Accounting/ Financial Expert Central Bank of Oman (CBO) Oman Ref: KP202-19 The Role The candidate will be responsible for providing Operational/ Technical support to Accounts Section of ABOD, preparing various analytical reports, participating in discussions and advising on Accounting/ Financing policy matters to the Higher Management and training of Accounting staff. 1. Implementation of Accounting / Financial Systems & Procedures • Enhance and improve the systems & procedures of Accounting / Financial system’s internal controls. • Review and formulate effective user controls for all Accounting / Financial systems in operation. • Review and design appropriate management information, performance management, operational reports, etc., to enable informed decisions across the Bank. • Participating in Information Technology related committees to ensure compliance of other systems with Accounting / Financial functions and policies. • Review and advising on the Chart of Accounts. • Advising and reporting on ad hoc issues. 2. Accounting / Financial Technical Expertise • Providing technical advice on Accounting / Financial matters to the Bank. • Interpreting and advising on International Accounting Standards (IAS) and International Financial Reporting Standards (IFRS) including Technical Bulletins. • Advising Management on Accounting Policy and coordinating changes to policy as and when required. • Interpreting, reviewing and advising on BDIS investment guidelines, Treasury investment guidelines, external portfolio managers, etc. • Interpreting and advising on Banking Law requirements as related to Accounting / Financial reporting. • Review and advice on the monthly and annual financial reports prepared by the Accounts Section. • Ensure the Annual Financial reports comply with accepted best practices and reporting requirements. • Advising and supporting the Internal Audit Department on various issues. • Advising and coordinating with external auditors for successful audits annually. • Advising and reporting on ad hoc issues. • Training staff 3. Performance Management Reporting • Review and advice on monthly reports from external portfolio managers. • Review and advice on monthly reports on internally managed funds. • Advising higher management on various investment options and their performance. • Advising on various Treasury Instruments and their impact on performance. • Advising and reporting on ad hoc issues. 4. Management Information Reporting • Review and advice on various financial reports on a monthly quarterly and annual basis. • Review and advice on variances and specific items when required. • Advising and reporting on ad hoc issues. 5. Budget Consolidation • Review and advice on CBO budgeting process. • Review and advice on budget parameters and assumptions. • Participating in Budget Committee to ensure compliance with policies and standards. • Implementing Budget Committee directives and advising concerned parties. • Advising and reporting on ad hoc issues. Requirements • Graduate with specialization in Accounting and Finance. • Fellow membership of ACA/ ACCA/ CPA/ ICAEW. • MBA in Finance, CISA / CIA would be an advantage. • Minimum 10 years experience in similar position in a banking environment. (Preferably in a Central Bank). • Desirable 15 years accounting and auditing exposure in banking/financial institution. • In depth Accounting and Auditing knowledge including the International Accounting Standards (IAS), International Financial Reporting Standards (IFRS) and recent developments. • Experience in Financial Accounting, Cost Accounting, Budgeting, Treasury Management, Management Reporting, Computerized Accounting, creating the Chart of Accounts, System Procedures, restrictions and audit trails. • Exposure to Oracle Financial System would be an advantage. • Exposure to various Treasury Financial Instruments including their accounting treatment, compliance, risk management and performance measurement. • Besides a High level knowledge of MS Office (Excel, Word, Outlook, etc.), and the ability to work independently, the candidate should have mentoring, supervisory skills and training of staff skills.
