The following information pertains to the implementation of Executive Order 665 and the policies and
practices surrounding it at San José State University for students entering the University in the fall of
2010.
Executive Order (EO) 665 is a policy passed by the California State University (CSU) Board of Trustees
dealing with students who are not prepared to take college level math or writing courses when they are
admitted to one of the 23 campuses of the CSU. This policy has been in effect at all campuses since 1998.
Under EO 665, all students who enter a CSU campus are required to take the Entry Level Math (ELM) and
the English Placement Test (EPT) unless they are exempt from them. These tests, if required, must be
taken and the results must be known before a student can register for any classes.
While each campus in the CSU has its own programs, all must adhere to the regulations of EO 665. The
following is a guide to how this will impact you at SJSU.
Time Limit for Completing Remediation
If you are a new lower division student who has been placed into one or more remedial courses based on
your score on the ELM and/or the EPT, you must complete any remedial requirements within your first
two semesters at SJSU. Because of the unfortunate severe budget cuts to the CSU, if you receive a grade
of No Credit (NC) in any remedial math or writing course during your first semester, you cannot repeat
that course at SJSU. Your subsequent enrollment in either that course or a required review course to make
up for it can only be taken through Special Session or at a community college. “Special Session” refers to
a non-state funded class that will result in your paying a fee in addition to your other SJSU fees during
your second semester. This course must be completed within one year of entering SJSU. For this reason
as well as the importance of making academic progress, students are cautioned to make passing their
remedial courses their highest priority. If you need additional assistance, check with your instructor or
seek out tutoring in the Learning Assistance Resource Center (LARC).
Registering for Classes
If you are not exempt, you must take the EPT and ELM exam and have the results of these tests one week
prior to attending an orientation program in order to register for any classes. If your score on either one or
both of these tests is determined to be lower than the score required to enter college level math and English
classes, placement into a program of remediation is mandatory and is a condition of your enrollment in any
other classes. Your scores on the ELM and/or EPT will determine what courses you need to take. Students
who score 149 or 150 on the EPT are classified as remedial but are allowed to enroll in English 1A and
must pass it during the first year of attendance.
When you register for classes, you must include registration in the required courses in order to remain
enrolled in other classes. If you fail to register for a required remedial course or drop it once you have
registered, all of the classes you register for will be dropped. In addition, if you fail to attend these classes
when school starts, you will be dropped from them and this will cause all of your classes to be dropped.
You will then have to try to add classes with permission from the instructors once you are enrolled in the
remedial course. Your space in classes that were dropped will not be saved for you.
Registration in math or English courses in subsequent terms will be delayed until the results of any
remedial course in which you are currently enrolled are known. Until you have completed your remedial
requirements, you will see one or more “service indicators” on your records. Although they are listed
under holds, they will not prevent you from registering for classes. They merely identify you as needing to
be enrolled in remediation and will be removed once the requirement has been completed.

Space Limitations
If you are required to enroll in a remedial course and fail to do so in a timely manner, it could result in no
space being available in the required class. If there is space in any section of the required course, you
will be responsible for making adjustments to your schedule to accommodate that section.
If all
sections are full, you must place your name on a wait list for at least one section before the end of advance
registration. If you do this, your classes will not be dropped.
If you are not enrolled in a required remedial course on the first day of classes, you will be required to
check in with the appropriate course coordinator. If you need a Developmental Writing (LLD) class, you
must go to Clark Hall 244. If you need a developmental math class, you must go to MacQuarrie Hall 311.
You will be required to take any open seat at that time, even if it means dropping another class. You will
only be allowed to remain enrolled in other classes without being in your remedial course if all of the
remedial class sections are full. If there are no open sections, you will be placed on a wait list and will be
notified if a seat opens up. If you wait until after the first week of classes to check in, you will not be
allowed to remain enrolled in any classes.
Administrative Disqualification
Students who are subject to EO 665 have a limited amount of time to complete any required remediation
and be eligible for college level work. If you do not complete it by the end of your first year at SJSU, you
will be disenrolled and automatically be placed on a one-year leave of absence. During your leave of
absence you will have to attend a community college to complete English 1A and/or Intermediate Algebra
with a C or better before returning to SJSU. Students who do not complete their requirements within one
year following disenrollment will be Administratively Disqualified and will have to reapply for admission
in order to return to the University.
NOTE: Students who are academically disqualified when disenrolled for non-completion of remediation
are not eligible for a leave of absence. These students need to reapply for admission to the University once
they have satisfied their remediation and the conditions of their disqualification. Because SJSU does not
accept lower division transfers, these students will only be readmitted if they are upper division transfers.
Exceptions to the administrative academic disqualification policy
Extensions to the time limit will be granted based on the following criteria:
1. Students identified by the Disability Resource Center will be granted extended time as determined
by the DRC.
2. If you enter in the fall, disqualification will be postponed if, at the end of the spring semester, you
enroll in a summer session course that will complete the EPT and/or the ELM requirement and
provide proof of enrollment to the Director of Developmental Studies. Upon completion of the
summer session, and prior to classes beginning in the fall, proof of a satisfactory grade in the
required course must be provided to the Director of Developmental Studies. If you fail to provide
such proof by the end of the first week of classes, all of your classes will be dropped and you will
be placed on a leave of absence.
3. If you have resided in the United States for less than 8 years and have not completed your EPT
requirement within the allowed time, you must provide proof of your entry date to the Academic

English coordinator in Clark Hall 244. You will then be given a one-semester extension to the time
limit.
4. Students will not be eligible for an extension unless they have maintained consistent attendance in
their remedial courses. For LLD, students barred from the final exam for excessive absences will
not be eligible for an extension. For math, students must have taken every exam given at least once
to qualify for an extension.
Reinstatement
If you have been placed on a leave of absence for non-completion of your remedial courses, and you
complete the requirement before the beginning of the third semester following your disenrollment, you
must submit proof of a passing grade to the Director of Developmental Studies before reinstatement can
take place. If you complete the requirement after the leave of absence has expired, you will be
Administratively Disqualified and must reapply for admission to the University.
If you are disenrolled for failure to complete the EPT requirement, proof of a grade of “C” or better in a
course equivalent to English 1A at an accredited college is required. If you are disenrolled for failure to
complete the ELM requirement, a grade of “C” or better in Intermediate Algebra or a transferable math
course is required.
Online courses will only be accepted for completion of remedial requirements upon submission of
documentation that all tests are taken in a proctored setting.
Once verification of your grade has taken place, your status will be adjusted to reflect completion of
remediation or completion of a transferable course. At that time, you will be removed from remedial
status and will be reinstated. You must also have an official transcript sent to SJSU. If your GPA at that
time is 2.00 or greater, it will be a clear reinstatement. However, if you were on probation at the time of
your disenrollment, the policy that applies to students reinstated on probation will still apply. That is, you
must earn a 2.00 GPA or better in every term until you are in good standing again. If you are reinstated on
probation, visit an academic advisor at the start of your first term back to make sure you understand the
consequences of being on probation.
Acceptable Course List
While you are enrolled in LLD or Developmental Math classes, you will be allowed to enroll only in
courses that have been determined to be acceptable for students in developmental status. On the following
pages, you will find the list of courses in which you are allowed to enroll. The first two pages contain the
list of courses allowed for all remedial students. The third page contains additional courses you can take if
you have completed the EPT but not the ELM requirement. The last page contains a list of courses you can
take if you have completed the ELM but not the EPT requirement.
If you attempt to enroll in courses not on this list after classes begin by getting permission from the
instructor, you will be dropped unless you have received permission from the Director of Developmental
Studies.
