TAPT Constitution & By-Laws: Article IV, Section II During the period of time of posting to the website and March 2nd, additional nominations may be made to the Ex-Officio by any active member of the Organization. The nominee's consent must be secured and written approval from the nominee's school district granting permission for the nominee to serve and indicating support from the district if the nominee is elected must be received by the executive committee before the nomination is made. PRESIDENT Rhonda Davis Rhonda is currently the Director of Transportation at Lake Travis ISD and prior with Dickinson ISD for 20 years. With a degree in Occupational Health and Safety, her previous experience includes being the Safety Coordinator, which she was over Safety, Health and Compliance, Custodial Department, certified Asbestos Management Planner and Environmental Specialist. She also presents at various conferences, workshops and training seminars. Rhonda is an active member of the CENTEX Chapter and prior with the Gulf Coast TAPT Chapter since 2000 and Texas Safety Association since 1995. Rhonda is also involved with the School Bus Road-e-o at the local, regional, and state levels. She has served as the TAPT Executive Committee as Area 3 Nominating Chairman., Area 3 Director, Treasurer, and currently President-Elect. Rhonda and her husband Max love the hill country and live in Spicewood, Texas on Lake Travis. They have one son, Trey, who will be graduating with his Master’s of Divinity at Truett Seminary at Baylor University and pursuing his Doctorate in Theology. When not working Rhonda and Max love to travel and spend time with family and friends. PRESIDENT-ELECT Samuel X. Davila Sam is currently in his 7th year as Director of Transportation for Conroe ISD. Before starting at Conroe ISD, Davila held several positions while working with Houston ISD which included District Liaison, Field Trip Supervisor, Fleet Manager, and Terminal Manager. He served in the Texas National Guard for several years and the U.S. Regular Army for 8 years where he held positions ranging from Tank Platoon Leader to Recruiting Company Commander. Sam is currently serving as Secretary for The Texas Association for Pupil Transportation. He has also served as Parliamentarian, Historian, and Area 3 Representative on the Nominating Committee. Sam has also served as Treasurer, Secretary, Vice-President, President, and Past-President for the Gulf Coast Chapter of TAPT. He has been active at the state level as a member of the Executive Committee for TAPT and Certification Instructor and is an active member of The National Association for Pupil Transportation. Sam has served as an alternate Texas delegate at the 14th National Congress on School Transportation which produced the 2005 National School Transportation Specifications and Procedures manual. Sam is a graduate of Sam Houston State University. He earned, through Houston ISD, his Consultant Associate Certification in 1999 and Management Instructor Certification in 2000. Sam earned his Texas Pupil Transportation Official Certification in 2001. Sam and his wife, Melissa, have one son, age 9, and live outside of Houston, Texas on a small ranch in Plantersville. SECRETARY Mike Williams Mike has been with Dallas County Schools (DCS) for the past 10 years. His is currently assigned as Area Director at the Richardson Service Center and works with the Richardson Independent School District. Mike’s previous assignments with DCS as Area Director have been at the Don Shields and North Beckley Service Centers working with the Highland Park Independent School District and the Dallas Independent School District Special Needs Divisions. Mike has also been assigned as Area Director at the Irving Service Center working with Irving Independent School District. Mike also was the Area Director at the Kleberg Service Center working with Dallas Independent School District and Wilmer-Hutchins Independent School District. Before coming to DCS, Mike was the Transportation Director at Rockwall Independent School District. Mike has been in school transportation for thirty years. During his long career he has served as Division Manager and Corporate Operations Director for Laidlaw Transit, Inc. and Southwest Student Transportation, LLC. He has also served as Transportation Director in several school districts in Texas and Oklahoma. As an active member of the North Texas Chapter of Texas Association for Pupil Transportation (NTAPT), Mike has served as Historian, Secretary, President-Elect, President and Ex-Officio President. Mike has also served as a Road-E-O judge and official at the local, regional and state level. Mike has attained recognition as a Certified Texas Pupil Transportation Official and Supervisor. He is also a Certification Master Instructor for Texas Association for Pupil Transportation (TAPT). Mike is also an instructor at the Texas Homeland Security Conferences and the Governor’s Emergency Management Conferences. Mike has served on the TAPT Executive Committee as Area Director and Historian. He has also served on the Scholarship, Site Selection, Constitution and Membership committees. Mike currently is serving on the TAPT Legislative Committee and the Certification Committee. In addition, Mike is also the co-chairman of the Companion Committee for the 2010 TAPT Conference in Arlington, Texas. In addition, Mike is retired from the U.S. Post Office Department where he served as Postmaster at Lake Dallas, Texas. He served in the U.S. Army as a Ranger in the 101st Airborne Division. Mike is an active member of the First Baptist Church in Wylie, Texas and has served on the school board there for the past three years. He is currently serving as Board President. He has been married to his lovely wife, Betty, for forty-two years. They have been blessed with twin sons and a daughter, six beautiful grandchildren and three grand-dogs. When he is not working for Dallas County Schools, Mike enjoys the fresh country air working and hunting on the family farm in North East Texas. SECRETARY Jimmy Kendrick HISTORIAN Kenneth L. Coleman Kenneth Coleman has been in the student transportation industry for 30 years. He is presently the Director of Transportation for Borger ISD and has held that position since 1981. Kenneth has been an Active Member in all areas of the Texas Association for Pupil Transportation (TAPT) since 1984, serving as Area 1 Director in 2008-10, two terms on the Area 1 nominating committee, and currently as Parliamentarian for TAPT. He has served as a member of the TAPT School Bus Specifications Committee since 2003, as well as three terms as President of the Panhandle Chapter of TAPT. He is a TAPT Certified School Transportation Official, an Instructor for the TEEX, Texas A&M, School Bus “Train the Trainer” program since 2000, a Certified Child Passenger Safety (CPS) Technician and Instructor since 2002, and TAPT Instructor for Child Passenger Safety for School Buses since 2002. Kenneth would be proud to serve the membership of TAPT as Historian for the 2011-2012 school year. HISTORIAN Valerie Hopkins I have been involved in transportation for 30 years and the last 17 years with an Independent School District. I have worked my way up through the years, starting as Regular Ed driver, and then on to a Special Needs Driver where I found my passion in the Special Needs field. I became a Special Needs Trainer for 2 years and School Bus Safety Trainer for the S.T.A.R Program, which is a program developed for elementary and middle school students on the importance of safety while riding the school bus. I had a wonderful opportunity to take on a new adventure and became a Special Needs Station Router, a position which I held for 3 years. I am constantly craving and striving to learn and experience more, and in keeping true to myself, I took on another great adventure and accepted the position as Special Needs Coordinator for Lake Travis ISD. I am a proud mother of a 23-year old daughter who is attending ACC College in Austin TX and plans to go into the Air force upon completion of college; I am also an active member of Centex. I have been heavily involved with the Regional and State Bus Road-eo both as a judge and contestant in regular and special needs where I took 2nd place overall and went on to represent the region at state level. I have earned my Specialist, Supervisor and Official TAPT certifications and am working toward my NAPT certification in Special Needs. I also served in the Army Reserves for 10 years as a Supply Specialist, which I held the rank of E-5. I also work part time as a Motor Coach Operator and Dispatcher for the past 12 years. “Transportation is my business and Kids are my passion” SO LET’S MAKE HISTORY TOGETHER HISTORIAN Rose Heredia My name is Rose Marie Heredia and I have been with Mansfield ISD Transportation now on my 9th year. I started as a driver, than became a sub driver / office helper and currently work in dispatch. I came from Ohio in 2002 due to husband being sick and having to relocate in warmer climates. My husband Manuel and I have been married for 10 yrs. I have two children – Alicia who her and her husband Jose has blessed us with two granddaughters - Anhika and Joealli, and a son Aaron who is a senior this year at Legacy High School hoping to pursue a career as a pilot with United States Air Force. Now that our children are grown and looks like more free time on my hands I am interested in exploring different opportunities within transportation and TAPT. HISTORIAN Angela Lamb-Waddell PARLIAMENTARIAN Joe Hart Joe is presently serving in his eleventh year as Director of Transportation Services for Killeen ISD. Prior to this he served in the US Army as a Transportation Officer for 26 years. Before entering active duty, he taught Drafting and Architectural Drawing for two years at Pampa High School in the Texas panhandle. He is an active member of the Heart of Texas TAPT Chapter and previously served as Chapter President. He has also served several terms on the Chapter Road-e-o Committee and participated in annual Chapter fundraising activities supporting the local CPS organization. Joe is also an active member of the Texas Association for Pupil Transportation and attained recognition in 2002 as a Certified Texas Pupil Transportation Official. Joe is serving in his second year as Area 4 Director as well as serving on the TAPT Vendor Committee, the Site Selection Committee, and the Constitution Committee. He has previously served as the Area 4 Nominating Committee representative. As an active member of National Association for Pupil Transportation (NAPT), he has served on the national School Bus Safety Week Committee for the last eight years. He is also an active member of the Texas Association of School Business Officials and the Rotary Club of Killeen. Joe holds a Bachelor of Science degree in Industrial Education and a Master of Education Degree from West Texas State University (now West Texas A & M University) and teacher certification in Industrial Education. PARLIAMENTARIAN Ernest Del Bosque Hello All, I am Ernest Del Bosque. I am the Director of Transportation for the Beeville Independent School District. I have been with Beeville for 10 years and have enjoyed great success. The success I have enjoyed is all due to a great and varied assortment of fabulous team members that compliment, and support each other to maintain perfection with no accidents during my leadership. I am also supported by a great wife and two awesome kids that I am extremely proud of. I am seeking your support to enable me to join another great team of individuals that comprise the TAPT Executive Committee by seeking office as your Parliamentarian. Looking forward to seeing all of you again soon. PARLIAMENTARIAN Phyllis Hackman I am currently employed with Chapel Hill ISD. I worked with Tyler ISD as a Team Leader 3 and Trainer for four years including driving routes. I also serve as the Secretary for the East Texas APT working with President Stacy Lampkin. I bring 20 years of combined experience in school transportation to the table. I am married, with a combined family of 6 children and a grandmother of 5. Along with working in transportation, I was a foster parent for 5 yrs. through which I adopted my youngest son, President and Vice President of the Ladies Auxiliary for the Boone County Volunteer Fire Department #3 in Illinois. I am the webmaster for Memorytrees.org a suicide survivor website and the Hosting Coordinator for East Texas AFS Intercultural Programs foreign exchange students. I started as a bus driver for District #100 in Belvidere, Illinois in 1993 and moved up the ladder to trainer, coming in 3rd Place in the IATP in 2001, worked with routing for the kindergarten and bilingual routes to being a Certified School Bus Instructor through the State of Illinois in Boone/Winnebago County which I stepped down from in June 2007 to move to the Great State of Texas. With my drive and determination I get the job done. Ask me a question or tell me you can’t find a solution and I will strive to get the answer and a solution, Can’t is not an answer to me it is a challenge. I feel with my range of experience, dealing with a wide variety of people along with my motivation and drive I am well qualified for this position and would be an asset as Parliamentarian. I want to help make a difference not only locally but statewide or even nationally in Pupil Transportation. AREA 2 DIRECTOR Stacy Lampkin I am currently seeking the position as TAPT Area 2 Representative. I feel that it’s very important that all of area 2 knows what’s going on. I find that being able to let people in the area know what’s going on, makes them feel that they are apart of the decision that are made by the executive committee makes .I am currently the Safety Supervisor and Trainer for Lufkin Independent School District. I have served the transportation industry for over 9 years now. I have been in many positions including: bus driver, substitute driver, motor coach driver, trainer, and safety supervisor. I have experience in dealing with the public dating back to 1984 when I started my career as a firefighter with the Nacogdoches Fire Department. I later began teaching for Angelina College in Lufkin, Texas as a Master Instructor, where I still currently instruct courses in the Police and Fire Academy. I originally took the Train-the-Trainer course a couple of years ago, and I am now privileged to be a Train-theTrainer Instructor Trainer in College Station. I am currently an Instructor at Region VII ESC teaching School Bus Driver Certification courses. I have served in many volunteer capacities including: Bus Road-e-o’s, TAPT Chapter positions, Greater East Texas Community Action Program Head Start Advisory Board, and the Houston Livestock Show and Rodeo. I am an active member of the East Texas APT, and currently serve as the President for that chapter and Serve as Historian on the TAPT State Level; I have also been a member of TAPT and hold my Transportation Official Certificate #821. AREA 4 DIRECTOR Ron Mack I’ve been employed with the Northside Independent School District’s (NISD) Transportation department from September 1999 to present. I’ve held positions as a bus driver, trainer, Forum Representative, Assistant Station Manager, Culebra Station Manager and presently Rhodes Station Manager with over 280 employees. I’ve been very active in the Centex Chapter of TAPT and have served as the Vice-President, President-Elect, President and Ex-Officio. In addition, I’m an active and involved member of TAPT and have participated in numerous Road-e-o events as a participant, judge, and score tabulator. I am a Certified Texas Pupil Transportation Official since 2002 and continue to attend classes to stay current in the Transportation career field. In 1999 I retired from the United States Air Force as a Chief Master Sergeant with over 30 years honorable service. I hold a Bachelor of Science in Management and Associate Degrees in Personnel Administration and Airframe Technology. I’ve been married to Sherilyn Y. Mack for over 35 years and have a son Michael and one granddaughter, Lexus, who reside in Hawaii and a daughter Tiffany who resides in Heaven. AREA 4 DIRECTOR Michael Rasmussen Mike is the Director of Operations at Rosebud-Lott ISD. As Head of Operations Mike leads and coordinates the efforts of the Transportation, Grounds and Maintenance and Custodial Staff for the district. Previously Mike served as a DAEP Instructor/Coordinator and Assistant Principal for Everman ISD where he honed valuable skills in organization and presentation, program development, campus operations, people management, and a knack for extended work hours. After earning a Bachelor’s Degree in Music from Cornell College, Mike began his teaching career in the great northeast where budget cuts led him to the transportation industry with Xtra Lease. As an Operations Manager and Road Service Specialist, Mike was able to master inventory control, tire wear, maintenance and repair budgets and driving the yard dog to park 48’ trailers a foot apart. With combined experiences in Education Administration, Transportation and Operations Management, Mike is versatile and well equipped to offer perspective from both the Academic side and the Logistical side of the School Transportation Industry. AREA 5 DIRECTOR Scott Chapman I have been Director of Transportation for the Calallen Independent School District in the Northwest part of Corpus Christi for the past 11 years. I started with the district in 1995 as a vehicle technician. Once becoming director, in 2000, I was introduced to the CBC of TAPT and have been an active member since. I have served as President elect, President and secretary of this local chapter. I have also been a Texas Delegate to the South Eastern States Conference three times and served as a site committee chairman for the 2008 conference in Corpus Christi. I am currently a certified transportation official with TAPT and hope to serve Area 5 as director. My hobbies are Golf, being a part of a competition BBQ team and a Bucarader Parade Official that supports Buccaneer Days here in Corpus Christi. Buccaneer Days is a nonprofit festival that provides scholarships to local students. I have been married to my wonderful and supportive wife Melissa for 24 years and have two children David and Christopher. AREA 1 NOMINATING Aletta Wagner Aletta has been in school transportation for 28 years and is a Certified Official with TAPT. She currently serves as Driver Supervisor for 52 drivers with Ector County I.S.D. in Odessa. Aletta is an active member with the West Texas Association for Pupil Transportation and has served as an officer for that chapter. AREA 2 NOMINATING Shana D. Speller My name is Shana D. Speller and I have been in Transportation for 10 years. I started off driving a school bus for Fort Worth ISD in 2000. I worked there for 3 years then I went to work for Dallas County Schools at the Irving bus lot for 1 ½ years. I then transferred to Mansfield I S D in 2005, and was promoted to Field Trip Coordinator in 2006. This will be my 5th year as Field Trip Coordinator and every day I am looking for new and innovative ways to improve the field trip system for the drivers. I enjoy working in Transportation and working with students even if it is only behind the scenes. I have a Bachelors of Arts in Education and I am currently working on my Masters in Education. I have a 12 year old son in the 7th grade that is my pride and joy. I love spending time with family, and I enjoy reading all types of books. I am quiet and shy at times but I enjoy meeting new people and I love to laugh. This is my first year running but I am very eager to become more involved in TAPT. AREA 3 NOMINATING Eric Smith I am originally from Broken Arrow, Oklahoma and have been married to Julie Ann for over 20 years. We have 3 sons and a daughter. I began my career in Transportation in 1994 as a truck driver. In 1996 I started driving Motor coaches, for various groups and entertainers. In 2000 I started in pupil transportation, while attending Seminary, working for the North Kansas City MO. school district. In 2004 we moved to Mississippi and I was a standby driver for Jones County Schools. In 2008 our family moved to Texas and I began driving for Conroe ISD, that summer I accepted the position of Safety Trainer. AREA 4 NOMINATING Michael Self Michael Self is an employee for Belton I.S.D. in Belton, Texas. Michael has worked in school district transportation for over 12 years. Michael attended classes at Temple College, and has received multiple certifications in the field of mechanics. He was recognized by Property Casualty Alliance of Texas as Bus Driver of the Year. Michael has served as Historian for the Heart of Texas Chapter of T.A.P.T. for the last 5 years. He is married to his lovely wife Sheila and has three children. AREA 5 NOMINATING Rolando Monsevalles Rolando Monsevalles is the Director of Transportation of the San Benito Consolidated ISD in San Benito, Texas. He was born, reared, and educated in San Benito. Upon completion of public school there, he attended the University of Texas at Austin being conferred a B.A. in 1979, later receiving a MEd with certifications in Mid Management and the Superintendency. After a career in banking and finance, he joined SBCISD and has held positions as a teacher, Bilingual Education program specialist, building administrator, and currently as a district level administrator at Transportation.
