VESID
VESID-the Office of Vocational and Educational Services for Individuals
with Disabilities is part of the New York State Education Department.
What is VESID?
This office assists school leavers to develop vocational skills leading to
gainful employment. VESID determines an individual’s eligibility based on
functional limitation or an impediment to employment. It provides the
funding for training at various service providers throughout the five
boroughs. Eligibility should be determined during students’ Senior year.
Furthermore, VESID packets and required forms are collected by the school
Transition Linkage Coordinator. Students are referred to the VESID office
in the borough in which they live. The NYC VESID offices are listed below:

FIFTH YEAR PROGRAMS
These programs have attempted to fill the need of giving the IEP diploma
graduate an additional year of job readiness training. During the “5th Year”
the student/employees can benefit from a menu of vocational and
educational opportunities: RCT/Regent preparation classes, completion of
course work, resume preparation, vocational assessment, hands-on job
training, certificate upon completion and job placement assistance. This
program serves as a bridge between high school and the workplace.
Traditionally, 5th year programs have evolved from a partnership between a
high school and a community- based organization or local business. Listed

Conducts shared instruction programs with high schools offering a wide
range of trades including: building, cosmetology, automotive, child care,

PLACEMENT AND REFERRAL CENTER FOR
CLIENTS WITH SPECIAL NEEDS
The Center is a Department of Education office that provides competitive
city-wide job placement for qualified candidates with disabilities.
Additionally, the office makes agency referrals for clients who require
vocational training. Furthermore, the center administers the Training
Opportunity Program (TOP), the Summer Youth Training Program (SYEP),
provides staff development workshops for Transition Coordinators.
Additionally, students receive employability skills workshops and Level 2
vocational assessments.
