POSITION TITLE: ELECTRONIC FIELD TECHNOLOGIST

Position Purpose/Summary

The purpose of this position is to install, maintain and repair Supervisory Control and Data Acquisition (SCADA) systems and metering equipment operated by Wabash Valley Power Association to ensure timely transfer of accurate and reliable load data.

Secondary responsibilities involve assisting member systems by interfacing the SCADA system to member-owned substation equipment. Additional responsibilities include providing technical assistance and guidance to member systems (cooperatives) related, but not limited to, computer systems, network environments, Automated Meter Reading/Infrastructure, telecommunications, and metering.

This position should lead to promotion to the Electronic Engineer position when proficiency is demonstrated.

Essential Duties and Responsibilities

65% Installs, modifies, and maintains the SCADA systems for the Member Systems and cooperatives. This includes engineering and managing projects, configuring and testing communications equipment, Remote Terminal Units

(RTU’s), fiber optics, Intelligent Electronic Devices (IED’s), Front End Processors, and SCADA

Servers/Workstations as well as performing System Administration and Database Administration duties on server/workstation environment and Network Administration duties on network equipment. Position is also responsible for creating and managing software programs and functions to address programming needs on systems. Position occasionally works with other departments to assure metering equipment is accurate. Position functions encompass responsibilities from various disciplines as outlined in attachment A .

10% Trains and instructs Member Systems personnel on the operation and proper use of all installed equipment such as the SCADA system. Troubleshoots and maintains communications of the end user devices that connect to the

Members’ SCADA systems.

15% Provides technical assistance and guidance to member systems related, but not limited to, computer systems, network environments, Automated Meter Reading/Infrastructure, telecommunications, and metering.

5% Provides technical support for WVPA metering including installation, programming, maintenance, and potential replacement of metering equipment.

Secondary Duties and Responsibilities

5% Performs related administrative responsibilities such as credit card reconciliations, creation of weekly reports and time sheets, and maintaining an inventory of spare parts. This may also involve maintenance of the field office, service van, and equipment and tools.

May be required to perform other duties as assigned.

Education/Experience Requirements

 Associate’s Degree in Electrical Technology or similar field required. Bachelor’s Degree in Electrical Engineering or

Engineering Technology preferred.

One to three years of prior experience in an electronic technology capacity or Military technical training required.

Previous experience with metering equipment and previous electric utility experience highly desirable.

Previous experience with Remote Terminal Units (RTU’s), Intelligent Electronic Devices (IED’s), Radio

Communications equipment, as well as EMS/SCADA System maintenance, preferred.

Operational understanding of computer technology and networking required.

Job Complexity

Work requires sound judgment and analytic ability requiring somewhat complex calculations, organizing information for reports and solving problems.

Supervisory Responsibilities

This position has no direct supervisory responsibilities.

Working Environment and Conditions

Contacts/Relationships

The incumbent spends approximately 70% of his/her time developing and maintaining business contacts within the organization. He/she will also spend approximately 30% of his/her time developing and maintaining business contacts outside of the organization with the Member Systems, local government organizations, various communication and electronics consultants and vendors.

Working Conditions

This position occupies 30% in a general office environment and 70% in an outdoor environment. Exposure to weather elements is likely. Incumbents drive/operate a company service van in the course of performing their job responsibilities.

Incumbents spend approximately 40% sitting, 40% standing, and 20% walking in the course of performing their job responsibilities and will likely handle materials weighing up to 100 pounds with or without mechanical assistance. Incumbents in this position will occasionally require moving in awkward positions (bending, stooping) and climbing of up to 20 feet.

Incumbents will use the following office equipment in the course of performing their duties: computer, printer, copier, and fax machine. Frequent use of small hand tools will be required. Travel and occasional overtime may be required. Incumbents will be expected to provide after hours support.

Apply electrical and electronic theory and related knowledge, usually under the direction of engineering staff, to design, build, repair, calibrate, and modify electrical components, circuitry, and controls for subsequent evaluation and use by engineering staff in making engineering decisions.

Electrical and Electronics Repairers, Powerhouse, Substation, and Relay

Inspect, test, repair, or maintain electrical equipment in generating stations, substations, and in-service relays.

Network and Computer Systems Administrators

Install, configure, and support an organization's local area network (LAN), wide area network (WAN), and Internet systems or a segment of a network system. Monitor network to ensure network availability to all system users and may perform necessary maintenance to support network availability. Occasionally assist in network modeling, analysis, planning, and coordination between network and data communications hardware and software. Position may administer network security measures.
