CONSTRUCTION MANAGER SELECTION
PROJECT DESCRIPTION:
The proposed project is a multi-functional elevated facility which will include parking underneath on the ground
level, classrooms, teaching labs, study areas, offices, auditorium/exhibition spaces, instructional media space,
student academic support space and support services space. Technology enhanced classrooms and lecture
auditoria will facilitate the instructional needs for the entire College of Business (COB) curriculum and will be
constructed using flexible space configurations to meet diverse programmatic requirements. This facility will
accommodate our COB currently located in four buildings on the USFSP Campus. This facility is anticipated to be
a structure of about 70,000 G.S.F. with a minimum LEED Certification of Silver. The construction costs are
expected to be about $20,000,000.
The contract for Construction Management services shall consist of a preconstruction phase and a construction
phase. The preconstruction services phase, for which the Construction Manager will be paid a fixed fee, will
include value engineering, construction analyses, development of cost models, estimating, and the development
of a Guaranteed Maximum Price (GMP) at 75% Construction Document phase. Failure to negotiate an
acceptable fixed fee for the contract or to arrive at an acceptable GMP within the time provided in the agreement
may result in the termination of the Construction Managers contract.
SELECTION CRITERIA:
The Selection Committee for this project will evaluate the applications according to the law and the Policies and
Procedures of the University of South Florida. Selection of finalists for interviews will be made on the basis of
Construction Manager qualifications including applicant’s experience (particularly with College of Business
facilities), applicant’s personnel, applicant’s ability to provide service, record-keeping/administrative ability,
recording of as-built conditions, critical path scheduling expertise, conceptual cost estimating and cost control
ability, quality control capability, etc., and the applicant’s license, bondability and insurability. As part of USFSP’s

Finalists will be provided with a draft copy of the building program and any documentation pertaining to the
project that has been prepared by the Architect, a list of final interview evaluation criteria, and a copy of the
standard USFSP Construction Management Agreement. Finalists shall be requested to provide the Selection
Committee with copies of a written summary of their presentation at the conclusion of the interview.

INSTRUCTIONS:
Applicants desiring to provide Construction Management services for the project shall submit eight (8) original
paper copies of a letter of interest, a completed “USFSP Construction Management Qualification Supplement”
(CMQS), dated March, 2011 and all required information within the proposal limits as required in the “Submittal
Requirements” of the Project Fact Sheet. Application on any other format or form may not be considered.
Proposals must not exceed sixty (60) pages. Pages should be numbered consecutively. Each original CMQS
submittal requested must be signed in blue ink by the principal or officer of the firm and notarized with seal.
Submittals that do not comply with these requirements or do not include the requested data will not be
considered. Submittals are part of the public record and no submittal material will be returned. The Selection
Committee may not consider submittals that do not comply with these requirements or do not include the
requested data.
All applicants must be licensed to practice as Certified General Contractors in the State of Florida at the time of
the application. Corporations must be registered to operate in the State of Florida by the Department of State,
Division of Corporations, at the time of the application. As required by Section 287.133, Florida Statutes, a
Construction Management firm may not submit a proposal for this project if it has been on the Convicted Vendor
List for a public entity crime within the past 36 months. The selected Construction Management firm must
warrant that it will neither utilize the services of, nor contract with, any supplier, subcontractor, or consultant in
excess of $25,000.00 in connection with this project for a period of 36 months from the date of placement on the
Convicted Vendor List.

It shall be noted that no communication regarding the project shall take place between the applicants and the
Selection Committee Members and/or employees of the University of South Florida St. Petersburg, except as
provided at the Pre-Submittal Meeting, the request for the CMQS and Fact Sheet, and requests for clarifications.
Any project information and/or requests for clarifications prior to the selection of finalists for interviews must be
requested either at the Pre-Submittal meeting listed below, or by e-mail in writing to Sandy McFarlin
smcfarlin@usfsp.edu. The Selection Committee may reject all proposals and stop the selection process at any
time. The Construction Manager shall have no ownership, entrepreneurial or financial affiliation with the selected
Architect involved in the project.
GENERAL INFORMATION:
1. A Pre-Submittal Meeting will be held at 9:00 a.m. EDT, on Friday, May 25th, 2012, at the University of South
Florida St. Petersburg, Davis Hall (DAV), Room 103. Attendance at this Pre-Submittal Meeting is mandatory.
The University of South Florida St. Petersburg is located at 140 Seventh Avenue South, St. Petersburg, FL
33701. The Davis Hall (DAV) is located on the USFSP campus at 140 Seventh Avenue South, St.
Petersburg, FL 33701.
2. All applicants will be notified of the results of the short listing in writing. Finalists will be informed of the
interview date and time. Short listed applicants will be provided with additional project information, if
available.
3. The Selection Committee will make a recommendation to the Regional Vice Chancellor of Administrative and
Financial Services and the Regional Chancellor of the University of South Florida St. Petersburg. If approved,
the recommendation is sent to the Vice President for Business & Finance, University of South Florida for final
approval. Upon approval by the Vice President for Business & Finance, University of South Florida,
negotiations will be conducted in accordance with Section 287.055, Florida Statutes.
4. All applicants shall submit eight (8) original paper copies of the submittal including the letter of interest, the
“USF Construction Manager Qualifications Supplement, dated March 2011” and all required information within
the proposal limits as outlined in the “Submittal Requirements” of the Project Fact Sheet, to:

5. Submittals must be received by 2:00 p.m. EDT, on Friday, June 8, 2012. Facsimile (FAX) or email submittals
are not acceptable and will not be considered.
SUBMITTAL REQUIREMENTS:
Please type. The entire proposal must be limited to sixty (60) single-sided 8 ½ x 11 pages (or 30 pages front and
back), including the CMQS form, the letter of interest, submittal requirements as listed below in the following
sections and any additional information, but excluding cover sheets, divider pages (as long as such pages do not
include any promotional material, such as proposal language, pictures of past projects, etc.) and Joint Venture
Agreements. Number each page consecutively. Provide the number of copies of the submittal specified in the
advertisement. Any proposal exceeding 60 pages may be disqualified.
The information in the submittal shall be provided in the following SECTIONS and order, and shall be in adherence
with the requirements and instructions of the Fact Sheet and the CMQS:

Applicant’s License, Corporate Certificate, Bondability and Insurability
a. Attach a copy of the current Florida Contractor’s License for the applicant.
b. Attach a copy of the current Florida Corporate Charter Certificate
c. Attach a letter from a surety company indicating the applicant’s bondability for this project. The surety
letter shall include confirmation that the contractor can provide a performance and payment bond for this
project with a potential construction cost of approximately $20,000,000, the contractor’s single project
bonding limit, and the contractor’s aggregate bonding limit. The surety shall acknowledge that the firm
may be bonded for the project, The surety company must be licensed to do business in the State of
Florida, must have a Best Rating of “A”, and a required financial size of “Class IX”.
d. Attach a letter from an insurance company indicating the applicant’s insurability for the following.

provide services for this project including consultants.
b. Provide a resume that provides experience, ability and qualifications for key personnel and consultants
that will provide services for this project including principal in charge, project manager(s),
superintendent(s), project engineer(s), etc.
Applicant’s Experience Matrix and Additional Information
a. Provide a matrix (rectangular arrangement of rows and columns) showing no more than 10 projects (in
response to Item #5 of the CMQS, “Applicant’s Experience”, a through j) in rows on the left side of the
matrix and the key personnel (in response to Item #4b, key personnel proposed for this project), of the
CMQS in columns on the top of the matrix to create a matrix, using an “X” to indicate which projects the
key personnel were involved in at the intersections of the rows and columns in the matrix.
b. If desired, provide any additional information on the “Applicant’s Experience” projects (a through j)
included in response to Item # 5 of the CMQS.

(1) Design/Pre-Construction Phase and the (2) Construction Phase of project development.
d. Provide a brief summary, in a bullet format, that describes your schedule control methods for the (1)
Design Phase and (2) Construction Phase of project development for a representative project listed in
Item #5, “Applicant’s Experience” of the CMQS.
e. Provide a brief summary, in a bullet format, that describes your team’s approach to resolve potential
conflicts with the (1) Trade Contractors and (2) Owner.
