Family name: Stålnacke First names: Per Gustav Date of Birth: October 15, 1966 Nationality: Swedish Civil Status: Married Key Qualifications: General Stålnacke has long-term experience in issues devoted to integrated water management with particular emphasis on studies of pollutant fluxes in river basins (from source to river mouth) and statistical analysis of historical environmental monitoring data. Stålnacke has developed statistical models for source apportionment of pollutants and time trend analysis. Stålnacke has a scientific interest to bridge the gaps between research and practical water management. Education and employments He holds an interdisclipinary Ph.D. degree in Water and Environmental Studies from Linköping University, Sweden, in 1997; thesis title: Nutrient loads to the Baltic Sea. The thesis included a thorough collection and analysis of river monitoring data in more than 130 rivers around the Baltic Sea (incl the Kattegat area). Stålnacke showed in his thesis that the estimation of riverine loads of nutrients has been seriously underestimated in the official reporting to e.g. Helcom and that the riverine loads showed a surprisingly stable pattern the last 30-year period when the natural fluctuations were removed. Between 1997 and 2003 he was employed as Research Scientist at Jordforsk (Norwegian Centre for Soil and Environmental Research), where he mainly worked with nutrient losses from agricultural areas. Between August 1, 2003 and April 1, 2007 he had a permanent position as Senior Research Scientist at NIVA (Norwegian Institute for Water Research). Since then he is employed as Senior Research Scientist at Bioforsk (Norwegian Institute for Agricultural and Environmental Research) and since 2009 Head of Department Water quality and hydrology. Geographical and project experience Besides in Norway, Stålnacke has considerable experience with working in the Baltic Sea Region particularly in the Baltic States, Poland and Russia. He has participated in and coordinated international research projects (primarily in FP5, FP6, Nordic-Baltic programmes) and international networks. For example between 2001 to 2004 he was project coordinator on a EU/FP5-funded project (MANTRA-East) on transboundary related problems in integrated water resources management in a Water Framework Directive context with lake Peipsi (Estonia/Russia) and Vistula lagoon (Poland/Russia) as main case study areas. Between 20062009 he was the scientific coordinator of a FP6 project on twinning European and S/SE Asian river basins in an IWRMframework (www.striver.no) (13 project institutes with a 3,5 M EUR budget). From 2011 he has jointly with University of Aveiro coordinated the FP7-project LAGOONS. Management experience His management competence is mainly directed towards projects with environmental authorities as major beneficiary and client ( at trans-national, national and regional level). Countries covered are Sweden, Norway, Estonia and Russia. The projects mainly cover technical and/or expert advice on water management (e.g. lake Peipsi in Estonia/Russia, Dauagava river in Latvia) and environmental assessments (e.g. Lake Vansjø (Norway), Lakes in the Haldenvassdraget in Norway, lower Glomma river in Norway, various rivers in Sweden). Between 1997-2003 he was responsible for the reporting of time-trends in agricultural stream in the Norwegian National Agricultural Environmental Monitoring Programme (JOVA). Between 2004-2006 he was assistant project leader in the Norwegian river monitoring programme (RID). Other assignments Stålnacke is author or co-author of 59 scientific publications in peer-reviewed journals, international periodicals or as book chapters He has edited three internationally published book (Gooch&Stålnacke, 2006; Gooch&Stålnacke, 2010, Gooch, RieuClarke and Stålnacke, 2010). He has given more than 50 presentations at international conferences or related.
