When a nation is faced with the prospect of a brighter tomorrow, it must double its efforts to ensure that the next generation is raised in a secure, nurturing environment that enables them to make empowered choices and lead dignified meaningful lives. As first responders to any disturbances of peace within our communities, the men and women of the Philippine National Police play a critical role in this endeavor.

Keeping communities secure is their lifelong commitment to the police force.
They are the outstanding men and women in uniform who have pledged to maintain peace and order in the country to ensure our safety despite the dangers they face every day.
This year’s awardees have shown exceptional leadership, dedication and expertise in their respective fields. These 10 police officers have stood by the ethical standards of the Philippine National Police as they risk their lives to fight crime within the communities they serve. To maintain peace and order in the province, PSSupt. Meneses has strengthened the PRO’s police community relations program, creating a mascot, SPO1 Albayano, to raise awareness about their many initiatives, such as maintaining peace and order at each of the province’s many fiestas and festivals. The police force also stepped up to support preemptive evacuation operations in communities surrounding Mayon Volcano in September 2014.
While undertaking doctoral studies, PSSupt. Meneses applied his learnings to developing programs that would help improve the performance of the police force. The Personal Governance System is a self-assessment tool that would help personnel evaluate their personal and professional goals.

Meneses is at the top of his game, and he has the numbers to back it up.
Under his stewardship, the Albay Police
Provincial Office has registered a significant improvement in crime solution, with a 12.28 percent increase from 2013 to 2014. Crime clearance was also up by 12.49 percent during that period. Impressive growth is also very much evident in his anti-illegal drug campaign
(61 percent increase in arrests) and takedown of individuals on the Wanted lists (40 percent increase in arrests). All these efforts have led to a more secure environment for residents and tourists alike.
PSSupt. Meneses was deployed in two United Nations Missions: in Kosovo (2005) and Timor-Leste (2009), where he served as
Contingent Commander and Chief of the Strategic Planning
Department, respectively.
PSSupt. Meneses studied industrial technology at Camarines
Sur National College of Arts and Trades and public safety at the
Philippine National Police Academy (PNPA). He earned his Master in Management at the Asian Institute of Management, Master in
Public Administration at the Andres Bonifacio College, and PhD in
Peace and Security Administration at Bicol University.
He is married and has five children.

Y. Mulat wears many caps: strategic thinker, multitasker, and community organizer. As one of women police chiefs serving in the country today, she also serves as a role model to women aspiring to make their mark in the police force.
Her constant vigilance keeps the town of Tagoloan, Misamis
Oriental safe from criminal elements, both local and foreign. One of her more recent accomplishments involved the arrest of Chinese nationals violating the 1995 Mining
Act, which prohibits the illegal exploration and stealing of minerals. Previous encounters with foreign perpetrators involved child abuse and human trafficking.
With intelligence gleaned from barangay information networks, PSInsp. Mulat has successfully arrested the number one suspect on PDEA’a Illegal Drugs Watch List for
Tagoloan in February 2014. Later that year, the police force’s successful arrest of carnapping/murder suspects led to the town’s lowest recorded incidence of carnapping-related crimes.
PSInsp. Mulat believes that lack of financial resources should not be a deterrent to doing one’s duty, and has partnered with stakeholders to raise funds and materials for additional police outposts and firearms for the police force. In addition to these infrastructure improvements,
she also advocates greater police participation in the community, through barangay visitations and meetings; lectures on dangerous drugs, human trafficking, and violence against women and children; and the creation of the Tagoloan
PNP Hotline. As Chief of Police, she has helped ease her personnel’s financial difficulties with the establishment of an employee cooperative, which also led to a decrease in absenteeism among the staff.
PSInsp. Mulat has bachelor’s degrees in elementary education and criminology from Lourdes College and Cagayan de Oro College, and a master’s degree in public administration from Bukidnon
State University.

I n nearly three decades of service, Police Senior
Superintendent Camilo Pancratius P. Cascolan has faced challenges head on, moving from urban streets to rural communities to headquarter operations with the ease and confidence borne of discipline, training, and successfully accomplished missions.
PSSupt. Cascolan’s professionalism is known throughout the force; back when he was still with
Police Regional Office (PRO)11. He proposed, launched and implemented the Command
Policy on the Relief of Chiefs of Police or ’’Blue
Book’’, which assesses unit commanders on various areas of responsibility. This improved the overall performance of the PRO, and helped institutionalize performance-based evaluations among the personnel. As Assistant Director for
Logistics for the Aviation Security Group from 2003-2007, he enhanced the logistical and operational capability and readiness of the entire unit.
While stationed in Taguig City, PSSupt. Cascolan successfully mobilized barangay information networks to solve a variety of crimes, including drug and human trafficking, counterfeiting, and even a hostage situation. He devised the Taguig City Total Security
System, which synchronized the efforts and initiatives of the whole Taguig City Police force and has gained more cooperation and support from the local government and the community.
His deployment in Compostela Valley saw him encounter a different set of criminal activity, this in the form of lawless groups. He executed the Compostela Valley Strategic Plan, which helped strengthen peace and order through the establishment of a small scale miners’ ID system, motorcycle sticker system, and heightened security in PNP detachments and other vital installations.
PSSupt. Cascolan graduated from the Philippine Military Academy and earned a Master’s Degree in Public Management from the
University of the Philippines-Visayas.
He is married and has one child.

P olice Senior Superintendent Valfrie G. Tabian has successfully led many high-stakes operations over the course of his stellar career, now nearing three decades.
One of his major accomplishments is the successful takeover of the Northern Luzon Commission Camp of the CPP/NPA; as team leader and intelligence officer, he was involved in all stages of the mission, from planning up to the attack. He also led a manhunt against the Mallari syndicate crime group and
Jaramillo Group in Ilagan City, Isabela.
PSSupt. Tabian’s sustained efforts against the illegal drug trade have also paid off, resulting in the eradication of six marijuana plantations in Kalinga and the arrest of key drug personalities in Northern Luzon. He complemented these crime solution efforts with Kilos Laya Laban Sa Droga, which tapped local informants for intelligence relating to drug syndicates.
As Chief Directorial Staff of the Police Community Relations
Group, PSSupt. Tabian encouraged more meaningful engagements between the police force and their respective communities. He initiated the nationwide rollout of
Community Intervention and Information Initiatives Training, aimed to educate all stakeholders on their roles in crime prevention and disaster management, and nation-building.
He also steered the PNP’s use of social media to actively engage the public and respond to concerns brought up during online exchanges.
He served as one of the lead organizers of the
Union of Muslim Community Leaders of the
Philippines which acts as the primary conduit of the PNP to various Muslim groups, particularly those based in Metro Manila. The organization played a key role in the settlement of feuds and squabbles within the Salaam Compound in Culiat,
Quezon City.

Conducting these activities—focusing on health, feeding programs, and personal care—strengthens the police force’s ties with the communities, and promotes a better appreciation of government’s responsiveness to their needs.
Just seven years into his career, PO2 Andrada has already participated in several high profile counter-terrorist missions, one of which include the arrest of 143 MNLF members and rescue of
13 hostages during the Zamboanga City siege.
For his contribution to the success of high profile operations, he received a Medalya ng Kadakilaan in
2013, and the Medalya ng Katapangan and Medalya ng Sugatang Magiting in 2015, respectively.
PO2 Andrada serves as a regular instructor of the Water-borne and Water Survival Operations (Module 13) of the PNP Special
Counter-insurgency Operations Unit Training (SCOUT) in Police
Regional Office 9. He also participates in search and rescue operations in the aftermath of natural calamities such as typhoons Ondoy and Odette.
When not involved in the frontlines, PO2 Andrada also serves as the 84 SAC’s police community

I ntelligence gathering is about knowing the right sources, and having the proper resources to extract data from seemingly mundane information and initiate guarded contact with perpetrators. Negotiation is equally tricky, requiring a cool head and a strategic mind in the face of intense pressure. Senior Police
Officer 4 Florante B. Ubina is well-versed in these intricacies, seamlessly shifting from one role to the other over the course of his career.
As a member of various technical and negotiation teams of the Philippine Anti-Crime and Emergency Response (PACER) unit (now the Anti-Kidnapping Group), he has contributed significicantly to the rescue of several kidnap-for-ransom victims and the arrest of their kidnappers. From 2002 to 2012, PACER solved 113 kidnapping cases and successfully prosecuted 140 kidnappers.

Foundation, Inc., an NGO of civilian volunteers that act as police and military auxiliary helping maintain peace and order in the community.

F or those unfamiliar with the intricacies of the position, Chief Clerk of the Provincial
Police Strategy Management Unit sounds like a pencil-pushing desk job. But as Special
Police Officer 1 Aurora Joy D. Manuela’s service record demonstrates, it encompasses all aspects of intelligence work, from information gathering and processing to entrapment operations and tactical interrogations.
SPO1 Manuela organizes and maintains the informant networks that the provincial office relies on for broad intelligence coverage at barangay

Such informants have provided case-breaking information on some of her most successful operations, including the rescue of a kidnap victim, entrapment of the Delia Gamiao Swindling Group, and neutralization of the Gamboa Partisan Armed Group. Her tactical interrogations and debriefings of surrendered CPP-NPA cadres in police custody yield pertinent information on its provincial operations.
Outside of intelligence work, SPO1 Manuela lends her strategic planning skills to her office’s police community relations program, as well as the provincial LGU’s anti-crime initiatives. Among the programs she has helped design include: Provincial Anti-Partisan
Armed Group Task Force/Provincial Anti-Partisan Armed Group and Dangerous Drugs Council in Ilocos Norte, Motorist Anti-
Street Crime Operatives and Barangay Peacekeeping Action Team’s
Association for Direct Operation, Police Community Assistance and Referral Team, and Kabataan Laban sa Bawal na Gamot .

Dino S. Sagayo commits wholeheartedly to the task.
His work as an investigator these past eighteen years have led to the arrest and conviction of perpetrators involved in a range of serious crimes, including robbery, kidnapping, rape, and murder.
His achievements in crime solution are balanced by his dedication to crime prevention, through the implementation of La Trinidad
Municipal Police Station’s three-year anti-criminality program.
SPO2 Sagayo is an active supporter of youth development program, particularly the Juvenile Delinquency Prevention
Program, which he championed and through which he shares his experiences as a solo parent struggling to properly raise his children. He also developed the Parents Ronda Program, which utilizes parent volunteers to help implement a liquor ban and curfew for minors within Barangay Poblacion, Betag and Balili.
He is also a sought after speaker on dangerous drugs, Juvenile
Justice System, Special Laws and Crime Prevention Tips in schools and colleges.
Outside of police work, he has served as manager of La Trinidad Police Credit
Cooperative (LTPCC) since 2010, prior to which he served as member of its board of directors since its founding in 2002. The cooperative provides its members with gainful means to augment their income and establish financial security for their families.

S enior Police Officer 2 Dominador Canlas is the epitome of the community policeman: born and raised in Tarlac City, he has served his home province with dedication and heart these past thirty six years.
Intelligence operatives see the gritty underbelly of their neighborhoods, and SPO2 Canlas has done his fair share of bringing unsavory elements to justice.
His intelligence work has helped dismantle robbery gangs, shabu laboratories, even a training camp of terrorists suspected to have links with Al-Qaida.
And just last year, he served on the team that rescued a 12-year old kidnap victim and arrested the syndicate ringleader.

Canlas shares best practices with fellow personnel, often serving as an instructor for their professional development seminars. The training sessions that he facilitates cover various methods of intelligence gathering, including Barangay

O ur country’s continued development lies in the hand of the next generation. These children deserve to grow up in a stable, nurturing environment; ensuring their safety in their own homes and nearby environs is the purview of police community relations officers like PO2
Cateherine Demontaño.
Investigating cases of a delicate nature—such as those related to violence against women and children or human trafficking—requires a sensitive touch and reliable sources of information, such as the Barangay Information Networks cultivated by PO2 Demontaño. These informants have helped her apprehend and build cases against the perpetrators.
But solving cases is not enough—to eradicate such crimes involves a cultural shift. To address this concern, PO2
Demontaño regularly conducts awareness campaigns and training sessions in cooperation with barangays, schools, and local units of the Department of Social Welfare and
Development. These activities, meant to encourage reporting and strengthen support systems within the community, are tailored to the different stakeholders: youth, parents, educators, and community leaders.
PO2 Demontaño is a sought-after resource speaker on anti-bullying and anti-child abuse laws. Another advocacy that she actively supports is the war against illegal drugs. She is the only

The Search for COPS is a joint undertaking of the Metrobank Foundation, Rotary Club of New
Manila East and PSBank, implemented in close coordination with the Philippine National Police.
Recognizing the share responsibility between the police officers and the community, the Award seeks to identify gallant men and women in the police force who are able to work with the community to prevent and solve crime. Every year, four Commissioned Officers, and six Non-
Commissioned Officers will win this prestigious award.
History of the Competition
The campaign of providing due recognition to Filipino police officers who are dedicated in improving our quality of life would inspire other men and women of the PNP and other Filipinos to continue enhancing their service and to perform with competence and integrity. The Rotary
Club of New Manila East thus established the Best Community Oriented Policemen (COP) Award in recognition of the important role of the vocational and community service component of police work in pursuit of peace and order. Starting as an award for police officers in Metro Manila in 1998, the competition was expanded nationwide, garnering the support of the PNP, particularly the
Directorate for Police Community Relations, and other community stakeholders as well.
On the other hand, the Metrobank Foundation, since 1993, has provided support to programs benefitting dependents of uniformed personnel of the Department of the Interior and Local
Government in recognition of their invaluable role in nation building. This support took the form of grants that benefited primarily the Philippine National Police. In 1999, the Foundation decided to recognize selected individuals who have excelled among the ranks of the police force, highlighting their achievements and promoting them as models who would hopefully restore public confidence and respect to the PNP.
Coming Together and the Birth of a New Program
With the rise of terrorism globally, it has become apparent that the usual police action no longer suffices. More and more, the need for the police to work with the community becomes even more apparent. Likewise, the Philippine National Police itself launched a program that addresses this particular concern. Under the “Organizational Development, Neighborhood Mobilization, and
Continuing Education (ONE)” Program of the PNP, community involvement was affirmed as a vital component of police work. With the emphasis shifting to community involvement, the RCNME began looking for partners that would help support and further develop its awards program.
Sharing in the vision and objectives of both the RCNME and the PNP, the Metrobank Foundation began exploratory talks with the RCNME in 2001. The following year, the partnership among
RCNME, Metrobank Foundation, and the PNP was formalized with the signing of a Memorandum of Agreement that outlined the parameters of the tri-partite partnership.
In 2007, the PSBank, the Philippine’s second largest savings bank, partnered with Metrobank
Foundation and RCNME in the Search for COPS.

The role of police officers in the community has evolved from solving crimes to peace keeping and responsible citizenship. As the finest breed of law enforcers in the country, the awardees of the Metrobank Foundation Search for the Country’s Outstanding
Police Officers in Service (COPS) organized themselves into an alumni group called Police Officers Responsible for Organizing,
Transforming and Empowering Communities or PROTECT, which will enable them to be socially responsible through various programs that can create a positive impact to the communities that they serve.
As an organization that aims to promote a culture of excellence in the police force, PROTECT conducts programs that advocate responsible citizenship, not only in the Philippine National Police but more importantly, in their respective communities as well.
Aside from the programs that help communities, PROTECT also has internal programs that benefit its members. These projects include Financial Literacy Program/ Proper Management of
Finances, Theory of Change: Genuine Transformation in the PNP and Community Mobilization. The programs ensure personal and professional development of all the members of PROTECT.

CLUB HISTORY
From its founding in 1984, the Rotary Club of New Manila East has a colorful history as one of the bigger and stronger clubs of the
Rotary International District 3780. For some time now, the club has been noted for its COPS (Country’s Outstanding Police Officers in
Service) project, now a continuing joint undertaking with Metrobank
Foundation and the Philippine Savings Bank, in cooperation with the
Philippine National Police. But it also has other noteworthy initiatives which include scholarship grants, micro-lending, and milk-feeding projects.
The Rotary Club of New Manila East, District 3780 was duly chartered by Rotary International on December 4, 1984. With a current club strength of 48 members composed of professionals and businessmen from diverse backgrounds, the club remains united, strong, and vibrant in service to Rotary.
During the past years, the club received recognition, local and international awards namely: Best Rotary Club in Group Study Exchange,
Best in Membership Retention, Best in Vocational Awards Project
(COPS - Hall of Fame), Best in Interact Program, Most Outstanding
Club in Service to New Generations, and Gold Excellence of Service
Award for the COPS Search. The club was also awarded in the following categories: Best Rotary Club in Vocational Awareness Project or Program, Best Rotary Club in Print Media and Best Rotary Club in
Rotaract Program.
Recently, the club also launched two very significant and promising projects. These are the Golden Wheel Awards, which recognizes members of the Quezon City community for excellence in their chosen profession, and the Toro Hills Soft Ball Team project, which honed the indigent students’ skills and enabled them to compete in prestigious tournaments such as the Little League Philippine Series, and even in the 2015 Palarong Pambansa representing the National
Capital Region.

Founded in September 5, 1962, Metropolitan Bank &
Trust Co. (Metrobank) has since become the premier universal bank and among the foremost financial institutions in the Philippines. It offers a full range of banking and other financial products and services, including corporate, commercial and consumer banking, as well as credit card, remittances, leasing, investment banking and trust banking. Metrobank currently spans a consolidated network of 2,100 ATMs nationwide; 920 domestic branches; and 32 foreign branches, subsidiaries, and representative offices.
Milestones
Metrobank was incorporated in Binondo, Manila by a group of Filipino businessmen principally to provide financial services to the Filipino-Chinese community. It opened its first local branch in 1963, then expanded beyond Philippine shores only a few years after its establishment. Metrobank rolled out its first international branch in Taipei in 1970 and a representative office in Hong Kong in 1973. In 1975,
Metrobank became the first of the private banks to move into American territory when it opened its office in Guam. It later established branches in the
United States mainland cities of Los Angeles and New
York.
It established Metrobank Foundation, Inc. in 1979, putting emphasis on both business success and community contribution. The Foundation has since become one of the largest and most respected charitable organizations in Asia.
In 1981, Metrobank was listed in the Philippine
Stock Exchange and acquired its universal banking license, gaining significant equity ownerships in local and international subsidiaries. It established its own credit card company, Unibancard Corporation
(now Metrobank Card Corporation) in 1986. In
1988, Metrobank entered into a joint venture with
Japan’s largest automotive manufacturer and Mitsui
Corporation to establish Toyota Motor Philippines
Corporation. A decade later, it partnered with another global giant, the AXA Group, to give birth to
Philippine AXA Life Insurance Corporation.
In 1990, Metrobank launched the country’s first and only talking ATM, Metrobank E.T. In 1995, Metrobank became the first billion dollar bank with total capital of Php22.8 billion, the largest in the industry. It is the first local bank to raise supplementary capital overseas with a total of US$325 million in Lower Tier 2
Capital and Hybrid Tier 1 Capital in the years 2003 to
2006.
Metrobank has also been steadily expanding internationally. In the late 1990s, Metrobank opened branches and offices in London, Taichung, Tokyo, and Seoul. Metrobank was the first to be granted a banking license by the Japanese Ministry of Finance.
It was also the first Philippine bank in Korea. In 2001,
Metrobank became the first Philippine bank in China when it opened its branch in Shanghai. In 2010,
Metrobank inaugurated its wholly-owned subsidiary,
Metropolitan Bank (China) Limited, the first foreign bank headquarters to be established in Nanjing.
The new bank serves as the base for Metrobank’s operations in China, with three branches located in
Nanjing and Shanghai.
