LAFAYETTE PARISH SCHOOL BOARD REGULAR BOARD MEETING Wednesday, December 3, 2014, 5:30 P. M., Board Room Hunter Beasley, Ph.D., President, Presiding The School Board of the Parish of Lafayette, State of Louisiana, met in regular session at its meeting place, the Lafayette Parish School Board Administrative Building, Board Room, Lafayette, Louisiana, on Wednesday, December 3, 2014 at 5:30 P.M. pursuant to notice given in writing to every member. MEMBERS PRESENT: Hunter Beasley, Ph.D., President; Tommy Angelle, Vice-President; Gregory Awbrey, Mark Babineaux, Kermit Bouillion, Tehmi Chassion, Shelton J. Cobb, Melinda Mangham and Rae Trahan, Board Members; Burnell LeJeune, Interim Secretary-Treasurer/Superintendent MEMBERS ABSENT: None I. MEETING OPENINGS The meeting was called to order by Beasley and opened with a prayer by Tommy Angelle. Bouillion led the group in the Pledge of Allegiance. OPENING COMMENTS Lejeune said this was his fourth week as Interim Superintendent, and that it has been a challenge. He thanked office staff and school personnel for working on achieving the main goal, quality of education for students. Mr. LeJeune informed the Board that Lafayette Parish School System was in Education Weekly, a national magazine, on how the school system is helping parents to prepare their students in Common Core. He thanked Penny Gennuso, Math/Science Academic Specialist and her staff for a positive article. Mr. LeJeune also recognized Kirby Jambon, French teacher at Prairie Elementary and author of a book “Petites Communions”. Mr. Jambon was in Paris, France accepting his recognition of the book of poems. Status Report for Construction Fund 2012 Limited Tax Bond Fund Kyle Bordelon, Director of Planning and Facilities provided the Board with a status report for Construction Fund 2012 Limited Tax Bond Fund. Approval of Sealed Quotes for Prairie Elementary Kitchen A/C That the Board rescind previous approval action of October 15, 2014 on this item and that the Board authorize staff to award the low base bid and alternates #1 & #2 to Air Plus, LLC for $196,000 for the Prairie Elementary A/C in accordance with Lafayette Parish School System Purchasing Dept. requirements and advice of legal counsel. 2. Approval of Sealed Quotes for Broussard Middle Sewer Tie-In Project That the Board authorize staff to award the low quote to Teche Construction Company for $108,000 for the Broussard Middle Tie-In project in accordance with Lafayette Parish School System Purchasing Department guidelines. LPSS High School College & Career Coach Job Description Draft Motion (Angelle, Mangham) That the Board approve the newly created LPSS High School College & Career Coach Job Description. A High School College and Career Coach will supplement the LPSS Professional High School Counselors work with students for graduation and college and career readiness. The addition of a College & Career Coach would be recommended based on a school's graduation rate, with approval from administration and the LPSS Board. Motion carried. 2. New Counselors Staffing Allocation Formula as per Committee Proposal of 11/12/2014 Motion (Awbrey, Cobb) That the Board approve the New Proposed Staffing Allocation Formula selected at the November 12, 2104, Committee Meeting requested by Ms. Rae Trahan. The committee proposed formula would provide every school with one full-time counselor and eliminate all half-time counselors, without adding any additional counselors. Motion carried. 3. Approve RFP Recommendation: RFP# 15-15 for Use of Section 16 Property (Youngsville area) Motion (Awbrey, Angelle) That the Board approve the recommendation of staff and award the contract for use of Section 16 Property (Youngsville area) to Sugarland Acres LLC - Dwyane J. Chassion abstained. VII. A. REPORTS Public Comments None B. Closing Comments Chassion thanked Mrs. Billeaudeau and Mr. LeJeune for addressing concerns at his daughter’s school. Dr. Chassion then expressed his appreciation to the following Board members: Greg Awbrey, Kermit Bouillion, Mark Babineaux, Mark Cockerham and Melinda Mangham. Trahan congratulated counselors on their honors and the principals of the year. She thanked staff and the new superintendent for addressing concerns immediately and taking action. Angelle congratulated the principals of the year and said he has a soft heart for Carencro High and Live Oak Elementary. Awbrey said he was leaving with a lot of good memories and proud of what he has accomplished on the Board. He thanked all of his constituents for all the help he has received. Babineaux congratulated counselors and the principals of the year and Mr. Jambon. He thanked Dr. Chassion for his kind words and said there is never a clear answer and guarantees the hardest decision is when both sides are right. Mangham said Mr. Jambon is an amazing teacher and it’s wonderful to have him in our district. She also said that she keeps in touch with many students, and they are coming back as doctors and engineers and thanked everyone who had a role in getting them to where they are. Mrs. Mangham said she admires the work done and all the work needed to prepare in order to come to meetings. Bouillion said to Dr. Chassion that they always did not agree on everything, and he respected him for never reprimanding him on voting the way he did. Beasley congratulated the principals of the year and Mr. Jambon, and said a Special Board meeting would be held on December 8th. 6 In closing, Superintendent LeJeune said Principals are truly the instructional leaders of the school and that LPSS is very fortunate to have so many principals that could be Principals of the Year every day. VIII. EXECUTIVE SESSION 1.
