Provide HIV testing services to those at high risk for HIV: Benchmark 180 100 HIV test provided per year (via 1 agency) The following paragraph on Page 6, Exhibit A, Required Documentation and Submittals, Item 6 has been revised: Implementation Plan and Schedule: The bid response shall include an implementation plan describing how the bidder will (1) prepare to provide services for twelve months beginning on or around June 1, 2014 November 1, 2014, (2) plan to inform HIV medical providers, case managers and clients on how to access services, and (3) how services will be delivered. The plan should also include an assessment of service, effectiveness and any areas for improvement on September 1 January 1, 2015. The Bid Form has been revised according to the attached Exhibit A. Responses to Written Questions Q1) A1) Q2) A2) Q3) A3) Regarding the separation of each section of the proposal by tabs, what constitutes an individual section? Is it each item listed under Required Documentation and Submittals? Please refer to Page 6, Exhibit A, Required Documentation and Submittals, Item 1, “Table of Contents: Bid responses shall include a table of contents listing the individual sections of the proposal/quotation and their corresponding page numbers. Tabs should separate each of the individual sections.” If a bidder has long-term relationships with funders and has not terminated any major contracts, may that bidder utilize those long-term funders as “former” clients? Yes. A reference may be a current or former funder. The funder should be able to speak to the quality of care/services provided. Under Financial Statements, the RFP lists that a Dun and Bradstreet SQR report is required. Is that in addition to, or in lieu of, audited financial statements? A Dun and Bradstreet SQR report is required. However, audited financial statements are not required in response to this RFP. Early Intervention Services a. Provide HIV testing services to those at high risk for HIV: Benchmark 100 HIV test provided per year (via 1 agency) b. Those clients newly diagnosed with HIV will be linked to HIV medical care: Benchmark 85%. c. Those clients aware of their HIV status and not in care will be re-linked to HIV care: Benchmark 55%.” If bidder is co-applying, can those unit of service (UOS) be split between co-applicants? Yes. The bid form reflects UOS for the entire EIS program. Q5) A5) Are there requirements for font, font size and margins? No, there are no requirements for font, font size or margins. Q6) A6) What is the County’s overall funding for this contract? GSA Procurement & Support Services does not provide budget estimates for contracts. We’re asking the bidder to give us the best price for the services described in this RFP. Q7) A7) Does the County prefer prime sub-relationships or co-application? Does that matter? Please refer to page 27, item T. Submittal of Bids, number 7, which states: “Only one bid response will be accepted from any one person, partnership, corporation, or other entity; however, several alternatives may be included in one response. For purposes of this requirement, “partnership” shall mean, and is limited to, a legal partnership formed under one or more of the provisions of the California or other state’s Corporations Code or an equivalent statute.” Each bid must contain only 1 primary Federal tax identification number. Q8) A8) How will the use of the funds be justified when the County will be testing people with a negative result? The bidder may use Ryan White funds for testing for HIV. If an individual tests positive, the contractor would refer and link to care services. If an individual tests negative, the contractor is not obligated to provide services. Q9) A9) Should a bidder submit an Implementation Plan for the full 12 months? According to the RFP, it is for 12 months. Please see the revised paragraph above.
