Uplift of Varsities a Must
for Quality Education

uplift of universities was
necessary for quality education,
which would help in achieving
our goals of industrial
development.
He was speaking at a workshop
jointly organized by National
Commission on Biotechnology and
the Gender Advisory Board of United
Nations Commission on S&T
Development.

The Higher Education Commission has taken substantial steps for the
improvement in standard of higher education, status of universities,
and research in science and technology. This was stated by Dr.
Salman Shah, Advisor to PM on Finance and Revenue, at a
presentation concerning performance of HEC at the Commission
Secretariat.

initiative and vision after

Commission. He was all praise for
Prof. Dr. Atta-ur-Rahman for
bringing about a major change,
especially in connection with mega
projects of universities that were in
the pipeline.
During the presentation, he took
keen interest in the overseas
scholarship programme being
offered by HEC. He appreciated
HEC's goal of producing a reservoir
of PhDs. He was of the opinion that
foreign trained PhDs could develop
the quality of human resource in
higher education.
Dr. Salman Shah, while commenting
on the mega project of opening an
engineering university with the help
of Germany, Austria and France,
agreed with Prof. Dr. Atta-urRahman that COMSATS campus at
Raiwind would be an excellent site
for this purpose. The German
Ambassador had already visited the
place and approved of it. He was of
the view that benefits of the

research to be carried out in
engineering universities must reach
the end users.
He said that the formula of global
value chain should be adopted to
improve the university-industry
relationship.
He offered help that may be required
by HEC in achieving its desired goals
for excellence in higher education.
He said it is desired that in addition
to their teaching assignments, the
university professors should also
serve the industry as consultants.
HEC was taking many steps to
improve the quality of the faculty, he
revealed.
In this connection, he mentioned
three mega projects, which include
scholarships for training PhD
students at local universities and
scholarship for a large number of
students to be trained abroad. The
fields of training include the
discipline of biotechnology.
He said the landscape of universities
is being changed with the additional
funding provided by the
government. He talked about the
potential strength of Pakistan as its
100 million young people who, if
provided with adequate training
skills can contribute to the
development of this country.
Dr. Atta-ur-Rahman briefed the
Advisor about HEC saying, that
while previously University Grants
Commission's budget used to be
Rs.800 million, HEC's budget is Rs.9
billion. UGC was operating under the
Ministry of Education which
allocated funds that in turn were
given to universities. On the other
hand, HEC is an autonomous body.
Universities were asked to present
their research and development
programmes to the Commission to
which financial support was
provided after due evaluation and
approval. At present 20 such cases
were under consideration.

Universities and Industry to Reap the Benefits
Dr. Atta-ur-Rahman, Chairman HEC has said that the launching of the
Scaleable Fault Tolerant Agent (SAGE) and the Global Open Source
Launch of Indigenously Developed Multi-Agent System Framework is
a great achievement for Pakistan. Developing this excellent software
is the result of seeds that were sown three years ago for the
advancement of IT technology and research. He was addressing the
concluding ceremony of the workshop on Multi-Agent Systems and
Grid Computing organized by National University of Science and
Technology (NUST), National Institute of Information Technology
(NIIT) and Pakistan Software Export Board, at the HEC Lecture Hall.
Dr. Atta-ur-Rahman said, it is a
matter of pride that SAGE is the first
Open Source Multi-Agent System
indigenously developed in South
Asia. He said many universities were
collaborating together for the
development and application of Grid
Computing Systems. He said Grid
Computing reduces the need for
supercomputers for research
purposes and allows universities to
collaborate research through
computer networking.
Dr. Arshad Ali, Director General NIIT,
presenting his Vote of Thanks,
expressed his sincerest gratitude to
Dr. Atta-ur-Rahamn, Chairman HEC
for playing a pivotal role in
promoting higher education,
research and development in the
country. He said, HEC, under his
dynamic leadership, was playing a
key role in promoting higher
education and research, reforming
the related infrastructure and
developing quality human resource
in Pakistan.

established a Gender Advisory
Board. One of its objectives is to
help identify the needs for further
research on the gender impact of
new technologies.
It was hoped that the workshop
would help identify those areas
where further studies and research
will help identify the gender
dimension of the application of
biotechnology to development.
Earlier, welcoming the guests on
behalf of the Gender Advisory Board
and National Commission for
Biotechnology, Dr. S.T.K. Naim said,
the application of biotechnology for
increasing agriculture productivity
and for environmental protection
i.e. remediation through bacteria
and engineered organism is well
established. She said biotechnology
is being adopted faster than most
technologies and predicts cure for
major diseases. She mentioned that
there is however, great concern that
this technology like most others,
may not benefit poor women. It is,
therefore, important for developing
countries research policies to
address this issue, she added.
Despite the major role women in
developing countries play in
production of food, most women in
the region remain malnourished and
die young. Women in developing
countries, because of their
involvement in agriculture also
possess indigenous knowledge
about medicinal plants which is
considered of great value. She
concluded by quoting from Dr.
Sandy Thomas's paper that:
“Capacity in policymaking tends to
be weak in developing countries and
women are likely to be underrepresented. As assessment of
training needs to ensure the
effective participation of women in
policymaking roles associated with
the national and international
governance of biotechnology is
recommended.”

INTERNATIONAL EVENT
Pakistani Students Meet Nobel Laureates in Lindau (Germany)
A highly inspirational programme to promote high quality human
resource development in Pakistan has been launched as a joint
venture of Higher Education Commission (HEC) and Pakistan Atomic
Energy Commission (PAEC) with the support of the Committee for the
Meetings of Nobel Laureates in Lindau.
This programme relates to the
participation of graduate
students/young researchers of
Pakistan in the meetings of Nobel
Prize Winners with young scholars.
Such meetings are regarded as
highly prestigious events, regularly
held for more than half a century.
Each year a subject is chosen from
amongst physics, chemistry and
medicine/physiology. More than 500
students are invited from all over
the world to interact with 15-25
Nobel Laureates in the related field
of study. This interaction is in the
form of lectures, informal
discussions, round table
conferences, personal links, etc.
The main purpose of these meetings
is to motivate and inspire the young
blood to adopt careers in science.
The by-product is the placement of
students for higher studies in
renowned institutions of developed
countries where they gain
experience under the supervision of
highly skilled professionals.
Moreover the students from
different parts of the world discuss
their common scientific goals and
find ways and means to achieve
these goals with mutual
cooperation.
This programme was initiated by Dr.
N. M. Butt, Scientists Emeritus,
PINSTECH about two years back

Feinendegen, Vice-President of the
Committee of
Nobel Laureates
Meetings. The Professor suggested
that about 10 Pakistani students be
sent for participation in Lindau
conferences. In 2003 eight Pakistani
students were sent to attend 53rd
meeting in the field of
m e d i c i n e / p h y s i o l o g y. T h e
participation was immensely
successful as indicated by the
Committee in Lindau. Realizing the
utility and importance of such
meetings, HEC approved funds for

the participation of up to 10
students per year for next five
years. PAEC also played its part by
contributing Rs. 500,000 to make
this programme a success. Eight
physics graduates were selected,
strictly on merit, from various
universities/research organizations.
They participated in the 54th meeting
in June -July, 2004.
Prior to their departure for Germany,
a three-day orientation camp was
Pakistani participants with Nobel Laureates Prof.
Douglas Osheroff and Prof. Gerardus t' Hooft
arranged, in which experienced
professors and renowned scientists
like Dr. Ishfaq Ahmad, Special
Advisor to Prime Minister of Pakistan
on Strategic Affairs, Mr. Parvez Butt,

The main theme was how to reap
maximum benefit from this useful
activity and how to enhance the
image of the country abroad.
The group reached Lindau in June
2004 where the opening ceremony
was held in which the Chancellor of
the Federal Republic of Germany
was the Chief Guest. He appreciated
the cause of the Meeting and
ensured all possible help and
support to continue such meetings
in future. The technical session
began with a panel discussion
amongst the Laureates. The
discussion was about the basic and
applied research. It was followed by
series of 30 minute lectures by the
Nobel Laureates. Some of the
interesting lectures were “Columbia
Shuttle Accident” by Prof. Douglas
Osheroff, “Lasers in Peace and War”
by Prof. Nicolaas Bloembergen,
“Man-made Semi-Conductors” by
Prof. Leo Easki, “X-ray Astronomy”
by Prof. Riccordo Giacconi, “Nanoelectronics” by Prof. Klaus Von
Klitzing and “Neutrino Astrophysics”
by Prof. M. Koshiba.
A traditional boat trip to Island of
Mainau was arranged where the
President of the Committee,
Countess Sonja Bernadotte lives.
This was the most interesting and
fruitful part of the activity because
here the participants got a chance to
personally meet and discuss their
individual queries and issues with
the laureates for about six hours.
Many students sought guidance and
support from the legends in the
history of science.
Pakistani students made a very
good impression in personal
discussions as well as in
question/answer sessions. Three
Laureates Prof. Douglas Osheroff,
Prof. Klaus von Klitzing and Prof.
Gerardus t' Hooft were invited to
lunch in a Pakistani restaurant by
the group. The students took full
advantage of this one hour with
them and discussed matters of
interest.
During the whole programme
students showed their eagerness to
work in high tech-laboratories under
the able guidance of experienced
scientists. The possibility of getting
funds for research was also
discussed. It is hoped that two or
three members of the group could
be able to find placement for there
higher studies in Darmstadt and
Julich which was one of the purposes
of such visits.

Kill the Messenger
The advertisements recently flashed in the national press, 'Parents
Alert' concerning illegal universities in the country seem to have
triggered a controversy. University patrons are upset because their
establishments' future is danger. Parents and students feel cheated
as their invested time and energy, money and future prospects are at
stake. But it needs to be said that the public and concerned
institutions are misguided as they just want to kill the messenger.
The Higher Education Commission
came into existence in September
11, 2002. Since its inception, it is
doing its utmost to improve the lot of
higher education. In this context
and in order to create a knowledge
economy, it is offering a multitude of
scholarships, fellowships and
research programmes. It is
financing universities in mega
projects, hitherto unheard of.
In the meanwhile it is also trying to
streamline universities, by
eradicating substandard universities
functioning illegally, bent on
hoodwinking the unknowing public.
The recent spate of advertisements
in national press concerning these
universities is not the first time this
issue has been highlighted.
Dr. Atta-ur-Rahman, Chairman HEC
has time and again pointed out such
spurious 'universities', and the need
to beware of them. The HEC website
www.hec.gov.pk has repeatedly
posted warnings about such
institutions in the hope that
students and the public interested in
higher education sector may be
warned.
Apart from this step, newly
established universities in the
private as well as public sector
established before 2002 are visited
by HEC teams to check if they fulfil
requirement criteria set by HEC
concerning infrastructure, qualified
faculty, laboratories, library
facilities, computer facilities and
financial viability. These guidelines
have been approved by the Federal
Cabinet. Universities lacking in
these requirements are then issued
notices.
The deadline to put their house in
order is 2007 otherwise their

charters will stand cancelled and
they will be relegated to the status
of affiliated colleges.
HEC has questioned the legitimacy
of such institutions while at the
same time giving them an
opportunity to correct their
inadequacies.
Regarding the question of such
universities functioning in provinces
the reality is that provincial
governments are lawfully allowed to
give charters to universities but
criteria fulfillment is mandatory for
these institutions. At present HEC
does not have the resources and
manpower to keep tabs on these
fake 'universities' sprouting in
interior regions of the country. The
government functionaries as well as
the public should help HEC in
pinpointing these places, so that
action may be initiated.
The issue of ranking too is in the
pipeline and HEC has already put
into the action of ranking procedure
involving universities in providing
relevant information in order to
award ranks to them. Dr. Atta-urRahman has mentioned repeatedly
that a rating system is to be
introduced for public and private
sector universities. The future
funding of universities will be linked
to their performance.
It is untrue to say that HEC has
turned a blind eye to discrepancies
in our education system. The public
should also remain vigilant to these
institutions and inform HEC of their
existence. HEC is trying to unravel
itself from bureaucratic tangles and
get down to business, however such
measures require time but the
initiative and resolve exist.
Call for Quality
Varsities in Muslim
World
Prof. Dr. Atta-ur-Rahman, Chairman
HEC has stressed the need for
excelling in scientific education,
saying that among the 200 finest
universities in the world, not even a
single one is located in a Muslim
country.
The HEC Chairman was speaking at
the concluding session of 5 th
International and 15th National
Chemistry Conference held at the
Chemistry Department of Quaid-iAzam University. Dr. Atta-urRahman emphasized that there
should be at least one university of
excellence from the Muslim World.
The Higher Education Commission
Chairman said he had been striving
hard to bring back the best Pakistani
faculty serving abroad, with a target
that they would be able to train
Pakistani students who were in dire
need of quality education at the
higher level. He said he wanted
universities to introduce journals for
ensuring easy access to knowledge
for students, and develop quality
laboratories that were wellequipped with scientific tools.
Prof. Dr. Rashid Iqbal, in his
concluding remarks, said 318
chemists and researchers from farflung areas of Pakistan as well as
abroad participated in the four-daylong conference.
The conference comprised five
technical sessions in five main
branches of chemistry
physical
chemistry, organic chemistry,
inorganic analytical chemistry,
environmental chemistry and
biochemistry/agricultural
chemistry.
During the conference, 90 articles
were presented. A poster
competition highlighting chemistryrelated researches was also
organized. Certificates were
presented to five students for
preparing the best posters.

HEC Serving Industry Needs
UN University of Peace
The last two years have seen tremendous growth in the
telecommunication industry, especially the wireless sector. With two
new cellular companies and 14 Wireless Local Loop (WLL) operators
there is tremendous demand for trained manpower in wireless
communications. Pakistan Telecommunication Authority (PTA) has
adopted CDMA (Code Division Multiple Access) as the technology for
WLL in Pakistan. CDMA is a North American technology which is the
basis of the next generation wireless systems.
UN University of Peace has launched
a mission in Pakistan to explore the
prospects of starting programmes in
the areas of peace and security,
including conflict prevention and
resolution.
CDMA Training programme is part of
HEC strategy for building academiaindustry linkages to make higher
education relevant to the needs of
industry. This programme is first of a
kind where foreign training
scholarships will be funded fully by
an industry leader.
Pakistan has traditionally used GSM
which is a TDMA (Time Division
Multiple Access) system, thus, there
is extreme shortage of engineers
with understanding of CDMA. WLL
industry in Pakistan is in desperate
need of trained CDMA engineers. In
order to fill this gap HEC, in
collaboration with Qualcomm, USA
(the inventors of CDMA) has
l aunc hed a t rai n- t he- t rai ner
programme.
Under this programme Qualcomm
agreed to send its experts to
Pakistan for two part training course
on CDMA for faculty members of
Pakistani universities. Twenty six
faculty members from various
universities attended the first part of
the CDMA course from 6 December
to 16 December 2004. The venue
was Air University, Islamabad that
provided the training facilities.
Faculty members who attended the
course found the training to be very
useful. The trainees were asked to
go incorporate CDMA training in
their university courses.
Furthermore, the trainees were
asked to write a research paper on
CDMA. The selection of trainees for
Part 2 of the course, to be conducted
in March, will be based upon the
quality of their research papers and
a report on how much
CDMA
knowledge they passed on to others.
The two best paper writers will get a
Qualcomm sponsored scholarship to
visit Qualcomm facilities in San
Diego, USA for further training in
CDMA.
Academic-Industry linkage seminar at Bahria
Bahria University arranged a seminar on “The Need for AcademicIndustry Linkages for Skill Development in Pakistan” for its students
and faculty. Dr. Tanveer ul Haq Director (IT & PERN) was one of the
guest speakers. Dr. Haq emphasized that the universities must
become centres of knowledge creation and should remain in touch
with the latest in technology so their graduates can compete for jobs
in the industry.

matching grants for setting up
research institutes and universities,
setting up of technology incubators,
curriculum review by industry,
industry participation in
accreditation bodies, and setting up

wireless industry in Pakistan. The
students asked many questions
about HEC and its programmes and
how they could play their part in
making universities to create more
linkages with industry.
The University of Peace has defined
an innovative programme of
education, training and research for
peace, focused on key issues,
including conflict-prevention,
human security, human rights,
environmental security and postconflict rehabilitation.

visited Pakistan.
The team met with the Ministry of

and leading NGOs.
Botany Training Course
The Learning Innovation

training course in Botany in
collaboration with Department of
Botany, University of Karachi,
Karachi at Regional Centre, HEC,
Karachi. Prof. Dr. S. Shahid Shaukat,
Chairman, Department of Botany,
was the course coordinator.
Prof. Dr. Muhammad Qaisar, Dean,
Faculty of Science, University of
Karachi was the Chief Guest at
inaugural ceremony.
Twenty nine teachers from various

UET Peshawar Campus
for Bajaur Agency
Entrepreneurship Development MoU Signed
NWFP University of Engineering and
Technology Peshawar will establish
another campus at Zore Bundar,
Bajaur Agency. This was decided in a

The campus will be the first of its
nature in FATA and fifth of UET after
Peshawar, Mardan, Bannu and
Abbottabad. The Governor, along
with Vice-Chancellor visited the site
in December and approved the site.
This new addition will bring a sea
change not only in the lives of people
in FATA, but also act as the strongest
bulwark against obscurantism that
has traditionally buffeted their
region.
AIT Signs MoU with UET
Peshawar
NWFP University of Engineering and
Technology Peshawar has signed
MoU with Asian Institute of
Technology (AIT), Bangkok, to
initiate human resource
development and institutional
capacity building as the basis for a
mutually beneficial cooperation
programme.
The MoU was signed by VC, Eng.
Syed Imtiaz Husain Gilani and
President AIT, Prof. Jean Louis
Armand. The 5-year MoU will
provide higher education
opportunities to UET faculty and to
promote institutional linkage
between the institutions.
Two types of PhD programmes will
be offered under this agreement,
including non-residential sandwich
PhD programme under which four
semesters will be offered at AIT and
the remaining two semesters at UET,
Peshawar. Secondly, a full-time
resident PhD programme will be
carried out at AIT, with fee rebate for
18 credit hours per candidate as
special concession to the university.

Signing of MoU with SMEDA
NWFP UET Peshawar has signed a MoU with SMEDA to promote the
spirit of entrepreneurship in students. The MoU was signed by ViceChancellor, UET, Eng. Syed Imtiaz Hussain Gilani and Senior Vice
President, Small and Medium Enterprise Development Authority
(SMEDA), Mr. Tariq Mashwani.
The UET vice-chancellor, on the
occasion said that UET is rich with
technical and human resources. It is
imperative to employ this resource
to solve real life problems, which can
readily be done through developing
effective relationship with the
industry. In this respect, signing
accord with SMEDA is a step in right
direction. VC further said that UET in
collaboration with SMEDA will
establish an Entrepreneurship
Development Centre (EDC) at UET
to increase the percentage of UET
graduates interested in becoming
“entrepreneurs”. This Centre will not
only promote SMEs in the province
but also enhance UET's contribution
for a lasting success of local small
and medium entrepreneurs.

SMEDA said that SMEDA offers
immense opportunities for providing
assistance to young entrepreneurs.
This step is a part of a series of
initiatives undertaken by SMEDA to
create a vibrant enterpreneual

Farrogee Seerat Women Society at TUF
Dr. Zahoor Ahmed Azhar, Dean of Faculty of Sharia has published
various research articles and books. His recently published book,
titled Hazrat Amna encompasses his efforts on the research of Hazrat
Amna.
To spread true teachings of Islamic thoughts in the wake of western cultural
Imperialism, Faculty of Islamic Society and Seerat at TUF has constituted
Farroge Seerat Women Society under the chairmanship of Dr. Zahoor Ahmed
Azhar. Weekly meetings of the Society are conducted in which modern Arabic
language, along with literary and research articles on Seerat and teachings of
the Holy Prophet (PBUH) are discussed.

HEC for Strengthening Mathematical Education
The National Centre for Mathematics
(NCM) of Government College
University, Lahore has been
assigned responsibility for planning,
execution and evaluation of
development of mathematics in the
country at graduate and
postgraduate levels.
The Centre will guide process of restructuring mathematical education
and will formulate policies and
oversee implementation of all
policies of the HEC for advancement
of mathematics in the country.
This was stated by Dr. G. Murtaza a
renowned physicist, in his welcome
address at the inauguration of oneday symposium on Mathematics
under NCM.
Dr.Murtaza said NCM's objective was
to pursue excellence in
mathematics, to develop M.Phil. and
PhD programmes, to organize
conferences, courses, workshops,
symposia and seminars round the
year and to organize Mathematics
Olympiads in the country.

Visits AIOU

foreign faculty members hired by
SMS on long term basis under HEC's
Foreign Faculty Hiring Scheme.
These faculty members, Dr. Murtaza
said, are highly specialized in
Algebra, Geometry, Topology,
Algebraic Geometry, Algebraic
Topology, Theory of Categories,
Analytic Number Theory, Algebraic
Number Theory, Galois Theory of
Fields, and Mathematical and
Theoretical Physics.
He said SMS has launched a scheme
called Associate Scheme under
which an associate can join SMS for

Contemporary Life Sciences Workshop at BUITMS
A week long national workshop on “Contemporary Life Sciences and
its Applications” was jointly organized by the Faculty of
Biotechnology & Informatics (BUITMS) and National Core Group HEC
at the Balochistan University of Information Technology and

Programme for National Professorship
To acknowledge the services rendered by outstanding senior professors and
scientists in universities and R&D Organizations and in order to utilize their
services in national organizations, the HEC has launched a Programme of
National Professorship. HEC has selected 17 Distinguished National
Professors. Funds have been released to 14 of them.
Support for Institutional Strengthening
Majority of institutions in Pakistan suffer from lack of institutional and human
capacities to conducts any meaningful research. There is therefore an urgent
need to strengthen and upgrade scientific institutions in Pakistan. This
support scheme is aimed at strengthening the laboratories and Libraries of the
universities/degree awarding institutions in public sector for enhancing the
research activities. Each grant upto a maximum limit of Rs. one million can be
considered. Proposals under the subject program have been received from
University of Agriculture Faisalabad, Peshawar University. Proposal from
Sindh Agriculture University Tandojam has been sanctioned and funds are
being released.
Hiring Educationists with Doctorates
To promote the research activities and overcome the acute shortage of PhD
scholar in Universities HEC under the subject programme has hired 21
scholars and placed them in different public sector universities all over
Pakistan. The scholars are engaged for a period of two years on the basis of
their experience and active research. The tenure of the contract shall be for
two years period on the basis of annual performance review at a fixed salary of
Rs.50,000/- per month.
Inter Provincial Exchange Of Student Delegation
HEC has launched the project at a total cost Rs.19.743 million over a period of
five years with the aim at encouraging national integration and cohesion
amongst the youth studying at provincial and federal universities through
Inter Provincial Exchange of Student Delegation. The Group of 14 students
including both male & female students will undertake Inter provincial study
tours which include seminars, debating contests, games & extra curricular
activities over a period of two weeks.

during a presentation to Prime Minister, Shaukat Aziz the latter had asked him to pursue issue of quality, proper
consumption of funds, teacher training, linkage with industries, increasing enrolment etc. Mr. Aziz had said, “Money is

Around 300 Pakistani students will
be awarded scholarships annually to
receive higher education in various
Chinese universities.
Chairman HEC, Prof. Dr. Atta-ur-Rahman has been re-elected
President, Pakistan Academy of Sciences for a term of two years. The
Academy is governed by a 16 member council. It has 81 Fellows and
20 foreign Fellows.
This PhD level scheme will be
launched from May next, in
collaboration with China's
Scholarship Council, said Prof. Dr.
Altaf Ali G. Shaikh, Advisor HRD
(HEC).

In view of the scientific activities of
t h e A c a d e m y, U N E S C O h a s
consistently selected the Pakistan
Academy of Sciences for
collaboration in scientific matters
and also invited the President of the
Academy to serve as
special consultant.
Dr. Shaikh who was on a two-week
long visit to China said necessary
admission arrangements had almost
been finalized in some leading
universities in the Chinese major
cities including Tianjin, Hanzhou,
Harbin, Nanjing, Shanghai and
Beijing.
Most of the scholarships will be paid
by the government of Pakistan.
However, some of the Chinese
universities have also agreed to
shoulder financial expenditure or
reduce the tuition fee to a
reasonable level.
Pakistani students will be taught in
English. However, they will also be
required to learn Chinese language
at the initial stage. Students in
various disciplines will be selected
purely on merit, in a transparent
manner. Currently, 78 Pakistani
students are already studying in
China. Now, number of scholarships
are being increased to 300. The new
scheme, Dr. Shaikh said is aimed at
creating understanding of Chinese
education and culture among
Pakistani students and scholars.
Education for foreigners in China is
comparatively cheaper than that in
western countries.
Nearly, 1500 people will be sent
abroad for PhD degree every year,
said Dr. Sheikh and the Government
was increasing the budget for higher
education further although it had
already been raised from Rs.800
million to Rs.9.1 billion. Dr. Altaf
Sheikh was accompanied by two
other officials of the HEC, namely,

12 patents and 82 books.
He is also the Director of H.E.J.
Institute of Chemistry, Karachi

transformed into one of the most
powerful centres in
the field of natural
product chemistry, as
a result of the
research being carried
out here.

Medical Journal Writing
It is very alarming for the education
sector that the country is far behind
in scientific research than the
developed countries, said Prof. Dr.
Atta-ur-Rahman, Chairman HEC, at
the inauguration of workshop on
'Writing for Medical Journals'.
The workshop was arranged by
Learning Innovation Division, HEC.
Jim Thorton was the guest speaker.
It was attended by over 70 doctors
of Islamabad/Rawalpindi.
We should utilize our academic skills
to participate in the international
research community through
writing and publishing research
articles, said Chairman HEC. The
research writers should adopt
internationally accepted format with
a simple language on the topics
concerned with modern
developments in medicine, he
added. They should be upto date
with references they make and be
well armed with knowledge they
want to pass on. The resulting
article should hang in balance, he
concluded.

Council Meeting
The need to develop a network of
database in the field of Social
Sciences and Humanities, with the
complete list of social scientists and
professional in the field was stressed
at the second meeting of
Management Board of Social
Sciences & Humanities Research
Council of Pakistan at HEC .It was
also decided that a well-planned
library & data dissemination and
documentation centre would be
developed and maintained with the
regular supply of the journals on the
social science subjects. The meeting
was chaired by Prof. Dr. Manzoor
Ahmed, Chairman Executive Board,
Usman Institute of Technology.
The Board was apprised of the
progress made regarding the
seminars and conferences, as two
conferences have already been
conducted. The remaining will be
held in 2005.

had been provided to 733 teachers.
Earlier, Dr. S. Sohail H. Naqvi,
Executive Director, HEC gave a
detailed account of HEC's mission to
facilitate institutions of higher
learning to serve as an engine of
socio-economic development of
Pakistan. Socio-economic
development he said, means that
the benefits of higher learning reach
the grass-roots level i.e. to the
common man. Instead of 'bottomup approach' we need 'top-down
approach'. For this higher
education, technology
d e ve l o p m e n t , a n d i n d u s t r i a l
linkages were required as the
sustainable poverty eradication can
only be possible through building
advanced human capital, enhancing
and funding domestic research for
adapting foreign technologies, and
preparing individuals for less
profitable and socially desirable
careers, he explained.
Talking about the higher education
reforms, Dr. Sohail Naqvi said, Task
Force on Higher Education was
formed in April, 2001, Study Group
on S&T was formed in October, 2001
and Steering Committee on Higher
Education came into existence on
August 01, 2002. He said funding of
universities would be doubled in two
years, while the income generated
by universities would be retained by
them. He said Higher Education
Commission was formed in
September, 2002 as an autonomous
body with financial powers to
develop projects upto the ceiling of
Rs 40 million.
He said HEC-NAC collaborative
programmes also exist that are
funded through Pak-US
'Cooperation in Science &
Technology' Programme' with a

grant of US $500,000 from State
Department. It is a collaborative
programme with US National

scientific societies to acquire journal
content to meet specific needs of
research community is also going
on. He said access to resources is
expected to be initiated by January
2005. He also listed research

gave a brief overview of the HEC
website and internal website of the
HEC i.e. PERN while Kamran J.
Naeem, Country Coordinator, Digital
Library highlighted the details of the
Digital Library, developed by HEC. It
has 15,000 research journals
available on the internet. Access to
these journals is free to all
institutions and the number of
journals was being gradually
increased, he concluded.

Development' (Regional and
International Experience) Abu
Dhabi.
The higher education and science &
technology sectors are today
playing a key role in the
development process and only those
countries are marching forward
which have realized that their real
wealth is the quality of human
resources and their ability to use
them for development, he added.
The Conference was jointly hosted
by United Nations Development
Programme UNDP and the Abu
Dhabi Water & Electricity Authority
(ADWEA). His Highness Sheikh Diab
Zayed Al Nahayan, Chairman of
ADWEA was the chief guest.
The major objective and overall
theme of the conference was to
provide an opportunity for
intercultural experience, and raise
awareness of the importance of
information and communication
technologies as an effective tool to

HEC Monitoring Cell
HEC has constituted a Monitoring
and Development Cell to oversee its
various on-going projects and
programmes.
The objectives of the cell include
monitoring of HEC funded projects
to maintain consistency with
approved objective and timeframe,
keep financial discipline by available
means, including conducting
physical checks through scheduled
or unscheduled field visits. The
Monitoring Team is housed at the
HEC Secretariat.
The cell aims at ensuring
transparency in implementation,
particularly project tender events
and monitor adherence to official
rules and regulations, and
developed projects driven by the
HEC Vision, and establish project
monitoring system and develop
guidelines for useful and
a p p r o p r i a t e o p e ra t i o n a l a n d
financial target achievements for
ongoing projects. Policy guidelines
for monitoring and performance
evaluation of projects are under
process of development.

under the SSHRC, it was decided to
raise the financing of each research
project to the amount ranging from

It was further proposed that a
research journal for Social Sciences
be launched by SSHRC, focusing
upon the Social Sciences issues.
New Coordinator
Mr. Luqman Ahmed recently joined
Higher Education Commission as
Coordinator, Social Sciences and
Humanities Project to establish the
Social Sciences and Humanities
Research Council of Pakistan. Mr.
Ahmed has 10 years experience in
the development field, including
that of coordinating with the
government, semi-government,
civil society organizations in the
education field, community and
donor agencies and developing
various programmes like resource
centre and advocacy campaign.
Mr. Luqman Ahmed did his Masters
in Public Administration from Quaidi-Azam University, Islamabad. He
has to his credit a poetry book in
Urdu, “Tum Sae Kehna Hae”,
published by Sang-e-Meel
Publications, Lahore in June 2000.

Ms. Sheila Zulfiqar Ahmed,
Consultant (R&D) has rejoined her
parent department at University of
Karachi from of January 1, 2005
after serving the HEC from

During her tenure at HEC as
consultant she managed the ShortTerm Foreign Faculty Hiring

and the West. The HEC is further

Nobel Laureates 55th Meeting of in Lindau (Germany) 26th June -1st July, 2005
A unique opportunity of interaction for talented students/young scientists with 40 Nobel Laureates and about 600
fellow participants from over 30 countries in the fields of physics, chemistry, biology and medicine is offered. Two
groups, each of eight students, have already participated in the 53rd (medicine/physiology-2003) and 54th (physics2004) meetings. Applications are invited for 55th meeting to be held in June 2005.
Eligibility criteria: Only Pakistani nationals, studying or working in Pakistan can apply. They must have a M.Sc./MBBS
or higher degree as well as a first class academic career with merit positions in board/university examinations.
Age limit: Graduate students upto 25 years. Doctoral students upto 30 years. Post doctoral scientists upto 35 years.
The applications recommended by the Head of Departments must reach at the following address before 31st January
2005. The selected candidates will be provided return air travel and boarding/lodging in Germany for one week.

Sabbatical Leave Fellowship Programme
The Higher Education Commission has initiated a leave fellowship programme which aims at advancing the pursuits of
scholarship and research in a university, to free faculty members from their normal university duties, enable them
follow their scholarly interests on full time basis and thus keep their professional standing maintained so that they may
present themselves with renewed vigor, perspective, and insight at pedagogical and research forum.
The Sabbatical Leave Fellowship, which is for a maximum of nine months, will benefit 20 scholars each year for four
years.
Financial Package:
Monthly fellowship for a Professor is Rs.35,000 per month and for an Associate Professor, Rs.25,000 per month.
Boarding Allowance is Rs.5,000 per month, whereas local travel (air-fare/road/train) will be as per entitlement.
Research grant supplement at the host university is to a maximum of Rs.75,000 per scholar.
