Supervise and coordinate the activities of the Emergency Services functions and Volunteer Bush Fire Brigades (VBFB) within the Shire. Within Organisation: • Liaise with the public, public authorities, VBFB personnel and Shire Staff in relation to the provision of emergency services. Proven experience and knowledge of the fire and emergency services industry in the context of Local Government and State Government responsibilities. Good knowledge of relevant Local Government practices and procedures. Experience: • • • • Proven experience in the application of the risk management standard as it applies to community risk, particularly in relation to community vulnerability planning. Experience in emergency management and/or fire-fighting procedures. Experience in project management of significant complexity within a political environment with varying stakeholders. Demonstrated practical experience within a similar role or profession. Qualification and/or Training: • • • • Relevant qualifications, training and experience gained within a similar profession. Hold a current HR class driver’s licence. Qualifications in Training and Assessment are desirable. Provision of a current National Police Clearance not more than three months old is required to support eligibility for this position. Shire of Gingin Community Emergency Services Manager – January 2015 Page 2 KEY DUTIES & RESPONSIBILITIES Statement of Outcome – Issues relevant to emergency services are managed in-line with the Shire’s Customer Focus Charter and in an efficient manner. General: • • • • • • • • • • • • • • • • • • • • • • • • • Undertake the role of Chief Bush Fire Control Officer. Contribute to the strategic direction and management of volunteer operations services. Facilitate the mitigation of fire and other hazards’ impact on the community by coordinating a range of strategies in partnership with the community, local government, DFES and volunteers. Ensures the implementation and delivery of fire preparedness, prevention, response and recovery services within designated Local Government. Provides leadership and expert technical and professional advice to the emergency volunteer groups. Identify, supports and delivers quality training for emergency volunteer groups. In partnership with Local Government, develops and maintains professional relationships with stakeholders to ensure the delivery of services as specified in the Memorandum of Understanding between DFES and the designated Local Government. Consults with stakeholders to facilitate the development and review of fire and emergency planning within designated Local Government. In partnership with Local Government and the community continuously seeks to improve the mitigation of risk to the community from fire and other hazards. Manages and takes responsibility for the physical and financial resources of designated emergency volunteer groups. Recognises the community and volunteers as customers and facilitates their needs within the corporate objectives of the organisation and local government. Reports monthly on the Council Management Information System of progress on tasks allocated to the position in accordance with the agreed Business Plan. Assist with managing the budget requirements relevant to Fire and Emergency Services. Provide monthly reports and annual budget submissions. Develop and maintain Emergency Services programs and systems. Liaise with contractors, consultants and service providers. Manage systems compliance and ensure legislative requirements are adhered to. Provide information and advice on matters pertaining to the role. Represent Council at relevant government and industry forums or meetings. Represent Council’s interests in a clear, concise and informative manner. Assist with operational policy development as relevant. Work in accordance with the Shire’s Occupational Health and Safety Policy and Procedures. Adhere to the Shire’s Code of Conduct, Policies and Procedures as amended from time to time. Contribute to the attainment of the relevant departmental business goals, objective and key performance indicators. Ensure duties as directed by the Chief Executive Officer are fully undertaken. Prevention: • • Provide a range of prevention services to increase community awareness of hazards and involvement in minimising their impact. Develop and implement mitigation plans for all Council vested reserves in regard to fire prevention planning. Shire of Gingin Community Emergency Services Manager – January 2015 Page 3 • • • • • Review and identify suitable awareness programs for the community, prepare a calendar for the programs and evaluate the effectiveness of programs. Coordinate relevant school program and engage VBFB to provide assistance in delivery of programs. Assist in determining the origin and cause of all fires. Review and comment on subdivision plans in consultation with relevant stakeholders and undertake site inspections as required. Develop an unallocated crown land and unmanaged reserves program in relation to fire and risk mitigation. Preparedness: • • • • • • • • • • • • • • • Develop and maintain appropriate and adequate infrastructure, equipment, skilled personnel, plans and programs in preparation for emergencies. Support the community in its own preparations for emergencies. Assists in development of programs of appropriate courses for VBFB. Develop and implement a Shire contact emergency service directory. Liaise with key stakeholders regularly e.g. Police, DFES, SES, VBFBs. Identify and maintain bush fire safe havens in the Shire. Develop Bush Fire Ready Action Groups and program and attend meetings. Attend and provide reports for Bush Fire Advisory Committee and VBFB meetings. Assist in the management of Bush Fire Brigade administration. Undertake Incident Report evaluations. Inspect and maintain water supplies pre and post fire season. Program and coordinate BFB vehicle fleet servicing schedules. Ensure the development and maintenance of a list of all communications equipment and maintenance records. Review/Analyse the R2R (Resource to Risk) Model against the current resource inventory. Monitor Emergency Services Levy operating grants and capital grants expenditure for all VBFBs and SES. Response: • • • • Ensure rapid and comprehensive response to emergencies, to contain and minimise the impact of hazards and perform rescues. Support the community in its own response to emergencies. Maintain and review mobilisation procedures and response plans for VBFBs. Attend incidents within the Shire or neighbouring Shires as required (other metro response may be required by DFES). Recovery: • • • • Assist the community, employees and volunteers affected by major emergencies to recover effectively and efficiently. Liaise with counselling services and peer support groups for VBFBs. Provide advice on the development of a recovery plan and monitor and review plan with LEMC. Hold the position of Executive Officer of the LEMC, attend LEMC meetings, provide information on emergency management planning and coordinate LEMC involvement. Special Projects: • Assist the local government and DFES with special projects that may impact on the community.
