Welcome & Overview
The ITOP Coordinator, John, welcomed ITOP members to the All-Day Strategic
Planning Retreat. He briefly requests members to introduce themselves and their
organization. Members introduced themselves. 35 members were present -youth,
parents and professionals. John reviewed agenda and the day’s activities with
the ITOP Council Members.
Process Update
The ITOP Coordinator provided members with a historical overview about the
ITOP Strategic Planning Process. He encouraged members to ask questions and
allowed for clarification and discussion among members, staff, youth and parents
and professionals
Strategy Development
Carolyn Verheyen, the MIG Consultant provided overall comments about the
Community input into the Strategic Planning Process. She then explained the
specific purpose, goal, outcomes for the retreat session. She also carefully
clarified each of the strategies and strategy categories listed in the ITOP Strategy
Document with the Council Members. In addition, Carolyn, offered specific
examples as to how Council Member can help shape and prioritize the strategies
and activities.
The 11 page Strategy Grid was enlarged to 36 x 48 and posted on the wall for
members to review throughout the day! The Mission, Goal and Vision statements
were also enlarged and posted for member to cross reference! Members asked
questions, discussion followed. Concerns were clarified and resolved.
Immediately following the discussion, Council Member used “post-its” to clarify
and revise individual strategies. Carolyn facilitated discussion with council
members about each modified strategy based on their “post it” notes. Council
members voted and formed consensus and agreement on their modified
strategies. Members paused and broke for lunch.
Human Service Co-Ops Dale Dutton, ITOP of D3 Associates provided a brief overview. He provides a 1
Page that described and outlined “What Are Human Services Cooperatives”.
Members asked questions. Dale clarified and responded to members inquiries.
Members were area asked to sign –up if they were interested in the HSC CoOps. Dale agree to contact, the interested council members and meet with the

cohort group 1 hour prior to the August 9th, ITOP meeting. I suggested that the
ITOP Council and form a small Sub-committee or Workgroup to explore the
details and options of forming a HSC Co-Op(s).
Phasing and Prioritizing Activity
Members used color coded dots to vote, prioritize and gain consensus about
which strategies will initiated / begin in years 1, 2 or 3. Carolyn and the
consultant staff counted the dots determined the appropriate votes for the
strategy.
 The BLUE dot indicated the strategy will start in 1 to 2 years
 The GREEN dot indicated the strategy will start in year 3 to 4 years
 The YELLW dot indicated the strategy will start in year 5
Resources- Action Planning
Carolyn, the consultant facilitated Lead & Support Role activity. Council Members
offered suggestions and recommendations on lead and support roles for each
strategies. The recommended agencies were captured and charted in the Lead
and Support Roles Column of the ITOP Strategy hand-out.
Action Item- Follow up


Martha Zamora of ILSP has agreed to obtain the strategic plan for Foster
Care Community. She will review and compare these Foster Care
Strategic Plans to see how it correlates with the ITOP strategies.
John Paul and Laurie agreed to identify and locate other Strategic Plans
that relates to Transition Aged Youths. They agreed to and develop a
clear matrix of the Strategic Plans.



Develop September 13th, 2006 ITOP Agenda
Follow-up with Council Members recommendation for potential ITOP
Council members.
