What is the current IT staff sizing? Answer: PWA-IT is currently supporting 250 desktops with
4 technical, 1 clerical staff. 2 ½ respond to daily help desk, 1 to server systems & storage.
Vendor most likely will not be responsible for helpdesk support.
Current Desktops hardware platform? Answer: HP Workstation for AutoCAD users 68, about
200 HP desktops for general users, Windows Vista SP2, less than 10 of thin clients and a few
laptops.
How has IT services been provided? Answer: Our current primary contract is systems engineer
for high level consultation. Other services provided as sub-contractors.
How is your systems site structure? Answer: All servers are located at the Elmhurst Building in
Hayward. At remote sites, there’s only domain controller & software distribution server.
Who is the current incumbent firm and how long? Answer: Our current contract is with
Track Computers; a 3-year contract w/ 2-year extension. Principal is present at the
conferences
Has ACPWA been satisfied with the support from the incumbent firm(s)? Answer: Yes
In hours, what are the average monthly Server / Workstation support level utilized by ACPWA
during the last one to two years? Likewise, what has been the level utilized for Application
Development, and SQL Server Database Administration? Answer: Currently ISE onsite 2-3
days per week; 6 hours to 2 days per week developer services; 1 hour per week DBA services.
Developer works mostly per project basis.
Will you need 24x7 supports? Answer: No, internal IT staff has been taking care of off-hour
support.
Collaboration suite – Team foundation server and ITIL standard? Answer: We will consider
all new technology and better practice offered; we are open to any cutting edge technology.
Is remote access provided? Answer: Yes, remote access will be provided.
Source Code management? Answer: Don’t have tight source code management. All source
code developed on staging server.
Storage replication to remote sites? Answer: There’s current initiative for about 8TB of data
replicate away from Elmhurst to Dublin site with 10mb/s bandwidth. Currently testing &
evaluating technologies.
Do you score per sub-item in all 3 technical support criteria, example (pg 12, sec CDE)?
Answer: No sub-item scoring; looking at overall proposal for each of the 3 criteria.
What type of storage systems PWA currently has? Answer: Fiber Channel SAN and ISCSI (HP
EVA, HP LeftHand, Promise)
How can vendor project proposal for future needs? Answer: Contract will be for 3 years. 5
years ago when the current contract was issued, Vista, systems virtualization technology and
other advances were not in scope of work. We suggest that vendors put through their best
current expertise, best technical knowledge and capabilities to adapt into the latest and greatest
technology to come.
Any possible work transition from current vendor? Answer: Yes, transition is planned and will
be arranged.

Q17. Current Back-ups beside the mentioned Symantec BackupExec? Answer: 3rd party snapshot
for systems OS, Symantec System Recovery, VCB for VM.
Q18. Support – would user come to vendor first? Answer: No, users will call Agency IT staff Help
Desk.
Q19. Please explain Page 23 item X #4? Answer: In general, software development project is
initiated by Agency IT staff. To promote efficiency, developer may work directly with end user
for as needed software modification and testing. Contractor project manager is responsible to
information Agency IT staff for all ongoing project related activities.
Q20. SLA requirement for servers? Answer: The main responsibility is County IT Staff (1st
response). Vendors may be called if the issue is escalated.
Q21. What do you use for patch management? Answer: WSUS desktop patch management.
Q22. What’s the relation between PWA and County ITD? Answer: County IT currently provides
Agency Network, VPN, Exchange Server and Anti-Virus; all others are Agency IT staff’s
responsibility.
Q23. How will County keep track of time? Answer: Vendor provides invoices w/ specific details.
Q24. Current Legacy Applications? Answer: Power Builder, some old Excel/Access DB.
Q25. Page 5, 2, item D review code of existing? Answer: Future support of PowerBuilder may be
needed when current software development & support contract expires.
Q26. Timeline for PowerBuilder conversion? Answer: Moving to .NET as business decision. No
deadline currently.
Q27. Identify Budget from past history? Answer: Please note this RFP is qualifications base, we are
not evaluating bidder responses for pricing. Current budget is about $300,000.00 per year,
however, given the current State budget crisis, there’s no guarantee that this RFP will remain at
past level.
Q28. Can you provide approximate % and estimated budget ($) breakdowns by category for the 3
support services? Answer: See page 12 for different score per item, and you can determine level
of importance
Q29. Is it acceptable for MS Gold partners to bid on this jointly? Answer: Yes.
Q30. What do you value, company background, team, vendor/sub-contractor relationships?
Answer: We will be evaluating overall qualification per RFP response. We have tried to create a
level playing field where there would not be an advantage one over the other.
Q31. Clarify needed for non SLEB without SLEB partner? Answer: Please see page 19 #2b of RFP
for explanation of County SLEB requirements. Briefly, if the Prime is not a SLEB, the contract
must include at least 20% subcontracting by a SLEB.
Q32. Page 14 – How do you categorize firm in local business or not? Answer: Please see page 19 #2
2nd paragraph of the RFP.
Q33. State enterprise zones that have been determined? Answer: No. This contract will be issued
under County requirement; we have no knowledge of the State program.
Q34. Do Standard Operating Procedures currently exist for the SQL Server database administration
support? Answer: No.
Q35. Who will pay for development tool? Answer: It is the developer’s responsibility to maintain their
own tool set. If there’s need for software installed in the staging server, the Agency purchase the
required license.

Q36. Question on Page 23 (X, 2) Contractor? Outside normal working hours? Answer: Work
outside normal working hours is not anticipated. This section is written to ensure contractor
provides adequate competent support during normal working hours. Rebooting & patching will
be performed by Agency’s internal IT staff.
Q37. Any current initiatives? Answer: Data replication; MS Excel/Access DB conversion to web
interface with MS SQL backend.
Q38. Any advantage for veterans, women and/or disability own firm, diversity team background?
Answer: Local and SLEB business are the only preference for the County.

COUNTY OF ALAMEDA, GENERAL SERVICES AGENCY-PURCHASING EXHIBIT A – BID ACKNOWLEDGEMENT
RFP No. 20101031, Addendum No. 01
The County of Alameda is soliciting bids from qualified vendors to furnish its requirements per the specifications, terms and conditions contained in the
above referenced RFP/Q number. This Bid Acknowledgement must be completed, signed by a responsible officer or employee, dated and submitted with
the bid response. Obligations assumed by such signature must be fulfilled.
1. Preparation of bids: (a) All prices and notations must be printed in ink or typewritten. No erasures permitted. Errors may be crossed out and
corrections printed in ink or typewritten adjacent and must be initialed in ink by person signing bid. (b) Quote price as specified in RFP/Q. No
alterations or changes or any kind shall be permitted to Exhibit B, Bid Form. Responses that do not comply shall be subject to rejection in total.
2. Failure to bid: If you are not submitting a bid but want to remain on the mailing list and receive future bids, complete, sign and return this Bid
Acknowledgement and state the reason you are not bidding.
3. Taxes and freight charges: (a) Unless otherwise required and specified in the RFP/Q, the prices quoted herein do not include Sales, Use or
other taxes. (b) No charge for delivery, drayage, express, parcel post packing, cartage, insurance, license fees, permits, costs of bonds, or for
any other purpose, except taxes legally payable by County, will be paid by the County unless expressly included and itemized in the bid. (c)
Amount paid for transportation of property to the County of Alameda is exempt from Federal Transportation Tax. An exemption certificate is
not required where the shipping papers show the consignee as Alameda County, as such papers may be accepted by the carrier as proof of the
exempt character of the shipment. (d) Articles sold to the County of Alameda are exempt from certain Federal excise taxes. The County will
furnish an exemption certificate.
4. Award: (a) Unless otherwise specified by the bidder or the RFP/Q gives notice of an all-or-none award, the County may accept any item or
group of items of any bid. (b) Bids are subject to acceptance at any time within thirty (30) days of opening, unless otherwise specified in the
RFP/Q. (c) A valid, written purchase order mailed, or otherwise furnished, to the successful bidder within the time for acceptance specified
results in a binding contract without further action by either party. The contract shall be interpreted, construed and given effect in all respects
according to the laws of the State of California.
5. Patent indemnity: Vendors who do business with the County shall hold the County of Alameda, its officers, agents and employees, harmless
from liability of an nature or kind, including cost and expenses, for infringement or use of any patent, copyright or other proprietary right, secret
process, patented or unpatented invention, article or appliance furnished or used in connection with the contract or purchase order.
6. Samples: Samples of items, when required, shall be furnished free of expense to the County and if not destroyed by test may upon request
(made when the sample is furnished), be returned at the bidder’s expense.
7. Rights and remedies of County for default: (a) In the event any item furnished by vendor in the performance of the contract or purchase
order should fail to conform to the specifications therefore or to the sample submitted by vendor with its bid, the County may reject the same,
and it shall thereupon become the duty of vendor to reclaim and remove the same forthwith, without expense to the County, and immediately to
replace all such rejected items with others conforming to such specifications or samples; provided that should vendor fail, neglect or refuse so to
do the County shall thereupon have the right purchase in the open market, in lieu thereof, a corresponding quantity of any such items and to
deduct from any moneys due or that may there after come due to vendor the difference between the prices named in the contract or purchase
order and the actual cost thereof to the County. In the event that vendor fails to make prompt delivery as specified for any item, the same
conditions as to the rights of the County to purchase in the open market and to reimbursement set forth above shall apply, except when delivery
is delayed by fire, strike, freight embargo, or Act of God or the government. (b)Cost of inspection or deliveries or offers for delivery, which do
not meet specifications, will be borne by the vendor. (c) The rights and remedies of the County provided above shall not be exclusive and are
in addition to any other rights and remedies provided by law or under the contract.
8. Discounts: (a) Terms of less than ten (10) days for cash discount will considered as net. (b) In connection with any discount offered, time will
be computed from date of complete, satisfactory delivery of the supplies, equipment or services specified in the RFP/Q, or from date correct
invoices are received by the County at the billing address specified, if the latter date is later than the date of delivery. Payment is deemed to be
made, for the purpose of earning the discount, on the date of mailing the County warrant check.
9. California Government Code Section 4552: In submitting a bid to a public purchasing body, the bidder offers and agrees that if the bid is
accepted, it will assign to the purchasing body all rights, title, and interest in and to all causes of action it may have under Section 4 of the
Clayton Act (15 U.S.C. Sec. 15) or under the Cartwright Act (Chapter 2, commencing with Section 16700, of Part 2 of Division 7 of the
Business and Professions Code), arising from purchases of goods, materials, or services by the bidder for sale to the purchasing body pursuant to
the bid. Such assignment shall be made and become effective at the time the purchasing body tenders final payment to the bidder.
10. No guarantee or warranty: The County of Alameda makes no guarantee or warranty as to the condition, completeness or safety of any
material or equipment that may be traded in on this order.
