The Shuswap Nation Tribal Council is looking for a Finance Director for a permanent full
time position. The Tribal Council is situated in Kamloops, BC. Its purpose is:
 To preserve, maintain and enhance the heritage and identity of the Shuswap Nation;
 To improve the social and economic independence of the Shuswap people;
 To achieve a just resolution of aboriginal title and rights of the Shuswap people;
 To promote and communicate a better understanding of Shuswap beliefs and positions
to other First Nations and the general public in British Columbia;
 To advance and improve the standard of living of Shuswap people;
 To promote self-government for Shuswap people; and
 To undertake activities that benefit, protect and enhance Shuswap heritage, culture and
people.
POSITION PROFILE
The Finance Director is responsible for the management, reporting, and administration of the financial
affairs of the Tribal Council, managing the day-to-day accounting affairs, and assisting in the development
and administration of financial and accounting policies.
QUALIFICATIONS
1. Professional designation, CPA, CGA, CMA or CA, and a related post-secondary degree, or
equivalent amount of knowledge and education in a related field;
2. Member in good standing of their professional association;
3. Minimum of five (5) years related work experience at a senior management level;
4. Demonstrated supervision and administration experience.
SPECIFIC RESPONSIBILITIES
Performs all duties and responsibilities in accordance with the Shuswap Nation Tribal Council policies,
standards, and procedures, and as directed by the Tribal Director but more specifically has the following
responsibilities:
Financial Management
1. Conducting all duties necessary to discharge the financial administration responsibilities of the
Council of Chiefs;
2. Ensuring that all accounting practices comply with GAAP;
3. Administering and maintaining the accounts of the Tribal Council;
4. Ensuring all financial and accounting records are current, accurate, and recorded and filed in a
manner that reflects professional and acceptable accounting practices, are auditable and facilitate
the annual audit;

5. Compiling and preparing the annual budget and any amended annual budget, for presentation to
the Council of Chiefs;
6. Reporting on all financial transactions relating to the financial business of SNTC;
7. Preparing and presenting to the Council of Chiefs by the first Wednesday of each month, an
internal financial statement for the previous month that includes the cash position and a
statement of operations showing revenues and expenditures;
8. Receiving, recording and depositing, or administering the receipt, recording and depositing of all
money received by SNTC in a timely manner;
9. Actively monitoring compliance with any agreements and funding arrangements entered into by
the Tribal Council;
10. Actively monitoring compliance with any laws, standards and policies, procedures and directions
of the Council respecting the financial administration of the Tribal Council;
11. Developing and maintaining procedures for the operations of the Tribal Council and the
safeguarding of the Council’s capital assets;
12. Developing and maintaining procedures for the safeguarding of monies and financial documents,
specifically by:
a. Establishing safe storage in security boxes or safes,
b. Establishing secure storage with security codes and locks on files, cash and valuable
documents, and
c. Ensuring no more than two (2) people, in addition to himself, have knowledge of the
security codes, combinations or possession of keys to locked files;
d. Ensuring all cash on hand is secured in a locked safe located in the administration office
of SNTC at the end of each business day; and
13. Monitoring departmental budgets to ensure that expenditures are within approved budgets, policy
and procedures;
14. Administering the purchase order system to ensure that all purchases are in accordance with
approved budgets, policies, and procedures;
15. Recommending appropriate financial and accounting policies and procedures, and administering
policy as approved by the Council of Chiefs; and
16. Administering the employee benefit plan and supervising the employee payroll system;
Supervisory

Developing the Finance Department position descriptions;
Recruiting and selecting Finance Department employees;
Supervising and evaluating the performance of employees in the Finance Department;
Developing employee training and development plans;
Delegating and assisting in the work of the Finance staff, as appropriate.
Financial Accounting Systems
1. Ensuring that the financial administration systems, policies, procedures, directions and internal
controls are appropriately designed and operating effectively;
2. Developing and recommending procedures for identifying and mitigating financial reporting and
fraud risks and to ensure approved procedures are followed;
3. Managing the accounting software program(s) including the entering, storage, retrieval and
backup of all financial accounting information; and
Other
1. Liaising with AANDC, ESDC and other funding agencies;
2. Preparing financial expenditure reports as required by our funding sources;
3. Providing financial information and support to managers and directors in the development of
budgets and proposals for funding;

4. Providing support for member bands and other entities reporting to the Council of Chiefs;
5. Keeping the Tribal Director informed of sensitive and important financial and operating issues; and
6. Performing any other duties of a senior financial officer and carrying out any other activities
specified by the Tribal Director that are not inconsistent with those duties;
TERMS
The Finance Director will work a seven hour day/thirty-five hour week. Some small amount of traveling
may be required. The Finance Director is Level X on the SNTC Wage Grid
In accordance with the SNTC Human Resource Policy, the first priority will be to hire qualified persons of
Secwepemc ancestry. Pursuant to section 41 of the BC Human Rights Code, preference may be given to
applicants of Aboriginal ancestry.
