VAIP was established according to the Decision No. 312 QD/HDBT on Dec. 17, 1988 of the
Chairman of the Council of Minister (now is the Premier Minister). VAIP is a social-professional
Non- government Organization belonging to the Vietnam Union of Scientific Technical Association; a
member of the National Steering Committee for IT, a member of Vietnam Chamber of Commerce and
Industry (VCCI).
VAIP is a voluntary organization of those who work in different sectors: researching, teaching,
management, business, IT dissemination and application. VAIP’s mail goal is to bring together
resources in order to contribute in promoting ICT activities foe the social - economic - scientific
development of the country.

Executive board:
The number of members in the board is 24 people including one Chairman and three Vice Chairmen.
Its responsibility is to consider, evaluate and decide all the activities of the association between the
two meetings of the General Assembly. The board will vote for the board deputies and the Inspectorate
board. The executive board will get together every quarter.
Executive board deputies:
It includes 4 members, one is Chairman and three are Vice Chairmen. It is the permanent part of the
executive board. It is in charge of implementing the resolutions of the general assembly and the
executive board. Its members will meet each month.
Inspectorate board:
The objective of this board is to supervise the association’s compliance with its charter, to implement
the General Assembly’s resolutions and to monitor the association’s financial activities. The
committee operates independently of all of the other bodies in the association, and therefore can be
seen as an auditing body that ensures the association operates according to its adopted principles.

VAIP office: The office is to support the executive board. The General Secretary is also the Vice
chairman, doing the office administration. Currently, the association office has six staff members.
* VAIP’s member includes more than 40.000 individuals gather from 35 official Member
Associations, 21 IT Branches Associations, 50 collective members (ICT businesses), 5 organizations
in the fields of science and technology, more than 400 ICT Companies (including local and foreign
invested companies), there are more than 100 companies operating nationwide.

VAIP has funds to support Research & Development, poor-good students and youth talents in
IT.
Policy Advocacy
The governmental authorities such as the Ministry of Information and Communications and the
National Steering Committee for IT Development, relating Departments and agencies, as well as the
National Assembly Office often consults with VAIP during its policy formulation and legislative
process. VAIP in cooperation with these authorities organizes activities relating to IT. The association

frequently provides advice when new initiatives or programs related to the IT industry are being
planned.
Consulting, assessing, criticizing the IT projects or programs
VAIP explores its manpower resource of experts and members to do these jobs. VAIP takes part in
building, assessing, and criticizing the national IT strategy developing plans and the plans to apply IT
in governmental administration of departments and agencies in nationwide
Organizing market promotion activities for IT enterprises and popularizing IT in the society.
VAIP organizes market promotion activities locally and overseas like exhibitions, fairs, road shows,
members’ products introduction, forums, seminars on technology transfer and IT knowledge
popularization in the community.
Expanding foreign affairs, international cooperation activities
VAIP has had the good relationship with foreign commercial services and international
organizations.
In 2003, VAIP joined the Asia ICT Confederation (AIC). Cooperating with the Singapore Computer
Society (SCS), the Hong Kong Computer Society (HKCS), Center of the International Cooperation for
Computerization - Japan(CICC), Computing Technology Industry Association (CompTIA), Hong
Kong Trade Development Council (Hong Kong TDC), with Institute for Information Industry (III –
Taipei), Taipei Computer Association, membership of International Federation of Information
Processing (IFIP)
CONTEXT IN THE COMING YEARS
We expect that VAIP will operate in the following context of IT industry over the next three years
(2008-2011):
- The IT market will continue to grow at a high rate over the next three years. It will continue to
be the Government’s priority for future development. The total expenditure on IT in Vietnam,
both on hardware and software, will also continue to increase. There will be a broader
application of IT in terms of industry and location, and a deeper adoption of newer
technologies.
- There will be greater awareness of IT, not only due to the promotion of widespread computer
use but also through support for the use and protection of copyright, know-how, innovations
and the advantages of intranets and the Internet.
- Government agencies and policy makers will further their trust in VAIP and expect the
association to provide opinion, feedback and contributions to the formulation of policies and
programs that affect the IT industry, not only in Hanoi and HCMC area, but across the country
against a background of increasing international and regional integration.
- VAIP partners and members will demand more professional and competitive services from the
association in its trade promotion activities, such as the organization of exhibitions and
seminars. If it meets that requirement, VAIP will not only be able to sustain its revenue but
will also improve its position and open up more opportunities for both the association and its
members.
- Individual and corporate VAIP members, including international members, will require more
attention to their specific needs. They will also demand better-quality and more professional
services from VAIP. VAIP is asked to satisfy these demands to sustain the confidence and
support from its members.
- VAIP members, especially well-established enterprises, will face greater opportunities and
challenges as they export and sub-contract their products or services. VAIP’s members will
expect the association to act as a business bridge by networking, introducing and matching
them with

More and more new enterprises, mostly small and medium enterprises, will participate in the
IT market. They will wish to join VAIP in order to learn from their predecessors and peers, and
to look for opportunities to cooperate with or provide services to other members.
International organizations, trade promotion offices, and international associations concerning
IT field will be increasingly interested in working with organizations such as VAIP to foster
business cooperation.
Vietnamese overseas organizations, experts and families also have concerns in exchanging
information, providing experiences, knowledge, and in introducing appropriate programs or
projects to activities of VAIP and local.
The media will become a more important vehicle for VAIP members to promote their image,
products and services and to protect their interests. On the other hand, the media will also look
to build a trustworthy, open and supportive relationship with the VAIP.
VAIP’s VISION
VAIP wants to be the leading association for IT businesses and experts in nationwide, and aims to
provide quality services for the development of its members and the IT industry in the City and across
Vietnam
MISSION
- VAIP unites its corporate and individual members, and increases the cooperation and linkages
among its members. VAIP represents and protects its members’ interests.
- VAIP contributes to acceleration of growth and development in the IT industry, and it
contributes to expand the market and improve the competitiveness of its members. VAIP takes
the initiative in policy advocacy activities.
- VAIP has the responsibility to popularize and enhance the awareness of the society in building
an information society for the country.
OBJECTIVES
- To strive to be a professionally managed and financially sustainable association that will better
serve its corporate and individual members.
- To be an association with real ability, a trustworthy support for enterprises, an important
element in the development triangle of the government - enterprise – association. VAIP aims to
be a necessary address for international partners and has practical distributions to the
development of Vietnam IT community.
VAIP'S 2008-2011 PLAN
From the above insights, VAIP is building its 2007 - 2009 plan with vision to 2010. The two main
directions of the plan are member services and develop IT human resource of Vietnamese local and
international IT community. The plan will bring VAIP to one of the prestigious associations in the
region.

The monthly and nationwide - circulated Informatics & Life Magazine is the mouthpiece of the
Vietnam Association for Information Processing and a forum for the development of information
technology in Vietnam. The magazine not only disseminates knowledge of information technology
widely but also reflects all aspects of life which are related to and affected by information technology.
Besides, it provides Vietnamese readers with latest international news about information technology
breakthrough and events.
