Information for new university employees
Please take a few minutes to read this important information.

This information sheet provides new employees at the University with an overview of the most
important points in relation with their hiring and employment. Where an application is referred
to, then the necessary forms can be obtained from the personnel department (some also via
the Internet www.uni-bayreuth.de).

The personnel department of the University of Bayreuth is responsible for all contractual affairs and the establishment of the salary classification.
The personnel department should be notified of the following changes in writing as
soon as possible:

Absence due to illness, commencement of duties after illness (please check with you chair for the usual
procedure),
change of address,
change of name or change of family status (e.g. marriage certificate, birth certificates of
children etc.)
Doctor’s certificates according to the Maternity Protection Act.

You are kindly asked to be responsible for informing the administration as soon as you are able to work again after illness. Otherwise there is a risk that the salary transfer ist stopped due to the deadline for continued payment.
Payments
Employees: Payment is made by the Landesamt für Finanzen, Bezügestelle Arbeitnehmer,
Postfach 100264, 95402 Bayreuth.
Civil servants: Payment is made by the Landesamt für Finanzen, Dienststelle Würzburg,
Bezügestelle Besoldung, Ref. 51/02, Postfach 5209, 97002 Würzburg.
Enquiries to the payment centres: The number of the working group for civil servants
(Org.Nr. 6123) and employees (Org.Nr. 42.11) and the date of birth or the number awarded by
the payment centre in Bayreuth must be submitted.
It should be noted that information which affects payment should be submitted to the payment
centre in Bayreuth at the latest by the 5th day of the previous month.
Payments for civil servant and allowances according to civil servant guidelines are paid
monthly by computer on the last day of the previous month.
Payments for employees are paid on the last day of each month for the current month by
computer. The payment is made solely non-cash into a bank account (giro account).
The Landesamt für Finanzen is responsible for advice and information on payment issues. The
telephone number of the contact person for you is indicated on your salary information slip or
can be established by the switchboard at the payment centre for employees in Bayreuth
(0921/8004-0), or for civil servants by the switchboard at the remuneration centre in Würzburg:
(0931/4504-0).
You are kindly asked to send all the following documents directly to the payment centre in Bayreuth stating your

Other regulations
Working hours:
The regular working hours for civil servants are currently 42, and for employees 40.1 hours
per week.
Inability to work:
Continued payment of salary and benefits is according to the legal or agreed specifications.
National insurance, additional insurance (VBL):

For all non civil servants, all insurance agreements for pension, health, nursing care und
unemployment are regulated by the social insurance code. Health and pension insurance
are regulated in the fifth and sixth book, nursing care insurance in the eleventh book of the
social insurance code and pension insurance in the promotion of employment law (AFG).
The articles of the federal and state government employees retirement fund (VBL) include
provisions about the supplementary benefits in the public service.
Business trip:
Business travel always requires prior written approval, particularly with respect to necessary
accident insurance. A written request is necessary. For short business trips within Bayreuth,
verbal approval is sufficient. In the case of business and work related accidents, payment
will be guaranteed according to the civil servants provisioning law or the statutory accident
insurance. This is the case for physical injury, therapy, employment help, pension, death
benefit and surviving dependant’s pension. In the case of property damage, then a replacement will be provided. A preclusion period of three months applies to the latter.
Commencement of duties travelling expenses:
Costs related to the commencement of duties can be refunded if an application is made according to the rules of the Bavarian business travel law or according to the refund guidelines of third party providers:
Removal costs will generally only be refunded if a written application is made before the
removal, approval is given and conditions are met on an individual basis.

Severance pay:
The conditions for the receipt of severance pay are available from the personnel department. A written application is necessary.

Federal employee accommodation:
Within the bounds of possibility and guidelines, the accommodation welfare office of the
local finance authority; Bezirksfinanzdirektion, Bezügestelle Bayreuth, Postfach 100264,
95402 Bayreuth, will allocate federal employee accommodation to university employees.

Provisional accommodation:
In certain circumstances and with the relevant application, accommodation which is unsuitable for families can be classified by the Bavarian ministry for education, culture, science
and art as temporary accommodation. Further details can be obtained from the relevant
personnel staff or the accommodation welfare office.

Financial support:
Those who qualify for financial support are generally civil servants. More details are provided by the Financial Assistance Regulations (BhV). An application is essential for financial
assistance. In the case of leave, you must ensure that you have sufficient health insurance
cover. The implications for the granting of financial aid can be defined by the financial aid
centre.

Advance payment:
If employees are required under certain circumstances to make payments, which they are
not able to do so from their salary, then they can apply for an interest free advance payment.
Further information from the Landesamt für Finanzen Bayreuth (the relevant contact person
and telephone number can be obtained from your salary slip).
Capital formation
Due to the statutory or agreed possibility of capital formation by the employee, it is recommended that you inform yourself of possibilities at the Landesamt für Finanzen or at your
own bank. Possible types of investment are for example, savings accounts at banks or a
building loan agreement.
Liability of state employees:
In the case of personal, property or capital damage caused by a civil servant, the civil servant is liable only for intent or gross negligence as long as the damage is caused during official business. For activities that fall under the civil-legal jurisdiction of the State of Bavaria,
the civil servant is liable due to the adjudication of the Federal Labour Court, for intent and
all forms of negligence, limited by the principles regarding the liability of hazardous work,
that is in so far as this is the case, the civil servant will be absolved of liability in the case of
minor negligence. In the case of gross negligence, the employee is fully liable, and for medium negligence, the damage will be shared accordingly. The same applies to damage
caused by the civil servant to the State of Bavaria.
Telephone usage:
Business calls: Please dial a ‘9’ when using the telephone.
Private calls: Please dial a ‘0’ when using the telephone.
Private calls with a ‘0’ will be recorded as private calls and a personal statement will be sent
out on a quarterly basis for payment. This also applies to local calls!
Post:
It should be noted that no private post can be sent through the University post office.
Documents destined for the Landesamt für Finanzen Bayreuth can be sent with business
post.
