President Karnig discussed the following informational handouts:
A handout from the July 7-8, 1999 Board of Trustees meeting -
“1999/2000
CSU Support Budget Expenditure Increases.”
A report, “Pride in Belonging...,” from the CSU Division of University
Advancement, wherein it was noted that San Francisco State University conducted its first “Pulse” survey, including responses from 13,000+ students regarding how they felt about the university. The results will be used as part of San Francisco State’s on-going self-improvement plan, which calls for repeated surveys of students, faculty, and staff. (Vice President Rincon and his staff will investigate the feasibility of conducting a similar survey at
CSUSB.)
A June 29, 1999 article from the L.A. Times entitled “Freeway Sign is
Certainly an Academic Issue at University (San Diego State).
An article from the June 30, 1999 L.A. Times entitled “Class of’98 Sent 65.6% to College.” While the article contained national statistics - President Karnig
stated that 40% of high school graduates in the Inland Empire go straight to college.

President Karnig, noting that this is the first meeting of the fiscal year, thanked Council members for their contributions during the past year. The President said that efforts should be made to build on the civility, collegiality, and loyalty exhibited between members while fulfilling commitments to their divisions/departments.
The President stated the purpose of the Administrative Council:
A place to teach and learn, as opposed to simple decision-making;
A vehicle for dissemination of learned information;
A forum for input into decisions through expressing views, voicing disagreements, and participating in discussions;
A means of strengthening collegiality, and getting to know one another less formally.
Finally, President Karnig stated that successful endeavors are achieved through collaboration.

Fall 1999 Application Report
Vice President Rincon distributed the July 9 Application Report.
Drs. Fernandez, Kajcienski and Rincon will track students who applied to CSUSB, but did not enroll.
Dr. Rincon reported that Dean Clark is coordinating the Faculty/Student Reception to be held on campus on July 21. The event culminates a recent campaign to attract freshmen to CSUSB. Declared and undeclared students and their families have been invited to meet with faculty advisors, enjoy a light supper and attend the Wednesday night entertainment series.
Enrollment Report
Vice President Rincon discussed the July 10 Enrollment Report.
Proposed Campus E-mail Structure
Mr. McKenzie distributed a proposal regarding the campus e-mail structure. After initial discussion, it was agreed that the item will be brought back to the July 26 Administrative
Council meeting. Questions/recommendations can be submitted to Mr. McKenzie prior to that meeting.
Acceptable Use Policy
Drs. Cooper and Galin presented a “cosmetically edited” version of the subject policy, which would set forth the use of electronic communications for students, faculty, and staff. They will consult with Elizabeth Walter, CSU legal counsel, and bring the document to a future meeting of the Council.
Management Employees Vacation Policy (Revised)
Vice President DeMauro presented a revised Management Employees Vacation Policy for CSUSB. The policy will be brought back as an action item at the July 26 Council meeting.
The Basis of the Capital Outlay Program 2000/2001 AND The Five-Year Capital
Improvement Program 2000/2001 Through 2004/2005
Vice President DeMauro briefed Council members on the subject reports, and reminded them that allocation of these types of funds is contingent upon enrollment growth.
DRAFT Policy for Student Assistants Salary Rate
Vice President DeMauro presented a draft Policy for Student Assistants Salary Rate. It was recommended that the proposal be discussed at a future meeting of the Council.
University Advancement Name Change
President Karnig announced that Vice President Hankin requested a name change for her Division - from University Advancement back to the Division of University Relations.
The matter will be discussed at the July 26 Administrative Council meeting.
President Karnig announced that the Department of Athletics will return to the Division of University Advancement, and the Director will report to Vice President Hankin.
Dean Jackson distributed the CSU Extended University Annual Report, 1997-1998.
