LAFAYETTE PARISH SCHOOL BOARD REGULAR BOARD MEETING Wednesday, August 7, 2013, 5:30 P. M., Board Room Shelton J. Cobb, President, Presiding The School Board of the Parish of Lafayette, State of Louisiana, met in regular session at its meeting place, the Lafayette Parish School Board Administrative Building, Board Room, Lafayette, Louisiana, on Wednesday, August 7, 2013 at 5:30 P.M. pursuant to notice given in writing to every member. MEMBERS PRESENT: Shelton J. OPENING COMMENTS –SUPERINTENDENT Superintendent Cooper announced that Lafayette Parish School System has a wonderful group of teachers and administrators and looked forward to a great school year. Sales Tax Collection Report for June 2013 Motion (Awbrey, Babineaux) that the Board receive the Sales Tax Collection Report for the month of June, 2013. Motion carried. Beasley asked Robert Simpson, Sales Tax Director for some information on a litigation case regarding taxes not paid by a dentist. Mr. Simpson reported that it was in reference to medical equipment being exempted from sales taxes, and that the issue had been settled. V. A. REPORTS/INFORMATION/INTRODUCTION ITEMS INFORMATION REPORT 1. Lafayette Parish Family and Child Development Center June Inhern, Assistant Director of Early Childhood, presented a power point to the Board on the responsibilities and expectations of the Lafayette Parish Family and Child Development Center scheduled to open January, 2014 at Northside High School. Ms. Inhern reported the goal is to assist teen parents receive their high school or career diploma and provide them with parenting skills. The program will also have an on-campus Child Care Center for their young children 6 weeks through 3 years of age. Trahan asked that a statement be included in the flyer saying, that the students must remain enrolled in the Lafayette Parish School System for the young children to be eligible for child care assistance. Angelle pointed out that there are multitude of students who have not chosen the right path, but there are others that have chosen abstinence; spend a few dollars on the virtues of those students who practice abstinence. 2. Announcement of September 18, 2013 Board Meeting as the Meeting During Which the Board Will Adopt Its Millage Rates for the 2013 Tax Year Billy Guidry, Chief Financial Officer, announced that in accordance with Act 267 R. S. 42.19.1, which became effective August 1, 2013 requires that the Board make an 7 announcement during a regularly scheduled Board meeting regarding the Board meeting during which it will adopt its millage rates for the tax year. This Board agenda Information Item is intended to serve as the announcement required by Act 267. The Regular School Board meeting scheduled for 5:30 p.m. on September 18, 2013 will include, as an agenda item, a resolution to adopt its millage rates for the 2013 tax year. The Board meeting will take place in the Board room of its Central Office located at 113 Chaplin Drive, Lafayette LA 70508. 4. Kiwanis Club of Lafayette Presentation Gerald Guilbeaux, president elect of Kiwanis Club, presented food for thought and long term planning for the Board to save money. Mr. Guilbeaux spoke about a plan to install artificial turf on each football stadium field. He showed a power point presentation of the work that was recently done at Clark Field. Dr. LeJeune, Kiwanis Club member, said the cost per field would be approximately $500,000. He said that they had met with a few schools and proposed that the schools raise half the funds and that the school system fund the other half. Dr. LeJeune also reported that there are corporate sponsors who would be willing to donate to cover the cost of the field. The Kiwanis Club would commit $5,000 to each of the five high schools. B. INTRODUCTION ITEMS 1. Policy JDIA: Cellular Phone Use for Students. Action to be taken at a subsequent meeting. 2. Renewal of Professional Services Contract to Provide Sales and Use Tax Auditing. Action to be taken at a subsequent meeting. 3. Type I Charter Applications. Action to be taken at a subsequent meeting. The Board expressed concerns with the following: would transportation be provided; what happens to buildings if schools don’t work out; what components would be included from the turnaround plan; where do expelled students go. Mayor Wilson Viator of Youngsville said Youngsville has two “A” schools and one “B” school. He reported that the town is growing and it doesn’t have physical facilities to educate these children. Mayor Viator doesn’t think a tax to build facilities can be passed, therefore, the alternative would be a charter school. He reported that the school system has Section 16 property in Youngsville that has a brand new road, water and sewer. He suggested that the property be rented to the Charter schools as he would like to see the parish grow as a whole. He ended by asking the Board to support Charter schools as they have a good track record in educating children. 8 4. Move Item(s) to Action Agenda Motion (Babineaux, Cockerham) that the Board approve moving the Approval of SELF Grant Project Director Job Description, August 1st, 2013, through September 30, 2015 to the Action Agenda. Voting for were Angelle, Babineaux, Beasley, Bouillion, Chassion, Cobb and Cockerham. Voting against were Awbrey and Trahan. Motion carried. 5. Move Item(s) to Action Agenda Motion (Bouillion, Cockerham) that the Board approve moving Act 3 Grant Submission/Acceptance and Act 3 Grant Submission/Acceptance (additional monies) to the Action Agenda. No action was taken. 10 B. Board President/Members Comments Babineaux reported that he is looking forward to schools starting and a smooth transition. Cockerham congratulated the new athletic director, Bobby Badeaux. He thanked Thad Welch and Staff for getting schools ready and that he hoped for a good start of school and that the main focus was educating kids. Bouillion said there will be 30,000 students, faculty and staff on roads and asked that people show extreme caution at school bus stops and hoped for a smooth opening. Chassion requested that his agenda items be added to the next meeting, and that he thought RTI had been voted down. He asked staff to address PACE situation and reminded parents of the Transportation Call Center. Dr. Chassion thanked staff for giving their extra time and hoped for a smooth start of school. Angelle wished everyone a prosperous school year. Beasley commented that he hoped for a good opening of school and that support for the teachers continue to be there for them. He asked that teachers continue to be respected as professionals and treated fairly because their number 1 job is educating students. Cobb appreciates the efforts to make the school system the best possible school system. He congratulated those that were appointed and wished them success throughout the school year. Mr. Cobb said his objective to coming on the Board was to get community support. He thanked the Kiwanis Club, Mayor Viator and others for being at the meeting and looks forward to working more cooperatively together in the future. C. Superintendent Comments Comments were made.
