d. Brief Summary of Proposal:
The proposed Academic Subject Certificate in the Visual Arts is intended to afford
students the opportunity to receive a college credential that recognizes and encourages
their primary interest and creative pursuits in the visual arts. Additionally, an ASC in
the Visual Arts will enhance the existing Associate of Arts degree program in Liberal
Arts. A certificate of this nature will attract more students to the college for this
credential and likely to the AA degree. The courses in the ASC will satisfy basic course
requirements for the Fine Arts Bachelor of Arts degree at the University of Hawaii at
Manoa and the University of Hawaii at Hilo.
The Academic Subject Certificate in the Visual Arts will help the art department
define a framework around which students can create a progression of courses building
on artistic skills and creative innovation. The program would foster creative problem
solving through artistic experimentation and risk taking. In Maui Community College’s
2003-2010 Strategic Plan, two action strategies (under goa1, objective 2) are directly
related to our program’s objectives:
 Value and encourage innovation, collaboration, and creativity.
 Recognize experimentation and institutional transformation as an ongoing
process.
II.
OBJECTIVES AND NEED FOR COURSE OR COURSE SEQUENCE
a. Objectives:
 Enable residents of Maui County to gain a basic background in art that will
prove useful in the pursuit of education or employment.
 Allow students to achieve goals in higher education by offering a course of study
that directly relates to the individual’s interests and creative pursuits.
 Enable graduates to apply an understanding of art to their careers/lives.
 Satisfy a number of basic course requirements for the Bachelor of Arts in Fine
Arts at UHM and UHH.
b. Need:
Courses within the Academic Subject Certificate in the Visual Arts will satisfy general
education core requirements at UHM and UHH and would be adding an important
component to the liberal arts core of classes, by providing focus in an area where Maui
County excels and is earning a growing and well-deserved reputation. The Art scene on
Maui increasingly provides employment opportunities for qualified Maui residents, as
artists, craftsmen, graphic designers, gallery staff, teachers, and creative professionals in
other fields. The MCC Strategic Plan states that “We will be responsive to changing
community and student needs….”, and this Certificate in Visual Art will meet a growing
need for an educated workforce in the arts. All visual arts classes at MCC now have
Service Learning as an elective component, supporting one of the Action Strategies
under Goal 1 of the Strategic Plan. This reflects MCC’s core value of “Active Learning
and discovery: Learning opportunities that maximize active student engagement and
lead to lifelong learning.” We have partnered with two different arts organizations and
one social service provider to bring students into the community to practice their art
skills and reach out to the community at large. As stated in the second goal of the
strategic plan, we are supporting “the county and state economy, [and] workforce
development, through the following Action Strategies:
 Facilitate dialogue and discussion with business and community partners
to better serve workforce needs.
 Determine the need for emerging specializations in the workplace, create
partnerships between college and community representatives to address
new program initiatives.
 Partner with the community to identify educational and training needs
and to determine how the College can best meet those needs.
 Support the collaboration of credit-non-credit offerings through
coordination of resources and other strategies.
c. Duration: This course sequence will continue to be offered indefinitely.
d. Target Group
The Academic Subject Certificate in the Visual Arts is inclusive of all students and
will particularly attract students with an interest in or aptitude for the visual arts, by
focusing their studies in this area. This will directly contribute to the action strategy
under goal 5 of Maui Community College’s 2003-2010 Strategic Plan: “Implement
retention strategies that encourage continuous enrollment and promote academic
success.” We have in the past lost some students who found that their primary interest
in art was not sufficiently furthered by our current offering.
An Academic Subject Certificate in the Visual Arts will also help to attract and
recruit graduates from local high schools who may not have otherwise considered higher
education. By starting their college careers in an areal they feel comfortable in, students
will tend to be more successful.
Other potential students include those employed or seeking employment in Maui
County galleries where art is marketed, those seeking advancement in such careers, or
those desiring personal enrichment.
Maui Community College’s art program has the opportunity to tap into the
tremendous interest in and support of the arts on Maui and encourage students to take
advantage of unique career opportunities in the arts here. Two action strategies in our
Strategic Plan address this:
 Identify and capitalize on strategic markets for profit-generating programs,
e.g. short-term training.
 Develop programs that respond to emerging markets and delivery systems
that are responsive to current and prospective students.
We estimate enrollment of ASC seeking students to build upon the average course
enrollment in several art courses. Students already committed to an A.A. in Liberal
Arts will tend to enroll in Visual Arts courses because of relevance to their primary
interest in art. High general student interest in the visual arts over recent years at
MCC is evidenced in consistently solid enrollments in the following courses:

a. Curriculum
The Academic Subject Certificate in Visual Art will be earned by students taking a
minimum of 18 credits in required and elective art courses.
Required courses:

BUDGET REQUIREMENTS
Maui Community College currently employs two half time faculty members in the Visual
Arts area. As the art program grows, it is hoped that its faculty will also grow. Until then, the two
half time teachers are able to teach the basic curriculum, though not as frequently as the students
have requested. In the past, MCC has hired lecturers in order to offer some very popular courses
like photography, that otherwise are not offered by the regular faculty members. When money is
available for lecturers, many more electives would be offered. Introduction to Design was most
recently taught by a lecturer, allowing the regular faculty to teach in their specialties. Since this is a
required course for the ASC being proposed, it will have to be offered at least once every four
semesters.
