This meeting was chaired by Dr A C David Bayvel, who has assumed the rotating chair until October 2012. In the previous meeting, held at the University of Queensland, Gatton campus in October 2010, chaired by Dr Peter Thornber, the partners agreed on the following priority areas for the Centre’s work plan for 2010-2013. Activities: ■ Conduct an intensive two-week residential training course on animal welfare with participants from across the region. ■ Hold annual workshop to share strategic drivers and research directions in addition to providing a forum to exchange the groups’ latest research results. ■ Assist OIE, by developing the proposed scientific program and suggested speakers for the third OIE Global Conference on Animal Welfare to be held from 6 – 8 November, 2012 in Malaysia. ■ Support implementation of the OIE Regional Animal Welfare Strategy for Asia, The Far East and Oceania, particularly efforts in capacity building by fostering strategic relationships with developing countries through OIE twinning activities. ■ Promote the use of Australia and New Zealand expertise on OIE ad hoc groups relating to animal welfare. ■ Support student training and exchange across the region. ■ Provide OIE with independent policy advice and scientific analysis. ■ Publication of reference material relevant to the region (books, papers, proceedings etc). These priorities were reaffirmed during the 2011 meeting. 1. Activities as a centre of research, expertise, standardisation and dissemination of techniques within the remit of the mandate given by the OIE New Zealand Partners Selected key activities undertaken during 2011, by MAF New Zealand, included the following: 2 ■ Participation in successful FVE-led tender for Companion Animals Multisectoral Interprofessional Interdisciplinary Strategic Think Tank on Zoonosis (CALLISTO). ■ Presentation of invited paper and attendance at UFAW conference held in Portsmouth, United Kingdom, June 2011. ■ Attendance at HSA Centenary conference held in Portsmouth, United Kingdom, June 2011. ■ Contribution to ILAR paper “Harmonisation of veterinary training in laboratory animal medicine; A global perspective”. Published in November 2011 in ILAR online and hard copy journals. ■ Participation in RAWS/AFEO Coordination Group Meeting 1 held in Bangkok in April 2011. ■ Presentation of invited paper and attendance at the 5th Pan Commonwealth Veterinary Association conference held in Accra in March 2011. ■ Attendance May 2011. at the Brooke board meeting and House of Lords reception in London in Annual reports of OIE Reference Centres, 2011 OIE Collaborating Centre for Animal Welfare Science and Bioethical Analysis ■ Participation in Animal Welfare Working Group/Animal Welfare Collaborating Centres joint meeting and teleconference held in Paris, June 2011. Selected key activities undertaken during 2011, by the Animal Welfare Science and Bioethics Centre, Massey University, Palmerston North included the following: ■ A visit to the Massey University Animal Welfare Science and Bioethics Centre, a partner in the OIE Collaborating Centre for Animal Welfare Science and Bioethical Analysis, by Taiwanese colleagues Professors Yen-Pai Liu of Chung Hsing University. Professor Jeh-Tay Hsu of the National Taiwan University, and Dr Chen-Luan Liao of the Animal Technology Institute Taiwan, to Massey University’s Animal Welfare Science and Bioethics Centre 5-8 June 2011. The purpose was to discuss the development of national animal welfare management regulations and infrastructure, animal welfare science thinking, components of animal welfare education and the promotion of animal welfare and behavioural sciences research and scholarship. The Taiwanese group then travelled to another partner in our OIE Collaborating Centre in Australia, the Animal Welfare Science Centre in Melbourne, Victoria. ■ Professor Mellor participated as an Independent Technical Expert in the Australian Commonwealth Government ‘Bill Farmer’ Review of Australian Export of Livestock for Slaughter – 1 July to 31 August 2011. His primary role was to provide advice to Mr Farmer, regarding all international aspects of the trade (i.e. embarkation, sea transport, disembarkation, road transport, feedlot maintenance, lairage and slaughter), the extent to which OIE animal welfare the guidelines/standards were being or could be met. Commonwealth of Australia, Department of Agriculture, Fisheries and Forestry, Canberra, ACT 2601, Australia. ■ A reciprocal visit to Taiwan on behalf of the OIE Collaborating Centre for Animal Welfare Science and Bioethical Analysis by Professor David Mellor to promote international cooperation on farm animal welfare, achieved principally by meetings, presentation of lectures and seminars, and conducting round-table discussions during visits to Professors Yen-Pai Liu, staff and students at Chung Hsing University, Dr ChenLuan Liao of the Animal Technology Institute Taiwan, Dr Pung-Ling Huang, Dr Ling-Ling Lo, staff and students at the Chinese Culture University, Professor Jeh-Tay Hsu, staff and students at the National Taiwan University, and the Taiwan Council of Agriculture, 29 October to 6 November 2011. The topics discussed included: (1) “The development of farm animal welfare management in New Zealand and Australia using legislation, scientific guidelines and codified standards”; (2) “Developments in farm animal welfare thinking globally and in the New Zealand and Australian region”; (3) “Promoting Animal Welfare by focusing on pain and its management” and (4) “Activities of the OIE Collaborating Centre for Animal Welfare Science and Bioethical Analysis.” Professor Mellor also led a round-table discussion on “National development of animal welfare management and research.” ■ Professor Mellor participated in the OIE Workshop for National OIE Animal Welfare Focal Points for the Asia, Far East and Oceania Region in Tokyo, Japan on 30 November to 2 December 2011. Australian Partners: Selected key activities undertaken during 2011, by DAFF Australia, included the following: 4 ■ DAFF/MAFNZ contribution to the following activities: o Development of a framework for an OIE CC training course on animal welfare o Development of an application for a twinning arrangement with University Putra in Malaysia Annual reports of OIE Reference Centres, 2011 OIE Collaborating Centre for Animal Welfare Science and Bioethical Analysis o Undertaking a literature review of animal welfare and food safety ($30,000 consultancy funded 50% by DAFF and 50% by MAF). ■ DAFF’s support for international animal welfare activities is largely funded through the Australian Animal Welfare Strategy. DAFF has ensured its commitment to regional and international animal welfare development by embedding a new specific goal on fostering international partnerships in the new Australian Animal Welfare Strategy 2010-14. ■ The revised AAWS/National Implementation Plan 2010-11 was endorsed by all Australian agricultural ministers in April 2011. ■ A key milestone in 2011 was www.australiananimalwelfare.com.au. . ■ DAFF, in conjunction with the OIE, hosted the first meeting of the RAWS Coordination Group in Bangkok in April 2011. The outcomes from this meeting were consolidated at the second meeting of the RAWS CG held in Tokyo, Japan on 29 November 2011. The second meeting was held back-to-back with the National Animal Welfare Focal Points Seminar to allow a joint session on the RAWS during the seminar and increased interaction between RAWS CG members and the focal points. ■ Further activities are planned for the first half of 2012. A practical and applied implementation process is vital for the success of the RAWS, as is the ongoing support of governments, welfare organisations, practitioners, scientists and industry. ■ The Farmer review and industry–government working group reports, as well as the government response to these reports, and more information about government action on live exports, including details of assistance available for people affected by the suspension of trade to Indonesia, is available at www.liveexports.gov.au ■ DAFF is continuing to work with Indonesia and other partners and the OIE Collaborating Centre to develop a targeted training course to improve animal handling and slaughter in Indonesia. This course will be a model for use in other countries. the launch of a new AAWS dedicated website at Selected key activities undertaken during 2011, by the Animal Welfare Science Centre, University of Melbourne, Victoria, included the following: ■ The AWSC has developed a new website (www.animalwelfare.net.au) with full details of Centre programs, projects, staff, publications and other communication activities. The AWSC continues to produce quarterly newsletter, distributed electronically to over 600 people within Australia and overseas. ■ Over 200 representatives from Government, research, industry and other stakeholder groups attended 3 seminars presented in 2011. (Animal welfare research indicators and welfare outcome indicators on farm and at slaughter, Don Broom – February 2011, Animal Welfare Drivers – July, 2011 and Building consumer trust in agriculture – November, 2011). ■ AWSC Facebook page http://www.facebook.com/pages/Animal-Welfare-Science Centre/271107709571293 ■ AWSC Seminars hosted on-line http://vimeo.com/awsc ■ A new scientist position at the University of Melbourne has been funded by Australian Pork Ltd, Australian Egg Corp Ltd and RIRDC Chicken meat to build scientific capacity in these industries. Dr. Jean-Loup Rault, will work with these industries to develop research programs in each sector. He is also working with a Monash PhD student on the effect of oxytocin on human/canine bonding. ■ AWSC (UniMelb) is partnering in the new CRC for High Integrity Australian Pork CRC. Professor Hemsworth is Sub-program leader under program 1 (Confinement free sow and piglet management) and will lead the project “Management of Weaned Sows in groups” which will investigate the interactions between sows housed in groups. ■ Professor Alan Tilbrook presented a paper at the Endocrine Society of Australia Annual Meeting, Perth. ■ Professor Andrew Fisher presented a paper at the 8th International Lameness in Ruminants Conference in New Zealand.
