In Bangladesh it is alone 30 millions, meaning 1 in each 5. It is already jeopardy social and economic situation in climate vulnerable countries (CVC) like in Philippines and Bangladesh. If there is no drastic cut in mitigation, temperature may go up to 6 degree at the end this centuries and climate forced migrants especially from low lying countries will increase many fold. Since 2007 UNFCCC Bali conference we have doing campaign on this especially demanding new UN protocol, organizing public seminars and photography exhibition and post card campaign in all the UNFCCC CoP (Conference of Parties) premise. In Cancun agreement para 14.f has adopted to study, discuss on climate forced migrants, but later very little progress has happened in this regard, e.g., hardly any countries has been demanding separate work program in this UNFCCC process. Now it is a part of Loss and Damage discourse. Since 2012 with the leadership of Government of Switzerland, Norway and The Nansen Initiatives, a bottom up global discussion has been initiated on Disaster and Climate Forced Migrants, a global consultation has been conducted during October 2015 in Geneva, where internal displacement policy for relocation and rehabilitation has been emphasized as a part of climate adaption We do like to continue the discourse as we strongly believe that CVCs alone hardly be able to solve the problem alone, while coastal regions of these CVCs and some of the small island countries will disappear. Global community or states should take responsibilities in view of CBDRRC (common but differentiated responsibilities with respective capacities) and there should be an initiative of new UN protocol in this regard. Even how much this protocol will work while there are growing xenophobia in developed countries. It has a demand of new sort of development education in those countries. There are other dimensions of the issue too, ie strengthening climate resilience so that there will be little of migration. Moreover the migration had linked to development, it could be considered as a matter of potentiality for national development. There are issues of facilitating the migration with dignity too.
