Upshur County Emergency Operations Plan BASIC PLAN FRONT PAGE Annex: N/A Title: Basic Plan National Response Plan – Roles and Responsibilities, Concept of Related Federal ESFs: Operations, Incident Management Actions ESF #5: Emergency Management The purpose of this plan is to develop, implement, and maintain an integrated emergency management program for Upshur County in accordance with the National Incident Management System (NIMS). The plan is designed to manage all countywide emergencies, including disasters resulting from natural, technological, and man-made events Purpose: which exceed normal day-to-day response capabilities. The plan is designed to predetermine what actions county resources and other emergency managers shall take during and following an incident. The role and responsibility of all designated incident managers, responsible agents, or any resource elements of the government(s) residing within Upshur County is delineated.
