Noldon, Ph.D. Interim Vice Chancellor, Student Services and Special Programs SUBJECT: Cooperating Agencies Foster Youth Educational Support Program Application To Participate The Chancellor’s Office is pleased to announce its intent to award funding as part of the Cooperating Agencies Foster Youth Educational Support (CAFYES) program. Funding for CAFYES is the result of Senate Bill 1023 (Chapter 771, Statutes 2014), which allows the Chancellor’s Office to enter into agreements with up to 10 community college districts to provide additional funds, separate and apart from current funding, for services in support of postsecondary education for foster youth through a supplemental component of the existing Extended Opportunity Programs and Services (EOPS) program. The purpose of these awards is to encourage the enrollment, retention and transfer of current and former foster youth in California’s community colleges by establishing an educational program that provides services promoting their academic success. The CAFYES Application to Participate (ATP) process will provide additional monies to EOPS to manage and coordinate services to EOPS-eligible, current and former foster youth attending the California Community Colleges. To be eligible, students who will receive support from funded CAFYES programs must: Have had their dependency established or continued by the court on or after their 16th birthday; Be no older than 25 years of age at the commencement of any academic year in which they participate in the program; and Be enrolled in at least nine (9) college credits upon acceptance into the program. Five hard copies and one electronic copy (PDF format) of the CAFYES ATP, containing all required signatures, on a USB “flash drive” memory storage device must be received by 5:00 pm PDST on October 9, 2015, to be considered for funding. An Applicants’ Webinar will be held on Tuesday, September 8, 2015, from 1:30 p.m. - 3:30 p.m. Please submit questions about the ATP to cafyes@cccco.edu by Friday, September 18, 2015. Questions received before September 8th will be addressed during the Webinar, if possible. All questions received by September 18th including those that we are unable to 1 address during the Webinar will be answered in a Frequently Asked Questions (FAQ) document that is expected to be posted on the Chancellor’s Office website at: http://extranet.cccco.edu/Divisions/StudentServices.aspx by Friday, September 25, 2015. District Superintendents and/or Chancellors are invited to submit one application in response to the CAFYES ATP on behalf of colleges within their districts. Districts may include all or some of the colleges within their district. Strong applications will provide clear data on the number of current and former foster youth currently being served, the number that are likely to be supported by the CAFYES program, and offer program activities that are responsive to eligible students’ needs and strengths. Program activities can include, but are not limited to, outreach and recruitment, service coordination, counseling, book and supply grants, tutoring, independent living and financial literacy skills support, frequent in-person contact, career guidance, transfer counseling, child care and transportation assistance, and referrals to health services, mental health services, housing assistance, and other related services. Given the supports that many current and former foster youth may need, applications should present a network of internal partners (e.g., other categorical programs and programs that serve foster youth) and external partners (e.g., county health and human services agencies, county probation, Independent Living Programs, non-profit organizations, etc.) with whom the EOPS administrators will work collaboratively. The application forms (i.e. Contact Page, Signature Page and CAFYES Budget Plan Form) are in a format that will allow districts to copy locally and complete electronically. Review committees will score each application on a 200-point scale with a possible 20 point bonus and will use the following scoring percentages to determine which districts (up to 10 may be selected) will receive funding beginning January 2016. Satisfied all components (100% to 75%) - Applications in this range qualify to be recommended to the Board of Governors. The application provides in-depth evidence of abilities defined by the specification, provides specific descriptions of how the requirements will be accomplished, and provides clear, detailed illustrations of a successful CAFYES program. Applications in this range could be awarded. Satisfies minimal components (74% to 50%) - Applications in this range may qualify to be recommended to the BOG with program and budget revisions requested by CCCCO. Applications in this range provide some evidence of abilities defined within the application’s specification. The application provides limited or vague descriptions, or various areas that lack linkage to the program goal(s). Applications in this range could be awarded. Satisfies few or no components (49% to 0%) - Applications in this range do not qualify to be recommended to the BOG. The application lacks the requirements defined within the application specification. Areas of the application lack description or the response is significantly deficient concerning the application requirements. Applications in this range will not be awarded.
