model aircraft association Sport Safety Management Plan 2015 1 Foreword – President of the RAF Model Aircraft Association (RAFMAA) The Royal Air Force has learned a very great deal over the years about flight safety. It has a rigorous system in place to ensure that all its operations are conducted at a level of risk that is appropriate to the situation. Had I applied those principles more effectively to my model aircraft activities during my early years, I suspect many of the mishaps I suffered then would have been avoided. In model flying, our National Governing Body (the British Model Flying Association) has a rigorous system in place to examine the full spectrum of model flying disciplines, to constrain activities to a level of risk that is acceptable and to incorporate any lessons learned from incidents that occur despite best endeavour to avoid them. Quite rightly, RAFMAA is affiliated to the BMFA and our members must comply with the code of conduct, rules and regulations set out in the BMFA Handbook. The following complementary document sets out RAFMAA's Sport Safety Management Plan. Not unlike full size aviation, model flying is unforgiving of the ill prepared, ignorant or casual participant. Make sure you read this document thoroughly and apply rigorously the principles set out in the BMFA Handbook when you take part in RAFMAA activities - you owe that much to yourself, to other RAFMAA members and, importantly, to bystanders who may be affected by your actions. It does not cover normal club activities or Family Day displays, which are under the duty of care of the respective Head of Establishment. Chairman’s Safety Commitment 1.2 The Director RAF Sports (DRS) requires Chairman of RAF Sports Associations to be accountable for the way in which they run and manage their respective Sports Association. The Chairman of RAFMAA is required, on an annual basis, to account for his safety performance, measured against JSP 815(Defence Health, Safety and Environmental Protection) criteria which, as well as underpinning all our Safety activities such as meetings and assurance visits, also form the basis for the RAFMAA’s safety commitment: …to prevent fatalities and to minimise injury to people playing Sport in RAF Model Aircraft Association organised events. 1.3 DRS Governance Arrangements Overall policy and the conduct of RAF Sport Safety rests with 22 (Trg) Gp. On behalf of AOC 22 (Trg) Gp, the DRS exercises executive responsibility for the control and conduct of all recognised Sports undertaken under the aegis of the voluntary RAF Sports Associations. Aeromodelling, as an Approved Sport, is managed by RAFMAA whose officials act in accordance with BMFA and DRS governance arrangements. 1.4 RAFMAA’s Structure and Business Processes The objects for which RAFMAA is established are to promote the efficiency of Her Majesty’s Armed Forces by increasing physical fitness, fostering the esprit de corps and raising morale of members of the Royal Air Force and other Services, in particular (but not by way of limitation), through the playing of, encouraging participation in and providing or assisting in the provision of facilities for the Sport of Aeromodelling. RAFMAA is to act as controlling authority for RAF Aeromodelling to: a. Encourage Aeromodelling as a Sport in the RAF. b. Promote and arrange the RAF Championships. 4 c. Promote participation in events such as Public Flying Displays and Family’s Days in furtherance of its charitable objects. d. Select and manage the teams to represent the RAF in the Inter-Service Championships and other representative fixtures. 1.5 e. Administer funding of the Association for the benefit of the Sport. f. Develop and provide Aeromodelling coaching at all levels. Safety Documentation RAFMAA activities will be undertaken at all times within the rules and regulations laid down by the National Governing Body (The British Model Flying Association (BMFA)). As an association, it will be managed iaw AOC 22 (Trg) Gp’s Total Safety Directive 15/02. 5 Chapter 2 The RAFMAA Safety Organization 2.1 Responsible Persons Defence has created a safety construct of duty holders to focus on the ownership and management of risk to life (RtL). Sport Safety has been defined along those lines but draws on the terms “Responsible Person” as the accountable manager at the delivery level. A Responsible Person is accountable for ensuring that RtL from activities within their AoR are reduced to As Low As Reasonably Practicable (ALARP) and are tolerable to them. Within Sport, the Responsible Persons are as follows: RAF Sports Duty Holder. The RAF Sports Association’s Operational Duty Holder is AOC 22 (Trg) Gp whom is specifically responsible for all safety within RAF Sports activities. RAFMAA Responsible Person. The Chairman of RAFMAA is the Responsible Person responsible for all safety at RAFMAA organised events. 2.2 Responsibilities and Organization – RAFMAA RAFMAA will deliver its responsibilities through its Executive Committee (EC), who are Trustees of the Association. Indemnity for committee members whilst undertaking all lawful aeromodelling activities is provided by the BMFA. The BMFA also provides 3rd Party Insurance for all BMFA members partaking in aeromodelling activities, including MOD property. It is a requirement that all RAFMAA members are members of the BMFA. The participation of retired Servicemen and civilian BMFA members is essential for the successful running of the RAF Championships and Association. Whilst Servicemen are protected under the Armed Forces Compensation Scheme whilst undertaking Duty events, civilians are not and are to seek specialist advice regarding life assurance. Specific role responsibilities are as follows: Area Chief Examiner (ACE). RAFMAA has 2 ACEs (North and South) whom are nominated by the EC and vetted and appointed by the BMFA. ACE details with contact details are available on the RAFMAA website. Examiners. Examiners are examined and appointed by the ACE. Examiner details with contact details are available on the RAFMAA website. Instructors. Instructors can be nominated by any club OIC or member of the EC if judged SQEP to the BMFA. In addition to Club Instructors, RAFMAA keeps a list of ACE approved RAFMAA Instructors on the RAFMAA website. 6 Event Organiser. The Event Organiser, usually the Competition Secretary (CompSec), is responsible for planning and arranging of an event and assuring that the appropriate safety measures are in place. He is to ensure that: Any sporting venue meets the necessary BMFA guidelines in terms of separation distances from crowd lines etc. Site risk assessments are to be undertaken prior to the event to identify hazards and evaluate any risks above and beyond RAFMAA’s generic risks, which are at Annex A. Competition Directors are suitably experienced and briefed on their responsibilities, emphasising any action to be take in the event of an emergency. Checklists for Comp Directors are at Annex B and are to be issued prior to the respective competition being undertaken. In the event of a template not being available for the event, then a blank template is to be completed and utilised. Any RAFMAA equipment used to support the event has been validated and signed for by a suitably experienced individual, usually the Equipment Member, to ensure that it is fit for purpose. Pilots are briefed daily using the check sheet at Annex C. Any safety incidents/near misses are brought to the attention of the Chairman within 24 hours. Any accidents are to be brought to the attention of the Chairman & the BMFA immediately it is safe to do so. Equipment Member. The Equipment member is to validate the serviceability of all RAFMAA equipment required prior to it being used at an event. The exception to this is equipment that has been formally loaned to an individually who is considered SQEP to maintain it himself. Competition Directors (CDs). CDs are appointed as required by the Event Organiser based upon their experience and suitability. They are responsible for all activity relating to the preparation or operation of their competition flight line, although they can enlist the assistance of other personnel to assist in doing so. To guide them, the Event Organiser will provide them with templates (at Annex B) citing minimum safety distances and other recognised hazards along with PPE and other equipment to mitigate these risks. The need for individual pilots to comply with CD directions will be mandated to all pilots at the daily Pilots Brief. CDs act on behalf of the Chairman RAFMAA and are to cease an individual or all flying activity if, in their judgement, they deem there to be an unacceptable or unnecessary risk to safety. To assist RAFMAA in demonstrating its safety procedures CDs are to: Prior to the competition, complete the Competition Template provided by the Comp Sec, photographing it and emailing the photo to compsec@rafmaa.co.uk After the competition, completing the safety review on the rear of the Competition Template, photographing it and emailing the photo to compsec@rafmaa.co.uk Seek an RAF F7454 from the CompSec if an injury is likely to impact an individual’s ability to undertake his normal line of work. Individual Pilots. Individual Pilots are required by law to satisfy themselves that the flight that they are about to undertake can be done so safely. Individual pilots have the responsibility of judging whether their experience or model is up to the conditions on the day. However, if the CD or CompSec judge that the flight cannot be undertaken safely for any 7 reason whatsoever then their judgement is binding and any dissenters will be escorted from the event. 8 Chapter 3 RAFMAA Safety Management Activities 3.1 Governance and Assurance Governance and Assurance is done in several ways: 1. RAFMAA DH governance structure. 2. Assurance visits and audits of facilities where events are to be held, in particular the review of event risk assessments. 3. Interaction across the DH levels, predominantly between Responsible Person (Chairman) and the ODH (AOC 22 (Trg) Gp). 4. The completion RAFMAA Risk Assessments for RAFMAA organised events. 5. The review and analysis of RAFMAA safety, including incidents and accidents, at the AGM. 3.2 Risk Management and Risk Registers Chairman RAFMAA is responsible for identifying and mitigating risks to ALARP within the Association. RAFMAA’s Generic Risk Assessment is at Annex A. Site Risk Assessments will be carried out by Event Organisers prior to the event. Comp Directors will carry out Dynamic Risk Assessments prior to their competition. RAFMAA will use the following five steps to assess risks prevalent whilst conducting authorised Aeromodelling activities: 1. 2. 3. 4. 5. Identify the hazards. Decide who might be harmed and how. Evaluate the risks and decide whether existing control measures are adequate or whether more should be done. Record the findings. Review the assessment and revise it if necessary. There is 1 potential RtL for the RAFMAA which, when mitigations are applied, is deemed tolerable and ALARP. Risk 1. Management of Change New or amended regulations and policy will be promulgated by the DRS and BMFA to the RP. 3.4 Reporting and Investigation of Occurrences Reporting provides RAFMAA with a clear and accurate understanding of our safety performance and our ability to deliver Sport in a safe manner. There is a strong expectation of our personnel that they report all issues of Safety concern. This is undertaken in 2 ways: 3.5 Emailing of post event reports to the CompSec. In the event of an incident, filling in an RAF Form 7454 (at Annex E) and sending it to individuals HOE. The BMFA is to be notified of any incident likely to result in a claim on 0116 244 0028 (answermachine out of hours) within 24 hours. Communication The RAFMAA Secretary is the primary focal point for all Sport communiqué, including safety messages to RAFMAA members. RAFMAA uses its website to communicate Safety matters. 10 Chapter 4 RAFMAA Safety Performance 4.1 Safety Targets RAFMAA is committed to following the BMFA safety guidelines which when encompassed within its SSMP is considered to reach a maturity assessment Level 4 award against the required 11 safety management arrangements/systems1. This means that all RAFMAA activities are as a minimum, compliant with safety governance arrangements. 4.2 Retention of Data All safety related data is to be stored within RAFMAA’s Dropbox document Library under Records/Reference Material/Safety. 4.3 Learning Lessons Whilst the collection of data and its retention is clearly important, it is how we utilise that data to help prevent recurrence of incidents that is of paramount importance. At all levels of governance, trends should be identified and discussed, good practise identified and promoted and risks identified and mitigated. The RAFMAA EC will evaluate accident and incident data from across all RAFMAA events and will provide feedback through its website and AGM. 4.4 Sport Safety Management Plan Review Maintaining the RAF SSMP is the responsibility of the RAFMAA EC. In the spirit of Continuous Improvement, this document will be reviewed formally on an annual basis and also subsequent to any of the following: 1. Major organizational changes within the RAFMAA. 2. Changes in Defence regulation, specifically related to the DRS. 3. Changes in civil safety legislation. The model must be capable of taking-off and landing on its own undercarriage. The event will involve five 'tasks' as follows: Loop, roll and Touch-and-Go; Touch and go; Limbo; Pit Stop; Longest Glide Scores from all tasks will count towards the overall score. The tasks may be performed in any order as requested by the CD on the day. Although participants may be placed in the individual tasks, placings will only be given in the overall event if all five tasks are completed. If weather conditions prevent the erection of a suitably frangible limbo gate the CD may exclude the task from the event. Pilot's Rules for All Tasks All models must R.O.G. in a safe manner into wind. Whilst airborne, the pilot must remain between the model and spectators and other entrants at all times (i.e. spectators must be behind the pilot and the model must be in front of the pilot). The same model must be used for all tasks. Pilots, assistants and marshals for all tasks except the ‘Longest Glide’ must wear protective headgear. Each competitor will be allowed to re-fly a single task of his choice (not all tasks!) at a time agreed with the CD. On giving notice to exercise this option the individuals score already attained for the task will be discarded and only the score from the re-fly will count towards the overall position. Entrants will be expected to attempt all events. They may withdraw at any time but will only gain a station point if, in the opinion of the Contest Director, their model becomes unfit to fly after they have completed at least one event. All subsequent take-offs must be made from the gate area. Timing will commence when the model leaves the ground for the first time. If the strings are cut, only the clean passes up to that point will count. The pass cutting the string does not count. The throttle on the engine must be set up so that the engine can be stopped when the marshal gives the command. The entrant will take-off from a given point and climb for 30 seconds (or less if weather conditions dictate). The entrant will then be instructed by the marshal to stop the engine and glide. Five seconds after the instruction to stop the engine is given the throttle should be opened fully and left open for five seconds to ensure that it has stopped (not for electric models). The entrant with the longest glide time counted in minutes and seconds will be the winner. There will be a 10% bonus for landing in the square. In the event of a tie there will be a fly-off timed by two marshals in minutes and seconds with a reduced engine run if necessary. Engines are to be started in the designated areas. The number of rounds to be flown in any competition will be determined by the CD having taken into account the weather conditions and number of contestants. In the event of weather deterioration during the competition the decision of the CD and judges as to placings will be final. All manoeuvres will start and finish in straight and level flight. Manoeuvres will start and finish on the same heading. Unless noted, entry and exit will be at the same altitude. All manoeuvres which have more than one loop or part of loops will have the loops or parts of loops of the same diameter and in the case of consecutive loops, in the same place. Similarly all manoeuvres which have more than one roll will have the same roll rate. All consecutive rolls will be at the same altitude and heading. All manoeuvres with rolls or part rolls will have lines of equal length before and after the rolls. Any violation of the above will be reason for downgrading, in addition to the downgrades listed in the manoeuvre descriptions. Note that these lists are not all inclusive. Flights may be made at any time during the Championships at the discretion of the Glider CD. Launching shall be by means of hand tow line, optional pulley system, bungee, or power winch at the CD's discretion. o Tow Lines. The length of lines or bungees shall be not more than 150 metres under a 2 Kg load. o Flights. Each competitor must make 5 fights with the following target times: 2, 4, 6, 8, 10 minutes. Target flight time is to be declared by the pilot within 30 seconds of release from the towline. Once declared this time may not be changed. o Attempts. Only ONE attempt is allowed at each flight. An attempt is made when the model leaves the launching hand under the pull of the launching apparatus. Scoring. One point is awarded for each second flown up to the flight target limit. One point is deducted from the score for every second flown beyond the target time. One hundred bonus points are awarded for landing within ONE metre of a marked target spot reducing by 5 points for each metre error to a minimum of 30 points at 15 METRES; beyond this ZERO bonus is scored (see table). The distance is measured from the nose of the model when at rest. If the target time is exceeded no bonus will be added to the competitor's score. The competitor's final score is the total sum of the flying scores plus the landing bonuses. The maximum possible score is 2,300 points. Flights may be made at any time during the Championships at the discretion of the Glider CD except that if more than one round is flown and the course is changed; each competitor must attempt each course to score for that round. Flagrant disregard of right of way will attract disqualification. o Scoring. Each competitor's score will be his total time taken in seconds plus any penalties incurred during the round.
