Summary Statement: State the major function(s) of the position and its role in the university. The Director, State Training, is responsible for directing and managing the statewide training program which is the primary outreach arm of the Nevada Small Business Development Center (NSBDC). The program adheres to U.S. Small Business Administration (SBA) guidelines in meeting preset milestones and providing education for entrepreneurs and business people. The incumbent directs activities for other center NSBDC training coordinators as needed and conducts training for rural NV communities, depending on funding. The Nevada Small Business Development Center (NSBDC) program houses its lead center at the College of Business Administration (COBA), on the University of Nevada, Reno (UNR) campus. The NSBDC operates from university, college campuses, development authorities, and chambers of commerce to provide assistance to the business community in the areas of starting and growing small businesses. NSBDC core functions are small business counseling and training services. 2. List the major responsibilities, including percentage of time devoted to each. Provide enough detail to enable a person outside the department to understand the job (percentage first with heading and then bulleted information). 65% -Statewide Training Programs Identification and Development Direct and manage NSBDC’s statewide training program, emphasis on NxLeveL for Entrepreneurs, the NSBDC’s cornerstone 13-week training program Certify new instructors statewide to teach NxLeveL Act as liaison for events in various locations in Nevada Analyze communities statewide to determine topics/content for workshops, training events, and seminars for small businesses Evaluate Nevada business climate (urban, rural, or special impact areas) and assess needs based on economic development, population, and cultural differences Coordinate and conduct statewide seminars and determine milestones for sub centers Negotiate training with owners and managers who want specific business training for staff on office and employee management, office technology, communication skills, etc. Delegate coordination of details to other program staff and manage details Act as liaison between the trainers, staff and students, NSBDC program managers, events coordinators, and the business community 25% - Statewide Program Oversight Supervise statewide training activity by working with sub center management consultants, training coordinators, and statewide managers Provide curriculum guidelines Monitor reporting requirements Audit files Conduct semi-annual training meetings with sub center staff and hiring contractors to fulfill obligations Standardize forms used in training programs, evaluations, registration, sign-up sheets Assure consistency on program advertising and presentation Communicate with sub center training coordinators regarding their duties and responsibilities Evaluate statewide training activity Responsible for statewide compliance with program income and expenditures Assists in hiring, training and managing other NSBDC training staff Position Description – Director, State Training Page 3 10% - Generate new training related funding opportunities Identify new private and governmental opportunities for generating additional funds to provide training to Nevada’s businesses and funding for the State Training Director 3. Describe the level of freedom to take action and make decisions with or without supervision and how the results of the work performed impact the department, division and/or the university as a whole. Level of Freedom: The Director is a primary outreach representative of the NSBDC. Through hundreds of training events and workshops, the training program educates Nevada’s entrepreneurs and business people. Attendees often continue to receive in-depth one-on-one business counseling at the NSBDC. The NSBDC is required to meet SBA training program milestones. It is the goal of the NSBDC to have these services result in an economic impact to its clients and Nevada’s communities. For those new to the State or interested in business training, it is likely that an NSBDC training event will be a first impression of UNR and COBA. For those already in Nevada communities, the Director’s activities affect business development and entrepreneurship. The NSBDC has numerous partners outside of the University also impacted through co-sponsorship. These partners include banks, development authorities, local government agencies, businesses, and other organizations that provide business services. The NSBDC utilized co-sponsors on virtually all events and it is the responsibility of the Training Director to maintain these relationships. Impact: This position is very visible to the public and therefore has a direct impact on the perception of the NSBDC and university and its reputation. The decisions and judgments made by the Training Director directly impact NSBDC and its outreach offices, COBA and the University as a whole. The workshop subjects and content provided by the Director have a potential negative or positive impact on the people served, so it is imperative to provide the best services to help businesses succeed. To do otherwise would result in a weak program, ultimately risking damage to the reputation of NSBDC and all co-sponsors and businesses involved. 4.
