In 1819, When Missouri applied for statehood as a slave state the balance of power between northern states (ANTI SLAVERY), and southern states (PRO SLAVERY), would be upset. At the time there were 11 free states and 11 slave states. (each with 2 senators to represent them).

The Northern states would not allow themselves to be outnumbered in the US Senate, where each state had equal voting power in the congress, because each state had two senators representing them.

At the same time, Maine also wanted to become a state.

In 1820, after much debate, a senator named Henry Clay suggested that in order to maintain the balance of voting power for both free and slave states in the senate, that Missouri be allowed to enter as a slave state and Maine could be a free state. That left 12 free states and 12 slave states. To keep

the balance in the senate, congress could not ban or prohibit the spread of slavery. (
