WANDLE HOUSING ASSOCIATION JOB DESCRIPTION Title: Financial Controller Grade: E2a Managing: Project Accountant, Finance Team Leader(s) and Finance Officer(s) Finance Director Reporting to: Overall Objective Responsible for delivering transaction services (rent accounting, sales invoicing and payments) and further improving the systems of internal financial control and wider internal controls. Accountable for production of the statutory accounts, tax compliance and compliance with accounting and financial reporting standards. To contribute fully to the work of the Senior Management Team, providing leadership and management to enable the business to achieve its strategic objectives and goals. . 1. Key Result Areas 1.1 Provide transaction services – recording rent transactions, cash transactions (to rent accounts), payroll, sales invoicing and credit control and all payments. 1.2 Developing, implementing and ensuring compliance with strategies, policies and procedures for the management of financial transactions (or other transactions with a consequential financial impact). 1.3 Project managing and producing statutory accounts to the timetable agreed with the Auditors and the Audit Committee and to the agreed standard. Continuous improvement in the process of production. 1.4 Liaising with the internal audit contractor to plan internal audit activity, review internal audit reports and manage the implementation of recommendations. 1.5 Supporting Senior and other managers to improve the systems of internal control, and specifically assist Managers to design and implement improvements in internal financial control. 1.6 Ensure that all financial transactions are properly recorded in the accounting system. 1.7 Ensure compliance with requirements of H.M. Revenue & Customs and working with tax advisers on improving tax efficiency and tax compliance. 1.8 Undertaking project work, with particular focus on financial control, financial management and technical accounting issues. 1.9 Ensure that there is a comprehensive system of internal control within the team and between the team and the rest of the business. Accountable for managing the risk of fraud and weakness in internal controls. Have in place a comprehensive set of policies, strategies and procedures to enable the business and internal control objectives to be achieved. Ensure that reconciliation and similar activity is undertaken to support this objective. 2. Meeting or improving against the timetable and budget for production of statutory accounts (and projects if applicable). Meeting key performance measures in relation to transaction services (for example, amending rent accounts within published timetable). 3. Extensive experience of preparing statutory accounts and developing practice from the regulatory framework of accounting. Very good understanding and / or direct experience of working with the SORP applicable to Housing Associations. Experience at Manager level or above in a medium or large audit firm (or exceptionally, experience as a senior internal auditor in the commercial or housing sector) Experience of leading, managing, coaching and developing a team. Extensive experience of networking and building professional relationships both internally and externally. Experience of developing and automating financial reports. Experience and track record of improving financial performance. Demonstrable ability in research, analysis and developing ideas and concepts. Comprehensive knowledge of risk management and internal controls. Demonstrable ability in system and process thinking. . Ability to communicate clearly, succinctly, with confidence and without use of technical language to a wide range of audiences. Commitment Education and development: Demonstrable skill in preparing project plans, undertaking financial analyses, synthesising commercial and key performance indicators in financial analysis.
