Governor State Bank of Pakistan (SBP) for printing the message
“Say NO to Corruption” on credit cards of all banks.
ii.
Secretary Pakistan Railways, for printing the message “Say NO to
Corruption” on Railways Tickets.
iii.
Secretary General All Pakistan Newspaper Society (APNS) for
printing the message “Say NO to Corruption” front page of all
Newspapers.
iv.
Chairman Pakistan International Airlines (PIA) for printing the
message “Say NO to Corruption” on Air Tickets / E-Tickets.
v.
Chief Commissioner (ICT) for printing the message “Say NO to
Corruption” on computerized number plats of all vehicles of ICT.
vi.
CEO Headstart School, for organizing a lecture to create awareness
amongst the masses especially school children against the ill-effects
of corruption.

Lecture by DG (A&P)
At Roots International School:
Director General (A&P) delivered a lecture on “Role of Youth on
Prevention of Corruption” on 08 January, 2016, which was attended by
students, faculty members and CEO of Roots International School.
Director General (A&P) greatly emphasized on the role of youth in curbing
corruption from the society, especially those studying in schools / colleges
/ universities can play leading role in uprooting this evil from the society
and urged them to actively participate in preventing members of their
families from getting involved in corruption. Pictures are attached as (F/A).

Interview by DG (A&P)
DG (A&P) appeared in the following TV interviews and highlighted the
importance and impact of NAB campaign “Say NO to Corruption” in
creating public perception towards anti-corruption efforts. She conveyed
the Chairman message to the masses.

Presentations
As directed by the worthy Chairman NAB, Director General (A&P) gave a
presentation on “Awareness and Prevention Activities and the campaign

f.
Signing of MoU between Ministry of Supervision People’s Republic
of China and NAB
As per directions of worthy Chairman A&P Division is pursing the matter
with Ministry of Foreign Affairs. DG (China) Ministry of Foreign Affairs has
conveyed that they have informed the Pakistan Embassy in China that the
NAB would like to sign the MoU at the earliest.
DG (A&P) has a detailed talk with Mr. Zhao Lijian, Deputy Head of
Mission, Chinese Embassy in Pakistan. Mr. Zhao told that Beijing has
approved the MoU in principle which needs some further procedural

requirement for final approval. He suggested that worthy Chairman NAB
may like to visit China in middle of April 2016 for signing of MoU. In
addition Mr. Li of Chinese Embassy informed DG (A&P) that Mr. Mie Jing
who is Coordination Officer for MoU is on holidays in China has contacted
relevant officials in Ministry of Supervision. He informed that they are
active to the MoU and will confirm as soon as possible.
g.
Distribution of Story Book “Gogi Says NO to Corruption”
Comic story book “Gogi Says NO to Corruption” published in
collaboration with Asian Development Bank and Gogi Studios have been
distributed to following:i.

Following meetings of Editorial Board chaired by DG (A&P) were held
during the month of Jan, 2016:a.
A meeting was held on 8th Jan, 2016 at A&P Division for collection of
data from all Division / Wings of NAB HQ and Regional Bureaus.
b.
Meeting held on 13th Jan, 2016 at A&P Division for finalization of
layout and data.
c.
Meeting held on 21st Jan, 2016 at A&P Division for correction in first
dummy of Newsletter.
d.
Meeting held on 25th Jan, 2016 at A&P Division for finalization of
Newsletter.
Subsequently, NAB HQ Newsletter (2nd Issue) has been printed and
published after approval of Competent Authority and the same has also
been dispatched as per approved distribution plan to all concerned.

Prevention Activities
3.
Progress of Prevention Committees
i)
Prevention Committee on Health (Sub Committee No: 08 on PMDC)
A follow up meeting chaired by DG (A&P) of Sub –Committee – 08 on
PMDC was held in A&P Division on 4th January, 2016. Detailed
discussion on different aspects of the working of PMDC and the problems
faced by the stakeholders was carried out. The following points were
come under discussion:a)
The establishment of Regional officers of PMDC and decentralization
delegation of power to them.
b)
Registration renewal, inspection of medical colleges and public
dealing may be shifted on automation for transparency.
c)
Penal Clauses may be introduced in departmental disciplinary
actions. Cases of serious corruption and corrupt practices /
embezzlement and misappropriation may be refereed to NAB or FIA.
d)
As representative of the PMDC apprised the committee that bribery is
rampant in PMDC, it was proposed that mechanism to curtail bribery
and corrupt practices in the PMDC offices be devised to ease out the
young doctor.
e)
The existing National Exams Board system may be reviewed and be
made fool proof and transparent.
f)
Awareness campaign by PMDC and different medical colleges
against quacks may be introduced.
g)
Fee structure of private medical colleges may be implemented strictly
in accordance with PMDC ordinance.
ii)
Meeting with National Book Foundation (NBF) under Prevention
Committee on Procurement.
A complaint regarding favoritism in procurement against National Book
Foundation was received from a vendor. Subsequently a meeting was
held with National Book Foundation (NBF) officers on 5th January, 2016

at A&P Division NAB HQ. In the said meeting, matter regarding the
complaint against NBF in the irregularities in the procurement of paper
was discussed at length and later on an advisory letter was issued to NBF
containing the following instructions for strict compliance in future:a)
Forward a comprehensive reply to the complainant through
departmental Redressal Committee in terms of rules 48 of PPRA rule
2004 under intimation to this Bureau.
b)
Ensure Adherence to the PPRA Rule 2004 especially rule 23,25 and
35 pertaining to bidding documents, Bid security and Bid evaluation
report in letter and spirit in your future procurement.
iii.
Meeting with Punjab University under Prevention Committee on
Regulatory Mechanism.
A meeting / briefing session under Prevention Committee on Regulatory
Mechanism was held on 6th Jan, 2016 with Punjab University on a
complaint wherein the management of Punjab University has been alleged
for illegal allotment of sports ground for Marquee / Wedding Lawn to some
private catering company at low rates and without competitive bidding /
auction. In this regard, following officers of Punjab University gave briefing
on 06th Jan, 2016 at A&P Division:a.

The matter is under process and further reports have been sought from
HEC and LDA Lahore.
iv.
A meeting was held on 14th Jan, 2016 with Project Director (I-15), CDA
on complaint regarding delay in giving possession in I-15, Islamabad. It
was briefed to this Bureau that the requisite funds are not available for
initiation of development work on site and the PD sought time to discuss
the impediments with the higher authorities at CDA.
v.
Prevention Committee on Health (Sub Committee No:5 on National
Institute of Health – NIH)
Sub Committee – 05 on National Institute of Health was held on 27th Jan,
2016 at A&P Division. The said meeting was scheduled to discuss the

issues
that
are
involved
in
the
delays
of
the
finalization
of
recommendations of the Committee. The convener informed the forum
that the recommendations of the said committee have not yet been
finalized due to certain new developments related to the manufacturing of
vaccines for swine flu, polio, anti diphtheria serum etc. by establishing a
private limited company under the umbrella of NIH to overcome national
level requirements. In a follow up meeting draft recommendations have
been finalized. A meeting of the said committee is being scheduled for
15th February, 2016 for vetting and signature of the final report.
vi.
Prevention Committee on Health (Sub Committee No:7 on Tibb and
Homeopathy)
Sub-Committee -07 on Tibb and Homeopathy was held on 29th Jan, 2016
Convener of the Committee Dr. Mahmood –ul-Haq Abbasi, presented the
finalization report of the committee. The recommendations have been
forwarded for the approval of the competent authority. The presentation of
the same will also planned during the month of March 2016.
4.
General Complaints:
i.
Complaint against National Housing Authority received from TI Asia
Pacific zone was processed. The response from the concerned authority
was found unsatisfactory. Keeping in view the same, a follow up meeting
will be scheduled for 25th February, 2016 with NHA authorities. The main
allegation are as follows:a)
The complaint comprises of two parts. In the first part Ti highlighted
its commitment to curb corruption at the international level by
ensuring the implementation multilateral international conversions on
corruption. in addition to the same Ti Asian Pacific chapter focusing
on the governance and political changes in Pakistan. National
Housing Authority like other institution of the country is failed to
overcome the needs of the growing population.
b)
In the second part of the letter Ti explicitly highlighted the reasons for
failure of NHA in delivering the services over the last so many years.
ii.
Complaint received from Transparency International Pakistan pertaining to
“Award of contract of NTDC tender No CPP-01-15 Lot 1( for the Design,

manufacture, supply, installation, testing and commissioning of 500 KV
Double Circuit Quad Bundle Thar-Matiari Transmission Line from Thar
valuing Rs 5,745,191,387 based on Fraud & fake Documents”. Comments
sought from Ministry of Water & Power vide letter dated 01-12-2015.
Reply deadline was Jan 12, 2015, and is still awaited. Reminder-I issued
on 09th Feb 2016.
iii.
2 x complaints received from different sources regarding “Fraudulent
Award of Contract for Karachi Lahore Motorway (Lahore- Abdul Hakeem
Section) (NHA)” wherein following allegations have been leveled on the
National Highway Authority (NHA) in award of subject contract:a.
Mandatory criteria for pre-qualification, that applicant must have
successfully completed a similar project worth PKR 91 billion has
been compromised in case of China Railway 20 Bureau that does not
pass the qualifying criteria.
b.
M/s China Railway Bureau 20 –ZKB JV has submitted Bid Security in
two parts with two different names in violation of Instruction to
bidders (ITB) - Clause 15.1.
c.
Frontier Works Organization (FWO) claims to be the lowest bidder as
it quoted Rs 134 billion, whereas the contract has been awarded to
M/s China Railway 20 Bureau and ZKB (JV) for Rs 148.654bn.
d.
Successful bidder reduced quantities and work material amounting to
Rs 10billion without reducing the cost of the project.
Briefing was recommended by this Division from NHA which is likely to be
held in February.
iv.
A complaint was received in this Division wherein it was alleged that
Cabinet Division invited tender for “Velvet Boxes and Silver Roundel” and
after the complainant was declared successful, the tender was retendered and given to another company. The complaint participated in the
1st bid opening held on 17-11-2015 and the re-tender bid opening date
was 28-12-2015. It also emerged that the re-tendering process has been
done in haste violating Rule 13 of PPRA and not adhering to the 15 days
minimum response time. This Division sought rely about the details of the

bidding procedure from Cabinet Division vide letter dated 20th Jan, 2016.
Reply Received and under evaluation.
v.
Advisory letter issued on 27th Jan 2016 to HEC for adhering to the PPRA
rules in future procurements after detailed scrutiny, clarifications and
meeting with HEC Officials on the observations noted by this Division in
the procurement process for “Prime Minister’s Laptop Scheme”.
vi.
Advisory letter issued on 28th Jan 2016 to NADRA on observations noted
by this Division in the contract award of “Oracle E- Business Suit Upgrade/
New Implementation” after considerable clarifications and briefings from
NADRA officials in December 2015.
vii.
A complaint received from one Rao Abdul Qayyum, wherein questions
were raised on the transparency of Prize Bond Draw scheme. A briefing
has been called for 11th February 2016 by this division from National
Savings on following aspects:
i.
Overall Procedure of the prize bond draw
ii.
The problems, (If any) faced by the department in the present system
iii.
Status of complaints received from general public against the draw.
viii. Complaint received from Transparency International Pakistan wherein it
was alleged that M/s Rikans International was granted exemption for
import of 1x wheel loader excavator but the custom GD-1 form indicates
purchase of several quantities of Hydraulic Excavator with Standard
accessories, Excavator (for agriculture use) with standard Accessories
and wheel loader Excavator (for agricultural use) with Standard
Accessories etc. In view of above Chairman FBR has been asked to look
into the matter and share the findings with this Bureau.
