Annual Selectmen/woman’s report 2006
Another year has passed by quickly. Roads are one of our major spending
projects and concerns. With all the rain we had last fall & spring, our dirt roads
were rough at best most all fall, and we never seemed to have the right weather
to address them properly. We will try to get them smoothed out this spring as
quickly as the weather permits.
We put $15,000 of surface on the Rome Road this summer and found that that
amount doesn’t go far. This year we are proposing $20,000 for dirt roads which
would also go into surface on the Bacon and Rome Roads unless something
major comes up.
We are also proposing $60,000 on a paving project same as last year. There is
an article in the warrant proposed by an individual with a lot of support from other
people suggesting we fix the Rome Road extension to make it a respectable road
for the town again. To do this it would have to be totally rebuilt (1-1/2 ft of gravel
plus black felt) and paved at a cost of about $60,000. This road has needed to
be repaired for many years. It is a major artery to the town and does represent
the town, but it will be up to the town people to see which roads get worked on.
We have a proposed increase in salaries for Selectmen of $500 each which is a
12% increase from last year to this year, but if divided by the 6 years since the
last increase is about 2% per year.
Town Clerk, Treasurer and Tax Collector have a larger increase with a lot more
work expected on a daily basis. These positions are becoming a full time job. As
a town keeps increasing in size, so do the responsibilities of the town office. If
the increase is approved, the office is expected to be open to the public more
hours.
We have several articles in this year’s warrant that will affect many people:
 The ATV article will ask you to give up some of the rights you have now.
 Spending articles, which if all are passed, will increase your taxes in
August.
 Comprehensive plan ideas which may affect uses of your land.
Regarding the Comprehensive Plan, I have always taken the position that this is
a double edged sword. I guess I would like to say what can be done on other
people’s land, but do I want them to tell me what I can do with my land? Good
luck with this one.

Notice to Taxpayers
The State provides for the excising of automobiles and other
equipment on or before April 1, 2007. All such equipment not so
excised on April 1, 2007 will be assessed as personal property and
taxed at the Town rate.
Veterans and others exempt by law must notify the Assessors in
writing on or before April 1, 2007 for tax exemptions. (If you
presently receive a Veterans exemption, no action is necessary.)
The Assessors will be in session at the Town Office, Mercer, on
Monday, April 2, 2007 for the purpose of receiving lists of taxable
property.
Note: a list of Personal Property valuations may be found within the
Tax Collector’s report.
Notification of Assessors Forms
Due April 1, 2007
At the 1992 Town Meeting, an ordinance was passed which
requires all taxpayers to notify the Assessors if they have created
new taxable property by 1) constructing a new building of over 100
sq ft; 2) expanding an existing building by over 100 sq ft; or 3)
moving a building or mobile home into town.
The notification form, which is available from the Town Clerk, is
brief and simple. Its purpose is to make the Assessors aware of
new taxable property to help keep our tax system current, accurate
and fair. Your cooperation in complying with this ordinance would
be appreciated.

Planning Board Report
The five members of this board met in the Town Office eleven
times in 2006 (one month there was no business to act upon). Fees
for the two Riveroaks subdivision applications (2 @ $50 each) $100
and the 12 approved / unimproved lot applications (12 @ $25) $300
brought a total of $400 to the town’s treasury.
The Planning Board also approved two shoreland zoning
applications in 2006 (2 @ $20 each) $40 total.
I would like to thank each of the board members for their
dedicated service and input at these meetings.
Mercer Planning Board meetings are open to the public and we
invite anyone interested to attend. In general these meetings are
held the second Monday of each month.

2006 seemed a busy year for our quiet little town. My first year as
the CEO/LPI for Mercer was an enjoyable one, and I’m glad to have
moved my family and myself back to this wonderful town. It has
been nice to see and talk to residents I’ve known all of my life, as
well as meeting many residents for the first time. It has been my
pleasure to serve the citizens of Mercer and I look forward to 2007.

School Administrative District 54 Report
The key word for events directly impacting the town of Mercer
within the next 18 months is “consolidation”. First, the new
Norridgewock Regional Elementary School will accept children from
both Mercer & Smithfield by September 2008. The current Mercer
elementary School will close and be offered back to the town at no
cost; dependent that a majority of the voters agree to accept the
building.
The other current event is Gov. Baldacci’s sweeping proposal to
consolidate school districts statewide from the current 290 down to
26. The plan entitled “Local Schools, Regional Support” will
eliminate the local School Board and create a regional elected
board along with newly hired administrative teams. The change will
be swift, planning to have the new regional districts up and running
by July 2008. The focus of this plan is to provide immediate
property tax relief by reducing administration and increasing the
acceptable class size in all grades by one student. The latter part
would in effect eliminate 650 classroom teachers, 11 of which
would be in the current SAD 54.
The consolidation plan is not new, and recently the Brookings
Institute recommended consolidation as a way to redistribute
money in the school system and reduce the tax burden. The
support appears to be broad based that some type of plan will be
passed by the State of Maine legislation this session.

Mercer Recycling Report
In Partnership with Sandy River Recycling Association
2006 saw a rejuvenation in the tonnage and quality of what the
Town of Mercer recycled. CONGRATULATIONS to all those who
took the time to participate. We saved 45,535 pounds or 22.77
tons of garbage going to the landfill. Having a person overseeing
the recycling bins has helped to cut the amount of contamination
and therefore, increased the tonnage which results in lower costs of
disposal.

The Sandy River Recycling Assoc. is taking on a new venture and
that is to recycle food waste from institutions and turn it into garden
compost. The pilot program proved successful last summer and
now the Association is contracting with U.M.F. Food Services to
utilize their food waste. The Municipality of Farmington provided
leaves for carbon to be mixed in with the food stuff. The State
provided a grant to build the stacking pad and the labor and
equipment was provided by the SRRA.

Shaw Library Trustee Report for 2006
The year 2006 was a good year thanks to the support of this
community. We now have 7,116 books catalogued in the
computer. There are 166 regular patrons and 64 computer users.
The hours that the library is open continues to be fifteen a week.
This year the major project was installing a handicap
assessable bathroom in the library portion of the building. For
convenience and safer conditions, we are very pleased with the
construction.
We continue to receive new reading material as we revamp
our shelves. Available for use are the computer, Internet, fax and
copier.

Mercer Historical Society Annual Report
The Mercer Historical Society had several meetings in 2006.
Beginning with our annual pot-luck supper meeting where
committees were formed to oversee the future museum
construction and the land survey.
Regarding the construction project; the project is on hold until the
survey has been finalized which will determine the location of the
museum.
Land Survey; Sackett and Drake have completed a ‘Draft’ survey
but we are waiting on an adjoining landowner agreement on
boundary lines. There is still some question if the parcel specified
is large enough. The general consensus is to wait until we see
what the Town wishes to do with the Mercer Elementary School.
This may determine where we build the barn museum to house our
large artifacts.
We have a balance of $9,016 in our account which includes the
allocation of $3,000 from the Town at last year’s Annual Town
Meeting.

Old Home Days Committee Report
Our committee was very busy with fund raisers in 2006. We began the year with
a Maine Maple Sunday Breakfast. Followed by a Father’s Day Breakfast, the
continued sales of the Mercer Throw Blankets, Mercer Old Home Day’s itself, our
first annual Kid’s Breakfast and ended the year with our annual Hunter’s
Breakfast.
Old Home Day’s events included an Antique Car/Tractor Show, bounce house,
kid’s activities, emergency services vehicles and demonstrations, fingerprinting
by the Mason’s, pie & chili/bean bake off’s, a talent contest, pig roast, and booths
set by local vendors. The highlight of the weekend was the street dance behind
Christy’s on Saturday night with Party Time DJ’s - Jon and Matt James.
Sunday’s events included a Church service, a potluck dinner and a program. All
in all the weekend was a HUGE success!
All of the proceeds that the Mercer Old Home Day’s Committee collected this
year went to the Mercer Meeting House. The Meeting House has been scraped
and repainted, repairs have been made to the doors and all windows have been
re-glazed. It has also received recognition from the Maine Historical register and
soon to be added to the National register. The Mercer Meeting House now glows
with honor as it stands proud of its new appearance. For all those who have not
taken notice, its worth a look! With your support, we hope to continue to maintain
the Mercer Meeting House with out using your tax dollars.
We would like to send very Special Thanks to those who donated &/or
volunteered in helping to keep our history alive in Mercer. Special thanks to
Sherwin Williams, Hammond Lumber Co., Christy’s Store, Absolutely Graphics,
Crafty Ideas, Just Ask Rental (Agway), Powers-Lehr Insurance Co., Mercer Sand

What’s on the agenda for 2007…? Maine Maple Sunday breakfast will take
place on March 18th, Father’s Day breakfast on June 17th, and plan to be at
Mercer Old Home Day’s 2007, August 4th & 5th - as we have reserved Party
Time DJ’s (Jon & Matt James) again for this year. As always, new members are
always welcome! Let’s make 2007 another great year for Mercer!

North Pond Association
On behalf of the North Pond Association, we would like to thank
the town residents for their generous support last year in our efforts
to prevent milfoil invasion. Last year we were able to staff the ramp
7 days a week, 8 hours per day. We were lucky to have a full time
and a part time Mercer resident working on the ramp. This resulted
in 686.5 paid inspection hours, 12 volunteer hours and 534 actual
inspections. 78 fragment samples were sent to the lab. We are
pleased to announce that no milfoil or invasive plants were found
either entering or exiting North Pond. This was accomplished
through donations as follows:

C.E.R.T. Activities for 2006
This past year in C.E.R.T. has been both fun and frustrating.
Our first emergency call was on July 4. A child had been lost
overnight and C.E.R.T. was asked to join the search. A team was
called and within an hour we were on the road. However, while
driving, we were notified that the child had been found safe and we
were not needed. The team happily turned around and headed
back home.
On Labor Day weekend, the C.E.R.T. teams were busy in
Norridgewock. Support for Saturday night’s firework’s display at the
airport was provided by team members. The C.E.R.T. trailer was
set up at the airport while members directed traffic parking for those
attending the show.
On Sunday morning C.E.R.T. provided traffic control for the
town of Norridgewock’s parade. Team members were posted at all
intersections until the parade passed. A few stayed a bit longer to
make sure the major intersections were cleared. Norridgewock’s
town manager and members of the fire department were
appreciative of the support.
Team members went through a traffic control class this past
year. The class included ways to protect ourselves while at the
same time alerting traffic to upcoming hazards or accidents in the
road.
Some of the upcoming training courses include CPR
recertification, and advanced emergency first aid. S.A.D.# 54 and
Red Cross have approved using the Mercer Elementary School as
an emergency shelter. This years’ training will include Red Cross
certification for emergency shelter management.

permitted pursuant to a vote of the selectmen relying on 12
M.R.S.A. ss 13157-A(6) (H) from all of its roads and remove all
ATV related traffic signs (except those banning ATVs) until such

meeting designates those limited portions of selected roads that will
function as ATV access trails pursuant to 12 M.R.S.A. ss 13157-A

Section 16. Administration
A. Permit Application
1.Every applicant for a permit shall submit 7 copies of a
written application, including a scaled site plan, on a form
provided by the municipality with a fee of $75.00, to the
Planning Board chairman as indicated in Section 14, at least 7
days prior to the regularly scheduled Planning Board meeting.

5. Applicant is responsible for giving notice by certified mail to
all abutting property owners specifying the location of the
proposed activity and including a general description of the
project and for returning certified mail receipts to the Planning
Board prior to review of the application.
6. An Additional fee may be charged if the Planning Board
needs assistance from an attorney, engineer or other
independent consulting service. The consultant’s fee shall be
paid in full by the applicant within ten (10) days after the Town
submits a bill to the applicant. Failure to pay the bill shall be
grounds for denial of the application. A consultant shall not be
hired by the Board at the expense of the applicant until the
applicant has either consented in writing or been given an
opportunity to be heard on the subject.
